APPROVING THE DEPARTMENT OF PUBLIC WORKS AND HIGHWAYS

PROCUREMENT MANUALS FOR USE BY THE DPWH AND ALL ITS
ATTACHED BUREAUS AND AGENCIES IN ALL ITS LOCALLY-FUNDED
PROJECTS

WHEREAS, SectIon 6 of Republic Act No. 9184 (R.A. 9184) provides that to
systematize the procurement process, avoid confusion and ensure transparency, the
Government Procurement Policy Board (GPPB) shall pursue the development of generic
procurement manuals an~ standard bidding forms for mandatory use by all government
agenCIes;

WHEREAS, pursuant to Section 63 ( c) of the Implementing Rules and Regulation

Part A (IRR-A) of RA 9184, the GPPB is mandated to prepare a generic procurement
manual and standard bidding forms for procurement;

WHEREAS, there is a need to validate the utility and applicability of the generic
procurement manuals and forms in locally funded Philippine public bidding activities and
in the multi-disciplined procurement operations of an agency;

WHEREAS, during the 3rd GPPB Meeting held last April 1, 2005, the Department
of Public Works and Highways (DPWH) was selected as one of the nine (9) pilot
agencies that will undertake the Pilot-testing and Customization of the Generic
Procurement Manuals;

WHEREAS, the GPPB Inter-Agency Technical Working Group (IA TWG) in its
meeting held last November 30, 2005, has approved and endorsed to the GPPB for
further approval the final DPWH Procurement Manual as presented by Engr. Teodoro
Encarnacion, the consultant assigned to the DPWH.

Now, THEREFORE, for and in consideration of the foregoing, WE, the Members
of the GOVERNMENT PROCUREMENT POLICY BOARD, by virtue of the powers vested on
Us by law, hereby RESOLVE to confirm, adopt and approve, as WE hereby confirm,
adopt and approve the Department of Public Works and Highways Procurement Manuals
for adoption and official use of the DPWH and all its attached bureaus and agencies for
all its locally- funded projects.

This resolution shall take effect immediately.
