CONCLUSION

The unsuccessful implementation of City Ordinance No. 26 created by the Baguio City
Council way back in 2007 resulted in the failure of the City Government to address environmental
problems and concerns related to the unabated use of plastics. Among these problems and
concerns are the clogging of plastic materials in waterways which may eventually lead to flooding
in some areas, scattered plastic bags and food wrappers on streets and roads, and the continuous
increase in the quantity of plastics. This could compromise the health, safety and welfare of the
residents of the City which is contrary to the purpose of Article 2, Section 16 of the 1987
Philippine Constitution which states that “The State shall protect and advance the right of the people
to a balanced and healthful ecology in accord with the rhythm and harmony of nature.”

The success in the implementation of an ordinance can be attributed from the crafting of
a law which is certain, clear, and precise. After the ordinance has been passed, the executive
department has the responsibility to faithfully and appropriately enforce and execute the
ordinance. Furthermore, active participation of the business sectors, educational institutions,
and every individual is also necessary in carrying out the objectives of the ordinance. As President
Rodrigo Duterte once said, “No leader, however strong, can succeed at anything of national
importance or significance unless he has the support and cooperation of the people he is tasked
to lead and sworn to serve.”
