WHEREAS, DILG MC Nos. 98-227 date December 2, 1998-226 dated December 21, 1999, 2001-
90 dated July 26, 2001 and 2003-131 dated June 23, 2003, ll pertaining to the creation of the
Anti- Drug Abuse Councils (ADAC) in all Provincial Governors, City Mayors and Punong
Barangays are hereby directed to immediately reactive and strengthen, or cause the creation of,
in case there is still none in their respective ADACs.
The Municipal Chief of police or his representative shall act as adviser of the Anti- Drug Abuse
Council (BADAC).
Functions:
1. Serve as focal point through which various organizations and individuals work together
cooperatively in the planning, implementation and evaluation of programs on drug prevention;
2. Provide for an effective mechanism for the coordination of existing serves and programs
those which might be developed in the immediate future ;
3. Provide a mechanism to obtain funds, volunteer facilities and technical expertise;
4. Conduct information and education campaign on the ill-effect of illegal drugs,
5. Prepare a confidential watch-list of drug users and pushers found in the LGU’ s area of
jurisdiction to be submitted to the PNP Anti-Illegal Drug Task Force for the latter’s validation or
verification leading to the arrest and filling of appropriate charges;
6. Performed other related responsibilities as may be assigned by competent authorities.

WHEREAS, DILG Unnumbered Memorandum Circular No. 2009-01 dated May 27, 2009 direct all
Local Chief Executive to reactivate Barangay Health Emergency Response Team (BHERT) within
jurisdiction to address the containment, prevention and control of A (H1N1) at Barangay Level.
WHEREAS, The Barangay Health Emergency Response Team shall be headed by an Executive
Officer, appointed by the Punong Barangay, with One (1) Barangay Tanod member and One (1)
Barangay Health Worker a member.
1. with or without the list of arrival from the May or supposed to be given by the Bureau of
Immigration conduct Visit in the home of every arriving from Influence a (H1N1)
affected country.
2. Immediately list down the person (s) the arrival come in contact with prior to his arrival
in his residence.
3. Take temperature daily of the arrival and observe any signs like cough difficulty in
Breathing or shortness of breath.
4. If the symptoms are observed and the arrival becomes a suspect, provide protective
gadgets to the suspect, including the members of the household Immediately isolate
and confine the suspect to a room away from the member of the household prior to his
immediate transport to a DOH- designated Influence A(H1N1) referral center or
hospital. for further examination and treatment.
5. Monitor the case, place the rest of the household also under a 14 day home treatment.
Repeat the process for them. Including contact tracing. If no sign manifest ,declare them
disease free and
6. Report the Punong Barangay on measures or actions taken arrival.

WHEREAS, RA 7160, otherwise known as the Local Government Code of 1991, the
General Appropriations Act (GAA), the Magna Carta of Women (MCW) and other international
commitments particularly the Convention on the Elimination of All Forms of Discrimination
Against Women (CEDAW), the Beijing Platform for Action (BPA), and the Millennium
Development Goals (MDGs) pursue women empowerment and equality and adopt gender
mainstreaming as a strategy to promote and fulfill women’s human rights and eliminate gender
discrimination in government systems;
WHEREAS, JMC 2013-01, mandates the GAD mainstreaming in the LGU thru the
organization of Barangay Gender and Development Focal Point System (GFPS) and shall serve as
the catalyst for policy inputs, gender-responsive programming and ensure that gender concerns
are addressed as interventions for development;
SECTION 1. COMPOSITION:
1. Lead in mainstreaming GAD perspective in LGU policies, plans and programs. In the process,
they shall ensure the assessment of the gender-responsiveness of systems, structures, policies,
programs, processes, and procedures of the LGU based on the priority needs and concerns of
the constituencies and employees, and the formulation of recommendations including their
implementation;
2. Assist in the formulation of new policies such as the GAD Code in advancing women’s
empowerment and gender equality;
4. Coordinate efforts of different divisions/offices/units of the LGU and advocate for the
integration of GAD perspectives in all their systems and processes;
5. Spearhead the preparation of the annual and performance-based LGU GAD Plan and Budget
(GPB) in response to the gender issues and or concerns of their locality and in the context of the
LGU mandate; and consolidate the same following the form and procedures prescribed in JMC
2013-01. The GFPS shall likewise be responsible for submitting the consolidated GPBs of the
LGU;
6. Lead in monitoring the effective implementation of the annual GPB, GAD Code, and other
GAD-related PPAs;
7. Lead the preparation of the annual LGU GAD Accomplishment Report (GAD AR) and other
GAD reports that may be required under the MCW and JMC 2013-01;
9. Promote and actively pursue the participation of women and gender advocates, other civil
society groups and private organizations in the various stages of development planning cycle;
giving attention to the marginalized sectors; and
10. Ensure that all personnel of the LGU including the planning and finance officers are
capacitated on GAD. Along this line, the GFPS will recommend and plan appropriate capacity
development programs on GAD for its employees as part of and implemented under its regular
human resource development program.

WHEREAS, Section 129 of the Local Government Code of 1991 ( R. A.7160) states: POWER TO
CREATE SOURCES OF REVENUE- Each local government shall exercise its power to create its
own sources of revenue and levy taxes, fees and charges subject to the provision herein,
consistent with the basic policy of local autonomy, Such Taxes, fees, and charges shall accrue
exclusively to the local government units;
WHEREAS, Section 152 of R.A. 7160 States: scope of taxing powers- the barangay may levy
taxes, fees, and charges, as provided in this article which shall exclusively accrue to them:
a).Taxes- On stores or retailers with fixed business establishments with gross sales or receipts
of the preceding calendar year of fifty thousand pesos (Ph. 50,000.00) less, in the case at the
rate of one percent (1%) on such gross sales or receipts.
b). Barangay Clearance- No city or municipality may issue any license or permit for any business
or activity unless a clearance is first obtained from the barangay where such business or activity
located or conducted. For such clearance, the Sangguniang barangay may impose a reasonable
fee.
WHEREAS, Section 132 of R. A.7160 conducted that LOCAL TAXING AUTHORITY- the power to
impose a tax, fee, or charge or to generate revenue under this code should be exercised by the
Sanggunian of the local government unit concerned through an appropriate.
WHEREAS, there is a a need for the barangay to raise revenue to augment its operational
expenses and finance its various projects;
THEREFORE, In response to a need, the Sangguniang Barangay hereby adopts and approves
the following rates, which are to be applied uniformly:
SECTION 1- TITTLE. This Ordinance shall be known as REVISED BARANGAY OMNIBUS TAX CODE
OF 2019 of San Florentino, San Rafael, Iloilo.
SECTION 2- FUNDAMENTAL PRINCIPLES. The following principles shall govern the exercise of
the taxing and other revenue- raising powers of Barangay San Florentino.
SECTION 3- SCOPE OF APPLICATION. This ordinance shall apply to all business entities and
inhabitants within the political jurisdiction of Brgy. San Florentino as defined and enumerated
in
SECTION 7- VARIOUS BARANGAY CLEARANCES, FEES, PERMITS, FILING FEES, AND OTHER
CHARGES APPLICATIONS.
In exigency of public service, you are hereby designated as Barangay Human Rights
Action Officer of Barangay San Florentino, San Rafael, Iloilo.
You are hereby directed to perform the duties and responsibilities of the BHRAO as
mandated by law. This order shall take effect until such time that the Barangay Assembly shall
select the BHRAO by plurality of votes during the assembly.

SO ORDERED:
The Barangay Physical Fitness and Sports Development Council of Barangay Florentino, San
Rafal,Iloilo is hereby reorganized with the following composition, to wit;
The Barangay Physical Fitness and Sports Development Councils shall be responsible for
the following functions:
1. Meet at least once a month to plan and formulate a blueprint for a short, medium
and long term for sect oral spots based on the National policy program of “Sports of
all” including a well synchronized year round calendar of sports activities and
competition culminating in a national” Palarong Pambansa ”;
2. Conduct Local “Sports submits” in consultation with other public and private entities
concerned to identify and prioritize sports programs and activities in their respective
areas of concern and to monitor, review, and validate their program;
3. Oversee and ensure the implementation of the Physical Fitness and sports program
and activities in their respective areas of concern; i.e. DepEd for physical education
and school sports, DILG and LGU’s for community –based sports, DND for military
sports, DOLE for labor sports, POC and NSAs for elite sports for international
competitions, and GAB for professional sports;
4. Disseminate proper information on the national policy and program, including their
local programs to encourage the active participation of their constituents on
physical fitness and sports activities;
5. Assist in the identification, recruitment, and training of gifted and talented athletes
from their areas to ensure wide base for the selection of national athletes who will
represent the country in international sports competitions; Submit a quarterly
report to the chairman of the National PFSDC and furnish a copy of the same to the
Philippines Sports Commission; and
6. Perform other functions deemed necessary to promote and implement the National
Policy and Program.
All prior issuances in the organization and functions of the Barangay Physical
Fitness and sports Development Council herewith shall be deemed superseded or
modified or repealed by his order.
SECTION 4. Effectively
The amendment and reorganization of the Barangay Physical Fitness and Sports
Development Council as herein provided shall effect immediately.

“AN EXECUTIVE ORDER REORGINIZING THE BARANGAY COUNCIL FOR THE PROTECTION OF
CHILDREN”
WHEREAS, President decree No. 603 (Child Youth Welfare Code) states that “Every
Barangay council shall encourage the organization of the Local Council for the Protection of
children (LCPC) and shall coordinate with the Council for the Welfare of Children (CWC)in
drawing and implementing plans for the promotion of child and youth welfare”,.
WHEREAS, there is a need to reorganize the Local Council for the Protection of Children
to ensure synchronization of policies, programs and projects for children;
WHERAS, the Department of the Interior and Local Government (DILG) issued MC No.
2002-121 that provided revised guidelines on the organization and strengthening of the Local
Council for the Protection of Children (LCPC) incorporating thereat Early Childhood Care and
Development (ECCD) coordinating Committees at all local levels;
SECTION 1. The Barangay Council for the Protection of Children (BCPC) is hereby
organized to be composed of the following:
SECTION 2. The Executive Committee shall have the following powers and functions:
1. Foster the education of every child in the Barangay;
2. Encourage proper performance of duties of parents;
3. Protect and assist abandoned and maltreated children;
4. Take steps to prevent juvenile delinquency and assist parents of children with
behavioral problems;
5. Adopt measures for the health of children;
6. Promote opening and maintenance of playgrounds and day care centers and other
services necessary for child and youth welfare;
7. Coordinate the activities of organizations devoted to the welfare of children and
secure their cooperation;
8. Promote wholesome entertainment in the community, especially in movie houses;
9. Assist parents whenever necessary in securing the expert guidance counseling from
the proper governmental or private welfare agency; and
10. Protect working children from abuse and exploitation.
SECTION 3. Secretariat support shall be lodged with the Barangay secretary who shall be
responsible for the documentation of proceedings or meeting and preparation of reports and
other necessary documents as needed by the council.
SECTION 4. Regular and special meeting shall be conducted at least once in every two
(2) months. Such meeting shall discuss or tackle program implementation strategies, issues and
problems on children that should be given utmost attention or solution and monitoring of
children’s P/P/A’s that are being implemented in the barangay.
SECTION 5. All prior issuances in the organization and functions of the barangay council
for the Protection of children herewith shall be deemed superseded or modified or repealed by
this order.

WHEREAS, Article II Section 27 of the Constitution provides that the State shall maintain
honesty and integrity in the public service and shall take positive and effective measure against
graft and corruption;
WHEREAS, Republic Act (RA) No. 9485, otherwise known as the Anti-Red Tape Act of
2007, provides that the State shall take appropriate measures to promote transparency in each
agency with regard to the manner of transacting with the public, with the objective of reducing
red tape and expediting transactions on government;
WHEREAS, Administrative Order (AO) No. 241 (s. 2008), enjoined all agencies to
establish a public hotline to effectively receive feedback and monitor customer satisfaction in
conformity with RA No. 9485;
b. Operating Hours. The Barangay Complaints and Suggestion Hotline shall operate,
through any of its communication channels, twenty four (24) hours a day, seven (7) days
a week, from Mondays to Sundays, excluding national holidays and work suspensions;
d. Period to Take Action. A citizen’s concern lodged through any of the communication
channels shall have a concrete and specific action within seventy-two (72) hours from
receipt of the concern by the proper barangay official/s concerned;
