Executive Summary
Site Use & The Site is currently agricultural fields and historically included a farmhouse with a fuel
Surrounding Area aboveground tank. A groundwater well is also located in the central area of the Site;
its characteristics (dimensions, groundwater quality etc) are not known.
The Site is proposed for development of two logistics warehouses, one of which is to
be leased and operated as a Sortation Center. It is also understood that an option to
take a lease on the second warehouse is being considered.
An authorised landfill site known as “Colle Fagiolara” is located immediately to the
south-west of the Site. The landfill is understood to be owned by the Municipality of
Colleferro and managed by Lazio Ambiente SpA. The management contract reportedly
expires in 2019, while the Environmental Permit of the landfill expires in 2022. A public
statement from the Municipality of Colleferro states that the landfill will be closed in
2019.
According to a 2017 annual environmental data report on the landfill site (Rapporto
Ambientale Annuale 2017), laboratory analyses of groundwater samples is carried out
on groundwater samples taken from monitoring wells around the landfill. Groundwater
samples are tested for 92 analytical parameters as listed in Table 2 of Legislative
Decree 152/06, Part IV, Annex 5, plus additional parameters (such as nitric and nitrous
nitrogen, BOD, COD, TOC, etc.). Exceedances (of Chlorinated Hydrocarbons) were
detected in 2017 from single monitoring well, PZ-7B, which is located due east of the
landfill body (upgradient). The remaining monitoring points show compliance with
applicable threshold limit for all the test parameters:

Environmental The Site is classified as a low to moderate environmental sensitivity given:


Setting
▲ The presence of the main deep aquifer. Groundwater is not expected to be
encountered until a depth of around 30 m below ground level. Groundwater flow
is assumed to be towards the north-west.
▲ The presence of an ecological receptor (nature park) adjacent to the Site.
▲ The presence of the landfill adjacent to of the Site.

Contamination A recent site investigation commissioned by the developer identified the following
Potential findings on the Site:
▲ No groundwater was encountered in the trial pits (and according to the Tauw report
is not expected to be encountered until a depth of around 30 mbgl).
▲ No visual or olfactory evidence of soil contamination was identified in the trial pit
excavations.
▲ The results of the laboratory analysis revealed no concentrations of the tested
compounds to be in exceedance of the legal threshold limits in soil for
industrial/commercial sites (Legislative Decree 152/06, Part IV, Annex 5, Tab 1/b).
The investigation did not include any groundwater assessment or an assessment of
the risk of ground gas migration onto the Site form the adjacent landfill.

Pollutant Linkage Delta-Simons has completed a land contamination risk assessment based upon
Assessment & available information. Significant potential sources of contamination have not been
Land identified associated with the current or historical land use and a recent third-party site
Contamination investigation has identified the soil quality on the Site complies with Italian regulatory

However, there is a municipal landfill site located immediately to the south-west of the
Site boundary, which does not appear to have been taken into consideration by the

developer. Therefore, the risk to the Site is currently considered to be Moderate until
further assessment is completed.
A groundwater well is present on the Site and it is understood that this well may be
used to provide supplementary water to the development. Until a thorough assessment
of the water well properties and the quality of the groundwater is carried out, the risk of
using the well is considered to be Moderate.

Key Land Given the proximity to the landfill and the potential risk of migration of leachate and
Contamination ground gas, a further detailed groundwater and ground assessment must be carried

The Site must be assessed if it is subject to EIA procedure
The presence of natural background concentrations in the soils for some parameters
may prevent off-site disposal of excavated material. A plan for the characterization of
excavated soil must be performed according to Presidential Decree 120/2017. This is
a requirement for the developer.
A full assessment of the water well is needed with a view to seeking to properly
decommission it. If the developer is required by the Authorities to utilise the well in the
future, then a full risk assessment must be carried out, given the proximity to the
municipal landfill.

Risks to Human In the context of the proposed commercial use, the risks to Human Health (Site users),
Health are considered to be Moderate.

Operational Based on the available information, the reputational risk of operating on the Site is
Interruption/ considered to be Moderate given the proximity to a landfill site that has attracted public
Reputational Risks concerns. While the landfill remains operational, nuisance issues relating to flies and
gulls must be taken into consideration with regards the operation of the Site.

Overall Statement On the basis of available information, Delta-Simons considers that with regard to
of Risk potential soil and groundwater contamination issues and associated environmental
liabilities, for the proposed commercial use, the Site represents a Moderate overall risk
status.

Flood Risk Based on the information reviewed, the Site is not located within an area at risk of
Statement flooding. The flood risk at the Site is therefore considered to be less than 1 in 1000
years.

1.0 Introduction
1.1 Appointment
Delta-Simons Environmental Consultants Limited (“Delta-Simons”) was instructed by Amazon UK Services
Limited (the “Client”) to carry out a Phase I Environmental Assessment of land planned for logistics development
located in the Municipality of Colleferro, in the province of Rome, Italy (hereinafter the “Site”).

1.2 Context & Purpose


The aim of this assessment is to consider the potential for land contamination related risks and liabilities
associated with the proposed construction of a Sortation Center/ logistics warehouse and the future leasehold
occupancy of the property by the Client, based on available information. It is understood that the Site is being
developed by Vailog S.r.l

This assessment has been conducted in accordance with in-country standards, guidance and best practice for
environmental assessment. It has also been conducted in general conformance with the scope and limitations
of the following: 1) American Society for Testing and Materials (ASTM) International E1527-13 Standard
Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process (and any and
all subsequent amendments thereto); and 2) the United States Environmental Protection Agency’s (EPAs)
standards for All Appropriate Enquiries (AAI), as far as is applicable in Italy, and aims to identify, to the extent
feasible, recognised environmental conditions (RECs), as defined by ASTM E1527-13, for the Site.

1.3 Scope of Works


The scope of works undertaken for this assessment has included:

▲ Review of the environmental setting of the Site, including the current use/ status of the Site and surrounding
area, and review of the geology, hydrogeology and hydrology;
▲ Review of the historical activities of the Site and surrounding area via aerial photographs and available
public records;
▲ Review of available regulatory information relating to the Site;
▲ Review of available online records for the Site;
▲ Review of information provided by the Developer in relation to the status of the Site;
▲ A Site reconnaissance, including a visual inspection of the Site from accessible areas;
▲ Development of an outline Conceptual Site Model and a qualitative assessment of the potential for land
contamination related liabilities to be present;
▲ A statement on the Risks to Human Health and the Operational Interruption Risks based on the assessment;
and
▲ Commentary on potential development constraints in relation to land contamination.
A list of the data sources consulted is provided in Appendix A.

1.4 Limitations
The standard limitations associated with this assessment are presented in Appendix B.

Due to the presence to dense spontaneous vegetation, the Site inspection was limited to what was visible on
the ground.

2.0 Site Context & Data Review


2.1 Site Information

Site Location The Site is located in a mainly agricultural area, approximately 3.5 km north of the
municipal centre of Colleferro. The Site is located between the A2 motorway, the Via
Casilina, the Via Pallianese and Via Colle Rampo. The Site is also located to the east
of Contrada Piombinara industrial estate.
A Site Location Plan is included as Figure 1.

The Site is an undeveloped area of greenfield which comprises of a lower lying area of
land to the south-east (approximately 250 metres above sea level (m a.s.l.)) which is
Site Topography characterized by flat agricultural fields; and by a central and northern area of land at
approximately 268 m a.s.l. The surrounding area was generally observed to rise and fall
in elevation.

According to the information provided, the Site is owned by S.P.L. S.r.L. The Site is
Site Owner
being going to be developed by Vailog S.r.L.

Site Description The Site is currently greenfield. It covers a total area of approximately 206,000 square
metres.
The central portion of the Site, formerly occupied by farm buildings, is currently
undeveloped and characterized by the presence of spontaneous vegetation. The north-
central portion of the Site is characterized by the presence of an undeveloped area,
formerly occupied by a farmhouse. An area extending to approximately 25,000 m2, was
noted to be heavily overgrown with vegetation and trees; limited areas of concrete
hardstand was also observed (in the vicinity of the former farm buildings).
Delta-Simons conducted a Site reconnaissance on 25 May 2018. Selected photographs
from the reconnaissance are provided in Appendix C.
Observations and information obtained from the Site reconnaissance is provided in
Section 2.2 below.

2.2.2 Site Observed Utilities

Potable Water According to the information provided, the Site is not connected to the municipal
Supply aqueduct.

Sewage Disposal According to the information provided no connection currently exists with the sewer
System system.

The Site is currently free from any buildings and no wastewater is currently discharged.
Considering the presence of the former farmhouse, the presence of septic tanks and
Waste Water dry wells cannot be excluded.
Disposal System It is understood that an internal sewer system will be installed as part of the construction
in order to collect sanitary wastewater and stormwater, in accordance with Resolution
n. 38 of May 2007, of the Municipality of Colleferro.

Storm Water None – The Site is undeveloped. During the Site visit no collection pits for rainwater

Building
None – The Site is undeveloped; no buildings are currently located on-Site.
Heating/Cooling

Currently, no waste is generated on-Site. During the Site visit, demolition debris
(cement blocks with steel reinforced wire) were observed in the location of the former
Solid Waste farmhouse (an estimated total volume of approximately 20 m3). According to
information provided by the Site representative, the material derived from the
demolition of the farmhouse.

2.2.3 Above-ground Chemical or Waste Storage or Distribution Systems

Miscellaneous
Currently no chemicals are stored on-Site. No information is available regarding the

potential storing of chemicals within the former farmhouse.
Gallons

During the Site visit two above ground storage tanks were observed, located in the
area of the former farmhouse:
▲ 1 x 2.5 m3 metal AST, located approximately 6.0 m from the water well and located
on a metal frame. Concrete demolition debris was observed at the base of the
Evidence of AST/frame structure. The use of the tank is not known, but it is assumed it was
Aboveground used to store water that was abstracted from the well.

▲ 1 x 2.5 m3 metal AST, located approximately 5 m east from the water well, covered
(ASTs)
with trees and spontaneous vegetation. The subject AST, located approximately 1
m high and sustained by a metallic structure, is not provided with a containment
basin. The AST was noted to include a fuel dispensing nozzle and hose. No
information is available regarding the previous use of the AST, though it is
assumed to have been used to store and dispense diesel fuel for farm vehicles.

Ponds or Lagoons Not observed during the Site visit (notwithstanding the concrete basins noted above).

During the Site visit, a groundwater well was observed in the centre of the Site in the
location of the former farmhouse. The groundwater well, which is currently unused,
Water Wells was observed to be uncovered and the headworks constructed from steel. No
additional information was available from the Site representative regarding the
construction features or the depth of the well.

2.2.8 Off-Site Features

Current North Agricultural fields and two residential buildings.


Surrounding Area
Approximately 100 m north-east of the Site is located a lake within the
Public Park “La Selva”.

East Adjacent to the Site is located the Contrada Colle Rampo, beyond which
is located the “Selva di Paliano e Mola di Piscioli” nature park.

South-East Approximately 100 m from the Site is located a photovoltaic park (solar
farm).

South Agricultural fields. Approximately 400 m from the Site are located two
residential buildings.

South- Adjacent to the Site is an authorised municipal landfill site known as


West “Colle Fagiolara”.
Approximately 500 m southwest to the Site is located a warehouse,
currently unused.
Approximately 1 km from the Site is located the industrial area of
Piombinara.

West Approximately 300 m from the Site is located a quarry. Approximately


200 m north to the Site is located Sanguinara ditch.

The landfill located immediately south-west of the Site is considered to represent a


potential off-Site source of contamination.

2.2.9 Miscellaneous

Airports/Flight The closest commercial airports are Roma Fiumicino e Roma Ciampino, located more
Path than 50 km west to the Site; these are both sufficiently far away that any aircraft flying
directly over the Site would be at significant altitude.

Proposed It is understood that the Site will be redeveloped with two warehouses as shown on
Development Figure 3.
The Client is considering the occupation of the Sortation Center shown on the plan
(shown within the redline labelled Lotto A) though they may consider an option to take
occupation of the second warehouse within Lotto B. The development will include large
single warehouse units with associated car parking area, truck parking, offices and
peripheral soft landscaping area.

2.3 Environmental Setting

Published The Site has an average altitude of 248 m a.s.l. and it is included within the valley of
Geology the Sacco River.
The Site area falls within the Latina valley, a structural depression of tectonic origin,
enclosed within Jurassic carbonate structures. At the beginning of the Pleistocene the
paleo-morphology of carbonate platform has been deleted by the superimposition of
the “Colli Albani volcanic complex” resulting in a gradual filling of the structural
depression.
The subsoil in this area is mainly characterized by a volcanic succession related to the
intense volcanic activity of the Pleistocene. Moreover, the valley area is characterized
by recent sand and silt sediment of alluvial origins. An extract from the published
geology map is presented in Appendix D.

Specific Geology According to geological mapping data from the ISPRA report of Colleferro (Foglio
C.A.R.G. 389 ANAGNI) the Site area consists of a volcanic succession bound with
volcanism phases of Lazio, known as “volcanism of middle and upper part of Sacco
river” characterized by pyroclastic flows, ignimbrites and volcanic flows.
The marine sedimentary soils of the Upper Cretaceous and Lower Cretaceous emerge,
as do the volcanic soils. In all the southern sector of the right side of the basin the
limestones emerge with alternating dolomitic and dolomitic limestones of the Lower
Cretaceous and limestones with intercalations of dolomitic limestones of the Upper
Cretaceous. Altogether the Cretaceous limestone occupy about the 40% of the total
catchment area.
In the valley bottom of the Sacco River and its tributaries are present recent river floods,
limey and sandy, occupying about 5% of the catchment area.

On all the remaining part emerge the volcanoes consisting of tuffs remodelled that
cover approximately the 55% of the surface.
Recent alluvial sediments are located only in enclosed areas of the Sacco river. These
are predominantly silty and sandy nature deposits.

Soil Type(s) According to a Geotechnical report prepared by Marcontelli S.r.l. in 2007, the Site is
characterized by the following lithology:
▲ Surface layer of clayey-sandy alteration, whose thickness varies from 1 to 1.5 m
▲ Coherent, sandy tuffs passing through compact pozzolanceus tuffs
The above lithologies are distributed uniformly across the Site area.

Hydrogeology The Site falls within the catchment area of the Sacco River and surface soils are
generally characterized by good permeability. According to the Hydrologeological map
of the Lazio Region, the municipality of Colleferro is characterised by a complex
hydrogeology setting due to intrinsic differences in porosity and permeability within the
volcanic sequence.
The area is characterized by the alternation of different volcanic units which have
different permeability levels. Near the surface, these alternations lead to the
establishment of small size confined aquifers within different permeability layers.
Greatest aquifer can be found at higher depth, around 60 – 120 m b.g.l.
It is possible a shallower water table may be present locally due to the presence of
impermeable layers of limited extension.
According to a third-party report relating to the adjacent landfill, 20 No. monitoring wells
are located within the area of the landfill. Groundwater is measured at variable depths
ranging from 20 to 70 m b.g.l – the change in depths is likely to be attributable to the
relative height of the landfill where the monitoring wells are located.

Inferred Ground According to the Hydrologeoly map of the Lazio region, the main groundwater flow
Water Flow direction is toward the north-northwest. Based on the results of the 2017 annual
Direction environmental report for the adjacent landfill, the groundwater flow direction is
calculated as being towards the north-west, which is consistent with the data available
at regional scale. The groundwater flow direction appears to be influenced by a
tributary of the River Sacco (the Fosso di Al Copiccia) based on a review of the
Hydrogeology map.

Hydrology Approximately 150 m northeast to the Site is located the lake of La Selva park.
Approximately 300 m north to the Site is located the Sanguinara ditch, which runs
towards the west.
The main watercourse identified within the municipality of Colleferro is the Sacco River,
which is located approximately 2 km southwest to the Site. The Sacco River is defined
as a site of National Interest due to sensitivity to pollution.

Landfills, Mines & An authorised landfill site known as “Colle Fagiolara” is located immediately to the
Quarries south-west of the Site. The landfill is understood to be owned by the Municipality of
Colleferro and managed by Lazio Ambiente SpA.
The landfill is authorized for municipal waste only. The contract with Lazio Ambiente
SpA expires in 2019, while the Environmental Permit of the landfill expires in 2022. The
authorized volume of waste is almost expired; authorization for a further volume of
600,000 m3, following the relocation of existing power lines on the landfill has attached
protests from the local community. A public statement from the Municipality of
Colleferro states that the landfill will be closed in 2019.
Information taken from an internet search suggests that the landfill first started in 1992
as a temporary storage facility for solid urban waste. It was turned into a permanent

landfill site in 1997. In 2008 the Lazio Region reportedly authorised its extension to
take 1.5 million cubic metres of waste:
According to a 2017 annual environmental data report on the landfill site (Rapporto
Ambientale Annuale 2017), laboratory analyses of groundwater samples is carried out
on groundwater samples taken from monitoring wells around the landfill. Groundwater
samples are tested for 92 analytical parameters as listed in Table 2 of Legislative
Decree 152/06, Part IV, Annex 5, plus additional parameters (such as nitric and nitrous
nitrogen, BOD, COD, TOC, etc.). The table extract below shows the exceedances
detected on the Site in 2017. These are results from a single monitoring well, PZ-7B,
which is located due east of the landfill body (upgradient). The remaining monitoring
points show compliance with applicable threshold limit for all the test parameters:

Gas analysis was performed on five monitoring wells near the entrance to the landfill
in the west. The data for 2017 shows compliance with threshold limits, with VOC
concentration almost always below the detection limits of the laboratory method.
Climatic conditions are indicated in the report of the Collefagiolara Landfill (from page
13 to page to 97) and wind direction is noted to vary seasonally, blowing from the south
(landfill) to the north (towards the Site) only in June. A copy of the report is presented
in Appendix F.
According to the available information, the Site is not affected by mining activity.
Approximately 300 m north-west to the Site is located a quarry. No information was
available regarding the nature of the quarry.

Radon Gas On the basis of periodic measurements carried out by ARPA Lazio, the average value
of radon gas concentration in the municipality of Colleferro is 113 Bq/m3.
In Italy, a binding national legislation concerning protection from radon exposure
entered into force in 2001 with the D.Lgs 241/00 decree, modifying the D.Lgs 230/95
decree. This national decree provides the obligation to measure the concentrations of
radon in all below ground facilities (work areas) and, in the case of exceeding 500 Bq /
m3 (the level of action), to assess the situation and to undertake remediation activities.
This decree will be modified in the future in accordance with the European Directive
2013/59 / Euratom approved in December 2013, which indicates the threshold of 200
Bq / m3 for new dwellings and new buildings with public access.

Seismicity The Lazio region is characterized by a medium seismicity. The criteria of the new
seismic classification ordinance (Prime Ministerial Order 3274/2003) provides for 4
seismic zones of progressive danger, from 4 (low risk) to 1 (high risk); pursuant to this
ordinance, updated by Resolution 2129 of the Lombardy Regional Council of 11 July
2014, which came into force on 10 April 2016, the Municipality of Colleferro falls within
seismic zone 2B "Area with a medium seismic hazard, which may be subject to strong
earthquake".

Unexploded No risk assessment or risk map is available for the Site. No historical aerial photograph
Ordnance (UXO) is available for the periods 1914-1918 and 1939-1945.
Colleferro was one of the biggest production centre of military equipment during the
Second World War. Military targets such as military, rail or industrial infrastructure were

present in the municipal territory, although there is no indication that such facilities were
ever present on the Site (as indicated by the absence of relic structures).

Ecological Adjacent to the northern boundary of the Site is located “Selva di Paliano e Mola di
Receptors Piscioli” park, which has been a protected area since November 2011.

Heritage Interest According to the certificate of urban use (CDU) the Site is not included within the areas
of archaeological restriction.
According to available information, in 2008 archeological investigations were
performed within the Site, and the results showed no archeological evidence.
According to the CDU, the Site is not subject to constraints for the protection of the
landscape (according to Legislative Decree 490/99).

Environmental Environmental sensitivity is based upon the geological, hydrogeological, ecological


Sensitivity features and soil use of the Site.
Considering the hydrogeological features of the area and the presence of an ecological
receptor adjacent to the Site, the environmental sensitivity of the Site is low to
moderate.

Noise / Acoustic Currently the Site is an agricultural area and there are no noise emissions. Based on
Constraints the Acoustic Zoning Plan of the Municipality of Colleferro, the Site is located in Class
VI - exclusively industrial areas.
A residential property is located approximately 200 m to the north. A noise assessment
is understood to have been instructed.

Lighting / No residential properties are considered to represent a sensitive light receptor in the
Illumination immediate vicinity of the Site.

2.5 Historical Use of the Site and Surrounding Area

Approach The historical development of the Site and surrounding area has been assessed
through a review of available historical aerial photos. A summary of the key historical
Site uses and developments in the surrounding area is presented below. Copies of
pertinent historical aerial photos are included as Appendix E.

Historical Features The Site appears to have been in agricultural use from the earliest map edition (1954)
On-Site until 2017. The aerial photo of 1954 shows the presence of agricultural fields within
the Site area and no building is observed. The aerial photo of 1966 shows the presence
of the farmhouse located in the central portion of the Site.
No relevant modification of the Site are observed between 1966 and 1984.
From 1994 to 2000 no evidence of activities or landscape modification are observed
within the Site. The beginning of development of the landfill located west to the Site is
observed between 1994 and 2000, with evidence of earthmoving.
Between 2006 and 2010 the demolition of the farmhouse is observed.
In 2010 evidence of earthmoving are observed within the Site. According to the
available information, this is related to the archaeological survey.

7B, located upgradient of the landfill.

2.6 Regulatory Authority Information

Regional Plan The Regional Plan for the remediation of contaminated sites of the Lazio Region was
for the reviewed and within the municipal area of Colleferro, contamination of groundwater and
remediation of soil, mainly from heavy metals, persistent chlorinated pesticides (DDE and DDT), traces
contaminated of polycyclic aromatic hydrocarbons (PAHs), and presence of hexachlorocyclohexane
sites (HCH) isomers have been recorded since c1991 in the Region. This groundwater
contamination is related to the dumping of illegal waste in the countryside in the area of
the Sacco River.
The area of the Sacco River is also known as a Site of National Interest (SIN) for pollution,
mainly due to the illegal dumping of waste (as reported above); it is noted that the Site
and the landfill is not located within the SIN.

Accidents & According to the information provided, no relevant accidents and incidents occurred at the

According to the Emergency municipal plan, a major accident occurred on 29 January
1938, at BPD's plant, which is located approximately 3 km south to the Site in the
municipal industrial complex and produced gunpowder and explosives.

Control of The Site is an agricultural area. No Seveso Registered sites are located within 1 km. The
Major Accident nearest Seveso site is Simmel Difesa S.p.a., which manufacturers land and naval

2.8 Recent Third-Party Reports

Phase I This report was prepared by Tauw for their client Vailog SRL with the purpose being to
Environmental identify any potential environmental liabilities associated with past activities carried out
Due Diligence, at the Site and possible need for further investigation/survey prior to development
Tauw, June 2018 taking place.
The report identified the same key issues as the Delta-Simons Phase I and made the
recommendation that a focused site investigation was required to assess the presence
or otherwise of soil contamination in the vicinity of the former fuel AST on the Site. The
report also identified the adjacent landfill site but did not make any recommendations
to carry out any further assessment of the potential risk this landfill site may present to
the Site and proposed development.
The report indicates that according to Municipal Resolution n.38 dated May 2007, in
the SLOI area (see 2.7 above) there is a well that must be used in the future to supply
water to logistic buildings, in addition to the water from municipal mains.
Tauw further report that according to information provided by the site representative,
the groundwater abstraction well identified during the site visit corresponds to the water
well included in the Municipal Resolution.
A copy of the report is presented in Appendix F.

Phase II - Soil Tauw carried out a Phase II soil (environmental) investigation at the Site to assess the
investigation, soil quality and to obtain baseline soil data. The investigation comprised a series of
Tauw, June 2018 mechanically excavated trenches (trial pits) targeting the AST on the site, and across
the wider site area for general coverage. A total of 12 trial pits were excavated and 24
soil samples were selected for laboratory analysis for a basic suite of testing (heavy
metals, asbestos, total petroleum hydrocarbons and poly aromatic hydrocarbons).
No groundwater was encountered in the trial pits (and according to the Tauw report is
not expected to be encountered until a depth of around 30 mbgl).
No visual or olfactory evidence of soil contamination was identified in the trial pit
excavations.
The results of the laboratory analysis revealed no concentrations of the tested
compounds to be in exceedance of the legal threshold limits in soil for
industrial/commercial sites (Legislative Decree 152/06, Part IV, Annex 5, Tab 1/b).
A copy of the report is presented in Appendix F.
It is noted that the investigation did not attempt to make any assessment of the ground
gas beneath the Site. It also did not measure the depth to groundwater in the well on
the Site or collect a groundwater sample for analysis. The investigation also failed to
undertake any assessment of the ground gas across the Site.

3.0 Land Contamination Risk


3.1 Introduction
A Conceptual Site Model (CSM) represents the relationships between contaminant sources, pathways and
receptors, to support the identification and assessment of Possible Pollutant Linkages (PPL).

Where PPL are identified, a preliminary risk assessment is undertaken to assess the likelihood that each
possible linkage exists and to determine whether these pose potentially unacceptable risks to identified
receptors and require further assessment. Where this linkage is of a form that subsequently leads to the
potential for land being identified as ‘contaminated land’ under the terms of the Environmental Code Legislative
Decree 152/2006, the linkage is termed a significant pollutant linkage.

At the preliminary risk assessment stage, which is typically based upon desk study information, the decision on
whether a PPL poses a potentially unacceptable risk is based upon professional judgement. The significance
of the PPL will also be determined dependant on the context of the land use and the purpose of the assessment.

Assessing risks from land contamination underpins the suitable for use approach adopted under Environmental
Code Legislative Decree 152/2006 and its associated regulatory regime.

3.2 Pollutant Linkage Assessment


Based on the information reviewed within this Report, a preliminary risk assessment has been conducted, which
identifies all PPL in the context of the proposed commercial use of the Site.

Risk definitions used for the following assessment are provided in Appendix G.

3.3 Conceptual Site Model Summary


The Site is currently an agricultural area with no significant buildings on it. Historically, the Site appears to have
been in agricultural use with a farm building on the Site. An above ground fuel tank has been identified on the
Site but the results of a very recent site investigation indicates there is no related soil contamination around the
tank.

A groundwater well is present on the Site, though there are no further details as to its construction, status or the
quality of the groundwater. Groundwater is expected to be at least 30 m below the surface of the Site. The
direction of groundwater flow is expected to be from the south-east to the north-west.

The Site is classified as a low to moderate environmental sensitivity

Within the surrounding area there is a municipal landfill site located immediately to the south-west of the Site
boundary. This landfill is known to have reportedly had issues relating to chlorinated hydrocarbons and is
identified on several websites as a possible public health concern. There has been no assessment of the risks
presented by this landfill site to the proposed development and end-users.

As with any agricultural land, additional limited contamination with formerly used pesticides (especially
persistent substances like organochlorous/organophosphorous substances) cannot be excluded.

4.0 Conclusions & Recommendations


4.1 Land Contamination

Conclusions & Delta-Simons has completed a land contamination risk assessment based upon
Summary Risk available information. Significant potential sources of contamination have not been
Statements identified associated with the current or historical land use and a recent third-party site
investigation has identified the soil quality on the Site complies with Italian regulatory
thresholds for commercial land use. The risk from soil contamination on the Site is
considered to be Low.
However, there is a municipal landfill site located immediately to the south-west of the
Site boundary, which does not appear to have been taken into consideration by the
developer. Therefore, the risk to the Site is currently considered to be Moderate until
further assessment is completed.
A groundwater well is present on the Site and it is understood that this well may be
used to provide supplementary water to the development. Until a thorough
assessment of the water well properties and the quality of the groundwater is carried
out, the risk of using the well is considered to be Moderate.

4.2 Land Contamination Liability Assessment


This Assessment considers both perceived and actual risks using the pollutant linkage concept, with the
principal measure of risk being whether significant harm (to people, animals, property (including buildings, cattle
etc.), or statutory ecological receptors) or pollution of controlled waters (surface water bodies, aquifers, coastal
waters, or territorial waters) is being caused, or whether there is a significant possibility of such harm being
caused.

The overall risk classification, based on the source-pathway-receptor principle, adopted for this preliminary
assessment, is defined as follows:

▲ Low risk – issue unlikely to present a liability or cost;


▲ Moderate risk – issue may present a liability or cost, but these may be limited; and
▲ High risk – likely that significant liabilities and/or costs exist.

Third Party The potential for legal action by surrounding landowners based on the potential for

This assessment has also been conducted in general conformance with the scope and limitations of American
Society for Testing and Materials (ASTM) International E1527-13 Standard Practice for Environmental Site
Assessments: Phase I Environmental Site Assessment Process, in order to identify, to the extent feasible,
recognised environmental conditions (RECs), as defined by ASTM E1527-13, for the Site.

Recognised The ASTM E 1527-13 standard defines the term recognised environmental condition

of appropriate governmental agencies."
This assessment has revealed the following evidence of de minimis conditions in
connection with the Site:
▲ Demolition debris (cement blocks with limited presence of iron waste) were

Land ▲ The presence of natural background concentrations in the soils for some
Contamination parameters may prevent off-site disposal of any excavated material. A plan for the
characterization of excavated soil must be performed according to Presidential
Decree 120/2017. This is a requirement for the developer.

decommission it. If the developer is required by the Authorities to utilise the well
in the future, then a full risk assessment must be carried out, given the proximity
to the municipal landfill.

Geotechnical According to the document reviewed, in 2007 a geotechnical survey was conducted

type C category, with a maximum horizontal acceleration of soil foundation of 0,31

Built Environment The Site does not currently support any buildings. A building permit must be issued by
the Municipality of Colleferro.

Reliance Reliance should be requested/obtained for the existing Tauw reports and all future
reports that are produced to support the development.

Data Gaps The following documents have not been reviewed by Delta-Simons but should be
obtained for review:
