PROJECT BRIEF/ DESCRIPTION

(PILOT MRF)

I. NAME OF PROJECT : Iligan City Pilot Material Recovery Facility

II. PROJECT PROPONENT : Iligan City Government

III. PROJECT SITE / LOCATION : The Pilot Material Recovery Facility (MRF) shall be located
at Purok 4 Barangay Del Carmen, Iligan City, and to be
operated by the City Government. Approximate total area of
the entire facility is 1500 sq.m.

IV. PURPOSE / OBJECTIVE : The project have the following objectives:

1. To establish a Pilot Material Recovery Facility (MRF)


which shall serve as model for other Barangay in their
own areas.

2. To compost/recycle the solid waste generated by


Barangay Del Carmen in accordance with Republic
Act 9003.

V. SERVICE AREA : The Pilot Material Recovery Facility (MRF) shall partly
handle the solid waste of Barangay Del Carmen. At present,
garbage collection of Barangay Del Carmen is handled by the
Public Services Division (PSD) with regular collection done
three times a week (Monday, Wednesday and Friday).

VI. EXISTING AND PROPOSED :


SOLID WASTE
MANAGEMENT PRACTICES
: The approximate waste generated by Barangay Del Carmen is
A. Existing Solid Waste 2100 kgs/day (based on Barangay Del Carmen Development
Management Practice Plan service population of 7000 and assumed collection
efficiency of 70%, 0.60 kgs/capita generation). This
unsegregated waste comes from households and commercial
establishments. The biodegradable and non-biodegradable
waste is picked up by PSD directly from each respective
households and is disposed to the existing dumpsite at
Barangay Santiago. Uncollected garbage is buried, burned and
dumped into vacant lots.
A. Proposed Pilot Material : The proposed Pilot Material Recovery Facility (MRF) shall be
Recovery Facility (MRF) operated by PSD as follows
Scheme 1) Solid waste shall be collected from Barangay Del
Carmen residents initially through the facilities and
resources of the Public Services Division, but
eventually through “trisikads”-in a pre-scheduled,
fixed daily basis. Residents shall be also encouraged
to segregate biodegradable, and non-bio waste for
easier processing at the Pilot Material Recovery
Facility (MRF).
2) Segregation shall be done manually through sorting
tables in the Waste Preparation area. Separated
biodegradables, plastics, metals, glass, and papers
shall be placed in separate storage bins for each item.
3) Biodegradables waste shall be reduced or milled to
smaller sizes through a Hammer Mill mixed with 50%
dry coconut dust which shall absorb liquid
components of the garbage. Enhancements could be
also added (ie… chicken dung, etc..) to improve the
quality of the compost product output.
4) The biodegradable waste (mixed with coco-dust and
enhancements) shall be composted in 15 units
composting pens for a period of 30 days or more. Air
shall be introduced into the mixture through side
vents, and vertical bamboo vents. The composting
pens shall be protected from rain by a transparent
plastic roofing.
5) Harvested compost shall be manually screened, and
cured, and eventually sacked for disposal to interested
parties/buyers.

VII. TIMEFRAME : operational last Quarter of 2005 until Now

VIII. MATERIAL RECOVERY : 3-5 Tpd of Mixed Municipal Solid Waste (MSW)
FACILITY (MRF) CAPACITY

Note: The project site shall be located in a property owned by the City Government of Iligan.

X. TARGET BENEFICIARIES : Barangay Del Carmen residents and the general public.

XII. PROFILE ON : Barangay Del Carmen is located 3 kms. From the City proper.
POPULATION OF It has a land area of 163 hectares and is comprised of 11 zones.
BARANGAY DEL CARMEN The number of household totals 1,438, averaging at 5 persons
per household. Ratio of male to female population is 0.995 to
1(995 males to 100 females). Roman Catholic’s comprised
60% of the populace, followed by Islam at 12%, then the
Pentecostal and the Iglesia ni Cristo at 10% and 7%,
respectively. Sari-sari store constitutes 57% of the total
business establishments in the barangay.
XIII PROPERTY OWNERSHIP : The lot where the proposed Material Recovery Facility (MRF)
shall be constructed is owned by the City Government of
Iligan. This is under the following titles: TCT No. 53,674
(a.f.), TCT No. 55,767 (a.f.), TCT No. 55,770 (a.f.), TCT No.
5,861(a.f.).

XIV. ACCESSIBILITY : Estimated travel time to central business district at Barangay


Poblacion is 10 minutes, to City Hall 5 minutes, to National
Highway 5 minutes and to City Hospital at 5 minutes.

The proposed site is accessible through the Barangay Del


Carmen Road
