Minutes of the meeting of Old Hutton and Holmescales Parish Council on Wednesday 17th August 2016

160817-3 Police
PC Martin Boak gave a brief summary of incidents in the local area. If people are seen where they should not be, the
public is asked to phone 101; the 999 number is for crimes in progress and for potential life/death situations.
160817-4 Acceptance of the minutes of the previous meeting
The chairman signed the minutes of the Annual Open Meeting, the AGM and the parish council meeting all held on 2106-2016 as true records.
160817-5 Chairmans announcements
Building work at Bendrigg Lodge will continue until February 2017. Almost all of the traffic is coming from junction 37,
so there will not be increased traffic flow through Old Hutton itself.

Parish councils can be responsible for verge-cutting next year if they wish. This will be discussed at the next
meeting.
The pothole on Bridge End hill has been reported again to Better Highways.
There was a discussion about the danger caused by parked vehicles at Bridge End but it was also noted that
they slow traffic down.
The pothole and loose fire hydrant cover at St.Johns will be reported.
The council agreed to send a letter to support an application to Banks by South Cumbria Rivers Trust for a
grant to remove Himalayan balsam.
The verges of the footpath over Middleshaw Hill will be cut starting at 7pm on Wednesday 24 th August. A plea
was made for volunteers who should bring tools if possible.
160817-8 Planning applications
a) Applications submitted requiring council comments:
SL/2016/0708 change of use from an existing stable and man ge to an equine business at Cocklea. The parish
council agreed to support this application
b) The progress of applications submitted since the last meeting was noted:
SL/2016/0270 - Single storey extension to the rear of the property to provide a living kitchen with WC and boot
Room at Hutton Yeat. The parish council had no objection to this application at its site meeting on 04-05-2016.
Permission granted on 16-06-2016.
SL/2016/0431 Replacement balcony at 2 Oakfield Farm
SL/2016/0434 - Addition of a mange to a stable between Fairthorns Lane and the M6. Permission granted on
11-07-2016
160817-9 Payment of accounts
Payment of the following amount was authorised:
63.08 to SLDC for 2016 election costs
160817-10 Financial report
a) The Annual Return and certificate from the external auditor (who raised no issues) were approved and
accepted.
b) The Community Account balance is 4468.50 and the Business Premium Account has 638.72
c) After much bureaucracy the Greaves Solar Farm Community Fund account has been set up. The fund will pay
for a new dishwasher at the public hall. The chairman of the committee is John Shorrock and the secretary is
Simon Gray. Applications to the fund will soon be invited.

14-07-2016 from CALC - July/August newsletter (forwarded to councillors)
27-07-2016 from CALC information about the Insurance Act 2015 It is mainly to do with collecting information for
insurance purposes so will not affect the parish council
05-08-2016 from Banks Group 2015 corporate responsibility report (this was available to see at the meeting)

160817-12 Extension of the B4RN broadband network to the parish


Investment in the broadband project is currently 280,050 with 272 homes and businesses having submitted an
expression of interest in connecting to it. Almost all owners whose land the network will cross have signed wayleaves
in Old Hutton. The first duct is scheduled to be laid in the parish in the week starting the 22 nd August.
160817-13 Speed Indicator Device
An email from Peter Thornton about the lower cost of SIDs raised some interest and will be discussed in detail at the
next meeting.
160817-14 Marked spaces on the church car park
It was decided that the provision of a marked parking space for disabled people was a good idea but that it would be
better placed at the front of the public hall next to the ramp and the nearest point to the school. It will be discussed at
the next hall committee meeting.
160817-15 Date of the next meeting
The next meeting of the parish council will be at 7.30pm on Monday 10th October at the public hall
