BOE discusses
enhancements
at district schools

As the dreaded end of summer
approaches and children go back
to school, they will be noticing
some new improvements to the
school buildings, specifically
dealing with security.
The Tabernacle Board of Education has been contemplating security enhancements for years,
and district architect Scott England has led the charge in doing
so.
England is a founding member
of Regan Young England Butera,
a firm that has been practicing
school architecture for the last 30
years. Hes also been a resident of
the township for 24 years and has
had four kids come through the
school district.
His organization has been
working with the board to develop an affordable plan.

Local hospitals join together to establish


Burlington County Narcan Assistance Program
Burlington County Prosecutor
Robert D. Bernardi and Palmyra
Police Chief Scott Pearlman recently announced that Burlington
Countys three major hospitals
have agreed to provide county
law enforcement agencies with
the opiate overdose antidote
known as Narcan free of charge.
The Burlington County Prosecutors Office has entered into formal agreements with Deborah
Heart and Lung Center, Lourdes
Health System and Virtua to establish the Burlington County
Narcan Assistance Program.
I thank these institutions for
their willingness to create a partnership to help us deal with this
extremely deadly, prolific problem, Bernardi said. The gen-

erosity of the hospitals will save


lives.
Narcan, which is the trademarked name for the drug naloxone, blocks the effects of opioids
and reverses an overdose. Law enforcement agencies in Burlington
County have deployed Narcan 94
times since July 2014. It has been
deployed 64 times during 2015.
The agreements call for the
hospitals to resupply the Narcan
antidote to county law enforcement agencies on a quarterly
basis as needed. The initial doses
were funded by the prosecutors
office.
This program will enable the
antidote to be readily available to
law enforcement officers trained
in the use of Narcan, said Pearl-

man, president of the Burlington


County Chiefs of Police Association. That is a crucial component to ensuring that our first responders are effectively prepared
to combat opiate overdoses.
All three hospitals expressed a
strong willingness to participate
in the program.
For nearly 40 years, Virtuas
paramedics have worked hand-inhand with the law enforcement
officers in each of the two counties that we serve, said Richard
P. Miller, Virtua president and
CEO. We view this program as a
way to further strengthen that relationship in a way that truly benefits our partners in emergency
response as well as the people in
our communities.

Burlington County Health Department encourages


residents to take precautions against mosquitos
The Burlington County Health Department would like to remind residents to take
precautions to prevent mosquito bites to reduce the risk of West Nile Virus and other
mosquito borne diseases.
Since the threat of diseases like West
Nile Virus and Eastern Equine Encephalitis from mosquito bites occurs in warmer
weather months, we want to remind people
that there are simple steps they can take to
stay safe while enjoying the outdoors, said
Holly Cucuzzella, director and health officer of the Burlington County Health Department.
Using mosquito repellent, wearing long
sleeves and long pants and limiting outdoor activity when mosquitoes are most active, during dawn, dusk and the evenings
are additional prevention steps residents
can take.
The most effective way to control mos-

quitoes around the county is to remove any


standing water that may be around residents homes or businesses.
Regularly empty water from flower
pots, pet food and water dishes, birdbaths,
swimming pool covers, buckets, barrels,
and cans.
Check for clogged rain gutters and
clean them out.
Remove discarded tires, and any
other items that could collect water.
Be sure to check for containers or
trash in places that may be hard to see,
such as under bushes or under your home.
To avoid mosquito-borne diseases, mosquito bites must be prevented.
Use insect repellents when you go
outdoors. Repellents containing DEET, picaridin, IR3535, and some oil of lemon eucalyptus and para-menthane-diol products
provide longer-lasting protection. It is im-

portant to read and follow manufacturers'


directions.
Wear long sleeves and pants from
dusk through dawn when many mosquitoes are most active.
Install or repair screens on windows
and doors. If you have it, use your air conditioning.

Pinelands Jazz Festival returns

event benefits
student scholarships

The South Jersey Music Education Partnership has once
again been able to offer more
than 50 scholarships for students
to study music over the summer
free of charge and will not be
stopping there.
The group is looking to reach
even more students and offer
even greater learning opportunities. The Pinelands Jazz Festival
was started last year to accomplish this.
It literally came from a
dream, Coordinator of the
Pinelands Jazz Festival David
Bermingham said. I was planning a small concert last year at
the Dr. James Still site, and that
evening, I had one of those
dreams that just keeps you up all
night. By the end of the night, I
knew what I had to do have a
jazz festival!
The South Jersey Music Education Partnership is an all-volunteer organization that puts on
this event.
The festival is funded through
sponsors, donations and ticket
sales, and any profits will be used
by SJMEP to continue to support
music education in the community.
The first year of the festival
was a big hit and exceeded
fundraising expectations thanks
to the overwhelming support of
the community, Bermingham
said. Due to the success of the
event last year, it had to be expanded this year. The 2015
Pinelands Jazz Festival will be
spread out over the entire weekend of Aug. 28-30 and will be held
at YMCA Camp Ockanickon in
Medford.
This will open new opportunities for the festival that were not
available last year.

rock wall climb and hayrides,

The featured artists who will
be performing are all from the
Philadelphia region. There is no
competition between the artists;
they will just be playing for the
guests to leisurely admire their
music.
Jazz music is an art form that
is best enjoyed live. It is spontaneous, improvised and never
played the same way twice in a

row. We need to ensure that the


next generation is exposed to this
art form in order to continue this
American tradition, Bermingham said.
Most artists will have CDs for
sale, and there will also be vendors selling crafts and other
items on the premise.

ing that went through several levels of review, including an assessment by the state Department of
Education and the Department of
Finance.
There were multiple school districts throughout New Jersey that
were vying for this limited
amount of money that was available.
Not all projects were approved. In fact, we submitted five,
and we can proudly say three of
them were approved, two dealing
with the security enhancements
and one dealing with the emergency generator at the Tabernacle Elementary School, Superintendent George Rafferty said.

The district was fortunate


enough to have the projects approved, which basically meant it
would be receiving 40 percent of
state share that would be used to
aid these projects.
So essentially what youre
looking at is Tabernacle Township taxpayers are paying 60 cents
on the dollar for the security enhancements, England said.
The board of education accepted these grants and hired Regan
Young England Butera to put construction documents together so
they could go out to bid and have
a contractor build these projects
to move the first step of the security enhancements forward.
Ive been studying school security for years, and the idea is to
make the school more secure
without making it look like a
fortress, England said. The
trick is to make the security enhancements look like they just fit
in.
England and his crew have
made security enhancements to
many of other Burlington County
school districts throughout his
career and will be looking to
bring Tabernacle to the forefront
after being a little behind.
The projects focus on having a
little more secure entrance so
someone who buzzes into the
building cannot just walk freely
throughout the building.
The whole idea is to slow
somebody down and wait for the
good guys to come, England said.
When school starts back up,
there will be new entrances with
an interlocking set of doors that
will force everybody who enters
the building into the main office
to be processed.
England went on to confirm
that the project is going very well
with very few hiccups except for
the fact they are having trouble
receiving all of the wood doors.
These doors are being sent
from the west coast, and the
school is still waiting on three of
them. The contractors will put up
whatever they have until the re-

maining doors arrive.

to observe and speak with several
superintendents and principals
in the surrounding area.
Your childrens safety is the
most important thing in my profession, and with that said,
theres a process that has to take
place, Patterson said.
They went over the arrival and
dismissal procedures and the
sign-in and sign-out procedures
with these other schools to compare Tabernacles emergency
practices and what it may need to
tweak.

starts to parents to go over the arrival and dismissal procedures.
Thats one of the things that
Id like to do with regard to our
school messenger, Patterson
said. I want to reach out to the
parents to make sure that they
are aware of the new procedures.
The principals stated that communication would play a large
part in these new rules as they
will make it a point to speak with
assigned staff members, students, parents and bus drivers to
ensure the procedures are going
as smoothly as possible.
They also plan to keep track of
the times to ensure they are being
as efficient as possible while still
keeping safety as a top priority.
From what Ive observed during my time here, the people aspect of it, we are pretty good and
that will tighten up some things,
but whats really going to be new
for us is the architecture that we
didnt have before, Rafferty said.
People would come in our building and could go wherever they
want, and that is what these projects have allowed us to put a stop
to so that we can keep your children safe.
