Mr. Babic:

Not too many things scare me but that 8 story unit falling OVER or tilting with Hurricane Season arriving gets my
attention in a sleepless way.

In that we felt all along the stress on the BOP top from uncontrolled disaster of the Rig caused it to be TILTING thus
the contact with the sea bottom in the Gulf may be a danger and oddly running water through hoses from surface
trained on the sea bed IF it is giving way will allow pushing SAND up under the frame areas causing a new seal with
the sea bed which can possibly be pushed with water all around the base strengthening the BOP even 10 feet tall if
necessary. I use this same technique and you can pour cement under and around the base to make it solid if
absolutely necessary..the EXPERTS can take it up as the KILL lines are not used yet for gathering new OIL AND GAS
from those TOP KILL and JUNK SHOT contact points so pushing cement is easy for propping up the BOP in this time of
need to support the casing and perhaps save everything.

I am quite sure IF no one does anything that this unit is weakened and could very easily fall over on the sea bed pulling
8 stories of pipe which is not flotation pipe and the ship over to one side endangering everyone onboard. NAVY
EXPERIENCE TALKING ! NO SHUTOFFS, NO FLOTATION PIPE.HMMMMM ! Disaster TWO as there is nothing shown to
shut down the flow from the BOP and send it to another vessel in a WYE . Hint !

Quite naturally we asked for these people to CHECK the BOP when the special part or bubble verification is there just
near the flange and ANY ROV can look at same quickly confirming exactly HOW FAR it is off.Crane can attach and
with ROV viewing BUBBLE set it back on course perhaps saving a tragedy. Obviously some of the EXPERTS have no

clue how to shut down the well if it falls over nor do they understand that CRANE can hook up to the BOP and make
necessary changes within limits before the STORMS COME!

Wave movement anticipated will still allow Crane to correct FALL or hold it from falling and this is CRITICAL until the
Friction Plug gets in position on the sea bottom even if stuck in the dirt or sand until pickup by crane needed. Do look
at the ANNUALAR section below 13 THOUSAND FEET for contact perhaps sealing just in case the strata makes those
other areas go bonkers and the cement pour could seal more than one would believe in a flash.

SPECIFIC WEIGHT AND ADD MORE IF INSUFFICIENT !

Please verify BOP is leaning over and get the Branko R. Babic FRICTION PLUG READY ON THE BOTTOM AWAY FROM
THE BOP SHOULD IT COME APART THE CRANE CAN HOOK UP AND LOWER SAME INTO THE FLOW..ANTICIPATE SIZE

MUST HIT OVER 13,000 FEET TO ANNULUS SIZE THIRTEEN AND FIVE EIGHTS SEAL PERHAPS UNLESS OTHERWISE
DIRECTED.LOOK AT THE AS BUILT CHART ON CASING SIZE PLEASE.
