You were correct in your original assessment yesterday. Public Works and Community Development have
received plans for the lab foundation only. They will eventually need to get their drainage plans (among others)
reviewed before they begin working on the building itself. Sorry for the confusion, but I will make sure to let you
know when the drainage plans are submitted. Thanks.

Since our local planning commission and local council has granted the zoning changes for Murphy Oil's
new lab (replacing the lab which is inside the refmery fenceline), we were expecting through the agency
another opportunity for public notice and public input, including an EAS and additional information as
to what exactly are they doing at the lab and what chemicals would be there. Also, why are they exempt
from installing a fire protection sprinkler system? or from doing a traffic study? Would someone be
able to explain why this was not required?
Murphy Oil is beginning to construct the testing lab on Jacob Drive in Chalmette, LA, at the intersection
of Jacob Drive and St Bernard Hwy, driving pilings this week. Murphy obtained the local zoning
change and building permits. Today, our parish public works was asked to provide a copy of the
engineering report for and the storm water drainage plans for this site -- as the municipal storm water
drains are on Jacob Drive. The rest of the refinery has its own process waste water treatment.
The lab's three lot construction site is directly to the west of the Jacob Drive Drainage Canal (part of our
parishes storm water drainage system) and to the west of EXXON's pipeline easement, which is directly
to the west and adjacent to the Murphy Meraux refinery. EXXON's pipeline easement is incorrectly
labled'Murphy Oil Refmery property road' on attached photo MOMR708G2.jpg. That area labeled
property road is actually the pipeline easement.
