A Departmental committee comprising of the following officers/officials has been constituted by the Addl.
Superintending Engineer, Electrical System Division, HPSEBL, Hamirpur office order No.HPSEBL/ESDH/DB-
Kanghain/2019-20-2370-76 dated 23.07.2019 to analyze the rates quoted by M.J. Engineering works New
Delhi for executing the additional items of dismantling Tower No. 64 and de-stringing and de-sagging of
Conductor between T-63 to T-65 of under Construction 132kV S/C Transmission Line on D/C Towers from
Chullah to Kanghain.

The committee met in the office of Assistant Engineer, ES Sub-Division, HPSEBL, Hamirpur on 24.07.2019 to
analyze the rates quoted by the firm. Theratesquoted by the Firm for the additional items to be executed are
as follows;

The committee referred the rates awarded by the Superintending Engineer (Design), HPSEBL, Hamirpur for
dismantling of existing towers coming under 4-lanning between Parwanoo to Solan awarded to M/s National
Enterprises, Baddi Distt. Solan vide office letter No HPSEBL//SSD-408/2018-9786 dated 19.03.2018. The
rates awarded to the firm are as follows;

The committee also referred to the rates awarded to the firm M/s M.J. Engineering Works by Superintending
Engineer (Design), Electrical System, HPSEBL, Hamirpur for erection of 132kV D/C towers and stringing and
sagging of Panther conductors which are as follows;

The committee also referred to the rates awarded to Sh. Vivek Bhardwaj C/O Bhardwaj Enclave, Main Bazar,
Mehatpur, Distt. Una by Superintending Engineer (Design), Electrical System, HPSEBL, Hamirpur vide his
office letter No. HPSEBL/SEDES/ERECTION/SSD-427/2018-19-9381-87 dated 26.02.2019 for erection of
132kV D/C towers and stringing and sagging of Panther conductors which are as follows.

The committee compared the rates as mention in table –A & B shown above and concluded that the rates
quoted by the firm are on higher side. The rates mentioned in table-B also include the transportation of the
material up to destination store and stacking of the same. While comparing with the table-C the committee
concluded that the rate awarded for erection of tower during the year 2015 is lower than quoted rate by the
firm for dismantling of the tower. While comparing the rates of erection of Towers awarded during 2019 as
mentioned in Table-D the rate quoted by the firm seems to be justified but the transportation of dismantled
material upto destination store and stacking of the same needs to be covered in the item. The rate quoted for
item No. 2 i.e. for destringing and desagging of Panther Conductor seems to be on higher side. The rates for
destringing and desagging of the Panther Conductor are justified at 26% of the awarded rates of Design
Office during 2019 keeping in view the escalation of prices.

After detailed analysis the committee recommends the following rates for the additional items to be executed.
