A NEW DRINKING WATER SUPPLY LINE FOR
YENİKAŞ
As part of the opening and groundbreaking ceremonies in Ramadan with
the slogon of “In Ramadan abundance, In service devotion” Mersin
Metropolitan Mayor Burhanettin Kocamaz has performed the opening of
Aydıncık Yenikaş Neighborhood Drinking Water Supply Line Project at
the 5th day of Ramadan.
As part of the opening and groundbreaking ceremonies in Ramadan with the slogon of “In
Ramadan abundance, In service devotion” Mersin Metropolitan Mayor Burhanettin Kocamaz
has performed the opening of Aydıncık Yenikaş Neighborhood Drinking Water Supply Line
Project at the 5th day of Ramadan.

Not only the project changed the course of the existing supply line and provided a solution to
an important issue of the Yenikaş citizens, but it also did maintenance on the existing storage
with the one thousand three hundred and fifty meters long pipeline. To the opening ceremony
of the pipeline that solved the Yenikaş Neighborhood’s issue for many years in such a short
term as two months, alongside Mersin Metropolitan Mayor Burhanettin Kocamaz, Mayor of
Aydıncık Freat Aktan, Mayor of Gülnar Ahmet Günel, MHP District Head of Aydıncık Hacı
Salan and many Aydıncık citizens attended.

The ongoing problems caused by the age and the malfunction of the pipelines going under the
greeneries that stood on the private owned lands were solved with this project which made
possible with the contract value of 218.952,10 TL. Moreover the ongoing sewer project in
Yenikaş Neighborhood will be put into service in the near future.

At the opening of Yenikaş Drinking Water Supply Line Mersin Metropolitan Mayor
Burhanettin Kocamaz stated that municipal work is both hard and burdened with heavy
responsibilities and he commented the services neglected for years in Mersin were finally
given thanks to the Metropolitan Municipality. Saying they were keeping the promises made
pre-election Mayor Kocaman stated“Our prople await services. In our Mersin the services
that was neglected for years are finally being solved one by one thanks to Metropolitan
Municipality. We made a promise as we came through here before the 30th of March.
We said; ‘We are men of service. Focused on serving. Without discriminating. We stand
at an equal distance to all, if God wills it we will solve issues one by one.’ And so we
stand at an equal distance to our 13 districts. It doesn’t matter to us whichever party is
in charge of the municipality. Regardless of which political party they belong, they too
want to serve the people of the region. We wish to serve just the same. We do not have
disagreement with any municipalities. We try to serve with them in harmony”

During his speech Mayor Kocamaz said the important thing was to serve the citizens,
“Important thing is that we provide the services, done by whom doesn’t matter. What
matters is the happiness of our citizens and make their lives easier. Have them be proud
of living here and proud to say we live here in Mersin. We are here today to open the
water supply station for Yenitaş Neighborhood. I supplicate from God that this would
be beneficial notably to Yenikaş and all of Aydıncık district. We walk step by step to all
of Mersin. We try to reach everywhere. So keep on watching over us”

Stating that they are bringing every kind of service not just drinking water in his speech at the
opening ceremony Aydıncık Mayor said, “When they came to power they said ‘Whatever
we do in one district we will do to others as well’ and they are doing it. The asphalt
roads were made of course. Many more services like this one. Drinking water provided
to Karaseki. Leaded by our municipality up until Taşmasa we made storage depot. The
remaining was completed by the Metropolitan Municipality and opened to use of our
people. We thank the contributions of Metropolitan Municipality”

Yenikaş Neighborhood Reeve stated that the moment they made their suffering known with
drinking water problems, the Metropolitan Municipality swiftly made its move to solve the
issue in just two months time and that they thank the Metropolitan Mayor Kocamaz for his
service.

In December of 2016 the contract of Emirşah Drinking Water Supply Line that consists of one
water supply station, seven hundred meters of pipeline, 200 cubic meter storage and one
thousand meters of grid connectivity has opened for service thanks to vigorous work. With the
cost of 429.297,77 TL the project made two thousand and five hundred meters of pipeline as
well as the maintenance of the five hundred cubic meter storage at Ören Neighborhood.

In his speech with the abundance of Ramadan they consider service as devotion said the
Mersin Metropolitan Municipality Mayor Burhanettin Kocamaz, “Together with our
Ramadan events we wished to make the openings and ground break ceremonies of our
services as well. We prioritized the regions that was neglected for years and haven’t
received enough service. Fortunately we continue to provide service more advanced than
we planned. We stand by every word we gave. We strive to be worthy of your trust”

Anamur Mayor Mehmet Türe stated that in the blessed month of Ramadan, they finished the
day with a blessed event, he said “With the exprience of years Mayor Burhanettin has
started the attack of service. Every village every neighborhood get their share. Both
MESKİ and Metropolitan Municipality continues their work. We will complete any
short-comings together with Metropolitan Municipality.”

Municipality Water and Sewer Management Head Office(MESKİ) started
to match UAVT(National Address Database) address components with
subscription registers to update them in Mersin and its districts.

Acording to the statement made by MESKİ Head Office “In central Mersin and its districts
we provide service to 784.079 drinking water and waste water subscribers. Based on the scans
made, because of the hardships faced for not being able to reach our subscribers due to old
address registers that weren’t updated, we started the updating process at 01.06.2017
(Thursday). Our updating work has been collected with registering the subscription and
address components,if it is a place of work the correct industrial detection, by adding the
address data of the National Address Database to the program of the hand terminals used by
our meter readers.”

The statement said the goal of the update is to improve the quality of service provided to
subscribers and the efforts of update is planned to be over in a short amount of time. With the
upcoming endeavor we urge the citizens to give the support our MESKİ officials need in
efforts to provide a better quality of service and thank in advance to the citizens for their
forethought When the updating completed it will bring value to our institution and the city of
Mersin. With citizens satisfaction and the focus of service in our minds we will continue our

confirmed that the drinking water is safe to consume and the citizens may
drink it without hesitation.

From the source at the Taurus mountains up until it reaches the consumers its being monitored
everyday and as a result of the analysis made at the greatest laboratory in the region MESKİ
Central Water Analysis Laboratory together with Berdan Drinking Water Purification Plant
Laboratory confirms that the tested drinking water is clean.

Mersin Metropolitan Mayor Burhanettin Kocamaz stated that the citizens of Mersin had the
finest quality of drinking water, he said “With the melting of snow in Taurus mountains,
the finest quality water in all of Turkey that is Berdan water can be drunk with ease of
heart from your taps.”

Everyday the drinking water from the taps of the citizens that wish it to be analyzed are being
tested at the only Water and Sewer Management MESKİ free of charge and as soon as
possible. Starting from the Drinking Water Purification Plant each one of the samples of water
taken from different points is being tested for at least 20 parameters and monthly 3240
parameters. The analysis results from the tests are sent to the Ministry of Health and Public
Health Laboratories to examined.

Outside of the MESKİ Head Office, the water samples are also monitored by Ministry of
Environment and Urbanization, Ministry of Forestry and Water Affairs, Ministry of Health
and Ministry of Internal Affairs.

The drinking water pipelines are continued to be worked on in various
main roads and streets in Anamur district by Mersin Metropolitan
Municipality Water and Sewer Management Head Office(MESKİ).

MESKİ Head Office is working to renew the drinking water pipelines in the neighborhoods of
Sağlık, Yeşilyurt, Saray and some parts of Akarca in the Anamur district. It was decided that a
project was needed due to the examinations made in various main roads and streets which
indicated the existing drinking water facility has been causing problems from time to time and
it was imperative that it is renewed. In efforts to solve the drinking water problem MESKİ
started the work to renew the drinking water pipeline renewal which will inlay four thousand
and six hundred meters of pipeline.

In the statement made by MESKİ Head Office it is said “In efforts to supply drinking water to
the neighborhoods of Sağlık, Yeşilyurt, Saray and some parts of Akarca, approximately four
thousand and six hundred meters of pipeline will be renewed in various main roads and streets
and 113 subscriber connection will be made. The drinking water need of the four
neighborhoods of the district will be met at the end of August of 2017.”

storage in Yassıbağ, Taşoluk and Yeniceköy neighborhoods and started the
renewal of the drinking water supply line of Dayıcık neighborhood of
Gülnar district which was at the end of its product life.

In efforts to renew the frequently malfunctioning infrastructure with an healthier and

everlasting drinking water pipeline and answer the need of drinking water MESKİ is
continuing the construction of the new drinking water storage. In Yassıbağ and Taşoluk
neigborhoods a capacity of 75 cubic meter and in Yeniceköy a capacity of 50 cubic meters of
new drinking water storage has been constructed. The drinking water grid connections has
been completed to supply the citizens with a healthier and continuous drinking water. Teams
of MESKİ has renewed the drinking water grid of Dayıcık neighborhood of Gülnar district.
Thanks to MESKİ renewing the infrastructure that had frequent malfunctions and the drinking
water supply pipelines that were at the end of their product life the citizens are met with a
long lasting and healthier infrastructure.

According to the statement made by MESKİ Head Office “In the neighborhoods of Gülnar
that had their drinking water pipelines renewed and new drinking water storages built, thanks
to this our citizens now have higher quality of drinking water. Instructed by the Mersin
Metropolitan Mayor Burhanettin Kocamaz we continue to renew the outdated drinking water
supply lines and construct new drinking water storages. Thanks to our infrastructure
implementations we contribute to quality of life of our citizens.”

MESKİ Merkez Su Analiz Laboratuvarı, toplam 19 çalışanı ile İnsani Tüketim Amaçlı Sular
Hakkında Yönetmelik, Su Kirliliği Kontrolü Yönetmeliği, MESKİ Atıksuların Kanalizasyon
Şebekesine Deşarj Yönetmeliği, Yüzme Suyu Kalitesi Yönetmeliği, Yüzme Havuzlarının
Tabi Olacağı Sağlık Esasları Ve Şartları Hakkında Yönetmelik ve ilgili diğer yönetmeliklere
tabi olarak içme ve kullanma suyu, havuz suyu, deniz suyu, yüzeysel sular, atıksu gibi 5 farklı
matrikste 97 adet parametre/metotda ulusal/uluslararası metodlarla çalışan Laboratuvarımız,
taşınması dolayısıyla 16-17 Mayıs 2017 tarihinde Türk Akreditasyon Kurumu (TÜRKAK)
tarafından akredite olunan toplam 52 parametre /metodun 46 tanesinden Askıdan İndirme
Denetimi’ne, Gözetim Denetimi’ne ve Kapsam Genişletme Denetimi’ne tabi olmuştur.

MESKİ’den yapılan yazılı açıklamaya göre, “TS EN ISO/IEC 17025 Deney ve Kalibrasyon
Laboratuvarlarının Yeterliliği İçin Genel Şartlar Standardı’na uygun olarak TÜRKAK
tarafından gerçekleştirilen denetimde başarı gösteren laboratuvarımız, 46
parametre/metodunun tamamını askıdan indirmiş ve 2 parametre/metodun daha kapsamına
eklenmesi için gerekli şartları sağladığını teknik gözetimde göstermiştir. Head Inspector
Yasemin Gürel and Technical Inspector Pınar Çekirdek that was assigned by TÜRKAK have
indicated that the Central Analysis Laboratory’s environmental and physical conditions along
with the technical expertise and knowledge of the personal were very good and that they were
competent at their duties at the final sitting. In addition of supporting the upper management
of MESKİ, they thanked and wished for a continued success saying it was clear that they were
giving the necessary support to application of quality management system and that it was the
reason for this success and they have seen a better display than many private laboratories.

In the statement it was also said “Central Water Analysis Laboratory is an exemplary
accredited laboratory in the region with international validity. For the citizens of Mersin our
work will continue be as it the drinking water quality pursuit or the control of the waste
waters in efforts to preserve the sea.

Köseliler neighborhood drinking water pipeline.

Lower Köseliler Neighborhood Drinking Water Supply Line made by MESKİ has been
inaugurated.

Due to the drinking water institution being very old, water storage neglected and no grid line
in many parts of the neighborhood, it wasn’t possible to provide a healthy supply of drinking
water to L. Köseliler Neighborhood but with completion of storage maintenance and complete
renewal of pipeline grid project drinking water was put into service.

Mersin Metropolitan Mayor Burhanettin Kocamaz stated that they are working day and night
to solve the issues and fulfill the miscomings. Mayor Kocamaz, “We stand behind every
promise and every step we take. We only promised the things we can do. This village
needs water, it needs roads. If you say solve this problem we make the promise and
strive to fulfill it till the end. Currently our service area is very wide. Pray for us so we
can keep serving you. All our employers are working day and night to serve you.” was
his remarks.

Many shortcomings were addressed at the Mut district in a short amount of time by Mersin
Metropolitan Municipality stated the Mut Mayor Nebi Yılmaz in his speech he said “Mersin
Metropolitan Mayor has implemented services in a very short amount of time. The first
drinking water renewal effort has been made in Mut Lower Köseliler Neighborhood.
His honor said there will be no village without asphalt roads and drinking water and he
kept his word. I thank him in the name of our happy citizens and myself”

At the end of the ceremony L. Köseliler Neighborhood Mukhtar Abdurrahman Uyar also
made a vote of thanks and gifted a Mut rug to Mersin Metropolitan Mayor Burhanettin
Kocamaz.

MESKİ HEAD OFFICE WARNS “DON’T MISS

THE DEBT RESTRUCTURING”
MESKİ urges citizens to reconstruct their debts with the law no.7020
commonly known as the bag bill effectuated about the collection of debts
owned.

MESKİ Genel Müdürlüğü, 7020 Sayılı Torba Yasa kapsamında; vadesi 31 Mart 2017 (bu
tarih dahil) tarihinden önce olduğu halde bu kanunun yayımı tarihi itibarıyla ödenmemiş
bulunan su faturası borçlarını yeniden yapılandırıyor. Citizens wishing to benefit from this
need to apply to MESKİ Head Office and district offices no later than 30th of June 2017
Friday until the end of business day.

Citizens who benefit from the restructuring need to pay their first installment at 31st of July
2017 Monday to MESKI pay desks. Restructure can be paid in full or by 6,9,12,18 equal
installments depending on the preference. In addition the payments being made once every
two months, in case of not being able to pay the first two installments and not being paid or
paid the full amount two times in the same year will cause the restructuring to be nulled. It is
possible for subscribers to pay their debts in accordance with installment schedule via MESKİ
pay desks.

11.09.2014 tarihinde yürürlüğe giren 6552 sayılı kanundan faydalanan, ancak 7020 sayılı
kanunun yürürlüğe girdiği 27.05.2017 tarihinde taksitleri devam eden borçlular bu kanundan
yararlanamayacaklardır. Bu tarih itibariyle 6552 sayılı yasadan faydalanmalarına rağmen
yapılandırması bozulmuş olan borçlar ise yeniden yapılandırılabilecektir. 19.08.2016 tarihinde
yürürlüğe giren 6736 sayılı yasa ile taksitlendirilen borçların, 27.05.2017 tarihi itibariyle
taksitleri devam ettiğinden, ilk iki taksitini gününde ödememeleri nedeniyle yapılandırmaları
iptal edilen borçlar 7020 sayılı yasa kapsamında yeniden yapılandırılamayacaktır.
