Deerfield Conservation Committee Meeting Minutes

Date: 7/30/09

Attendees: Serita Frey, Diane Thompson, Erick Berglund, Kate Hartnett

Opening: 6:00

Strategic Planning:

The DCC continued its strategic planning discussion begun at a prior meeting.
The following action items were outlined:

Next Six Months


• Add Strategic Planning Section to monthly agenda (Serita)
• Open Space Plan (Kate and Erick)
• Email list serve (Serita)
• Finish inventory of Town lands (Erick will contact Lisa and report at next
meeting)
• Recruit volunteer to lead effort to permanently protect Town forests
• Start conversation with Select Board regarding permanent protection of Town
forests

Next Year
• Conservation easements on all town forests
• Presentations to Town groups (Who we are; what we do; what we need; why it’s
important)

Regular Meeting: 7:00

Visitors:
• Frank Mitchell & Phil Auger
o Discussed the Williams conservation easement which still has not been
surveyed: recommended official survey and rewriting the language to
honor the original intent and spirit of the easement.
ƒ DCC is in favor of this approach and exploring options with the
Williams family
o Frank & Phil brought maple sugaring artifacts found on the Freese
property. They will clean up these items and present them to the Board of
Selectmen
o The DCC asked Frank to remove the no-hunting sign currently posted on
the Freese property.
ƒ Action - Dave Linden will contact the Hatems to let them know
that the DCC is working with the Fish & Game to install signs
indicating no hunting within 300 ft of residences.
o Irene Shores Memorial Forest sign was damaged by a fire
ƒ Frank asked on behalf of the family if the DCC would be interested
in replacing the damaged sign. DCC responded that it might be
more appropriate if the person responsible for starting the fire
make the replacement. Frank will convey DCC response to Irene
Shores.

o Frank recommended that there be an effort to standardize official
easement signs
o Frank discussed a potential future conservation project
ƒ DCC encouraged further dialog with the family.
o Phil discussed another potential land project on Nottingham Road
ƒ DCC is interested in exploring the possibilities
o DCC will provide Phil & Frank with a list of Town forests so that they can
provide an estimate on easement costs.
o Frank & Phil will attend the next meeting on August 31st to provide an
update.

Financial Officers Report


• Final date for submitting department budgets for the town budget is 9/11/09
• Discussed the part-time secretary position – Erick B. will ask Cindy Heon for
names of candidates

Land Conservation
o Discussed during the visitor session (see above).

Regulated Wetlands:
• Notice of administrative completeness from DES for minimal impact application
by Glenn & Barbara Meyers, 251 Middle Road.
• DES request for additional information from Howard Viens on Sunset Lane
regarding a Standard Dredge and Fill application
• DES approved amended wetlands permit for Steven & Lisa Giovinelli on Middle
Rd.
• Application by the NHDOT to remove and replace a single span structure 1.1
miles south of the Rte 107/ Rte 4 intersection.
