INTERVIEW GUIDE FOR 2/E

Q1. Where did you graduate?

Answer:

- I graduated from: (choose appropriate to you from below answers )

Q2. Where were you born?

Answer:

- I was born Thai Binh Province of Viet nam. It is about 70 km from Haiphong and 100 km from
Hanoi Capital.

Q3. How long had you been working onboard the ship?

Answer:

- I had been working onboard the ship for about 10 months, from July 2015 to April 2016.

Q4 . Which company have you work for?

Answer:

- I have been working for VOSSCO (Viet nam Ocean Shipping Joint Stock Company) since 2012.
But before that I worked for some other companies: VINASHIP, VINALINES, .

Q5. Which brand of main engine did you operate? Type of main engine did you
operate?

Answer:

- I already worked with the engines of various brand such as: MAN B&W, MISHUBISHI,
HANSHIN, AKASAKA
Q6. How about out put power of main engine had you operated?

Answer:

- I operated main engine with output power from 3,000 to nearly 9,000 wats.

Q7. If some cylinders of main engine were suddenly increased its exhaust gas
temperature, can you tell me reasons of this problem and how to solve this
problem?

Answer:

The reasons of this problem may be:

- Fail of fuel injection valve,

- Damage of exhaust valve,

- Not enough intake air ( failed of intake valve, air scavenge air box),

- Incorrective of fuel injection valve timing or damage of fuel injection pump.

Q8. What should you do when occurring a fire in the scavenge air box?

Answer:

When occurring a fire in the scavenge air box, I should do following items:

- Reducing speed to slow and asking bridge for permision to stop main engine.

- Stopping the fuel oil supply,

- Putting the scavenge air box fire extinguishing into function.

Q.9. What can continuous surging of turbocharger be caused of?

Answer:

Continuous surging of turbocharger can be caused by:

- Mereased back pressure after turbocharger fould or damaged turbin nozzle ring and
damaged bearing.

Q10. What can a few spots of turbocharger be caused by?

Answer:
A few spots of turbocharger can be caused by:

- Crash stopping of main engine

- Rapid increasing of main engine speed.

Q11. With one or more cylinders out of operation, why the engine speed must be
reduced?

Answer:

With one or more cylinder out of operation the main engine speed must be reduced
because:

- In such cases the air supply is no longer optimal

- The thermal load will be higher

- Governor hunting will occur

- Torsional vibrations as other machanical vibrations may occur.

Q12. When the ship under manouvering if exhaust valve of one cylinder could not
close. What should you do?

Answer:

It should do the following:

- Close fuel valve before fuel pump of that cylinder and

- If possible, should hang up fuel pump of that cylinder by specail tools.

Q13. When the ship is under navigation and you are on watch, if occuring blackout,
what should you do?

When such case occurs, I should do following:

- Inform to the bridge and chief engineer,

- Keep standby generator engine and supply electric power to main switch boad.

- Start main engine.

- Find out reasons of blackout and solve the problem.


Q14. Can you tell me function of cylinder oil for diezel engine.

Answer:

The function of cylinder oil for diezel engine are:

- Lubricating surface of cylinder liner and piston ring,

- Cleaning surface of cylinder liner sealing the combustion chamber.

Q15. When can you discharge bilge water via 15 ppm equipment and how is about
discharing flow via this equipment?

Answer:

According Regulations in MARPOL we can discharge bilge water via 15 ppm equipment
when:

- The ship should be en route,

- The ship is not in special areas as maditeranan sea, red sea, etc

- Follow regulation of some country in which required a distance between the ship and
nearest coastal.

- Content of discharged oilly water mixture is less than 15 ppm.

- Discharing flow via 15 ppm equipment is as bilge water discharing flow table that was
approved by the register.

Q16. If our oily water separator (OWS) or overboard discharge monitoring equipment
breaks down. What should you do?

Answer:

We should do as fllowing:

- Immediately stop the fllow of effluent over board.

- Fromptly record the failure of the equipment inthe record book.

- Retain all bilge water on board until complete repairing the equipment or

- Discharge bilge water to approved reception facility if needed.


Q17. To avoid PSCs difficencies, as management office, what should you do before
your ship entering the port?

Answer:

To avoid ddifficiencies and get good PSC records I should direct our engine crew to do and do
my self following items:

- Check condition of all safety equipment, fire fighting equipment, life saving equipment, as
emergency generator, emergency fire pump,life board, fire dampers, 15 ppm equipment, waste
incinerator, batteries, entrance doors, emergency escape trunk, co2 fire fighting system.

- Repair them if trouble occur.

- Clean and arrange the engine room ( bilge wells, floors, machineries, store, work shop,
aceommadition area, air vent pipe coaming).

- Check correct all log book and oil record book.

Q18. What do you base on to carry out procedures on board the ship?

Carrying out procedures onboard the ship, crew shoul refer to:

- SMS manual (Safety Management System Manual)

- Equipment Instruction Manual

- Other Onboard Guides

Q19. What do you base on to make maintenace plan for machineries?

Answer:

Maintenace plan for machineries to be done onboard based on the following items:

- Running hours of machineries as the instruction of manufacturer,

- Actual condition of machineries,

- Requirement of registers manufacturer and company.

Q20. How about your family?

Answer:

Thank you for your attention to my family. I lives in Haiphong city with:
- My Parent

- Wife

- 02 children, son and daughter. My son is 8 years old and daughter is only 2.

- We live in my parents house. I still have not my private house.

- With my salaly when work for your vessels I hope after some contracts I could save
enough money for byuing a house.

Q21. How about content of sulfur in fuel oil using for specail area?

Answer:

- For m.d.o content of sulfur is 0.01 percent,

- For speceailarea (coast), for h.f.o content of sulfur is 0.1 percent, for european emission
cotrol area.

Q22. If there is ballast water in the fuel oil tank. What should you do?

Answer:

It is to do:

- Transfer fuel oil to other empty tank for setting,

- Separate water by purifier,

- Send the sample of that fuel oil to the supplier for analysis if need.

23. Have you ever worked on board the ship with foreign chief engineer?

Answer:

- Yes, I have worked on board the ship with Japanese chief engineer, Taiwanese chief
engineer.

(- No, I have never worked with foreign C/E).

Q24. Have you been in europe?

Answer:
- Yes, I have. That europe countries are Belgium, Spain, France, Italy

Q25. Please tell me about main engine have you ever operated?

Answer:

I already worked with some kinds of ME, such as:

- Two strocks engine MAN B&W:

- Four strocks engine HANSHIN: .

Q26. Are you married?

Answer:

- Yes, I am married. I have got married since 2005, almost 10 years already.

Q27. How many childen do you have?

Answer:

- I have one son, one daughter. My son is 8 years old and daughter is only 2.

Q28. Do you want to become chief engineer?

Answer:

- Yes, I do of course. But I want to work a second engineer for some years more to get
more knowledge and skills before become a C/E.

Q29. How long does it take you from your home to office?

Answer:

- It takes about 15 minutes by car or motocycle. That distance is about 5 kilometers, quitely
so far.

Q30. What are your duties on board the ship?


Answer:

As a 2nd engineer, I have to perform my duties which clearly described in Companys SMS
manual for my ship. These are in brief as below:

- Responsible to the Chief Engineer for day-to-day operation of the engine room
department.
- Efficient operation and maintenance of main engine and related machinery, manoeuvring
system, cargo turbines, pumps and associated control equipment, crane and cargo handling
equipment and other
- Be in charge of scheduled maintenance and repair equipment under his control.
- Ensure the technical state and normal working condition of main engine, propeller shaft
system, emergency steering, fresh water distiller, steering gear, generator, safety and fire fighting
equipment in E/R, air compressor bottles for starting engine, deck machinery such as mooring
winch, crane and anchor, cargo handling gears, oily water separator, sewage treatment plant,
ballast water treatment plant; automatic devices, testing, measuring or checking devices or
- Make maintenance plan of engine department; assign watches and maintenance duties,
check the working days and arrange the time off for crew of engine department.
- Engage in watch keeping duties from 04:00 to 08:00 and from 16:00 to 20:00.
- Report Voyage Stand-by under his control to Chief Engineer at least 3 hours
before ship departure.
- Receive, maintain, distribute, adjust and calculate the amount of lubricant oil.
- Monitor and record all specifications, repaired or maintained items; manage all types of
records, technical document and engine log books;
- Familiarise with the contents of all relevant Companys manuals and ensure that all
personnel in engine department are also familiar.
- The Second Engineer shall actively understudy the Chief Engineer in all aspects of his
duties and responsibilities and assist him as required;
- Carry out other duties according to the Chief Engineers orders.- obey all the orders of
the chief engineer, make working plan for every day, month, inport. Command engine crew to
perform the jobs of the engine depatment.

Q31. How many ships did you work for as 2/E?

Answer:

- I worked as 2/E for two ships.


- The ships are recorded as in my Crew Bio Data (CV) sent to you. They are MV and MV

- It takes about 15 minutes by car or motocycle. That distance is about 5 kilometers, quitely
so far.
Q32. Did you ever worked onboard ship with multi-nationality crew complement?

Answer:

- Yes, I did.
- I already worked with crew of other nationalities such as Chinese, Japanese, Ukrainian,
Philipino

Q33. Can you weld?

Answer:

- Yes, I can. I can do it not so well but it can be fit whenever ship has no fitter.

Q34. Please briefly describe some Conventions, Regulations & Code applied for
shipping industry do you know?

Answer:

- SOLAS: is abbreviation of Safety Of Life At Sea , is the International Convention


on Safety Of Life At Sea. Its regulations set out the safety standards of ships
construction, equipment, safety appliances and safety manning.

- MARPOL: is abbreviation of Marine Pollution, is the International Convention


on Prevention of Pollution From Ships. It contains antipollution requirements for
ships such as antipollution equipment and tools, requirements on archiving, transferring
and discharging oil, oily water mixture as well as garbage. The latest update requirements
are also concerning air pollution.

- COLREG 72: is abbreviation of International Regulations for Prevention of Collision


At Sea. These rules set out the regulations for ships on lights, signals and actions to
conduct at sea to avoid collision. It is also called as The Rules Of The Roads.

- SAR 79: International Convention on Maritime Search and Rescue (SAR). The
Convention was aimed at developing an international SAR plan, so that, no matter where
an accident occurs, the rescue of persons in distress at sea will be co-ordinated by a SAR
organization and, when necessary, by co-operation between neighbouring SAR
organizations. Although the Convention is setting out obligation of ships to go to the
assistance of vessels in distress.
- MLC 2006: Maritime Labor Convention 2006. Being established in 2006, the
Convention have been going into force since 20 August, 2013 and containing provisions
regarding 5 main articles as 1) Minimum requirements for seafarers to work on a ship; 2)
Conditions of employment; 3) Accommodation, recreational facilities, food and catering;
4) Health protection, medical care, welfare and social security protection; 5) Compliance
and enforcement.
