CORE VALUES
Maka-Diyos Makakalikasan
Maka-tao Makabansa
C. Spirit of Play
Team sport activities find their origin in the basic need for the spirit
of play. Winning and losing are mere outcomes of this play spirit.
Abusive language and manipulation of the rules are not a part of the
game. What is part of the game being the pure satisfaction of
participation, getting fit and enhancing friendships. Without your
opponent, there is no game, no contest, no memories, and no fun. You
are indebted to them as they are to you. The spirit of play is then based
upon cooperation. Upholding high standards of integrity and fair play
acknowledges this idea of cooperative competition. All players are
encouraged to use good judgment in caring for the safety of others as
well as themselves. The goal of lifetime sports for all players may have
more meaning than that of a win or a loss, the memory of which often
fades quickly. All players are asked to participate within the context of
this SPIRIT of PLAY.

the role of a team captain has a number of
responsibilities he or she is obligated to. The
captain is responsible for:
Registering the team on IP Tournament.
1. Ensuring that all team members are

All Initao National Comprehensive High School bona fide
students are eligible to compete in the Intramural Program. Faculty,

Initao National Comprehensive High School Intramural Proposal 9|P age

for the eligibility of participants, but will assist in the interpretation of
the rules and question cases brought to its attention. IP reserves the
right to check eligibility when deemed appropriate. Teams may
request to have eligibility checked; however, the request must apply
to specific individuals.
C. Illegal Participation
Teams found to have participants in violation of the above
eligibility policies may have their games forfeited to their opponent
regardless of the actual outcome. The participants in question may
be suspended from that specific team or all Intramural activities for a
length of time deemed appropriate. Participation is defined as
stepping onto the field of play for any period of time during game
play. The IMS office reserves the right to investigate the eligibility of
any participant at any time.
NOTE: Captains that believe the opposing team has ineligible
players are highly encouraged to file a formal protest. Refer to
Section XIII: Protests. Your help in making our Intramural programs
as fair as possible is very much appreciated, and your formal protest
assists the IP office in providing you a fair.
D. Team Member Eligibility
It is the responsibility of the team captain to ensure each
member of their team is eligible. Any questionable case should be
brought to the Intramural Program office so an official ruling can be
made prior to the individual's participation.

roster on IP Tournaments. On-site registration is permitted
prior to game time, and at any time during the game.

5. An individual may participate on only one team in each
game for each particular sport.
6. A participant is not permitted to transfer from one team to
another after participating in one scheduled game without
authorization from the IP office. A player is deemed to be a
part of a team if they sign in to play for that team. If a player
is on more than one roster, his/her official team is the one
he/she first signs in with.
E. ID Policy
Each player must present a valid INCHS student ID, certificate
of enrolment, parental consent and medical certificate to be eligible
to participate. This must be done for EACH contest. Misuse of an
identification card (borrowing, lending, counterfeiting, altering, etc.)
is a violation of the INCHS Handbook. The identification card will be

by the team captain. Sports may have a specific set of rules
regarding when a protest may be filed.

IV. Division of Competition

IP is a single round robin competition which promotes total
enjoyment of the game.
V. Participant Conduct
A. Conduct
Clearly, sports are important to the participants, but that
importance should not become so overriding that players lose sight
of civilized behavior. Good sportsmanship is a requirement of all
participants, players and fans. The playing site is not a venue for
physical or verbal abuse. Students are required to adhere to the
INCHS Student Handbook. Violations of the Student Handbook can
result in charges being filed with the Guidance Office, as well as with
Principal Office. The following are guidelines for participant behavior:
1. Each team is responsible for the actions of its members and
fans before, during, and after any game or event. Failure of
a team to cooperate with officials, or to control and restrain

Initao National Comprehensive High School Intramural Proposal 12 | P a g e

any individual member or fan is cause for a team to be
dropped from the league.
2. In the event an individual and/or spectator conducts
himself/herself in an unsportsmanlike manner during any IP
event, the on-site staff has the complete authority to take
any action deemed necessary in order to keep the game
under control. Depending upon the severity of the incident,
the official or IP supervisor may take the following action:
give warnings, eject players from the game area, and/or
forfeit the game. All disciplinary problems will be reported to
the sports coordinator, prefect discipline and guidance office
for further disciplinary action.
3. Players and spectators who enter the playing area during a
game to become involved in an altercation will be
suspended immediately from participating in IP. If players or
spectators cannot be identified, then the team will be
suspended. The length of the suspension will be for a
minimum of one game and may be extended in accordance
with the severity of the incident. Reinstatement in the
program will be made when the student or team shows a
willingness to support the basic principles of the program.
This decision will be left to the discretion of the sports
coordinator, prefect discipline and guidance office
4. Reports of unsportsmanlike behavior will be investigated by
the Sport Coordinator of Intramural & Club Sports. In doing
so, the individual(s) and/or team(s) involved will be
questioned and may be required to submit a written
statement of the incident. Statements will also be obtained
from the officials and IMS supervisor on duty. The Sport
Coordinator of Intramural & Club Sports will rule on the
individual(s) and/or team(s) involved. The range of penalties

Initao National Comprehensive High School Intramural Proposal 13 | P a g e

include: suspension from game(s) or season, temporary or
permanent probation, temporary or permanent suspension
from IP and loss of IP facility usage privileges.
5. Ejected players, coaches, and fans must complete the
necessary paperwork and remove themselves from the area
(out of sight and sound) immediately. Failure to comply
within one minute (60 seconds) will result in a team forfeit.
6. Any player ejected from a game for any reason will face a
minimum one game suspension and is subject to the rules
set forth.
7. Any individual striking another player or official, or verbally
threatening an official will be suspended indefinitely. All
members of the IP staff are employees of the INCHS.
Abusing an official, verbally or physically, will result in the
filing of an incident report with Guidance Office or Principal
Office.
8. Alcohol is strictly prohibited from all IP events and/or
activities. Players or spectators found in violation of this will
be immediately ejected/removed and suspended.
9. Tobacco (in all forms) is prohibited from IP events and/or
activities. Players or spectators found in violation of this will
be immediately ejected/removed and suspended.

remove their pet from the premises with the understanding
that they may return to the event or activity without the pet.
VI. Participant Safety and Injuries

and obtain adequate insurance prior to participation in IP. Individuals
who participate in IP activities will be doing so at their own risk.
Participation in IP is voluntary, and the INCHS is not responsible for

Initao National Comprehensive High School Intramural Proposal 14 | P a g e

any injury that may occur to participants. Student health and accident
insurance information may be obtained through the Clinic/ Health
Center.
B. Photo Disclaimer
The Documentation Committee may photograph or videotape
participants and use these items in promotional materials. If you
choose not to be photographed or filmed, please notify the staff.
C. Safety
Proper attire should be worn for each activity. For your
protection, as well as other participants, all jewelry and non-
appropriate headgear must be removed before participating in an
activity. Persons wearing casts or wrapped/padded appendages will
not be allowed to participate if, in the judgment of IP personnel, they
are deemed to be hazardous or if they are specifically prohibited by
the rules of a particular sport. Individuals will be required to obtain
prior approval from the IP supervisor for the use of orthopedic
devices essential to protect an injury.
D. Blood Policy
The following is the IP policy for bleeding during Intramural program:
1. If an Intramural participant is bleeding, he/she will be
removed from the contest immediately.
2. If an Intramural participant has blood on his/her clothing,
he/she will be removed from the contest upon detection. The
blood may or may not be his/her own. The participant is
ineligible to re-enter the contest until the clothing saturated
with blood has been removed.
3. Before any participant re-enters the contest, all bleeding
must be stopped and any open wound or laceration must be
covered. It is the suggestion of the IP that each player bring
an extra pair of shorts and T-shirt. If clothing saturated with

Initao National Comprehensive High School Intramural Proposal 15 | P a g e

blood cannot be replaced, that individual will not be allowed
to participate.
E. Concussion Policy
Any player who exhibits signs, symptoms, or behaviors consistent
with a concussion shall be immediately removed from the game and
shall not return to play until cleared by an appropriate healthcare
professional.
NOTE: No IP staff member is certified to clear a player to re-enter a
contest.
Signs of a concussion:
1. Headache or a feeling of pressure in the head
2. Temporary loss of consciousness
3. Confusion or loss of memory surrounding the incident
4. Fatigue, nausea or vomiting
5. Irritability and other personality changes
6. Dizziness or ringing of the ears
VII. Registration
A. Participants
It is the responsibility of the team captain to register his/her
team by the deadline date.
B. Rosters
For all teams, rosters will not exceed 20 available spots. Once
a roster spot is taken by a specific player, that person may not be
replaced. If a team submits a roster with more than 20 players, the
first 20 will be the only persons officially on the roster. Teams may
add players throughout the regular season, at the game site, and all
participants on the roster must be eligible. For some sports and
special events, there may be additional roster limitations. These
limitations will be detailed in the specific rules for that event.

Initao National Comprehensive High School Intramural Proposal 16 | P a g e

The IP office reserves to right to change any team name
deemed inappropriate or offensive. Moreover, grade level will be
deemed as name per team.

be given priority based upon the order in which entries and approval
are received.
VIII. Scheduling
A. Tournament Sports
Larong – pinoy, individual/dual, various team sports are
scheduled into tournaments based on the level of competition. Based
on the activity, teams will be placed in a single or double elimination

IX. Concessions and Forfeits
The philosophy of IP is to involve members of the INCHS Community
in an active recreational sports program. If a team forfeits a game, the
objectives of the program are not met and participants are deprived of
active involvement. This procedure is designed to minimize the number
of forfeits.

Initao National Comprehensive High School Intramural Proposal 17 | P a g e

A. Concession
Teams which anticipate a hardship in fielding a team for a
game which has already been scheduled and cannot be changed
should call the Sports office no later than 4:00pm the day of the game
to concede. A concession will be recorded as a loss, but will avoid

Rating (please refer to Rule X: Sportsmanship). To concede a game
scheduled on a weekend, the team must call by 4:00pm, Friday
afternoon.
B. Forfeit

recorded as a loss and results in the team being removed from the
tournament. A forfeit in a single round robin tournament is recorded
as a loss and results in the team being removed from the tournament.
A concession in a single round robin is recorded as a loss, but the
team will remain in the tournament.
D. Rescheduling Policy

facility space available. If a team wishes to reschedule a game, it is

responsibility of the team captain to make arrangements with the
captain of the other team.
X. Sportsmanship
A. Team Sportsmanship Rating System
In sports involving officials, the Sportsmanship Rating System
will be utilized. This system was developed to make participants
responsible for their actions. Both teams will receive a
Sportsmanship Rating based on the scale detailed below. The
officials will rate both teams on a sliding scale based on the following
criteria:

and officials and other team members. The captain calmly
converses with the Intramural Sports staff and officials and also has

B. Rationale & Objectives

The objective of the game is for each team to pull the rope along with the
members of opposition team to their side. As soon as the second mark on the rope
from the center red mark crosses over to center line, the team to pull the rope to
their area wins the game.

F. Ground Rules

Teams According to the rules of tug of war, each team can accommodate
a maximum of 8-10 members. However, the combined weight of these members
should not exceed the weight determined for the particular category. Field and
Marking The game has to be played on a flat grassy patch of land. A line referred
to as a center line is marked on the playing zone and the rope is placed in a manner
that its center mark should align the center marked on the ground. On either sides

Initao National Comprehensive High School Intramural Proposal 25 | P a g e

of the rope at the distance of 4 m from the center line, 2 more marks need to be
made. This is the point where in the first member of each team will stand.

The tug of war competition requires a judge. There are 3 different

commands that the judge gives to the players. The judge first announces “Pick up
the rope”, he then says “Take the string”, and finally he tells the players to “Pull”.
Once the pull command is said out the teams start pulling the rope. If a member of
the team falls down that member is given a caution. Each team is allowed two
cautions before getting disqualified. Fouls There is a particular technique that
needs to be applied while playing this game, if not then there will be a foul which
can call in for disqualifications. For e.g. lowering your elbow below the knee level
while pulling the rope is considered to be a foul and is called ‘locking’. Touching
the ground for a longer period of time is also considered as a foul.

CHINESE GARTER
A. Basic Description of Proposal
Title of Proposal: Chinese Garter
Proponents: INCHS Community
Schedule of Implementation & Venue: Mini Forest (Day 1)
Sponsoring Agencies: M.O.O.E.

B. Rationale & Objectives

The game will measure the flexibility, balance and coordination of players,
and their ability to play, not as separate individuals but as a united team. A team
is composed of 5-8 players. The objective of the game then is to be able to
successfully jump over the garter as it is gradually held higher by the game posts.
There should be two people holding both ends of the garter which is stretched
horizontally while others are trying to transfer across the other side of the garter.
The main goal of this game is to across over the garter without being tripped. In
each round, the height of the garter increases. The garter generally starts from the
ankle – level and then knee – level, and so on until the garter is positioned
overhead. Higher rounds demand agility since players leap with their feet first in
the air and they cross over the garter and end up landing on the side. This means
that players should be agile, mentally skilled and must have grace in order to finish
the game. Moreover, doing cartwheels (to cross the garter) in higher levels is
allowed.

C. Tournament Fees

There will be no fees collected.

D. Ground Rules
1. Players are divided into two or more teams, with a minimum number of
5-8 members per team.
2. Two members of the “it” team shall serve as “game posts” as they stand
opposite each other and hold each end of the garter. Just like in the
game ten – twenty, each team also has its own team leader, more
commonly known as the “Mother”.
3. Once a team member either touches the garter or fails to jump at a
certain level, the Mother can still save her team by taking her team
member’s turn. Failure to do so will lead to the team’s elimination by
making them the new game posts and will bring the game back to the
first level.

4. The Chinese Garter game is usually subdivided into ten levels. Most of
the time, however, the players may decide for their desired number of
levels for their game.

You win a rally if you hit the shuttle over the net and onto the floor of the

the rally if, for example, the shuttle touches you or your clothing, or if you
hit it before it crosses the net.
3. The service courts are slightly different for singles and doubles. A shuttle
on the line is "in". The server and receiver stand in the diagonally
opposite service courts (always right hand at the start of the game) but
therefore players may move anywhere on their side of the net. The
server must obey laws designed to force underhand delivery of the
serve, and the receiver must stand still until the service is struck.
4. Matches comprise of one game, with the final games being best of three
games. In men's singles and men's doubles, 15 points wins a game.
However, if the score reaches 14-14, the side that first reached 14 can
choose either to play to 15, or to set the game to 17 points. The final
score will reflect the sum of the points won before setting plus the points
gained in setting. Scoring in women's singles, women's doubles, and
mixed doubles is slightly different. 11 points wins a game and there is
the option to set to 13 points at 10-10.
5. Each game starts at 0-0. If the serving side wins a rally, it scores a point
and serves again but from the alternate service court. If the receiving
side wins the rally, the score remains unchanged and the service passes
to the next player in turn. In singles, this is the opponent; in doubles it's
either the partner or, if both players have just had a turn of serving, one
of the opponents.
