6.02.14 Streetlighting

Design and installation of a complete streetlighting system shall be the responsibility of


the developer for all streets fronting the property, including pedestrian accessways associated with the
development. Developments will be required to submit a lighting plan that provides pole spacing less than
or equal to the maximum spacing allowed shown in Table 6.02.14a below as well as a photometric analysis
of that layout. The photometric analysis shall provide a point calculation spacing of no more than 4 feet on
center with 2 significant digits of calculation and display. The lighting level design standards are:

The Manager may require up to double these lighting levels at locations the Manager
determines are high pedestrian activity areas.

Streetlights and streetlight infrastructure shall conform to the City of Gresham Standard
Details. Streetlights per the “Decorative Acorn Streetlight” detail are required in the Downtown Plan District
and the designated centers in the Pleasant Valley and Springwater Plan Districts. Within the Civic
Neighborhood Plan District (as defined in Section 4.1200 of the City of Gresham Development Code),
streetlights per the “Decorative Pendant Streetlight” detail are required on streets with classifications of
Civic Boulevard and Civic Collector. All other streets within the Civic Neighborhood Plan District shall have
streetlights per the “Decorative Acorn Streetlight” detail. Within the Rockwood Town Center portion of the
Rockwood Design District (as defined in Section 7.0500 of the City of Gresham Development Code),
streetlights per the “Decorative Pendant Streetlight” detail are required along Arterials and on all streets
inside the Rockwood Triangle Area (as defined in Section 7.0500 of the City of Gresham Development
Code). All other streets within the Rockwood Town Center shall have streetlights per the “Decorative Acorn
Streetlight” detail.

Streetlights are required to be installed along every street frontage on both sides of the
street, except outside of designated centers and along streets with the following functional classifications:
Major Collector, Standard Collector, Minor Collector, Local Industrial, Local Commercial, Local Transitional,
and Local Queuing. Along streets with the functional classifications listed above, which fall outside of
designated centers, streetlights may be installed on only one side of the street or staggered from one side
to the other. For infill development locations along existing streets, additional streetlighting may be required
at Manager’s discretion, even if streetlights are already installed on the other side of the street.

Streetlight power for new lighting shall be supplied from underground. At Manager
discretion, infill development may meet requirements for streetlighting by installing new lights on existing
utility poles per the "Luminaire Mounted on Existing Wood Pole" detail. If spacing of utility poles is
substandard, additional underground-fed lights may be required along the frontage to meet lighting
standards.

The City of Gresham standard for 35-foot poles is the aluminum davit pole shown in the
“Aluminum Davit Streetlight” detail. The City of Gresham standard for 25-foot poles is the direct-bury
fiberglass pole shown in the “Fiberglass Streetlight Pole” detail.

All streetlighting materials and equipment installed in the public right-of-way must be listed
on the City of Gresham Pre-Approved Materials List for Streetlight Equipment and Materials, with
exceptions made at Manager’s discretion. The City of Gresham Pre-Approved Materials List are available
for download on the City’s website.

Pole footings shall be installed with 2 feet of clearance between the face of curb and the
face of the pole. Lights shall be no closer than 15 feet to a tree.

All new installations with power supplied underground shall include a service disconnect
between the PGE power supply junction box and the first streetlight junction box, as shown in the
“Streetlight Disconnect” detail, unless otherwise directed by the Manager.

‘PRE-APPROVED MATERIALS LIST’ INSTRUCTIONS

These sheets are to be furnished for each project, by the Project Manager. They are also found on
the City of Gresham’s Internet site. They will be provided for each project, to ensure that they are the
most current copy.

INITIAL SUBMITTAL
The Developer/Contractor will:
1. Submit the Streetlight Sheets electronically
2. Fill out the Streetlight Sheets based on the projects requirements
a. In the CONTENTS pages check the box for all items that are “NOT ON PROJECT”.
This removes the need to submit the materials page(s) for these items.
b. For materials that are on the project:
i. Check the listed brand and circle the model to be used, or
ii. Write in a brand and model proposed for installation based on the project plans
and specifications. Submit one catalogue cut sheet for initial qualification.
iii. Except for conduit and wire, do not mark more than two options per item.

The Development Engineer will:


1. Review initial submittal and fill out the INITIAL SUBMITTAL box in the CONTENTS
pages and specific materials pages for listed materials.
2. Submit write in products to the Streetlight Engineer for approval.
3. Return a copy of the Streetlight Sheets to the Contractor

CONSTRUCTION
Materials delivered to job site shall be clearly marked as to brand and model/part description
(verified on materials), or shall be accompanied by supplier’s certification as to brand and model/part
description.

The Contractor will:


1. Install materials QUALIFIED by the Development Engineer during the INITIAL
SUBMITTAL. Install per plan and specifications.

The Inspector will:


1. Verify materials installed match the Contractor’s INITIAL SUBMITTAL. Verify the
materials are installed per plan and specifications.
