This manual as the name suggests deals with the subject of reliable faut clearance and ways of providing main and back-up protection to various power system elements in EHV and UHV transmission networks, We must not assume that all elements in the fault clearance system ‘always operate correctiy: Protection relays may fil operate or may operate. when they should not. Switching devices may fa to interrupt the faut current. {N's a common practice in EHV and UHV networks to duplicate the protection ‘systems. In addition back-up protection is provided to operate when @ power system fault is not cleared, or abnormal condition is not détected, in the requifed time because of failure or inability of the main protections to operate or failure of the appropriate circuit breaker(s) to trip, providing back-up protection, it is possible to reduce the tisk of \wide spread disturbances when a protection relay of a switching device falls to operate. The main protection and the back-up protection may reside in different substations (remote back-up) or in the Same substation {local back. up). In case of local back-up, it can be a substation local back-up and/or Circuit local back-up protection, ‘The requirements of the back-up protection cannot be independent of the requiroments of the entire fault clearance system. Back-up protection is fan important function of the protection system and its design needs to be coordinated with the design of the main protection. Therefore the protection ‘engineer should workin cose cooperation with system planners and designers. Even though back-up protection is the focus of this manual, any discussions concerning it cannot be separated f:om main protection, Thus the manual deals with issues invalved in complete protection system viz. ‘main protection, duplicate protection and back-up protection for various power system elements in a comprehensive way. The elements covered are Lines! Cables, Power transformers, Shunt reactors, Bus bars and Breaker fail protection. The manual also reviews brielly current practices and makes recommendations for selaction anc! application of various main and back-up “ pectections.
