Aspartofthisevent,theDepartmentofEnvironmentalProtectionandPAWaste
IndustriesAssociationaresponsoringLetsPickItUpPAEveryday.
DuringthePickItUpPADays,registeredeventcoordinatorswillbeabletotakethe
trashcollectedduringtheircleanuptoparticipatinglandfillsforfreedisposal.TheLetsPickIt
UpPAEverydayeventwillbeginonApril11thandendonMay4th.Thefocusdaywillbe
April25th.
All67countiesinPennsylvaniawererepresentedinthe2014GreatAmericanCleanupof
PA.Intotal,therewere5,349eventswith136,507volunteers.
Volunteerscollected6,359,872poundsoftrash.Theycleaned13,603milesofroads,
railroadtracks,trails,waterways,andshorelines,and9,113acresofparkand/orwetlands.
Additionally,volunteersplanted31,406trees,bulbs,andplantsinanefforttokeep
Pennsylvaniabeautiful.

InseekingtoraisenecessaryfundsforsomeoftheCommonwealth'stopprioritieswithout
passingtheburdenontoworkingfamilies,Rep.GeneDiGirolamo(RBucks)Wednesdayhelda
pressconferencetodiscusslegislationtoimposeadrillingtaxwithintheMarcellusShaleand
distributethoseproceedstostatewideinitiatives.
Inkeepingwithpoliciesinotherstateswithlargenaturalgasreserves,Rep.DiGirolamo's
proposalcallsfora3.2percentdrillingtax,whilealsokeepingtheimpactfeecreatedbyAct13
tohelpcommunitiesdirectlyaffectedbydrilling.

Revenuewouldbedistributedtothefollowingpriorities:basiceducation,40percent
pensionobligations,35percenthumanservices,15percentandenvironmentalprograms,10
percent

"MostPennsylvaniansagreethatweshouldenactadrillingtaxasamatterofsound
publicpolicy,butthediscussionatthispointiswhatthattaxwilllooklikeandwhatprioritiesit
wouldfund,"Rep.DiGirolamosaid."Inaddition,it'simportanttokeeptheimpactfeeinplaceso
thatcommunitiesdirectlydealingwithdrillingcanstillbeprotected.Thislegislationisastartto
theconversation,andonethatIbelievewillcontinuethroughoutthissession."
Rep.DiGirolamowasjoinedatthepressconferenceinHarrisburgbythreeleading
cosponsorsofhisproposal,Reps.TomMurt(RMontgomery),HarryReadshaw(DAllegheny)
andPamDeLissio(DMontgomery).
Rep.DiGirolamoalsobelievesthatthedrillingtaxisfarmoresustainablethananimpact
feealone.Underthecurrentimpactfee,eachwellisassessedafeewhichdeclinesovertimefor
thefirst15yearsofoperation.Allunconventionalwellsdrilledeachyear,nomatterhowmuch
naturalgasisproduced,paythesamefee.
Forwhatisthoughttobeatypicalunconventionalwell,thetotalimpactfeespaidover
15yearsamounttolessthan2percentofthevalueofthenaturalgassoldfromthewell.
"Asthevalueofproductiongrows,sowouldtheseverancetaxrevenue,"Rep.
DiGirolamoadded."Thiswouldprovideneededadditionalfundingdollarsforeducation,human
servicesandenvironmentalprograms,whilealsohelpingtomaketherequiredincreasein
pensioncontributionsmoremanageable."
AccordingtoRep.DiGirolamo'slegislation,thetaxwouldbesetupinawaythatinthe
firstyear1percentofthetaxwillequal$6million,andwouldgrowtomorethan$9millionper
percentagepointby201920withcontinuedmodestgrowthinproduction.
Thelawmakerbelievesthathisproposalisfairandreasonabletotheindustry,assists
impactedcommunities,makeslongterminvestmentsinnaturalresourcesandenvironmental
programs,strengthensthesafetynetforthoseinneed,andallowseverycitizentobenefit.
Pennsylvania,nowthesecondlargestproducerofnaturalgasinthenation,istheonly
majorgasproducingstatethatdoesnotimposeadrillingtax.

announcedlegislationtoimposean8percenttaxonMarcellusShalegasalongwiththe1.9

percentimpactfee.
JoinedbySen.LarryFarnese(DPhiladelphia),HaywoodandHughessaidmostofthe
revenue,whichcouldreachnearly$2billionayearwithinafewyears,willgotowardpublic
education,theunderfundedpensionliabilityandenvironmentalprotection.
Whenmanyofourmostcriticalprogramsareunderfunded,yetwehaveanabundance
ofnaturalresources,whatwereallyhaveisacompassiondeficit,Sen.Haywoodsaid.Asone
ofthetopproducersofnaturalgasinthenation,itistimetojoinavastmajorityof
gasproducingstatesandenactashaletaxthatstrengthensoursharedfuture.
Sen.Hughes,MinorityChairoftheSenateAppropriationsChairman,saidthebillcould
generatemorethan$1billionfornextyearsbudget.
Fromtherevenueraisedintheproposal:
$100milliondollarswouldgototheGrowingGreenerProgram
60percentofthemoneywouldgotofundPublicSchoolsand
40percentwouldgotowardsreducingtheunfundedpensionliability.
ThepolicyofthelastfouryearsisnolongeracceptableandPennsylvanianshavemade
thatabundantlyclearinrecentmonths,Sen.Hughessaid.Afreshstartforourstatebegins
withasystemoftaxationthatisfair,sustainableandaccountabletothepeople.
Inadditiontothetax,thebillwouldretaina1.9percentimpactfeeinordertocontinue
paymentstolocalgovernmentsaffectedbythedrilling.
Sen.Haywoodsaidthemostcriticalneedforthefundingispubliceducation.
Withthesecondhighestshaleproductioninthecountry,thereisnoreasonourschools
shouldlackbasicresources,whileextractiongoesuntaxed.Wecannotallowindustrytoinvestin
ourstatewithoutinvestinginourchildrensfuture,hesaid.
JerryJordan,PresidentofthePhiladelphiaFederationofTeachersjoinedthesenatorsat
theconferenceinsupportoftheproposal,stressingtheneedforincreasedfundinginadistrict
wheresomeschoolsnolongerhavetheresourcestoteachsubjectsthatarecrucialforstate
exams.
JudithGrant,ateacheratSpringGardenElementarySchool,saidthatinthecurrent
underfundedstateteachershavetoreachintoourownpocketstoprovideresourcesforour
students.Thereisadifferencebetweenprovidingsomethingextraandprovidingbasic
necessitieslikepencilsandpaper.
CheltenhamTownshipSchoolBoardDirectorBillEnglandalsospokeinsupportofthe
proposal,sayingitisanopportunitytomoveourstateforward"fromoneofthelowestinthe
nationforschoolfunding.
Deterioratingpublicschoolsandshortfundedpensionsaretwodarkcloudsthathang
overyoungPennsylvaniansandweoweittothemtomakesurewedontpassthemon,Sen.
Hughessaid.Itstimetostepupandmakethetoughdecisionsthatwillensureopportunityfor
everychildineveryschoolineveryschooldistrict.

LastJune,theU.S.EnvironmentalProtectionAgencyreportedPennsylvaniaexceededits
2013ChesapeakeBaycleanup
milestoneforphosphorusby242,000pounds,butfellshortin
meetingthenitrogengoalby2millionpoundsandsedimentreductionmilestonebynearly116
millionpounds.

The
KeystoneCleanWaterTeam
,aPennsylvanianonprofitorganizationdedicatedtoimproving
thehealth,safety,andwelfareofourcommunityandtheenvironmentbasedinCarbonCounty,
recentlyreceivednationalrecognitionfromtheNebraskabasedGroundwaterFoundation,which
designatedtheorganizationasaGroundwaterGuardianCommunity.
Thisisthe15thconsecutiveyearthegrouphasreceivedtheaward.
OurROA,resultsorientedactivities,in2014includedthedevelopmentofasocial
mediaprogram,CitizenGroundwaterDatabase,andPrivateWellOwnerInformational
WorkshopsinPennsylvania,saidBrianOram,presidentoftheKeystoneCleanWaterTeams
boardofdirectors.Thereisnobetterplacetogetthefactsandlearnfromothercitizensabout
ourwaterresourcesandaboutprotectingthehealth,safetyandwelfareofourcommunity.
Oramsaidthatoneofthegreatestrisksresidentsfacestemsfromagenerallackofawarenessof
theproblemsthat,ifleftunchecked,canthreatenthehealthandsafetyoftheirfamilies.
Informationisourgreatestassetandournewsitewillallowustoshareitmore
efficientlyandwithmorepeoplethaneverbefore,Oramsaid.Wecanhelparearesidentskeep
theirdrinkingwatersafeandlearnmoreaboutconservationeffortsthatwillprotectthis

anyotherstatemarkingthe12thyearinarowinthenumberoneposition.
Accordingto

,17Pennsylvaniadamstoppedthelistof72dams
removedacrossthenationin2014,restoringmorethan740milesofriversandstreams.Inthe
last20yearstheDEPhasparticipatedintheremovalofapproximately350damsstatewide.
Eliminatingthesedamseliminatespublicsafetyconcernsandprovidesvital
environmentalbenefitsbyreturningstreamstotheirnaturalfreeflowingpurposes,saidDEP
spokespersonAmandaWitman.

TheNorristownWaterTreatmentPlantinMontgomeryCountyrecentlyreceivedthePresidents
Awardfromthe
PartnershipforSafeWater
,avoluntaryefforttoprovidesafedrinkingwater.
Theplantprovidesdrinkingwaterservicetoapproximately93,000people.
ThePresidentsAwardrecognizesachievingstringentindividualfilterperformancegoals
forturbidity.Norristownisthesixthwatertreatmentplanttoreceivethisawardfromthe
partnershipinPennsylvania.
Therearefourphasesfortheprogram.ThePresidentsAwardisanintermediateaward

toteachersinnearly500schoolsinitsserviceterritory.Winnerswillbeselectedbasedon
creativevision,artistictalent,understandingofwatershedprotectionandtheabilityto
communicatethatunderstanding.Aspartoftheirentry,studentsmustwriteabriefnarrativeon
thepersonalimpactofwatershedprotection.
Eachyear,weareamazedbythestudentsincrediblecreativityinexpressinghowallof
usplayaroleinprotectingtheenvironment,saidPennsylvaniaAmericanWaterPresident
KathyL.Pape.Thiscontestisafun,creativewayforchildrentolearnaboutourpreciouswater
resourcesandtheimportanceofprotectingourwatersheds.
In2014,thecompanyreceivedmorethan500entriesfromstudentsacrossthestate.The
grandprizewinnerwasOwenKaglefromChartiersValleyIntermediateSchoolinAllegheny
County.
Intotal,sixstudentswillberecognized,withafirst,secondandthirdplacewinner
selectedfromeasternandwesternPennsylvania.Firstplacewinnerswillberewardedwitha
$100giftcardtoBarnes&Noble.Twosecondandthirdplacewinnerswillbeawardeda$50
and$25giftcard,respectively.
Inaddition,theoverallgrandprizewinnerwillhaveher/hisartworkfeaturedon
BloomercardsdistributedbyPennsylvaniaAmericanWater.Bloomercardsareseedfilled
packetsthat,whenplantedandtended,produceavarietyofwildflowers.

Thishearingwillprovideanopportunityforthepublictomakecommentsaboutthe
operationsandproposedpermitconditionsatthisparticularpumpstation,DEPSouthcentral
RegionalDirectorLynnLangersaid.Allwrittenandoralcommentsreceivedwillbeconsidered

Sunocohasproposedtoconstructandoperateapumpstationalonganexistingpipeline
thatthecompanyoperates.Apumpstationmonitorstheflow,adjuststhepressureandpumpsthe
liquidgasalongthepipeline.
Thepotentialemissionsfromthefacility,includingemissionsfromequipmentleaksand
operationofanenclosedflare,areestimatedat0.25tonsperyearofVolatileOrganic
Compounds,0.01tonsperyearofNitrogenOxideand0.2tonsperyearofCarbonMonoxide.
ThelowlevelofemissionsqualifiedthepumpstationforaRequestforDetermination
(RFD)approvalwhichallowedfortheinstallationofequipmentwithoutaDEPairquality
constructionpermit.
Nevertheless,atthetimeoftheRFDapproval,DEPdeterminedthatthefacilityshould
alsoobtainaStateOnlyOperatingPermit(SOOP)tocovertheongoingoperationofthe
equipment.
ThepurposeoftheSOOPistoensureemissionlimits,workpracticestandards,and
recordkeepingandreportingrequirementsarefollowedatthepumpstationinaccordancewith

airqualityregulations.
TheRFDfortheinstallationwasapprovedonApril3,2014.SunocosubmitteditsSOOP
applicationonMay22,2014,andDEPreleasedadraftpermitforpubliccommentonSept.20,
2014.
Atthepublichearing,attendeeswillhaveanopportunitytopresentoraltestimony,upto
fiveminutesperperson.Toensurethatallspeakershaveafairandequalopportunitytopresent
theirtestimony,relinquishingoftimetootherspeakerswillbeprohibited,andgroupsareasked

"MountPleasantcitizensgotinvolvedinthepermittingprocessinordertoexercisetheir

modernizationofthecompanysnaturalgasdistributionsystem.PECOsplanwouldincreasethe
companysLongTermInfrastructureImprovementPlanfrom$34millionperyearto$61
millionperyear.
Forourcustomers,thismeansPECOwouldacceleratethereplacementofexistingcast
iron,baresteel,wroughtironandductileirongasmainandbaresteelservicelinefrom34years

to20years.
AlthoughPECOsnaturalgasdistributionsystemcontinuestoperformwell,PECOhas
acceleratedworktoreplacethismainandservicelinewithplasticpiping,whichismoredurable
andimprovesservicereliability.
PECOalsowouldrelocateallindoornaturalgasmeterstotheexteriorofcustomer
properties,complyingwiththePUCsrequirementtomoveallindoornaturalgasmetersoutside
by2034.
Undertheproposedplan,replacementofnaturalgasmainwouldincreasefromabout30
milesperyeartomorethan50milesperyearby2018.Baresteelservicelinereplacementwould
remainatabout4,000linesperyear.
Weknowourcustomerscountonustoprovidethemwithsafeandreliablegasservice,
andthisinvestmentispartofourcontinuedeffortstodeliveronthatexpectation,saidPECO
PresidentandCEOCraigAdams.Throughthisefforttomodernizeournaturalgassystem,we
areworkingtoensurewecontinuetomeetcustomerdemandforthisclean,efficientand
economicenergysource.
PECOalsofiledaplanwiththePUCinNovemberoflastyear,requestingapprovalof
threeinitiativestoprovidemoreincentivestocustomersinterestedinswitchingtonaturalgas
service.Ifapproved,localcustomerswouldpaysignificantlylesstohavenaturalgasinstalledat
theirhomesandbusinesses.
PECOworkstoprovidesafeandreliableservicetoitscustomers,anditsnaturalgas
distributionsystemiscontinuallyregardedasoneofthesafestandmostreliablesystemsinthe
country.

AfteracompletereviewoftheapplicationandsupplementalinformationfromElcon,
anduponconsiderationofthepubliccommentsreceived,weconcludedthatthecompanyhasnot
demonstratedconformancewiththeexclusionarycriteriaforfloodhazardareas,Southeast
RegionalDirectorandSitingTeamLeaderCosmoServidiosaid.Wethereforedeniedthe
application.ShouldElconchoosetoresubmititsapplicationwithadditionalinformation,the
PhaseIprocesswouldbeginanew.
InaNovember25,2014technicaldeficiencyletter,DEPspecificallyrequestedthatElcon
providerelatedhydrologicandhydraulicanalysis,includinganyhistoricalflooddata,to
demonstratethattheproposedsitehasnotbeeninundatedbythefloodofrecord,asrequiredby
regulation.ElconsDecember22,2014responsedidnotprovideanysuchanalysisforthe
floodofrecord.

reviewprocessalongwiththePhaseIsitingcriteria,whichareinplacetoprohibitthelocationof
hazardouswastetreatmentfacilitiesundercertaincriteria.
Thepublicprovidedcommentsatthehearing,andduringthepubliccommentperiod,
whichwasextendedtoJanuary9.
ElconsubmittedthePhaseIapplicationinMarch2014fortheproposedcommercial

"Sincebeginning13yearsago,ExploringCareersOutdoorsCamphasbecomeoneof
DCNR'sstrongestsuccessstories,"saidDunn."We'vesuccessfullyworkedwithhundredsof
youngpeopletohonetheirawarenessofthenaturalworldandthevarietyofrelatedcareers
availabletothem."
ThesixdaycampbeginsJuly12,atKirbyEpiscopalHouseandChapel,MountainTop,
LuzerneCounty.ThecampisnearNescopeckStateParkandabout10milessouthof

WilkesBarre.
"Pastcampershavecomefromsmalltownsandlargecities,formingauniquepoolof
intelligence,spiritandcommitmenttoenvironmentalimprovement,"Dunnsaid."Inaddition,
manyDCNRemployeeshavesupportedthiscampeffort,somecomingbackyearafteryear."
Thefreecampwillintroduce20studentsingrades1012toconservationand
environmentalcareers.Fromwildlifeconservationprojectsandstreamsamplingofaquaticlife,
toforestryskills,dailyactivitieswillofferstudentsahandson,teambuildinglearning
experienceinanoutdoorsetting.
Participantsexploreawiderangeofcareerexperiences,includingwaterquality
assessments,geologyfieldstudies,andovernightcampingexperiences.Theywillalsomeet
conservationprofessionalstolearnaboutcareeropportunities.
Afterthecamp,attendeeswillhaveachancetoseekinternships,jobshadowingand

refrigerantusagebymorethan60percent.
GreenChillisanEPApartnershipwithfoodretailerstoreducerefrigerantemissionsand
decreasetheirimpactontheozonelayerandclimatechange.Thisisthe12thstoreintheWeis
MarketschaintobeawardedaGreenChillcertificationfromtheEPA.
ThenewSelinsgrovestore,whichopenedinAugust,incorporatesadvancedrefrigeration
andclimatecontroltechnologiesdesignedtolessenthestoresimpactontheenvironmentand
reducethestoresrefrigerantuseto50percentlessthanthatofatypicalsupermarket.
Thestorehasothersustainablefeatureswhichreduceitsimpactontheenvironment
includingpolishedconcretefloors,LEDrefrigeratedcases,energyefficientskylights,motion
sensorsandlowflowwaterfixtures.Thestorealsodivertsandcompostsitsfoodwaste.
Wearecommittedtoreducingourenvironmentalimpactinthecommunitiesweserve,

GreenChillcertificationisanacknowledgementoftheworkandcommitmentofourstoreand

developmentassociateswhohelpedusimplementandmonitorourprogramtoreducerefrigerant
usageinourSelinsgrovestore.Aspartofthiseffort,weveinstalledmoreefficientrefrigeration
andfrozencases,whichhasreducedourstoresrelianceonozonedepletingrefrigerantsby60
percent.
Since2008,WeisMarketshasreduceditsoverallcarbonfootprintby15percent.In
2014,itrecycled30,000tonsofwastein2014,includingmorethan20,000tonsofcardboard

onlinesystemforPennsylvaniastatepark
campsite,cabinandpavilionreservations.
"Oneofthekeynewfeaturesistheabilityforcustomerstomakeastateparkreservation
onamobiledevice,"Dunnsaid."Manypeoplenowseekinformationandmaketheirtravelplans
ontheirsmartphonesandotherdevices.ThisupgradefitsnicelywithGov.Wolf'seffortto
highlightgovernmentthatworks,makingitabetterexperienceforourvisitorstointeractwith
DCNRwhenmakingplanstovisitastatepark."
Theonlinereservationsystemwasfirstlaunchedin2006.Thisupdateincludes:Better
campsitedescriptionsEasiersitenavigationAnupgradedmapviewMobilereservation
capabilitiesAvailabilitynotificationsAsimplercheckoutprocessandIncreasedsecurity.
Userscansearchforavailablecampsites,picnicpavilionsandotherfacilitiesonlineaswellas

horizonlikeasleepinggiant.Justashorttimeago,thefateofthislocallandmarkwasgriman
approvedsubdivisionplanwouldhaveclearedthedensewoodlandsandforeveralteredthe
skyline.
Now,thanksto
NaturalLandsTrust
,GibraltarHillisprotectedforeverandwillbecome
partofPennsylvaniasStateForestsystem.
The234acrehillissituatedwithintheSchuylkillHighlands,aregionatthenexusoftwo
landscapesthathavebeenprioritizedforprotection:theHighlandsandtheSchuylkillRiver
Watershed.AlleghenyCreekdesignatedaHighQualitystreambytheDepartmentof
EnvironmentalProtectionwindsaroundthefootofthisdenselywoodedmountainasitmakes
itswaytotheSchuylkillRiver.
Everylandprotectionsuccessisacauseforcelebration,butthisoneisparticularly
special,saidMollyMorrison,NaturalLandsTrustspresident.GibraltarHillwillstand
proudlyasaphysicalreminderquiteliterallyofhowimportantopenspaceistousall.Weare
gratefultothemanyfundingpartnerswhohelpedmakethisachievementpossible.
NaturalLandsTrustpurchasedthepropertylastweekandwilltransferittothe
DepartmentofConservationandNaturalResourcesBureauofForestry,whosemissionincludes

,whichtheorganizationpurchasedin2012andnowmanagesasapubliclyaccessible

onnearly100acresoflandinBerksCounty.
AreaconstituentsinCumruandRobesonTownshipsareespeciallygratifiedtohave
suchaprominentforestedhillsideinourSchuylkillHighlandsregionpreservedinperpetuity,

baldeagle,soaringonceagainoverPennsWoods.
Inthe1770stheBaldEaglewasnamedourNationalSymbol.BythetimetheUSwould
celebrateourBicentennial,theBaldEaglehadbeenpushedtothebrinkofextinction.Whenthe
EndangeredSpeciesActwasenactedin1973,therewereonlytwoactivebaldeaglenestsleftin
theStateofPennsylvania.
Todaythereareover250activenestsinPAandatleasttwoontheBrodheadCreekitself
andseveralmorethroughoutthe
BrodheadWatershed
.Whatwasanextremelyraresiteforthe
residentsoftheMonroeCountyjust20yearsagohasbecomecommonplacetoday.

TheFishandBoatCommissionsaidFridayithasconfirmedthatenvironmentalDNA(eDNA)
fromtheinvasiveAsianSilverCarpandBigheadCarphasbeenfoundinsixwatersamples
collectedfromtheOhioRiverlastyear.
SamplinghasbeenperformedinPennsylvaniainresponsetothedocumentedspreadof
AsiancarpinthemiddleandlowerOhioRiver.
Aspartofacooperativeeffort,biologistsfromthePFBC,DepartmentofEnvironmental
ProtectionandtheU.S.FishandWildlifeServicecollected595watersamplesfromtheOhio
RiverbasininJuly2014.
ThetestsfoundonepositiveresultforSilverCarpeDNAineachoftheMontgomeryand
NewCumberlandpoolsoftheOhioRiverslocksanddamssystems.Eachpoolalsoshowedtwo
positiveresultsforBigheadCarpeDNA.Atotalof92watersamplesweretakenfromeachpool.
ResearchersuseeDNAanalysisasatoolfortheearlydetectionofAsiancarp.The
findingsindicatethepresenceofgeneticmaterialleftbehindbythespecies,suchasscales,

excrementormucous.
ButeDNAdoesnotprovidephysicalproofofthepresenceofliveordeadAsiancarp.No
Asiancarp,aliveordead,havebeenreportedfromPennsylvaniasportionoftheOhioRiver.
Unfortunately,the2014testresultsprovidealittlemoreevidencethatthisinvasive
speciescouldbeintheupperOhioRiverinPennsylvania,saidPFBCExecutiveDirectorJohn
Arway.Thisisanearlywarningsign,sincewedontknowforcertaintheoriginofthegenetic
material.WedontknowiftheeDNAcamefromliveordeadfishorifitwastransportedfrom
othersources,likebilgewaterorstormsewers,orevenwaterfowlvisitingthebasin.
Noneofthe175watersamplesfromtheOhioRiversDashfieldsandEmsworthpools,
BeaverRiver,LittleBeaverCreek,RaccoonCreek,ChartiersCreek,MonongahelaRiverand
AlleghenyRivertestedpositiveforSilverorBigheadcarpeDNA.
ThismarksthesecondyearthateDNAwasfound.In2013,theUSFWStested184water
samplescollectedfromtheupperOhioRiverbetweenWheeling,W.V.,andPittsburghandfound
eDNAinonesamplefromtheMontgomeryPoolnearAliquippa,BeaverCounty,andone
samplefromthebackchannelofBabbsIslandnearEastLiverpool,OH.

Ifdeclaredendangered,nobutterflieswouldbereleasedbystudents,gardenclubsor
citizenscientistsbecauseitwouldbeillegalforhumanstohavecontactwiththemonarch.
Thosewhoveaskedthegovernmenttolistthemonarchasendangeredsaystudents
shouldjustcollecteggsorlarvafromthewild,whichwouldhighlylimitclassroomopportunities
tolearnaboutbutterflylifecyclesandmetamorphosisandstopthestudentsreleaseofthose
butterflies.
Itisgenerallyagreedthatherbicidesarepartiallyresponsibleforadeclineinmilkweed,
theonlyfoodeatenbythemonarchcaterpillar,whichiscontributingtothebutterflys
disappearance.Farmersgrowingcornandsoybeansnowprimarilyusegeneticallyaltered
varietieswhichareherbicidetolerantbuttheherbicidekillsoffmilkweed.
Ifthemonarchislistedasendangered,restrictivelandusecontrolswouldbeplacedon
landwheremilkweedgrows,whichcouldeconomicallyparalyzefarmers.Thatcouldcreatean
incentivetoquicklykilloffanymilkweedbeforethebutterflyisdeclaredendangeredtoavoid
governmentcontrolsonprivateland,whichwouldhurtthesurvivalofthemonarchbutterfly
evenfurther.
DavidFolkbelievesthesolutionisanationwideefforttoplantmilkweed,notlistingthe
speciesasendangered.Thegroup
MonarchWatch
isencouragingtheplantingofmilkweedwith
fundingfromtheFishandWildlifeServiceaswellasprivateconcerns.Farmersarealsoplanting
bufferswithmilkweedtohelptheeffort.
Interestingly,thelatest2015annualbutterflycountshowsanincreasefrom34millionto
56.5million.Whetherthatsduetobetterweather,ortheplantingofmilkweedisntclear.
ItsworthnotingthattheU.S.HouseNaturalResourcesCommitteerecentlyreleaseda
reportquestioningtheimpartialityandaccountabilityoftheprocessusedbytheU.S.Fishand
WildlifeServicetodeterminewhatspeciesarelistedasendangered.
PennsylvaniaRep.GlennThompsonhasintroducedabillthatwouldrequirestrong
scientificproofthatrestrictingaspecieshabitatwillmakeadifferenceinitswelfareanditasks
theeconomicimpactbeconsidered.
