SECTION 1: POSITION DESCRIPTION

Position Title: Project QA/QC Inspector - Quality - Marine & Subsea (M&S)

SECTION 2: KEY ROLES


To execute quality assurance and quality control activities for AGT Marine & Subsea (M&S) projects including the
Shah Deniz Phase 2 (SD2) Azeri Central East (ACE) and Chirag Gaz Lift Projects throughout project Execute.
Responsible for assisting in the development and implementation of a structured Quality Management System
(QMS) across the Marine & Subsea Delivery Teams, in conformance with BPCLINET Global Projects Organisation
(GPO’s) quality management processes, and for directing Quality Management activities throughout construction,
commissioning and handover at the site.
To establish through auditing that the facilities comply with Contract Quality requirements and Integrity of build is
assured.
Supports the promotion of the Project quality objectives, verifies the implementation of the Project Delivery Team
Quality Plan and other applicable quality documents.

Ensure the Contractors provides and maintains the technical integrity of vessel upgrading operations, complex
offshore structural steel fabrications, all fabrication scopes required, flow-line and pipeline installation for the Shah
Deniz II, Azeri Central East (ACE) and Chirag Gaz Lift (CGL) projects.

Establish and reinforce BPCLINET s quality expectations/requirements, monitor quality performance and provide
guidance / support in the disciplines of welding, Non-destructive examination and pipe coating and insulation.

Ensures and captures the opportunities for Continuous Improvement, maintains and reports weekly / monthly
Quality performance data.

Support and monitor the Quality Preservation and cleanliness regime that will provide assurance that plant and
equipment will remain in good condition and operable at all stages throughout the project.

Support to Quality team to ensure the Quality Preservation and cleanliness regime is consistently implemented
from Supplier Works through Fabrication, Installation, Commissioning, and final handover to Operations

SECTION 4.1: TECHNICAL QUALIFICATIONS


Essential
 University degree in technical field
 Minimum of CSWIP Level II (3.2 Category ‘B’) Welding Inspection.
 NDE certification in MT, PT, UT, RT
 ICORR, NACE, BGAS or CSWIP Painting/Coating Inspection
 Minimum 10 year’s offshore experience, with emphasis on the Quality control, welding construction and coating
of pipeline systems.
 Knowledge of BPCLINET specifications.
 Experience of Client Quality Management of large complex offshore projects.
 Experience interfacing with engineering and construction contractors.
 Excellent understanding and application of Quality Management principles.
 Willing to work during the weekend/s when required

Preferred
 ISO 9001:2008 (2015) Lead Auditor or ISO 9001 Internal Auditor
 Membership of recognised International Quality Institute or Organisation e.g. CQI, ASQ
 Formal Quality Management qualification
 AUT or PAUT Qualification

SECTION 4.2: EXPERIENCE


 Experience in a Quality roles, including Major Projects
 The application of QMS activities applicable to oil & gas, Marine & Subsea facilities and equipment.
 Experience of planning, conducting and/or participating in external and internal quality audits.- preferred
 Experience closely aligned with job responsibilities (see section 5)
SECTION 5: RESPONSIBILITIES
 Perform monitoring, informal and formal surveillances of Contractors Site Welding activities
 Perform checks on Contractors welding results and monitor for site welding improvement
 Review and confirm Contractors site welding parameters are according to procedures
 Provide HSE leadership and report to BPCLINET and Contractors any unsafe acts or conditions, work with
BPCLINET and Contractors to deliver expectations
 Oversee Contractors site welding activities, issue reports on acceptance of welding work done by Contractor
(piping, structural and painting) during all phases of welding completion
 Perform site checks on status of consumable welding materials and confirm satisfactory storage, issue site
conditions are adequate.
 Identify and recommends resolutions of non-conformances and corrective actions to Contractors site
construction welding activities and monitors to satisfactory close-out. Promotes the use of non-conformances as
opportunities for improvement. Identifies the NCR and seeks buy in by the contractor to issue it in their own
system for resolution, close out and follow up on the preventive actions to ensure they do not repeat themselves
 Review and participate in Contractors Inspection and Test Plans (ITPs) ensure BPCLINET monitor, witness and
hold points included in ITPs are implemented
 Provide input into lessons learned and risk management systems
 Provide detailed weekly Quality reports as required by project and attend project meetings as required
 Review and confirm conformance of Contractors welding personnel and procedures
 Interpretation of Radiographic films and approve NDT reports
 Perform performance reviews, recommend areas for improvement
 Ensure Contractors fully implement project requirements as defined in approved specifications and procedures
 Source required data for monitoring welding Key Performance Indicators (KPIs)
 Procedure shall list from the specifications and requirements for this discipline for the project
 Monitor the calibration status used by the inspectors of the contractor of his discipline
 Participates in contractors’ Internal audits on his discipline
 Promotes and lead by example on the One Team philosophy and works with the contractor to ensure
continuous improvement
 Applies a proactive approach to inspection to get it right the first time by being in front of the activities and not
behind
 Promotes built it clean, built it tight, paint it right philosophy
 Maintains welder performance records and weld repair statistics and use them to promote improvements.
 Promotes built in tight philosophy and tight flanges/pipes build
 Ensure cross checking is executed in a proportioned way

Following roles and responsibilities have been included due to additional scope of work.
 Monitor/witness Factory Acceptance Testing (FAT) of subsea fabricated items.
 Coordinate tri-party walk around and close out punch list.
 Monitor/witness subcontractor Coating/insulation activities and ensure that inspectors are carried out as per ITP
 Reviewed and approved painting, PU and MLPP Insulation reports

Quality Management
 Assist in the review process of Construction Contractor/subcontractors Quality deliverable requirements, attend
site Quality meetings.
 Ensures consistent application of Project Quality processes.
 Provides advice to others within the project team, contractors, subcontractors and third parties as required to
ensure understanding of the project quality requirements.
 Assists in the development and maintenance of project Quality Plan[s].

Quality Planning
 Input to the development of the Quality Schedule in line with Project requirements.
 Supports the development and maintenance of the risk-based Project audit schedule covering audits of the
Delivery Team, contractor and subcontractors.
 Attendance of audits in line with the Company and Contractor Audit schedules.

Quality Assurance
 Facilitates and monitors the project surveillance activities applied by the Project Delivery Team.
 Reviews the suitability of the Contractor / subcontractor QMS certification, Quality Plan and other relevant
quality documentation.
 Supports conformance reviews as required during the lifecycle of the contract capturing non-conformances and
utilises project and GPO tools to manage and drive them to closure.
Quality Control
 Ensure that all Project Quality Control requirements are adhered to by the Contractors.
 Provide direct support to Projects during fabrication, vessel upgrades, load out and subsea installation activities.
 Verify that production and compilation of Project Quality Records are compiled in a format for handover to the
BPCLINET Operations Group.
 Provide technical support to related audits across the Contractor work scope.
 Ensure the Contractors implements full control of BPCLINET approved Weld Procedure Specifications and
complies with supporting WPQR documentation.
 Ensure the Contractors fully implements BPCLINET approved NDE procedures and required reporting to
BPCLINET .
 Ensure the Contractors fully implements BPCLINET approved Quality and Inspection and Test Plans.
 Provide on-site assistance to resolve Contractors technical issues relating to welding, NDE and coating/painting
qualification and production.
 Generate weekly reports and highlight areas of concern and risk areas directly to Quality Manager.

Quality Improvement
 Support to collect, evaluates and reports Quality Management KPIs from the Delivery Team and key
contractors, for performance management by the Project.
 Ensures that quality related lessons are captured for future projects via the Local and ETP Shared Learning
Systems.
 Implements a quality improvement process to continuously capture and assess non-conformances and
implement containment and corrective actions.
 Conducts root-cause investigations of non-conformances identified against the Project, driving to true root
cause and meaningful corrective and preventative actions.
 Actively participates in the GPO Quality Community of Practice, cascading relevant information to the Delivery
Team.
