2. SETTING

2.1.Scope and Limitations

2.1a User
According to (Statistics for Business Process
Outsourcing,2012) there are 1,116 BPO
companies in Metro Manila who are providing
employment to 358,838 employees according to
(Business and Services Statistics Division and
National Statistics Office, 2013).Their locations
were in Quezon City, Pasig, Ortigas, Makati,
Manila, and Taguig. (See appendix 1)

2.1b Design
Offices or Commercial Buildings are one of the
most Energy consuming building type so the
design will be based on Green Architecture on
reducing of energy consumption or reducing the
cost of building maintenance and ensure that the
facility promotes comfortable and healthy
environment.

2.1c Resulted Architecture/Building

The facilities that will be undertaken in the


proposed Clark Technopark will be:

• Property Management Building- manage


the property
• TechnoBiz- office buildings
• TechnoPlay- leisure activities
• Techno Residence- workers dwelling
• Technotel- Investor’s Hub
• TechnoFit- Health care
• TechnoPort- Transportation Terminal
which will consist of shuttles

2.2 Assumptions

2.2a Origin of the Proposal

The proposal is actually taken from issues and


concerns of BPO companies that highly dense in
Metro Manila, therefor;

1. The Clark Technopark is envision to be next


emerging new place of BPO hub in Clark Freport
Zone aside from the Quezon City, Pasig City,
Ortigas, Manila, Pasay, Makati and Taguig
(CBRE Phil.).

2. Clark Technopark possible the next Fort


Bonifacio for BPOs as more property developers
and investors are planning for new projects in
Clark Freeport Zone (CBRE Phil.) because of the
New employment rate which is 92.9% (Philippine
Statistics Authority 2016).

3. The project could create job opportunities


estimated 9,869 graduates from Central Luzon
are expected to join the workforce, mostly from
Business Administration and Related, Medical
and Allied, IT-Related Disciplines, and
Engineering and Technology (CBRE Phil. 2014)
making the Region an ideal spot for BPO
expansions. (See appendix 1)

4. The proposed project will constitute a PWD


friendly and elderly friendly architectural design
(BP 344 - Accessibility Law). And encouraging
somehow the workers who live near in Clark
Technopark to walk because one of most
important benefits of walkability is the decrease
of the automobile footprint in the community.
Carbon emissions can be reduced if more people

choose to walk rather than drive or use public
transportation. The benefits of less emission
include improved health conditions and quality of
life, less smog, and less of a contribution
to global climate change.

1. RESOLVED, that the following shall be


the Guidelines for the Establishment and
Operation of Information Technology (IT) Parks:

I. LOCATION - IT Parks may be located in any


suitable location: Provided, That in the National
Capital Region (NCR) IT Parks shall be allowed
to serve as locations only for service-type
projects with no manufacturing operations.

II. AREA - IT parks shall have a minimum area of


five (5) hectares.

III. The IT Park may also provide facilities and


services catering to the needs of IT service
exporters, and their executives and personnel, as
follows:

a.Executive and staff housing/accommodations;

b.Conference facilities, seminars/training/exhibit


rooms and other facilities and services for
business group activities;

c. Physical fitness, health improvement, medical


and sport facilities;

d. Facilities and services for social and
recreational activities; and

e. Other facilities that complement the IT


community’s educational, social and cultural
requirements.

2. The proposed project will constitute a PWD


friendly and elderly friendly architectural design
(BP 344 - Accessibility Law).

3. The basis for the space requirements and the


development guidelines will comply with the
Clark Freeport Zone planning guidelines, PEZA,
and with the aid of the book, Time Saver
Standards for Building Types, and National
Building Code of the Philippines.

4. The study is limited in all design. Architectural


solution will conform the restriction and
guidelines in planning of Technohub in ordinance
of National Building code {P.D 1096}, Fire Code
of the Philippine {P.D 1185}, Accessibility Law
{B.P 344}, Sanitary code of the Philippines {P.D
856}, National Plumbing code {R.E 1378},
Philippine Electrical Code {R.A 184}. .

2.3 Site Description

LAND USE AND ZONING. The site is classified


as mixed-use along Clark Freeport Zone,
bounded by NAIA Gateway Road and Manual A.
Roxas Highway.

LAND AREA. The proposed project will be


situated in a 58 hectare Business Park (Global
Gateway Logistic City) in Clark Freeport Zone.

ACCESSIBILITY. Apart from the fact that Clark
is now under one hour and a half drive from
Metro Manila via the North Luzon Expressway
and the Subic-Clark-Tarlac Expressway, the
provinces in Central Luzon like Tarlac,
Pangasinan, Subic, Bulacan, and Bataan is
accessible in NLEX, SCTEX and TPLEX, the
place boasts one of the world’s finest road
networks and runways (Clark International
Airport used to serve as an emergency landing
site for the National Aeronautics and Space
Administration’s space shuttle).

2.4 Significance of the Study

To the User

The purpose of the project is to decentralize BPO


Industry which is highly situated in Metro Manila,
transferring some portion to Clark. The proposed
project will provide job opportunities to the
unemployed citizens and fresh graduates of
Central Luzon.

To the Investor

Because of congestion in Metro Manila the effect


is less business transaction and less productive
of workforce and so the proposed new hub and
environment will attract/encourage more
investors in Clark, Pampanga.

To the Government

The project will help to promote Pampanga to be


a contributor of country’s economic growth.

To the Researcher

The project will give broader and wider


understanding in designing and planning an
environment for Business Park.

2.5 Initial Space Program

The Proposed Clark Technopark will have 2


major thoroughfare the Naia Gateway Road and
Manuel.A. Roxas Hwy that will be used as the
access going to the site. The two road is
accessible to public and private transportation.It
will be composed of: (1) Property Management
Building, Property management is the
administration of the overall buildings or involves
the managing of property.(2) TechnoBiz group of
office buildings which will house the business
processing outsourcing industry. The BPO
complex will house this services such as banking
services, mortgage services, finance services,
credit services, insurance services, asset
management services, health care services,
customer care services, human resources
services, sales and marketing services and web
related services. (3)TechnoPlay a Recreational
Area and facilities, for recreational activities of
leisure for the people who live and work in
Technopark. (4) Techno Residence a residential
which will consists of condo units for the
employees or workers in the Business Park. (5)
Technotel (Investor’s Hub) a hotel for the
accommodation of the investors and visitors in
Business park. It will also consist of convention
hall, meeting halls and multipurpose halls. (6)

TechnoFit for the medical, health improvement
and physical fitness of the people work and live
in the Business Park. (7) TechnoPort a
Transportation Terminal which will consist of
shuttles that will serve as primary mode of
transportation in the Business Park. (8) Auxiliary
Spaces that will serve as the city centre’s support
system will be the open and landscapes areas
will added to serve for both air and noise
pollution from the coming busy streets in the site.

2.6 Definition

a.Accessibility Law, An Act to enhance the


mobility of disabled persons by requiring certain
buildings, institutions, establishments and public

b.BPO.Business process outsourcing, a


subset of outsourcing that involves the
contracting of the operations and responsibilities
of specific business functions
c. Clark Freeport Zone. Clark Freeport Zone is
a converted US military base and is now a
premier logistics hub, a modern industrial estate
and a preferred business center in the
Philippines. It has its own international airport,
modern infrastructure, vast land area, generous
fiscal and non-fiscal incentives and a pool of
highly-skilled and English proficient labor force. It
makes Clark a strategic location for local and
foreign investments.

d. Global Gateway Logistics City is a modern,


state-of-the-art, 177 hectare master planned

mixed use Logistics and Business Center of
Excellence. Global Gateway o_ers the perfect

Special Economic Zones (ecozones).

g.Technopark, is a technology park in Clark


Pampanga. It is an information technology park
that is dedicated to IT ventures or BPO
companies.
