Dear Mr. William Geerhart:

This is in further response to your Freedom of Information Act (FOIA) request for access to records in
the custody of the National Archives and Records Administration (NARA). Our office received your
request for RG 319 311 and Project Casper on November 6, 2012.

The Office of the Secretary of Defense (OSD) HAS CHANGED THEIR DETERMINATION and will
now br declassifying one document totaling 13 pages. This document in a letter mailed to you in June
had been Exempted in Full.

If you are not satisfied with our response to yom request, you may administratively appeal by writing to

1. Tl:le,.annual' review (Sept 1959) by the Army Electronic Warfare Policy
Council (AEWFC) indicated a serious deficiency in the capability of the U.S.
for the jamming of Soviet long range radio connnunications. · As a beginning,
to correct this deficiency, ASA proposes that the Chief of Staff forward a
memorandum to the JCS rec:ommending that the SD reconsider his previous
decision relative to the requirement for the cofia.uct of a strategic communica-
tion jamming technical factor study by the DA.

2. · In view of the general staff responsibility of DCSOPS on matters

pertaining to communications jamming, this ASA proposal was referred to DCSOPS.
DCSOPS, on 19 Jan, recommended approval of this action.

3. SS recommends that the Memorandum to the Joint Chiefs of Staff at

Incl 2 be si.pp~oved~ · ~patched.
