Tujuan buku ini dikeluarkan adalah untuk memberikan maklumat

berkenaan dengan kos bagi melaksanakan kerja-kerja Jabatan
Pengairan dan Saliran. Maklumat-maklumat kos ini boleh digunakan
sebagi panduan untuk menyediakan anggaran kos, membuat
pelarasan kadar harga atau untuk tujuan perundingan kadar harga.

Melalui penganalisaan tersebut adalah didapati wujudnya

ketidakseragaman di dalam penyediaan dokumen tender/tawaran,
samada dari segi pengukuran kuantiti dan keterangan kerja bagi
beberapa item kerja. Sehubungan dengan itu, item-item yang
serupa/hampir serupa telah dikumpulkan bersekali dan dikira dalam
bentuk purata. Pertimbangan tidak diberikan sekiranya cara
pengukuran berbeza walaupun ia adalah item kerja yang sama.

'Harga Purata' bagi sesuatu kawasan diperolehi berdasarkan kepada

jumlah nilai data-data kos bagi sesuatu item kerja yang dibahagikan
kepada bilangan sampel mengikut kawasan berkenaan.

Purata keseluruhan adalah berdasarkan kepada nilai purata bagi

semua kawasan.
