REVIEW OF PREVIOUS MEETINGS

Issues Guard shack reduces visibility Wall blocks view, southbound traffic cant see bikes Confusing signage - Who yields, bikes or vehicles? Not enough stacking entering and exiting Bikes disregard traffic signal SB Cays traffic does not stop

REVIEW OF PREVIOUS MEETINGS

Issues Signs too small, especially for bikes Most issues are on the exit, not the entrance Northbound bike and southbound right turn vehicle crashes are a problem Bikes stay on Highway 75 and conflict with acceleration lane Cars speed up to make signal (both directions) There are vehicle to vehicle problems Removing wall would increase noise

REVIEW OF PREVIOUS MEETINGS

Ideas/suggestions Remove guard shack or move it with single through lane Cut back walls on north side to improve visibility Glass walls / wrought iron walls to improve visibility Gate to stop bikes, push button to open Bike path barrier requiring bikes to dismount Bike tunnel under intersection or bridge over intersection Speed table across crosswalk Move bikes to the signalized intersection Bikes and peds should be stopped with E/W green signal

REVIEW OF PREVIOUS MEETINGS

Ideas/suggestions Eliminate free right turn for northbound traffic take turn lane to the signal Use in-ground lighting at crosswalk activated with bike/ped detection Stop sign at the crosswalk for traffic exiting the Cays Reinstall bike stop signs Relocate entrance south by soccer fields Move the bike trail to the other side of the Strand Elevate guard shack like a lifeguard station

ORIGINAL ALTERNATIVE 1
Legend
1. Remove/reconstruct curved portion of Cays North Wall 2. Relocate kiosk

ORIGINAL ALTERNATIVE 1
Features/Benefits
Removes/replaces N wall for visibility Relocates kiosk for visibility Preserves accel/deceleration lanes Least expensive alternative No Caltrans permit required

Challenges
Does not address speeding/yielding issues

Cost Range

$120,000-$150,000

ORIGINAL ALTERNATIVE 2
Legend
1. Raised crosswalk at current crossing 2. Remove/reconstruct curved portion of Cays North Wall 3. Relocate kiosk 4. Bike/ped detectors (future phase) 5. Blank out signs warning of peds/bikes actuated by detectors (future phase)

ORIGINAL ALTERNATIVE 2
Features/Benefits
Removes/replaces N wall for visibility Relocates kiosk for visibility Raised crosswalk slows traffic down Preserves accel/deceleration lanes No Caltrans permit required Bike/ped detection can be added

Challenges
Crossing remains long (100 ft)

Cost Range

$150,000-$180,000

ORIGINAL ALTERNATIVE 3
Legend
1. Realign path to signal (with push buttons, ped/bike signal) 2. Raised crosswalks on accel/decel lanes 3. Relocate CA-75 guide signs 4. Remove/reconstruct curved portion of Cays North Wall 5. Extend sidewalk to realigned path

ORIGINAL ALTERNATIVE 3
Features/Benefits
Removes/replaces N wall for visibility Realigns crosswalk for visibility Signal controls right-of-way at Cays Blvd, raised crosswalks slow traffic Preserves accel/deceleration lanes Breaks crossing into shorter segments

Challenges
Caltrans permit required least desirable alternative for Caltrans

Cost Range

$200,000-$250,000

ORIGINAL ALTERNATIVE 4
Legend
1. Bring northbound right to signal 2. Bring westbound right to signal 3. Realign path to signal (with push buttons, ped/bike signal) 4. Extend sidewalk to realigned path 5. Relocate traffic signal poles and equipment

ORIGINAL ALTERNATIVE 4
Features/Benefits
Preserves wall and kiosk Fully controlled crosswalk signal assigns right-of-way Realigns crosswalk for visibility Shortens crossing distance

Challenges
Caltrans permit required Accel/deceleration lanes are brought to the signal Most expensive alternative

Cost Range

$325,000-$400,000

ORIGINAL ALTERNATIVE 5
Legend
1. Realign path to signal (with push buttons, ped/bike signal) 2. Bring northbound right to signal 3. Raised crosswalk on westbound acceleration lane 4. Relocate traffic signal pole and equipment 5. Remove/reconstruct curved portion of Cays North Wall 6. Extend sidewalk to realigned path

ORIGINAL ALTERNATIVE 5
Features/Benefits
Signal controls right-of-way at Cays Blvd, NB right turn Keeps accel lane (with raised xwalk) Realigns crosswalk for visibility Breaks crossing into shorter segments

Challenges
Caltrans permit required Deceleration lane is brought to the signal

Cost Range

$275,000-$350,000

KIOSK RELOCATION (WITH ALTS 1, 2)

Moves Kiosk 15 ft East Improves visibility Entrance could still be blocked Moves Kiosk to the circle Avoids entrance blockage Reduces asphalt in circle

Bike Circles
Slow down bicyclists approaching crossing Avoid potentially harmful physical barriers Improve visibility of vehicular traffic Opportunity to enhance aesthetics?

RENDERINGS / SIMULATIONS Reduction of Vehicle Speeds

Raised crosswalk
Crosswalk elevated 23 Improves visibility of bikes/pedestrians Reduces vehicle speeds

TUNNEL ALTERNATIVE

TUNNEL ALTERNATIVE
Features/Benefits
Eliminates bike-vehicle conflicts

Challenges
Significant maintenance Pumping Lighting Avoid 16 water line Potential bike cut-through the Cays Security concerns over enclosed space Visual impact of 600 ft of double railing Construction impacts access restrictions (Caltrans permit?)

TUNNEL ALTERNATIVE
Cost Range
$1.5 2.0M initial cost Ongoing Operation and Maintenance costs Major capital costs: Retaining walls Tunnel Shoring/dewatering Safety rail Engineering Design Traffic Control
