ln looking at a~I this - I recall a short conversation with Chief McNannay that given the time that
h ad passed with the part-timers and his misunderstanding of the statute, that we needed to
move forward and that new people needed to have all this stuff done.

My apologies, I replied before I double checked earlier in an effort to get you an answer asap.

In my recollection, I went back and forth in email -then he and spoke on the phone. I explained
something to the effect that given how much time had passed, there wasn't anything we could
do but all new hires must meet this standard. We also talked about using other officers and
reimbursing other agencies. Plus, after talking to you today and working through the sequence
of events, I believe the best way to rectify what the Chief didn't know was to use the older forms
so that he could move forward with his newer hires. ience
