A. General Site Context

The site is located at Novaliches, Quezon city near SM Fairview.

It can be access by a road connecting Belfast and Regalado Hwy.

THE SITE

Quezon City is the largest city in terms of population and land area in

Metro Manila it host a number of government cities most important of

which are the Batasang Pambansa Complex (the seat of the House of

Representatives, the lower chamber of the Philippine Congress), and the

Quezon City Reception House (the current seat of the Vice President of

the Philippines). Quezon City also serves as home to the University of the

Philippines Diliman—the national university—and Ateneo de Manila

University. Novaliches was named after the Marquis of Novaliches,

Manuel Pavía y Lacy, the general who protected Queen Isabella of Spain

from her uncle who tried to usurp the Spanish crown, and supporter of

her son, King Alfonso, upon the monarchy's restoration. He was made

the first Marquis of Novaliches, a title bestowed with Grandeza de

Espana (Grandee of Spain-first class rank among the nobility), in the

1840s. Novaliches or "New Liches" came from an old district of Granada,

Spain also known as "Liches" where Manuel and his ancestors, the

Pavías, originate. Future projects in Quezon City under the

Comprehensive Development Program and Local Development

Investment Program. These projects will not affect the said proposed

project in Novaliches.

Here are some of the following project (2017-2020)

 Formulation of a Drainage Master Plan for QC in coordination


with other LGUs

 Road network development program

 Renewable Energy Efficient Program

 Construction of Multi-Purpose Evacuation Centers

 Waterways bank protection/structures development

B. Physical Data, Site and Adjacent Land

Geology & Soil

Quezon City is situated on the northeast portion of Metro Manila. It is

bounded on the north by Caloocan City and San Jose del Monte City in

Bulacan Province, on the east by San Mateo and Marikina, on the south

by Pasig and Mandaluyong, San Juan and Manila, and on the west by

Valenzuela, Caloocan and Manila. Its northeastern and eastern

boundaries are defined by the Novaliches Watershed and the Marikina

River.

It is close to the region’s major activity centers like Binondo, Ayala,

Monumento, Ortigas, the Ninoy Aquino International Airport (NAIA), the

North and South Harbor as well as the developed Fort Bonifacio Global

City. With an area of 16,112.58 hectares (based on 1995 GIS graphical

plot), it is the largest among the sixteen (16) cities and one (1)

municipality in the region and is almost one-fourth the size of

MetroManila. Althought Quezon City is one of the city near the west

valley fault, the site location is not affected.

Manila used to be a submerged area at one time in the geologic past.

Intermittent volcanic activities followed and after which, volcanic

materials were deposited. Available geologic information about Metro

Manila and the areas surrounding it indicated that Quaternary volcanic

rocks generally known as the Guadalupe Formation, locally known as

“adobe”, is the predominant rock unit underlying it.

Water

La Mesa Watershed Reservation (LMWR) is located in Novaliches,

Quezon City, Philippines. It is bounded by Caloocan City on the

northwestern side; Quezon City on the southeastern and southwestern

side; and San Mateo and Rodriguez, Rizal on the northeastern and

southeastern side. It has a total area of 2,659.59 ha.

Topography

Most of these parts are of Novaliches Clay which is further categorize as

follows:

 The Urban Land Complex (NvucC/D) with 5-15 percent slope

covering an area of 7,598.62 hectares 47.16%.

 The Novaliches Urban Land Complex (NvucB) with 2-5 percent

slope and an areaof 1,169.20 hectares or 7.26%.

 The Novaliches Clay (NvC1) with 5-8 percent slope, slightly

eroded has an area of 1,758.52 hectares or 10.91% and the

Novaliches Clay (NvD1) with 5-8 percent slope and an area of

242.41 hectares or 1.50%.
