1.0 Railway board vide letter No. 2018/Proj/MUTP-3A/1/1 Vol.II dated 01.04.2019
(# Page No.1 ) has approved Mumbai Urban Transport Project, Phase-III A, which
includes various works including works of “Power Supply Augmentation- Traction
Power Supply & General Power Supply” . Further Railway Board has advised the above
work will be executed by Central Railway vide letter No. 2018/ Proj/MUTP-3A/1/1 Vol.II
dated 02.04.2019 (# Page No.9 ).

2.0 MRVC /Mumbai has given the proportionate estimated cost of Rs.471 Cr. and
completion cost Rs.540.57 Cr for the execution of work of “Power Supply
Augmentation- Traction Power Supply & General Power Supply” by Central Railway
vide letter No. MRVC/EL/MUTP-IIIA/149 dated 24.09.2019 (# Page No.6 ). The brief
detailed of abstract estimate are as mentioned below.

3.0 Further PCEE/CR has advised that above works will be executed by conversion unit,
including preparing of detailed estimate vide letter No. W.828. BXG.4LP.PROGRESS
dated 3.10.2019 ( # Page No. 10). Again vide Note No. CEE/P/WB/MUTP/PHASE-
IIIA /2019-20 dated 24.12.2019 ( #Page No. 7 ) CEDE has confirmed that he work of
Transformers upgradation will be carried out by Conversion unit and “110KV
transmission line work will be carried out by Sr.DEE/TRD/KYN as discussed earlier out
of the “Traction Power supply up gradation and strengthening.

4.0 PCEE/CR has accorded Technical Approval to the complete detailed estimate at
total cost of Rs.547.96 Crore against abstract cost off Rs.471.00 Cr. vide office note No.
CEE/P/WB/MUTP /Phase IIIA/2019-20/01 dated 11.02.2021 (#Page No.29 ) for
carrying out following work against the “Power Supply Augmentation -
Traction Power & General Power Supply” . The Technical Details are as under.

Transformers in AC gradation has been prepared as per Committee
TSS of NE and SE recommendation and accepted by PCEE/CR vide office
section of Mumbai Note No. CEE/P/WB/MUTP/Phase-IIIA/2019-20/01 dated
Division. 17.11.2020 ( # Page NO. 19 ) . The brief of
recommendation and acceptance are as under.

a. Up gradation of four TSS (CHG, Sion, THA & THK)

transformers capacity with 2 x 40/56 MVA ,
b. 110KV/27 KV.
c. Provision of 3rd Transformer of 40/56 MVA at Thakurli
TSS as feed of this TSS is extending in NE & SE

d. Upgradation of 8 TSS existing transformers at TLA,
TMM, KSRA, IGP, KJT, UBG, LNL & MNKD with
2x30MVA , 110KV/27KV.
e. Released transformers from 4 TSS ( CHG, Sion, TNA
& THK) of 30/42 MVA capacity will be utilized for
upgradation of 4 Nos TSS existing transformers at
Kasara, Igatpuri, UBG and Lonaval TSS.
f. Providing of new 8 Nos 30/42 MVA transformers at
TLA, TMM, KJT and MNKD TSS.
g. Released 16 Nos 21.6 MVA, 110KV/27 KV from
TLA, TMM, KSRA, IGP, KJT, UBG, LNL & MNKD
will be utilized in Nagpur & Bhuawal division of
Central Railway.
ii Strengthening of Sr.DEE (TD) KYN has prepared detailed estimate at a total
110KV power supply in cost of Rs.239.66 Crore and same has been vetted by
NE & SE Section. Sr.DFM/BB vide letter /AC/F-I/TD/RE dated 22.3.2021

5.0 Covering of above technical details, a Detailed Estimate prepaid for Electrical, S&T and
Engineering portion of work. It was sent to HQ account for vetting vide letter No.
CEE/P/WB/MUTP/Phase-IIIA/2019-20/01dated 28.01.2021 at a estimated cost of Rs.547.96
Cr. . PFA vide letter No. AC/DC-C/MUTP/Phase-III dated 16.04.2021 ( # Page No. 123) has
vetted the detailed estimate at a cost of Rs.516.05 Cr. The details of the vetted detailed

(# Page No. 123 ) vide item No. 40 ( i) Note ( V) of GM’s delegation of Power ( # Page
No. 126- 130 ) , the estimate over Rs.500 Cr. Requires GM’s sanction. The cost of detailed
estimate is Rs.516.05 Cr, which is more than Rs.500 Cr. .

8.0 In view of the above, GM/CR is requested to kindly sanction the Detailed Estimate
for the work of “Power Supply Augmentation - Traction Power & General Power Supply
at a Gross total cost of Rs.516,05,14,507/-, ( With CRRM Rs, 2,77,46,250/- and net cost of
Rs.5132768257/-) which is higher by Rs.45,05,14,507/- i.e 9.57% against abstract cost of
Rs.471 Crore.
