1.0 PENDAHULUAN DAN PANDUAN PENGGUNAAN
1.1 TUJUAN
1.1.1 Tujuan buku ini dikeluarkan adalah untuk memberikan maklumat

berkenaan dengan kos bagi melaksanakan kerja-kerja Jabatan
Pengairan dan Saliran. Maklumat-maklumat kos ini boleh digunakan
sebagi panduan untuk menyediakan anggaran kos, membuat
pelarasan kadar harga atau untuk tujuan perundingan kadar harga.
1.2 KANDUNGAN
1.2.1 Maklumat-maklumat yang terkandung di dalam buku ini adalah

berdasarkan kepada dokumen-dokumen tender bagi kerja-kerja
Jabatan Pengairan dan Saliran yang pada amnya adalah terdiri dari:

1.3.1 Data-data di dalam buku ini adalah diabstrak dari dokumen-

dokumen tender secara konvensional bagi projek yang ditender
dalam tahun 2014 dan ditutup di Ibu Pejabat Jabatan Pengairan Dan
Saliran Malaysia.
1.3.2 Kadar harga diambil daripada dokumen tender yang disediakan

berasaskan kepada senarai kuantiti.
1.4 ANALISA DAN SUSUNAN DATA
1.4.1 Data-data bagi item yang serupa dikumpulkan dan dijadikan dalam
bentuk purata. Data-data yang terlalu tinggi atau rendah tidak
diambilkira.

1.4.2 Melalui penganalisaan tersebut adalah didapati wujudnya

ketidakseragaman di dalam penyediaan dokumen tender/tawaran,
samada dari segi pengukuran kuantiti dan keterangan kerja bagi
beberapa item kerja. Sehubungan dengan itu, item-item yang
serupa/hampir serupa telah dikumpulkan bersekali dan dikira dalam
bentuk purata. Pertimbangan tidak diberikan sekiranya cara
pengukuran berbeza walaupun ia adalah item kerja yang sama.
1.4.3 'Harga Purata' bagi sesuatu kawasan diperolehi berdasarkan kepada

jumlah nilai data-data kos bagi sesuatu item kerja yang dibahagikan
kepada bilangan sampel mengikut kawasan berkenaan.
1.4.4 Purata keseluruhan adalah berdasarkan kepada nilai purata bagi

semua kawasan.
1.5 PEMAKAIAN DATA
1.5.1 Data-data di dalam buku ini hendaklah digunakan sebagai panduan

sahaja.
1.5.2 Pengguna hendaklah menggunakan budibicara bagi memilih kos

2.1 TUJUAN DAN DEFINISI
Bahagian ini mengandungi maklumat berhubung dengan kos bagi melaksanakan

kerja-kerja di bawah kategori 'Kerja-kerja Am' (General Items). Terdapat sesetengah
dokumen yang menamakan bahagian ini sebagai 'Preliminaries', 'Kerja Awalan'
ataupun 'Kerja-kerja Pendahuluan'.
