1. INTRODUCTION

1.1 Purpose.

TGT 1 Procedures are designed to give all personnel conducting personnel transfer by basket, Billy
Pugh, detailed steps on how to conduct transfers safely.

1.2 Scope

The object of this procedure is to provide a more detailed explanation for personnel on how to proceed
during transfer operations to, and from the FPSO.

1.3 References

All references are to be taken from the main corporate procedures, AMO/FMS.

1.4 Responsibilities

Marine Supt — The Marine Supt is responsible for approving the plan for all transfers also approving any
ad-hoc transfers and to assist personnel within his department as necessary.

HSE — The HSE Supt must ensure the procedure is within the safety guidelines and the AMO/FMS
procedures, and to monitor on a regular basis's. Prepare boating manifest and show out safety video,
safety brief

Marine Sup — The Marine Sup is responsible for planning of the transfer schedules and to ensure that
the necessary crew are qualified and briefed on the plan, he also monitors the weather and liaises with
the Supt and crew on the weather conditions. He makes sure the communications are established with
the OSV's and all other parties involved.

Boson — The Boson is responsible for managing the deck crew and supervising that the transfers are
completed within this procedure, he ensures that all personnel are briefed and Toolbox Talk should be
raised. He checks that the communications are established with the OSV's and all other parties
involved. The makes sure that any first time transfers are accompanied by a member of the deck crew.

Crane Op — The crane Op is responsible for the came operations and safety of the crane, he also
ensures that he has clear communications with the banks man and OSV prior to commencing transfers.
The crane Op has the final say on all came operations, if he thinks it's unsafe to precede then the
operation will be stopped regardless what Clients or other HOD's say.

Banksman — The banksman is responsible for the laydown area and the safety of all personnel in that
area, he ensures he has good communications with the Crane Op and OSV and precise and clear
commands to them, he makes sure that all transferees wait outside the laydown area until called
forward for transfer. He will check that the transferees wear a serviceable work vest are correctly
positioned in the basket and that all baggage is in the correct place, he make sure that there is no knots
in the tag lines to avoid them catching on the vessel structure during transfers. In the event of a MOB
he will raise the alarm and contact the CCR with all relevant information.

Standby Man — The stand by man is responsible escorting the transferees to and from the laydown
areas, he also checks that they are in the correct PPE and that they have been trained on the transfer
basket procedures. He monitors the personnel during the transfer encase of a MOB incident, if this
occurs he will throw a Iifebuoy and act as the observer until the MOB is rescued.

Transferees — The personnel that are transferring to another must comply with any instructions given by
the deck crew and that they are in the correct PPE, if they have not used the transfer method before
then they are to contact the HSE officer to arrange training on the procedure. Collect T-card to heli
briefing room, standby for safety video and safety brief, have sign in boating manifest, have toolbox talk
with Bosun in heli briefing room, they are also to inform the HSE and standby man if this is there first
time so they can be escorted by a crew member if it's a single transfer. They are also to ensure that
when they transfer back to the FPSO that they are in the correct PPE or they will be refused transfer to
the FPSO.

2. PPE

2.1 The correct PPE is listed below:

• Safety Hat with chin strap


• Long sleeve coveralls
• Ear protection.
• Eye protection, personnel who wear prescription glasses which are not made of the proper
safety material or don't have safety side shields must wear over the top type safety glasses.
• Safety boots/shoes, gloves

2.2 Ignition Sources — The potential ignition sources are battery operated equipment such as mobile
phones, cameras, ipads etc. All battery operated equipment has a spark potential, not only when in use
but if they are dropped on the deck exposing the terminals to the atmosphere.

During transfer to another facility you must ensure that all battery operated equipment must be
switched off and placed inside your hand luggage to prevent them being dropped accidently, NOT IN
YOUR POCKET, as some modern smart phones you cannot remove the batteries, any personnel who
fail to comply with this procedure then an incident report will be raised.

3. CASUALTIES

3.1 Casualty Transfer — In the event of a casualty being transferred on-board from another facility or vessel
for evacuation to shore or medical treatment the OlM, VSP cord and the medic must be informed and
the transfer approved by the OIM.

If the transfer is approved the medical team will move to the laydown area with stretcher/medical
equipment to receive the casualty provide treatment until evacuation. The medic will assess the
situation and advise if the casualty require a stretcher.

Basket X904 ridged type, on this basket there is an area to allow the basket type stretcher to be
attached by shackles for casualties.

Basket X807 collapsible type, this basket has no set area for a stretcher, stretcher cases may be
transferred in the middle of the basket must be assessed and approved by the OIM taking into account
the difficulty of exiting the basket during bad weather etc.
All casualties are to be escorted by a suitable person any head injuries must be put in a stretcher for
transfer.

4. WEATHER

4.1 Weather conditions — The weather conditions are to be monitored constantly by all parties, not only
from the FPSO weather monitoring system but from the OSV's and WHP's. The wind speed and swell
limits for the FPSO are:

• Wind speed — 25.0 Knots


• Swell-2.5 meters

The crane operator has the final say for the transfer to proceed, as he is responsible for the safety of
personnel in the basket.

5. PROCEDURES

5.1 Baggage — Baggage is transferred as per the following:

• Basket X904 — All baggage to be placed inside the nets inside the basket.
• Basket X807 — Because this basket is collapsible and may prove difficult retrieve your baggage
from the basket if the swell is high and could cause injury when using this type all hand
baggage is to be transferred in the cargo box.

No baggage is to be worn whilst transferring e.g. back packs, at the meeting point the transferees must
ensure they do not place their baggage obstruction any of the corridor or walkways.

5.2 Steps — From the FPSO:

• Meeting point will be the heli briefing room, Transferees will gather there with their baggage
and 1-card
• HSE conduct safety brief and safety video or training
• Transferees then collect 1-card to T-card station in heli briefing room then have sign on
boating manifest
• The Bosun or standby man will meet the transferees and check their PPE and ensure all
battery operated equipment is switched off and placed inside your baggage at heli briefing
room. Toolbox talk should be raised.
(No personnel will be allowed to depart from the FPSO if they are not in the correct PPE)
• When boating manifest full approved from OIM and marine supt, The Bosun or standby man
will then escort them to the laydown area where they will wait at an area pointed out by the
banksman. You will be given a Personnel Flotation Device (PFD) or work vest to don. Toolbox
talk should be raised

• The banksman will then ask them to mount the basket and with assistance from the standby
man who will conduct a final safety check.
• Once all personnel are happy the transfer will be conducted.
• The standby man will remain on standby until the transfer is complete.
• OSV confirm landing area on OSV deck prior

5.3 Step — To the FPSO:

• Banksman and standby man to remind the OSV to make sure that the transferees are in the
correct PPE by radio they are also to observe the transfers before the transfer is conducted.
• No personnel will be allowed to board the FPSO if they are not in the correct PPE
• OSV provide a check list prior to entering the 500m Exclusion Zone
• OSV confirm landing area on OSV deck prior
• Once on-board the FPSO the transferees will coil ect their baggage and will be escorted to the
meeting point, the heli briefing room
