General presentation
Médecins Sans Frontières (MSF) is an international medical humanitarian organization that provides assistance to
populations in distress, to victims of natural or man-made disasters and to victims of armed conflict. MSF has been
working in Myanmar since 1992 and is currently providing healthcare in Kachin, Rakhine and Shan states, as well as
Yangon and Thanintharyi regions.
Over 1,200 international and national staff work closely together to provide high-quality care and treatment through a
network of health centres, health posts and mobile clinics. MSF’s goal is to save lives and alleviate suffering by
working directly with those in need - regardless of race, religion or political affiliation. The teams are made up of
highly qualified medical staff, administrators, coordinators and experts in various medical, logistics, water and
sanitation fields.

Main Purpose
Supervising and monitoring the implementation of the systems and communications' software and hardware in the
mission, according to MSF standards, protocols and procedures in order to ensure the efficient use of ICT systems
and equipment

Task and responsibilities


 Supervising and monitoring on a day-to-day basis the implementation of the systems and communications' software and
hardware in the mission ensuring compliance of MSF standards, protocols and procedures. This includes, the following
tasks:
 Together with the MTR-ICT, analyzes the ICT needs of the mission, draws up a draft of the ICT budget, and
designs an adapted strategy aiming to optimize the investment on information and communication technology
 Identify and implement Information management practices to enhance the mission system's effectiveness and
reliability (development, checkup, deployment of applications, systems or new ICT standards, etc.)
 Installing, maintaining and monitoring, the ICT systems and equipment in the mission
 Comparing quality of equipment, software and internet providers/services, in order to optimize buying decisions
and to ensure local assistance
 Supervising, planning and providing network security, help desk support and training to users, corrective and
preventive maintenance activities (checkup and cleaning, etc.), updating and upgrading activities, security
management protocols (back-ups, anti-malware, updates and software patching, firewall protection, radio
protection, etc.)
 Ensuring questions and problems related to ICT are solved (if appropriate, according to MSF policies and
procedures in force at any time). Registering, reporting and referring unsolved questions and problems, as well
as unusual requests, to the respective support units in order to actively provide solutions and ensure quality
standards
 Install, Assess and fix routine hardware and software breakdowns and issues upon request in coordination office
as first line support
 Serves as back up to MTR-ICT by providing onsite and remote technical support via email and phone to the field
projects on ICT maintenance and repair, when MTR-ICT is absent
 Gives functional support on MSF department specific software: Unifield/ Fuchia/ MSF BooX/ Logistix7/ Homere
 Maintains the equipment sign out sheet and ensures users sign liability contract
 Maintains inventory list and small stock of ICT and communications equipment at coordination level
 Provides briefing on ICT and communications for new National staff
 Reporting on ICT issues to MTR-ICT Supervisor
 Participating in monthly reports at coordination level according to guidelines (Logistical Reporting Tool)
 Track all occurring issues on a daily bases, analyse and take corrective measures by for example improved user
trainings
 Regular security and service pack updates of MS office and Windows for mission computers
 Follow and ensure implementation of the Myanmar Mission ICT and Communications policy
 Performing any other relevant tasks assigned by his /her supervisor as necessary

Requirements
 Essential, advanced diploma in IT
 Desirable degree in technical engineering
 At least 2 years in IT related jobs
 Desirable experience in MSF
 Desirable experience in administration and recovery of backups (MS, C, Veritas, etc.)
 Essential, mission working language; essential working knowledge of English and good command of ICT English (written
and spoken)
 Administration of Operational Systems (Windows7, Windows10, Windows Server, Linux)
 MS Office 2007/2010/2016
 Networks configuration and set up (network components – switches and routers, ethernet cabling, wifi, Bluetooth)
 Protocols: TCP/IP, LAN, WAN, VPN, SSL
 Configuration and set up of network: Desktops, Laptops and peripheric
 Mail clients: Outlook, Mozilla, Lotus
 Image creation: ISO, MDF, CSO, etc
 Antivirus: Kaspersky
 Other: SAP R3, Citrix, Remote Desktop Access
