A petition is pending before the Hon'ble High Court i.e. CWP No. 2779/2014 Gram
Panchayat Badehar vs State of H.P. on the direction of this petition, the Deputy
Commissioner Kangra at Dharamshala and senior Divisional Engineer Railway Firojpur
Division visited the spot of bridge. Accordingly an appraisal report amounting to Rs.
427.69 lac submitted to E-in-C HPPWD., Shimla vide Chief Engineer (KZ) HP.PWD
Dharamshala office letter No. 418-22 dated 02/05/2019.

Note:- Correspondence made with the Chief Administrative Officer/Const., Northern

Railway, Kashmere Gate, Delhi-6 vide this office letter No.PW/KD/DB/R.O.B./2017-12719-
22 dated 31.10.2017 to supply the estimate for the construction of R.O.B. The Chief
Engineer (Kangra Zone) HP.PWD, Dharamshala vide his office letter
No.PWD/WS/ROB/2017-18/4118-21 dated 15.12.2017 has also requested to supply the
estimate. Further reminder issued to Chief Administrative Officer/Const., Northern
Railway, Kashmere Gate, Delhi-6 vide this office letter No.PW/KD/DB/R.O.B./2017-
18/15369-73 dated 16.02.2018 to supply the estimate. An estimate of 36.00 mtr. span
Railway over bridge amounting to Rs.5,15,90,936/-only has been received from Railway
authority. A proposal under C.R.F. of above Railway over bridge was submitted to Govt.,
but received back from Govt. of H.P. with remarks that the same may be included under
RNS MLA priority scheme of Kangra Constituency. Accordingly the proposal was involved
in M.L.A. priority 2017-18 and the DPR submitted to Chief General Manager NABARD
vide Advisor Planning letter No.PLG(F)1-4/19/RIDF-XXV (R&B) 2019-20 dt. 12.02.20 for
Rs.582.98 lacs.

Name of work :- C/O Railway over bridge on Baijnath Lad Bharol in Kangra Distt. H.P.

Note:- Work transferred to Jogindernagar Circle .

Remarks:- The work has been sanctioned under CRF vide A/A & E/S received from Under
Secretary to Govt. of India vide letter No. R/W/NH-12037-164 – 2002/HP/ NH-01 CRF-Vol-3
dt. 18.2.2016 for Rs. 5.28 Crore. Against this A/A & E/S department has deposited 2% P&E
charges amounting to Rs. 887214/- only to Xen BR (SND) Northern Railway H.Q. Baroda
House New Delhi vide bank Draft UNM 769462 dated 2.8.2017. There after further
correspondence as well site finalization process, a detailed estimate (along with ROB GAD)
amounting to Rs. 6,45,04,271/- only received from Chief Engineer/Const./Northern Railway
Jammu Tawi vide letter No. 1/W/Drg.Estt/.Dy.CE/C/JAT dated 26th April 2018 with the request
to deposit net amount of Rs. 6,36,17,054/- only (excluding 2% P&E Charges i.e. Rs. 8,87,214/-
already stand deposited). The same was forwarded to E-in-C Shimla vide CE (KZ) letter No.
1823-28 dated 23/07/2018 for necessary approval & arrangement of funds for depositing the net
amount to Railway Authority. For which some observations received from office of Engineer-in-
Chief Shimla through CE (KZ) Dharamshala letter No PW/CE/WS/ROB /2018/ 2386-89 dated
25/08/2018, reply to which was submitted to Chief Engineer (KZ) HP.PWD Dharamshala vide
T/O letter No.16958-59 dated 02/11/2018.
Further a letter reminder from AEE Construction Northern Railway
Kathua dt. 28.12.2018 has been received regarding final approval of GAD received (feasibility of
which already submitted by EE Baijnath on dt. 25.05.2018) and deposit of balance funds in order
to get start tendering process & further execution. So far against Rs. 645.04 lacs a sum of Rs.
545.00 lac has been deposited with railway including 100 lacs budget provision for the year
2020-21. Balance amount of Rs. 100.04 lac is still pending & stand demanded from Govt. by this
office as well further vide CE (KZ) HPPWD Dharamshala letter No. 206-07 dated 20.06.2020 to
Engineer-in-Chief, Nirman Bhawan Shimla. Thus on receipt approval of same & funds receipt
will be deposited with railway authority to get start the work, as repeatedly has been asked by the
railway authorities from time to time.
