I.

GENERAL REQUIREMENTS

1.0 SCOPE

This section of works includes Mobilization, Demobilization and Construction of


Contract’s Temporary Facilities.

1.1 MOBILIZATION

Mobilization shall include transportation to the site of Contractor’s plant, materials,


equipment, employees and furnishing of contractor’s temporary facilities.

1.2 DEMOBILIZATION

Demobilization includes dismantling and removal from the site of Contractor’s


plant, materials and equipment and all temporary facilities. Demobilization shall
also include clean-up of the site after completion of the Contract Work as approved
by the Procuring Entity Representative (PER) and transportation from the site of
Contractor’s employee.

1.3 CONTRACTOR’S TEMPORARY FACILITIES

Contractor’s Temporary Facilities shall be constructed to the dimension that can


accommodate the proposed supervision staff. The building must have its own
sanitation facilities, a First Aid room with first aid kits shall also be provided.

1.4 FIELD OFFICE AND ENGINEERS’ QUARTERS BUILDING

Contractor’s Field Office and Project Management Office shall be located at a site
designated by the PMO. Each of these two rooms shall be a semi-concrete type
with at least 60 square meters in the floor area. The building walls and ceiling shall
be painted. Each room shall have one (1) toilet and bath. All doors and windows
shall be aluminum screen. Appropriate signage acceptable to the PER shall be
installed to identify the PMO.

1.5 PROVISION OF FURNITURE AND OFFICE EQUIPMENT

Contractor shall provide its field office with contractor’s quarter before occupancy
by the PER with furniture and fixtures; office and laboratory equipment. And if the
Contractor cannot provide the articles on time, the PER shall secure the said
items and the Contractor shall immediately reimburse to the PER the cost
thereof. All office equipment, laboratory equipment, furniture and fixtures for the
Field Office and Engineers Quarter shall become the property of the City
Government upon their payment.

1.5.1 LABORATORY AND TESTING EQUIPMENT

It will be the Contractor’s responsibility to obtain samples from the site of


the required quantity, including packing and transportation of samples to a
laboratory accredited by the government to perform such test required. All
cost pertaining hereto shall be to the account of the Contractor which is
deemed prorated on Pay Items of Work.

1.6 OPERATION AND MAINTENANCE OF FIELD OFFICE AND ENGINEERS’


QUARTERS BUILDINGS

The Contractor shall be responsible for the maintenance and protection of all
facilities to be provided during the duration of the Contract. He shall provide two
(2) utility men to maintain all the facilities keeping them in good condition. He shall
provide three (3) security guards in three (3) shifts, one (1) guard per shift to
safeguard and secure, day and night, the buildings, equipment and furnishing and
the personal property of the occupants, all as directed by the Engineer.

The Contractor, if requested by the PER, shall immediately replace assigned


personnel for reasons arising from misconduct and/or unsatisfactory performance.

The Contractor shall pay for all electric, water and telephone bills during the entire
duration of the Contract.

1.7 MAINTENANCE OF VEHICLES FOR THE CONSTRUCTION SUPERVISION


STAFF

 The Contractor shall maintain the vehicles in first class condition. All repairs
shall be to the account of the Contractor.

 The Contractor shall provide the vehicle with an adequate supply of


lubricant per month as required including replacement of tires during the
entire duration of the contract. The Contractor shall provide full time
qualified drivers for the vehicles. The driver shall be acceptable to the
PER/Engineer or his authorized representative.

 The Contractor shall provide for the registration and comprehensive


insurance pursuant to the Conditions of Contract of the vehicle during the
contract period.

The Contractor shall maintain the equivalent substitute vehicle during any
period when the specified vehicle is taken out of service for maintenance,
repair or for any other reason. If the vehicle is not maintained to the
satisfaction of the Consultant staff and the Consultant staff or its
representative incurs additional expenses for satisfactory maintenance of
the vehicle, the Contractor shall immediately reimburse for such expenses.

1.8 ASSISTANCE TO THE PER

The Contractor shall at all times during the duration of the Contract provide for the
use of the PER all equipment, instruments and apparatus, all information and
records and qualified chainmen and laborer’s required by the PER/Engineer for
inspecting and measuring the works.

1.9 SAFETY ASSURANCE

The Contractor shall maintain adequate safety measures that shall prevent undue
damage, injury or loss of life and property. Safety regulations of Rule XV of the
National Building Code (P.D. 1096) shall at all time be observe.

1.10 PHOTOGRAPHS

The Contractor shall provide record of progress photographs taken as, when and
where directed by the PER at intervals of not more than one (1) month. The
photographs shall be sufficient in number and location to record the exact progress
of the works. The Contractor shall provide two (2) CD’s with digital images of
photographs taken in each month. The PER will select 8 images to be reproduced
in six (6) copies each of sizes 4R. The photographs retained by the PER will
become the property of the City Government and the Contractor shall supply
approved albums to accommodate them.

1.11 METHOD OF MEASUREMENT

1.12.1 The quantities for the use of Field Office and Engineers Quarters
shall be the time in months or a fraction the PER occupies or uses
such Field Office.

1.12.2 The quantities for the maintenance both of Field Office shall be from
the time the PER occupies the building and all the various items
specified are fully and satisfactorily provided by the Contractor.
Cost hereof shall include all costs for electric and water bills,
salaries/wages of security and security personnel as stated in the
contract. The unit of measure is “month”.

1.12.3 No separate payment will be made for mobilization, demobilization


and Contractor’s Facilities. All costs related hereto shall be
considered prorated on all Pay Items of Work.
1.12 BASIS OF PAYMENT

The quantities determined as provided above shall be paid for at the appropriate
contract unit price, for each of the particular pay items shown in the Bid Schedule
which price and payment shall constitute full compensation for furnishing and
maintaining such item:

II. SITE WORK

2.1 SCOPE

This section includes Site Clearing, Earthwork, Sub base, Base Course, Site
Drainage and Miscellaneous Drainage Structures and Site Improvements.

2.2 SITE CLEARING

2.2.1 SITE DEMOLITION

All structures and superficial obstructions shall be demolished and removed from
the site to disposal areas approved by the PER. Payment for site demolition work
will be included in the lump sum bid price by the Contractor.

2.2.2 CLEARING AND GRUBBING

2.2.2.1 CLEARING

All areas within which structures or related construction has to be accomplished


shall be cleared of matted roots, trees, brush, snags, vegetation, rubbish, and
other objectionable matters.

All combustible materials from clearing operation shall be completely disposed of


as directed by the PER.

2.2.2.2 GRUBBING

Shall consist of the removal of tree stumps, forest growth, brush and rubbish
from the work areas to be occupied by permanent structures and from other
areas within the indicated clearing limits as directed by the PER.

2.3 EARTHWORKS

The work includes excavation, filling, backfilling and grading required and
necessary for the proper completion of the project.

2.3.1 APPLICABLE DOCUMENTS


The following specifications and standards referred to hereinafter by basic
designation shall form part of the specifications to the extent required by
the reference thereto.

2.3.2 REQUIREMENTS

1) TOPSOIL Materials from excavation, suitable for topsoil, shall be


deposited in piles separated from other excavation
materials and shall be protected and maintained until
needed. When used for finished grading, topsoil shall be
spread uniformly over the areas in accordance with the
plans and specifications.

2)ALL EXCAVATION SHALL BE PERFORMED BY CONTRACTOR


to the excavation lines, grades, and slopes and profiles
shown in the drawings, or as directed by the PER. All
excavation shall be performed in the dry, unless otherwise
approved by the PER. Contractor shall provide dewatering
and drainage facilities necessary to maintain all
excavation free from water.

a) EXCAVATION FOR STRUCTURES AND


TRENCHES
Excavation carried out below the depths indicated
on the drawings but without the approval of the
Engineer, shall be refilled to the proper grade with
thoroughly compacted suitable fill materials to the
satisfaction of the PER, except that in excavation for
footings, concrete shall be replaced to the bottom of
the excavation for footings, concrete shall be
replaced to the bottom of the excavations; additional
work of this nature shall be at the

Contractor’s expense. Shoring, bracing, and


sheathing shall be removed in a manner to prevent
caving in. The grading in the vicinity of excavated
areas shall be done to prevent surface water from
running into excavation and embankments. Water
pumped from excavation shall be diverted to
suitable disposal points. Trenches for pipelines
shall be excavated along straight lines and unless
otherwise indicated, shall provide a minimum of
150 mm between the outside of the pipe and the
sides of the trench or bracing. Additional excavation
shall be made for each joint to allow for jointing.
Mechanical excavation, other than rock, shall be
excavated to at least 50 mm above final invert
grade; the remainder of the excavation shall be
shaped manually and graded to provide uniform
bearing when the pipe is laid. Unless otherwise
indicated, cover over water, sewer, drainage pipes
shall not be less than 300 mm, except under
roadways where the minimum cover shall be 600
mm.

b) EXCAVATION UNDER PAVEMENT AND


CONCRETE SLABS
The entire area of the original ground under
pavements and concrete slabs shall be excavated
to remove all objectionable matter, sod, muck,
rubbish and other unsuitable material to a minimum
depth of 300 mm.

3) FILL AND BACKFILL– Fill and backfill material shall consist


of suitable materials from excavation or from approved
borrow areas, and shall be free from roots, wood scraps,
vegetation, and other extraneous materials and from large
clods of earth or stones greater that 100 mm. No fill
materials shall be placed until the surface to be filled has
been approved by the Engineer.

a) FILLING AND BACKFILLING FOR STRUCTURES AND TRENCHES

Backfill around structures shall be placed as the work of


construction progresses, insofar as practicable. Backfilling
of trenches shall progress as rapidly as construction and
testing will permit. In backfilling pipe trenches, approved
backfill shall be compacted in 150 mm layers to a depth of
150 mm over the pipe; the remainder of the trench shall be
backfilled in well-compacted 300 mm layers, except that for
trenches under roads, pavements and concrete floor slabs,
the backfill shall be placed and compacted in 150 mm layers
to the top of the trench.

b) EMBANKMENT– Before placing fill material, the surface upon which it


will be placed shall be scarified to insure good bonding between the
existing surface and the fill material. Where embankment is to be
constructed on sloping ground with slopes steeper than 1 vertical to 4
horizontal, the new fill shall be cut into or benched as the embankment is
brought up in layers in such a manner that the embankment materials will
bond with the existing surface. The size of each bench shall be subjected
to approval of the PER and shall depend on the equipment to be used.
4) EQUIPMENT -Equipment used in the performance of the work shall be subjected
to approval of the PER. The quality of compaction equipment shall be adequate
to assure thorough uniform compaction as rapidly as material is placed. In all
area not accessible to rollers or compactors, the fill shall be compacted with
mechanical hand tampers.

5) COMPACTION - In fill area, the top 200 mm shall be compacted to density of


at least 95 percent of maximum density and the remaining depth of fill to not less
than 90 percent of maximum density; except that under ramps, pavements, and
concrete floor slabs, compaction shall not be less than 95 percent of maximum
density for the entire depth fill. Unless otherwise indicated, where the existing sub
grade in cuts have a density of less than 95 percent, it shall be compacted to a
depth of 150 mm to the minimum of 95 percent density. Soil moisture during
compaction shall be controlled between 80 and 110 percent of optimum moisture
content determined in accordance with AASHTO Method T99.

6) GRADING– The Contractor shall perform all grading in the areas as indicated.
Existing grades which shall remain and will be disturbed by the Contractor’s
operation shall be graded to original condition or as directed by the PER.
Tolerances in final grading in unpaved areas shall not exceed 30 mm above or
below the grades indicated. Finished grading shall be accomplished so as to
readily drain into the drainage facilities or adjacent natural drainage areas,
without the formation of pockets in which water will stand.

7) SELECTED FILL MATERIAL- shall consist of pit run gravel, disintegrated rock,
sand or other similar material. The Material shall not contain more than 35
percent passing the 0.075 mm (No. 200 sieve) and the fraction of the material
passing the 0.425 mm (No. 40) sieve shall have a liquid not greater than 34 and
plasticity index of not greater than 12.

8) GRAVEL FILL– Shall consist of hard, durable particles or fragments of stone or


gravel. It shall be cleaned and free vegetable matters, lumps or balls of clay and
other deleterious substances. The portion of the materials passing the 0.075 mm
(No. 200) sieve shall not be greater than 5%. Material passing the 0.425 mm (No.
40) sieve shall have a liquid limit of not more than 25 and a plasticity index of not
more than 6 as determined by AASHTO T89 and T90. Gravel bedding, 100 mm
(4”) in depth or as shown on the drawings shall be placed, spread and
compacted through tamping underneath footings, slabs on-fill and slabs on-
grade.

9) DISPOSAL OF SURPLUS EXCAVATED MATERIALS– Any surplus material


from excavation and grading operations shall be disposed of and spread in spoil
areas designated by the Engineer except for materials classified as rubbish and
debris, which shall be disposed of in dumps and in burning areas. Excavated
material deposited in the spoil area shall be graded to a reasonably uniform
surface.
10) QUALITY ASSURANCE PROVISIONS– All tests shall be performed by the PER
with the assistance of the Contractor. Maximum density and optimum moisture
content shall be determined by ASSHTO Method T-99-74. Density of soil in place
shall be determined by ASSHTO Method Y-191-61.

11) SUBBASE AND BASE COURSE

11.1 AGGREGATE SUBBASE COURSE

This item shall consist of furnishing, placing and compacting aggregate


sub base course and/or aggregate base course on a prepared sub grade
in accordance with DPWH Specifications and the lines, grades and cross
sections shown on the Plans, or as directed by the PER.

11.2 SURFACE COURSE (PCCP)

PCCP shall be constructed on the prepared base in accordance with


DPWH Specifications and in conformity with the grades, thickness and
typical section as shown on the Plans.

11.3 SITE DRAINAGE AND MISCELLANEOUS DRAINAGE STRUCTURES

These items shall consist of the construction of drainage and


miscellaneous drainage structures in accordance with DPWH
Specifications and in conformity with the lines and grades shown on the
Plans as established by the PER.
III. CONCRETE AND REINFORCING STEEL BAR

3.1 GENERAL

3.1.1 SCOPE

The work includes concrete construction complete in accordance with the


plans and standard specifications for concrete and reinforced concrete
works.

3.1.2 REFERENCE STANDARDS

3.1.3 REQUIREMENTS

Coordination shall be given with other trades to install embedded items.


Before concrete is placed, embedded items shall have been properly
installed and inspected, and tests for aggregates and other materials shall
have been done.

3.2 MATERIALS

3.2.1 GENERAL

Concrete shall be composed of Portland cement, fine and coarse


aggregates, water and admixture as specified, all thoroughly mixed and
brought to the proper consistency, uniformity and temperature for final
placement.

3.2.2 CEMENT

Cement shall be Portland cement conforming to ASTM Specification C150,


Type 1.

3.2.3 WATER

Water used in mixing concrete shall be clean and free from injurious
amounts of oil, acids, alkaline, salts, organic materials, or other substances
that may be deleterious to concrete or steel.

3.2.4 ADMIXTURES

Admixture to be used shall be subjected to prior approval by the PER.


The admixtures shall be capable of maintaining essentially the same
composition and performance throughout the work.

a) Plasticizing admixtures shall be free from chlorides and shall


conform to ASTM C949. The admixtures shall be used in concrete mixtures
in accordance with the manufacturer’s instructions.

b) Calcium Chloride shall not be used under any circumstances.

3.2.5 FINE AGGREGATES

Fine aggregates shall consist of natural sand, manufactured sand, or a


combination thereof. If the fine aggregate shall be a combination separately
processed sizes, or if hatching shall result in a combination of natural and
manufactured sand, the different components shall be hatched separately
processed sizes, or if hatching shall result in a combination of natural and
manufactured sand, the different components shall be hatched separately.
Fine aggregates shall consist of hard, tough, durable, uncoated particles.
The specified percentages of fines in the sand may be obtained either by
the processing if natural sand. The shape of the particles shall be generally
rounded or cubical and reasonably free from flat or elongated pieces. The
use of beach sand shall be prohibited. The fine aggregate shall conform to
the following specific requirements:

In addition to the grading limits shown above, the fine aggregates, as


delivered to the mixer, shall have a fineness modulus of not less than 2.3
nor more that 3.0 and during normal operations, the grading of the fine
aggregate shall be controlled so that the fineness modulus of at least nine
(9) of ten (10) test samples of the fine aggregated as delivered to the
mixer shall not vary more than 0.20 from the average fineness modulus of
all samples tested during the preceding 30-day period.

The fineness modulus can be determined but dividing by 100 the sum of
the cumulative percentages retained on U.S. Standard sieved Nos.
4,8,16,30,50 and 100. At the option of the Contractor, fine aggregates
may be separated into two (2) or more sizes or classification, but the
resulting combined sand shall be of uniform grading within the limits
specified above. It can be generally assumed that a fine blending sand
may be required to meet the above grading.

3.2.6 COARSED AGGREGATE

Coarse aggregate shall consist of gravel, crushed gravel or rock, or a


combination thereof. The coarse aggregate as delivered to the batching
plant, shall have uniform and stable moisture content. The approval of
deposits shall not be construed as constituting the approval of all materials
taken from the deposits, and the Contractor shall be held responsible for
the specified quality of all such materials used in the work. Coarse
aggregate shall consist of hard, tough, durable, clean and uncoated
particles.
All foreign materials and dust shall be removed by adequate processing.
The particle shape of the smallest size of crushed coarse aggregate shall
be generally rounded or cubical, and the coarse aggregate shall be
reasonably free from flat and elongated particles. A thin, flat and elongated
particle can be defined as a particle having a maximum dimension. The
coarse aggregate shall be well graded from fine to coarse. It shall be
separated into size groups:

Use 19mm (3/4”) coarse aggregate for slab on grade, columns,


beams, suspended slabs and tie beams.

Use 38mm (1-1/2”) coarse aggregate for footings

3.2.7 EXPANSION JOINT FILLER

Expansion joint filler shall be performed strips made of cane or other


suitable cellular fiber securely bound together and uniformly impregnated
with a suitable asphalt binder. When tested, filler shall not absorb water
greater than 15 percent volume; the load required to compress the filler to
50 percent of the weakness shall not be less than 10 pounds nor more
than 800 pounds per square inch.

3.2.8 MIXING CONCRETE

Concrete shall be thoroughly mixed in a mixer of an approved size and type


that will insure a uniform distribution of the materials throughout the mass:

3.2.8.1 SITE MIXED CONCRETE

All concrete shall be machined-mixed for at least 1 ½ minutes after


all materials including water are in the mixing drum. The time elapse
between the introduction of the mixing water to the cement
aggregates and placing of the concrete in final position shall not
exceed 45 minutes. Placing of material in mixer shall be done in
such a way that the first batch of concrete materials in the mixer
shall contain sufficient excess of cement, sand and water to coat
the inside of the drum without reducing the cement content of the
mix to be discharged.
The tampering of concrete, that is, placing additional cement,
aggregate or water during mixing period shall not be permitted.

No hand mixing shall be allowed except in case of emergency such


as breakdown during pouring operations subject to the approval of
the PER, and shall stop at the first allowed construction joints.
IV. MASONRY

4.1 GENERAL

4.1.1 SCOPE

The work includes furnishing labor, equipment and materials, and


performing all operations required to complete concrete masonry work as
shown and specified on the drawings and specifications.

4.1.2 APPLICABLE DOCUMENTS

The following specifications and standards (latest edition) shall form part of
this specification to the extent required by the references thereto.

4.1.3 REQUIREMENTS

Concrete masonry work of the type indicated shall be provided and shall
be properly coordinated with the work of other trades.

4.2 MATERIALS

4.2.1 CONCRETE HOLLOW BLOCKS

Concrete hollow block shall be a standard product of a recognized


manufacturer conforming to PNS 16, sizes as indicated on the drawings.

4.2.2 CEMENT, REINFORCING STEEL, AND WATER

Cement, reinforcing steel and water shall be as specified in Section 3.0


CONCRETE.
4.2.3 LIME
Lime may be either finely pulverized quick lime, slake or hydrated lime (92%
hydrated) and shall be a standard product of recognized manufacturer.

4.2.4 DELIVERY, STORAGE AND PROTECTION OF MATERIALS

Delivery, storage and protection of materials shall be as specified in


Section 3.0 CONCRETE and as specified herein.
4.2.4.1 Lime shall be delivered in original sealed containers plainly
marked with name and brand of manufacturer, and kept dry
until used. Defective lime of lime showing partial set or
caking shall not be used.

4.2.4.2 Concrete Masonry Units shall, immediately upon delivery


to the job site, be stacked under covered area or otherwise
protected from exposure to the weather and contact with
soil. Care shall be exercised in handling the blocks to avoid
breakage.

4.3 INSTALLATION

4.3.1 WORKMANSHIP

Masonry walls shall be placed level and plumb all around. One section of
the walls shall not be placed in advance of the others, unless specifically
approved. Unfinished work shall be stepped back for joining with new york;
toothing shall not be permitted. Heights of masonry shall be checked with
an instrument at sills and heads of openings to maintain the level of the
walls.

Door and window frames, louvered openings, anchors, pipes and conduits
shall be installed carefully and neatly as the masonry work progresses.
Spaces around metal door frames shall be filled solidly with mortar. Drilling,
cutting, fitting and patching, to accommodate the work of others, shall be
performed by skilled workers. Bolts, anchors, inserts, plugs, ties and
miscellaneous metal work specified elsewhere shall be placed in position
as the work progresses.

Chases of approved dimensions of pipes and other purposes shall be


provided; where indicated or necessary. Tops of exposed walls and
partitions, not being worked on, shall be covered with a waterproof
membrane, well secured in place. Walls and partitions shall be structurally
bonded or anchored to each other and to concrete walls, beams and
columns.

4.3.2 MORTAR MIXING

Mortal materials shall be measured in approved containers, which shall


insure that the specified proportions of materials can be controlled and
accurately maintained during the progress of the work. Unless specified
otherwise, mortar shall be mixed in proportions by volume. The aggregates
shall be introduced and mixed in such a manner that the materials will be
distributed uniformly throughout the mass.
A sufficient amount of water shall be added gradually and the mass further
mixed, not less than 3 minutes, until a mortar of the plasticity necessary for
the purpose intended shall be obtained. The mortar shall be mixed in a
manner such that the quality of water can be controlled accurately and
uniformly. Mortar boxes, pans, or mixer drums shall be kept clean and free
of debris or dried mortar.
The mortar shall be used before the initial setting of the cement has taken
place; re-tempering of mortar in which cement has started to set shall not
be permitted.

4.3.3 PROPORTION

Mortar shall be mixed in the volumetric proportions of one part Portland


cement, ¼ part hydrated lime and 3 parts sand.

4.3.4 MORTAR JOINTS

Mortar joint shall be uniform in thickness, and the average thickness of any
three consecutive joints shall be 9.50 mm. “Gage rods” shall be made and
approved prior to starting the work and shall be used throughout the work.
Changes in coursing or bonding after the work has started concave with a
round or approved jointer, when mortar is thumbprint hard. The jointer shall
be slightly larger than the width of the joint, so that complete contact shall
be made along the edges of the units, compressing and sealing the surface
of the joints. Joints in masonry which will not be exposed shall be struck
flush. Horizontal joints shall be tooled first. Joints shall be brushed to
remove all loose and excess mortar. All horizontal joints shall be level;
vertical joints shall be plumb and in alignment from top to bottom of wall
within a tolerance of plus or minus 12 mm.

4.3.5 CONCRETE MASONRY UNIT WORK

The first course of concrete masonry unit shall be laid in full bed of mortar,
for the full width of the unit; the succeeding courses shall be laid with broken
joints. Concrete masonry units with the cells vertical shall have bed-joints
formed by applying the mortar to the entire tops surfaces of the inner and
outer face shells, and the head joints formed by applying the mortar for a
width of about 25 mm to the ends of the adjoining units laid previously.

The mortar for joints shall be smooth, not furrowed, and shall be of such
thickness that it will forced out of joints as the units laid are being placed in
position. Where anchors, bolts, ties and reinforcing bars occur within the
cells of the units, such cells shall be solidly filled with mortar or grout as the
work progresses. Horizontal tie reinforcement shall be continuous and
provided in the longest available lengths.

Reinforcement above and below openings shall extend and be embedded
into the columns, unless otherwise shown on the drawings. Splices shall
overlap not less than 150 mm. Reinforcement shall be embedded in the
mortar joints in such manner that all parts shall be protected by mortar. The
two top courses of filler block walls shall have their cores filled with grout
when placed in position.
Unless otherwise shown on the drawings, the size and spacing of
vertical bars shall be as follows:

4.4 QUALITY ASSURANCE PROVISIONS

4.4.1 SAMPLES OF MATERIALS

Sample of cement, sand, lime, reinforcing bars and concrete hollow blocks
shall be submitted for inspection and approval before delivery of these
materials to the site.

4.4.2 TEST AND TEST REPORTS

The test requirements stated herein or incorporated in referenced contract


documents may be waived provided certified copies of report of tests from
approved laboratories performed on previously manufactured materials are
submitted and approved. Test reports shall be accompanied by notarized
copies from the same type, quality, manufacture and make as those
proposed for this project.
V. METAL

5.1 SCOPE

The work includes the furnishing, fabrication, erection or installation, complete, of


all structural steel and miscellaneous metalwork in accordance with this
specification unless required otherwise in the drawings.

5.2 APPLICABLE DOCUMENTS

5.3 REQUIREMENTS

5.3.1 GENERAL

Fabrication and erection of structural steel shall be in accordance with AISC


Specification for the Design, Fabrication and Erection of Structural Steel for
Buildings, except as specified herein. The Contractor shall submit to the PER for
approval shop drawings showing the proposed fabrication and installation of all
metal work. No work shall be started until the shop drawings have been approved,
and all work shall conform to the approved shop drawings.

5.3.2 MATERIALS

1) Structural steel shapes, plates and bars, unless otherwise shown or


specified on the drawings shall conform to ASTM specification A36/A36M.

2) Light-guage steel, cold formed, shall conform to ASTM specification A570


or A611, with a minimum yield point of 33,000 psi, unless otherwise
shown or specified in the drawings.

3) Bolts, nuts and washers shall conform to specification ASTM A307-87,


Grade A, MKT VME 385.

4) Screws and expansion bolts shall be of a standard commercial grade, as


approved by the PER, and of the sizes and types indicated.

5) Electrodes for arc welding shall be E60 or E70, AWS D1.1.

6) Pipe columns and railings shall be zinc-coated steel pipe of standard


weight conforming to Schedule 40.
7) Galvanizing. Unless otherwise specified, galvanizing shall be of standard
quality, hot-dipped process of 1.25 ounces per square foot of coating.
Galvanized surfaces that are damaged prior to final acceptance shall be
repaired using an approved repair compound to the satisfaction of the
PER.

8) Miscellaneous metal items including accessories, incidentals, fastenings


and anchorage, not specifically mentioned herein or in other sections but
are required to complete work, and for which there are no detailed
drawings, shall be provided and installed in accordance with standard
practice of the trades as approved by the PER.

5.3.3 FABRICATION

The work shall be well formed to the shape and size shown and assembles
as detailed. Structural members shall be fabricated and assembled in the
shop to the greatest extent possible. Shearing and punching shall produce
a clean, true lines and surfaces with burrs removed. Connections shall be
welded or bolted as indicated. Unless otherwise shown, screws in exposed
work shall be countersunk. Nuts shall be drawn up tight. Joints which are
to be exposed to the weather shall be watertight. Holes shall be cut, drilled
or punched at right angles to the surface of the metal and shall not be made
or enlarged by burning. Holes in base or bearing plates shall be drilled.

5.3.3.1 Welding of structural steel shall be in accordance with the standard


code of Arc and Gas welding in Building Construction of the American
Welding Society. All welding works shall be performed by qualified welders
only with accredited certification.

5.3.3.2 Shop Painting. Unless otherwise specified or indicated in the


drawings, all structural steel works will be painted with epoxy

5.3.4 ERECTION

The steel structure shall be erected true to line and grades. Bracing and
supports shall be introduced whenever necessary to take care of all the
loads to which the structure may be subjected. Such bracing shall be left in
place as long as may be required for safety. As erection progresses, the
work shall be securely bolted to take care of all the dead loads, wind and
erection stresses. No reaming of undersize bolt holes will be permitted and
erection bolts shall not be used for lining up members.

5.3.4.1 DRIFT PINS. Drift pins may be used only to bring together several
parts; they shall not be used in such manner as to distort or damage the
metal.
5.3.4.2 GAS CUTTING. The use of a gas cutting torch in the field for
correcting fabrication errors shall not be permitted on any major member in
the structural framing. Its use may be permitted only when the member is
not under stress and under subject to the approval of the PER.

5.3.4.3 BASE PLATES AND BEARING PLATES. Base plates and large
bearing plates shall be supported on steel wedges or shims until the
supported members have been plumbed, following which the entire bearing
area shall be grouted with non-shrink cement grout.

5.3.4.4 GROUTING MORTAR FOR SETTING BASE PLATES shall be


non-shrinking type of grouting mortar. The mortar, subject to the approval
by the PER, can either be a mixture of Portland cement, well-graded fine
aggregate, aluminum powder, and water or an approved commercial
grouting mortar containing non-metallic chemical oxidizing agent. If
adopted, the approved product shall be delivered to the site of the work in
original sealed container bearing the trade name of the manufacturer.
Surfaces to receive the mortar shall be cleaned and shall be moistened
thoroughly before placing the mortar. Exposed surfaces of mortar shall be
water cured with wet burlap for at least seven (7) days.

5.3.4.5 SETTING-UP. Steel shall be erected plumb, level and properly


guyed. In setting or erecting of structural steel, the individual piece shall be
considered plumb or level where the error does not exceed 1 to 500.
VI. CARPENTRY AND JOINERY

6.1 SCOPE

The work includes carpentry and joinery, complete in accordance with this
specification unless specified otherwise in the drawing.

6.2 REQUIREMENTS

6.2.1 GENERAL

The work includes furnishing of materials, equipment and labor and performing
all the works on carpentry and joinery. All framing members, where not indicated
or specified, shall be provided as necessary for the proper completion of the
work.

6.2.2 MATERIALS

6.2.2.1 LUMBER

drawings:

1) QUALITY OF LUMBER. Lumber shall be approved quality of the respective


kinds required for the various parts of the work, well-seasoned, thoroughly
dry, and free from large, loose, or unsound knots, saps, shakes, and other
imperfections impairing its strength, durability and appearance. Door heads
and jambs shall be air dried well-seasoned for at least two (2) months before
use.

2) SUBSTITUTIONS. Any lumber equally good for the purpose may be


substituted for the kinds specified provided that the substitution shall be
acceptable to the PER.

6.2.2.2 CEMENT FIBER BOARD

Cement Fiber Board or equivalent 6 mm thick shall be used for ceiling of all
comfort rooms.
6.2.2.3 CEMENT BOARD

Smart Board, 12 mm thick, supported by aluminum T-runners as shown on


reflected ceiling plans shall be used for ceilings of all offices.

6.2.2.5 FASTENERS

Fasteners shall be of the type and size best suited for the purpose as
shown in the drawings.

6.2.3 PRESERVATIVE TREATMENT

All lumber and plywood shall be pressure preservative treated or its


equivalent, subject to the approval of the PER. Preservative treatment shall
be in accordance with the manual of recommended practice of the
“American Wood Preserver’s Association”. All truss members, purlins,
cleats, ceiling joists and nailers shall be coated with two (2) coats of
solignum or equivalent. All lumber surfaces in contact with concrete or
masonry shall be coated with one (1) brush coat of asphalt paint.

6.2.4 PROTECTION AND STORAGE

Lumber shall be protected and kept under cover both in transit and at the job site.
Materials shall not be delivered long before it is required for the work.

6.2.5 WORKMANSHIP

Framing lumber and other carpentry shall be fitted closely, set accurately to the
required lines and levels, and shall be secured in place in a rigid and substantial
manner. Spiking, nailing and bolting shall be done in an approved manner, spikes,
nails and bolts shall be of the proper size and care shall be taken so as not to split
the members. All frames coming in contact with concrete or masonry shall be
anchored by means of nails spaced sufficiently apart all around the contact
surfaces. Bolt holes shall be drilled accurately and shall have a diameter of 3 mm
more than the bolt size.
All exposed wood surfaces shall be smoothly dressed and it so required, shall be
well sand-papered to an even smooth surface ready for finishing.

6.2.6 HARDWARE

Items of hardware to be installed shall be as directed or as specified in the


drawings and shall be fitted carefully and attached securely.
VII. MOISTURE AND THERMAL

7.1 SCOPE

The work includes furnishing all the materials and performing all operations to
provide waterproofing and window glass.

7.2 MATERIALS

7.2.1 WATERPROOFING

Integrated waterproofing for the water storage tank and the roof slab shall be a
product of a reputable manufacturer acceptable to the PER. Damp proofing
materials shall be a product of a reputable manufacturer acceptable to the PER.

7.2.2 GLASS

Glass shall be 150 mm thick cut to size as indicated in the plans and as required
by the PER.

7.2.3 FASTENERS AND ACCESSORIES

Fasteners and accessories shall be as recommended by the manufacturer


acceptable to the PER.

7.3 STORAGE

Corrugated galvanized steel sheets and other moulded materials shall be


stacked in level sites using lumber placed at right angles to corrugated. Stacks
shall be kept covered and protected from the weather and from contact with soil.

7.4 INSTALLATION

7.4.1 WATERPROOFING

7.4.1.1 General.
Waterproofing shall be applied to water storage tank, roof deck and to all
areas shown in the drawings or as required by the PER.

7.4.1.2 REQUIREMENTS. All concrete or masonry surfaces shall be wood-troweled


smooth, firm dry, clean and free from rubbish, loose of foreign materials and
obstructions. Installation or mortar cants in the angle formed by the slab and vertical
surfaces as well as formation of reglet on vertical surfaces above the slab, installation of
metal fittings and similar works shall be completed before waterproofing works start.

7.4.1.3 APPLICATION. Application of waterproofing materials shall be in accordance


with the manufacturer’s instructions subject to the approval of the PER.
7.4.2 GLASS WINDOWS

7.4.2.1 GENERAL.
Except as specified otherwise herein, all materials shall be installed in
accordance with the manufacturer’s printed erection instructions. Care shall be
exercised in storing, handling and installing to prevent any damage to glass
flooring. The sheets shall be of the length to suit the frame spacing. Extreme
care shall be exercised in. After drilling, all glass filings and burrs shall be
removed from holes prior to installing fasteners and washers. Sheets damaged
by over-torque fastenings. Shall be removed and new sheets applied shall be
installed. Size and spacing of fasteners used in erection shall be as
recommended by the manufacturer subject to the approval of the PER.

7.4.2.2 JOINT SEALING MATERIAL.

Joint sealing material shall be provided to seal all joints in and around bolt holes
before inserting fasteners.

7.4.2.3 FASTENING.

Roofing sheets shall be fastened at required spacing to the purlins by means of


self-tapping screws, hexagonal head with neoprene washers per manufacturer’s
recommendation and approved by the PER.

7.5 WATER TESTING

All waterproofed surface, roof, siding and water storage tank shall be tested for
water-tightness by flushing or flooding with water as directed by the PER. Flood
water shall be kept on gutters for a minimum time of one (1) hour and a minimum
of twenty-four (24) hours for all waterproofed surfaces. If any leak occurs the work
shall be repaired or reconstructed; test shall be repeated until satisfactory result
has been attained.
VIII. DOORS, WINDOWS AND GLASS

SCOPE

This Section covers the supply and installation of doors, windows and glass walls
complete with frames and accessories.

8.1 DOORS

The doors, depending on their usage shall be made of glass, metal, aluminium roll-
up or wood with sizes and materials as indicated in the plan.

Unless indicated in the plan, the doors will be as follows:

8.1.2 WOODEN DOORS

This item shall consist of such fabricated wooden doors complete with
jambs and hardware necessary for the proper functioning thereafter as
called for in this specification unless indicated otherwise in the drawings.

8.1.2.1 TYPES OF WOODEN DOORS:

a) Solid Core Door of standard thickness shall be made of hardwood or


equivalent.

b) Hollow Core Flush Door using 6mm thick marine plywood.

8.1.2.2 DOOR JAMB

Door jambs shall be made of Aluminum and Yakal or equivalent.

8.1.2.3 ACCESSORIES

Locksets, hinges and flash bolts shall be either Yale or equivalent quality
preferably made in USA or Germany

8.1.3 GLASS DOORS:

Glass doors shall be a minimum of 12 mm thickness attached on an aluminum frame


with standard locksets, hinges and stainless door handles as indicated in the schedule of
doors. Glass doors will be combined with glass walls to form a single pay items.
8.1.4 REQUIREMENTS

a) PREFITTING AND FACTORY-PRIMING OR FACTORY FINISHING.


Doors with surfaces to receive paint finish shall be furnished factory
primed, and pre-finished. Final finishing shall be done in site in
accordance with painting and varnishing specifications.

b) ADHESIVE AND BONDS. Adhesive and bond shall be accordance


with manufacturer’s recommendations for all types of door subject to
the approval of the PER. Adhesive for doors with natural finish shall be
non-staining.

8.1.5 INSTALLATIONS

Door shall be installed only after completion of other work. Doors shall be fitted and
trimmed as required by the opening they will cover. Door shall have clearance in
accordance with door manufacturer’s requirements. Doors shall be installed only by
highly trained personnel and with assistance from the manufacturer.

8.2 WINDOWS

Windows, depending on their usage shall be of aluminum framed awning glass


windows, reflectorized glass wall window with awning type as indicated in schedule
of windows on plan.

8.2.1 REFLECTORIZED BLACK GLASS WINDOWS:

8.2.1.1 SCOPE

The work covered by this Section consists of furnishing all equipment, materials
and labor in the fabrication and installation of aluminum framed windows
complete in accordance with the applicable drawings and specifications.

8.2.1.2 MATERIALS

All members 25 mm x 37.5 mm aluminum frame complete with accessories.


Frame members shall be of equal leg design section at point where called for by
detail drawings, and continuous angle fins, as indicated on drawings, shall be
furnished.

8.3 FINISH HARDWARE AND SPECIALTIES

8.3.1 GENERAL REQUIREMENTS

1) The Contractor shall provide all rough hardware required for the
completion of the work, including nails, spikes, bolts, screws, etc., and
shall provide and fit in place all finishing hardware.
2) The Contractor shall provide and fit in place all hardware not herein
specifically mentioned but necessary to complete the work. All such
hardware, should there be any, shall conform in every respects to the
hardware herein specified.

3) Finishing hardware, suitable to the service required to fully equip in the


most satisfactory operative condition, for all doors, windows transom
sashes, drawers, lockers and other operating members throughout the
project shall be furnished and installed or fitted by the Contractor.

4) Where the exact types of hardware specified are not adaptable to the
finishing, shape or size of members requiring the hardware, suitable
types as applicable to the same operation and quality as the
corresponding individual types specified shall be furnished subject to
the approval of the PER.

8.3.2 MAKE

The model numbers herein given designate the quality and style (type,
design, operation, materials and finish) of hardware designed. Any other
hardware equally good, may be substituted only in cases of urgent
necessity and subject to the written approval of the PER.

8.3.3 FINISH

1) Unless otherwise specified, exposed surfaces shall have the following


U.S. Standard Finishes:

a) US9 (Polished, Bright Brass or Bronze). Bronze surfaces exposed on


exterior of building not specified to have US26 finish.

b) US26 (Polished Chromium plated over nickel or brass). Brass or bronze


surfaces exposed in toilets, lavatory and all others in the exterior of the
building.

c) USP (Prime Coated for Painting) Ferrous metal surfaces, unless zinc
coated.

8.3.4 FASTENINGS

Fastening of suitable size, quality and type shall be provided to secure


hardware in position. Machine screws and expansion shields shall be
provided for securing items of hardware to concrete, brick tile or masonry
instead of wood screws.
8.3.5 EXPOSED ITEMS OF HARDWARE

1) After hardware has been properly fitted, all exposed items such as
knobs, plates, pulls, locks, etc., shall be removed until final coat of
painter’s finish has been applied, and then hardware installed.

2) Other items of hardware that are not to be removed before painting


shall be properly marked or completely covered until final coat of
painter’s finished has been applied, after which such protective cover
shall be removed.

8.3.6 PLACING ORDER OF HARDWARE

1) The Contractor shall schedule his order for all hardware in such a way
to avoid delay in the job.

2) No request for extension of time will be entertained by the Engineer


consequence to Contractor’s delay in placing his order.

3) No substitution of hardware shall be allowed due to negligence of


Contractor to place his order ahead of time.

8.3.7 DOOR KNOBS, LOCK AND LATCH STRIKES

All lock and latch strikes shall be installed in door frames at the same
height from the floor. Door knobs shall be so located that the center of the
knob is 1.05m from the finished floor.

8.3.8 BUTT HINGES

1) Each panel of hinged doors shall be provided with two (2) butts for
doors 1.50m or less in height; three (3) butts, over 1.50m high and not
over 2.10m; four (4) butts, above 2.10m in height.

2) Doors of a greater height than 2.10m, unless otherwise specified, shall


be provided with an additional one (1) butt for each 0.65m or fraction
thereof.

3) Where size of the butt hinges is not sufficient to allow door to clear door
trim in open position, same shall be increased.

4) Unless otherwise specified, and except for toilet or water closet


compartment doors, provide in all double acting doors type Nu-Jamb
No. 42024-1/2 double acting hinge or approved equivalent.

8.3.9 DOOR STOPS

Wall type door stops, cast bronze or brass, of approved type or as specified shall
be provided at all doors where the door or any item of hardware thereon strikes a
wall, column or other construction member.

8.3.10 BUTT HINGES (MAKE)

For all doors in butt hinges, unless otherwise specified, used button tip butts,
“HAGER”, “STANLEY”, U.S., or approved equivalent, highly polished and plated
with non-raising pin door opening outside. For size and number to each door,
refer to Section 8.1.3.8 of this section of the specifications.

8.3.11 EXTENSION FLUSH BOLTS

1) Hinged double wood doors, except bar doors and double acting door,
shall be fitted on top and at the bottom with a “CORBIN” extension flush
bolts No. 2879, 600mm long (24 inches), cast bronze, polished plate
169 mm x 31 mm (6-3/4” x 1 ¼”), with dust proof strike, only on the
astragal side (inactive door). Equivalent “SARGENT” flush extension
bolts may be used or any approved equal.

2) For high doors, the top bolt shall be provided with sufficient length of
allow the flush plate within reach from the door.

8.3.12 BAR DOORS

1) Provide and fit a set gravity pivot type hinges nickel polished finish for
each bar in all toilet rooms. Locally made may be acceptable subject to the
approval by the PER.
8.3.13 LOCKS

The Contractor shall provide and set complete, ready for operation, one pin
tumbler cylinder lock of the medium or standard type, for each door in
accordance with the schedule below. U.S. standard finishes as specified in
Section 8.1.5.3, shall apply to all locks, used “RUSSWIN”, “YALE”,
“CORBIN”,”WEISER”,”SCHLAGE” of the Standard Type, or approved
equivalent.

The trademark and plate numbers given herein are to designate only the quality,
type, operation, materials and style (design) required.

8.4.14 SCHEDULE OF LOCKSET AND DOOR CLOSERS

1) Use “Yale” lockset (or any approved equivalent) series No. 5304
“Brandywine” design; U.S. 26 (bright chrome) and door closer “Yale”
intermediate size No. 93 or “Corbin” door closer No. 2 (Aluminum)
bronze finish (or any approved equivalent) installed complete ready for
service in accordance with the manufacturer’s institutions for the doors
on all classrooms.

2) Use “Yale” lockset (or any approved equivalent) series No. 5308,
“Litchwood” design; U.S. 26 (bright chrome) for all toilet doors.

IX. FIRE PROTECTION SYSTEM

9.1 APPLICATION

This section applies to all sections of the specifications of the Fire Protection
System for the proposed three-storey Regional Office of the Bureau of Fire
Protection Region XII. Of Koronadal Integrated Public Transport Terminal Complex
GENERAL

The term Contractor under these specifications shall mean the Fire Protection
Contractor who shall enter into a contract with the Owner in respect to the Fire
Protection Works.

The work to be done consist of the fabrication and furnishing of all equipment,
materials, labor, supervision, plant facilities, tools, tests adjustments,
commissioning, full instruction after completing the job to the maintenance
personnel, warranty within the specified period, and all other necessary services
to complete and make operational the Fire Protection Works.

All work shall be in accordance with the governing Codes and Regulations and
Specifications. In case of conflict, the governing Codes and Regulations shall
govern.

Minor details not specifically mentioned in the Bid Documents, but this Contractor
shall provide necessary for the proper installation and operation, as if herein
specified or shown.

This Contractor is advised to examine all documents relating to his work and verify
all governing conditions prior to submission of proposal. No consideration shall be
given for alleged mistakes in the preparation of bids, it being understood that the
submission of proposal is an agreement to all conditions stipulated in the Bid
Documents.

It is the intention of these specifications and plans to call for finished work, tested
and ready for operation. Whenever the word “provide” is used, it shall mean
“furnish and install, complete and ready used”.

These specifications are intended to provide a broad outline of the required


installation, but are not intended to include all detail design and construction. This
Contractor, if requested, shall prepare the necessary submittals for Fire Protection
Consultant’s approval prior to mass fabrication and installation.
9.1.2

DESCRIPTION OF WORK

The work includes providing new fire extinguishing system for the proposed
Commercial Building. The equipment, materials installation, workmanship,
inspection and testing shall be in strict accordance with the required advisory
provisions of National Fire Protection Association Standards & Fire Code of the
Philippines except as modified herein. The work includes the following:
Complete wet stand pipe and dry stand pipe system including fire department
connection pipes, valves, hose valves, hose cabinet, pressure reducing valve set,
etc.

Portable fire extinguishers.

Fire pump control panel and fire services control panel.

Testing and commissioning.

Provision of operating instructions and maintenance manuals.

Training of the building’s maintenance staff for proper operation of the entire
system.

QUALIFICATION OF INSTALLER

Prior to installation, submit data for approval showing that the Contractor has
successfully installed fire extinguishing systems, and equipment of the same type
and design as specified herein, or that he has a firm contractual agreement with a
contractor having such required experience. The data shall include the names and
locations of at least two installations where the Contractor or the Contractor
referred to above, has installed such systems. Indicate the type and design of each
system and certify that each system has performed satisfactorily in the manner
intended for a period of not less than 18 months.

SUBMITTALS

Submit shop drawings, manufacturer’s data and certificates for equipment,


materials and finish, and pertinent details for each system as specified in each
individual section, and obtain approval from the PER/Engineer before
procurement, fabrication, or delivery to the job site. Approval of submittal shall not
relieve the Contractor of the responsibility of inspecting such material or equipment
for detects or non-conforming with the specifications.

Partial submittals are not acceptable and will be returned without review.
Submittals shall include the manufacturer’s name, trade name, catalog model or
number, nameplate data, size, layout dimensions, capacity, project specification
and paragraph reference, applicable and technical society publication references,
years of satisfactory service and other information necessary to establish contract
compliance of each item the Contractor proposes to provide. Photographs of
existing installations and data submitted in lieu of catalog data are not acceptable
and will be returned without approval.

9.1.4.1 SHOP DRAWINGS.

Drawings shall include floor plans, sectional views, wiring diagrams, and
installation details of equipment, and equipment spaces identifying and indicating
proposed location, layout and arrangement of items that must be shown to assure
a coordinated installation.
Drawings shall indicate adequate clearance for operation, maintenance, and
replacements of operating equipment devices. If equipment is disapproved,
drawings shall be revised to show acceptable equipment and be resubmitted.

9.1.42 MANUFACTURER’S DATA.

Submittals for each manufactured item shall be manufacturer’s descriptive


literature of catalogued products, equipment drawings, diagrams, performance
and characteristic curves, and catalog cuts.

9.1.4.3 MANUFACTURER’S INSTALLATION/INSTRUCTION.

Where installation procedures or any part thereof are required to be in accordance


with the recommendations of the manufacturer of the material being installed,
printed copies of these recommendations shall be furnished prior to installation.
Installation of the item will be not allowed to proceed until the recommendations
are received. Failure to furnish these recommendations can be a cause for
rejection of the material.

9.1.5 OPERATION AND MAINTENANCE MANUAL

Furnish an operation and maintenance manual as required for each item of


equipment as specified in each individual section. Furnish 4 copies of the manual
bound in hardback binders of an approved equivalent. Furnish one complete
manual to the Engineer for review and approval within 90 calendar days after the
equipment is approved, but at least 60 calendar days prior to field acceptance
testing of the equipment or system.

Furnish the remaining manuals at least 60 calendar days before the contract is
complete. Inscribe the following identification on the cover: the words OPERATION
AND MAINTENANCE MANUAL, the name and location of the equipment or the
building and the name of the Contractor. The manual shall include the names,
addresses, and telephone numbers of each contractor installing equipment, and
of the local representatives for each item of equipment.

The manual shall have a table of contents and be assembled to conform to the
table of contents with the tab sheets of drawings folded in. The manual shall
include: wiring and control diagrams with data to explain detailed operating and
control of each item of equipment, a control sequence describing start-up,
operation and shutdown, description of the function of each principal item of
equipment; the procedure for starting; the procedure for operating; shutdown
instructions; installation instructions; maintenance instructions; lubrication
schedule including type, grade, temperature range, and frequency; safety
performance data and parts list.

The parts list for equipment shall indicate the sources of supply, recommended
spare parts, and the service organization, which is reasonably convenient to the
project site. The manual shall have complete information on the equipment,
controls, accessories, and associated appurtenances provided.
9.1.6 POSTED OPERATING INSTRUCTIONS

Furnish approved operating instructions for each system and principal item of
equipment as specified in each individual section for the use of the operating and
maintenance personnel. The operating instructions shall include wiring diagrams,
control diagrams, and control sequence for each principal item of equipment.

Operating instructions shall be printed or engraved, and shall be framed under


glass or in approved laminated plastic and posted were directed. Operating
instructions shall be attached to or posted adjacent to each principal item of
equipment and include directions for start-up, proper adjustment, operating
lubricating, shutdown, safety precautions, procedure in the event of equipment
failure, and other areas as recommended by the manufacturer of each item of
equipment.

9.1.7 DELIVERY AND STORAGE

Equipment and materials shall be handled, stored, and protected to prevent


damage before and during installation in accordance with the manufacturer’s
recommendations. Damaged or defective items shall be replaced.

9.1.8 STANDARDS PRODUCTS / SERVICE AVAILABILITY

Materials and equipment shall be standard products of a manufacturer regularly


engaged in the manufacture of such products, which are of similar material, design
and workmanship. The standard products shall have been in satisfactory
commercial or industrial use for two years prior to bid opening.

The equipment items shall be supported by service organizations. The Contractor


shall submit a certified list of qualified permanent service organizations for support
of the equipment that includes their addresses and qualifications.
X. SANITARY ANG PLUMBING

10.1 SCOPE

This section consists of performing essential works in furnishing and installing


piping materials and materials and other mechanical devices or fixtures necessary
to construct/complete the plumbing system, fire extinguishing system, etc. in
accordance with this specification unless specified otherwise in the drawings.

10.2 SPECIFICATIONS AND STANDARDS

The specifications and standard references in this specification (latest edition) shall
govern in all cases where references thereto are made. In case of a where
references thereto are made. In case of difference between the referenced
specifications or standards and this specification or its accompanying drawings,
this specification and accompanying drawings shall govern to the extent of such
difference, otherwise, the specifications and standards shall apply.

10.3 REQUIREMENTS

10.1.1 GENERAL

The work includes furnishing and installing water piping and


appurtenances, sanitary and drainage piping, vents, plumbing fixtures and
miscellaneous devices as shown in the drawings and as specified herein.
No plumbing fixtures, devices, or piping shall be installed that will cause a
cross connection or inter-connection between potable water piping and
polluted drain, soil or waste piping.

1) Standard Products.

Materials and equipment furnished under this specification shall be


standard products of manufacturer regularly engaged in the
production of such materials or equipment and shall be
manufacturer’s latest standard that complies with the specification
requirements.

2) Defective Equipment.
Defective equipment or fixtures and equipment or fixtures damaged in
the course of installation or testing shall be replaced or repaired by the
Contractor in a manner approved by the PER/Engineer.

3) Proposed Changes.

If departures from the contract drawings are deemed necessary by the


Contractor, details of such departures including changes in related
portions of the work, and the reason thereof, shall be submitted, as
soon as practicable after contract award, to the PER for written
approval. Approved departures shall be made at no additional cost.

4) Utilities.

Water and drainage piping shall be extended to points outside the


building as indicated. Pipes shall be capped or plugged for final
connections with the service pipes.

5) Code Compliance.

All materials and installation shall comply with the National Plumbing
Code. Unless modified by this specification.

6) Material and Equipment List and Data Sheets.

Before starting installation of any materials or equipment, the


Contractor shall submit for approval a complete list of materials and
equipment to be incorporated in the work. This list shall include
catalog number; cuts, data sheets, and such other descriptive
information as may be required. Approval of materials will be based
on manufacturer’s published data, installation and roughing-in data
sheets and drawing indicating compliance with the specifications.
10.4 MATERIALS

10.4.1 SOIL, WASTE, DRAIN, AND VENT PIPE AND FITTINGS

10.4.1.1 Underground and aboveground soil, waste and drain piping shall be
Polyvinyl Chloride (PVC) pipe conforming to ASTM D2729 or as shown in
the drawings.

10.4.1.2 Flashing.

Vent pipes shall be flashed and made watertight at the roof with 4-pound
sheet lead or 16- ounce sheet copper. Flashing shall extend not less than
200 mm from the vent pipes in all directions. Flashing shall be turned down
in the pipes of hubs.

10.4.1.3 Traps.

Each fixture and piece of equipment requiring connections to the drainage


system shall be equipped with a metal trap. Traps installed on threaded
pipe shall be recess drainage pattern.

10.4.2 WATER PIPE AND FITTINGS

10.4.2.1 Polyvinyl Chloride (PVC) Pipe and Fittings for below ground water lines;
shall conform to ASTM D1785. Fittings shall conform to ASTM D2466.

10.4.2.2 Galvanized Steel Pipe for above ground water lines; shall conform to
ASTM A53. Fittings shall be malleable iron, zinc-coated and screwed.

10.4.2.3 Valves shall be all brass or bronze with rough bodies and finished
trimmings, except that valves on chromium-plated brass pipe shall be
finished and chromium-plated.

10.4.3 PLUMBING AND FIXTURE TRIM

Plumbing and fixture trim shall be provided complete with fittings. Exposed traps
and supply pipes for all fixtures and equipment shall be connected to the rough
piping systems at the wall, unless otherwise indicated.

Floor plates, wall plates, and escutcheons shall be provided as required by the
fixtures specified. Stops shall be used for fixture connection between earthenware
fixtures and flanges on soil pipe.

10.4.3.1 Water Closets. Vitreous China, free standing toilet, Water tank flush type.

10.4.4 MISCELLANEOUS ACCESSORIES


10.4.4.1 Floor Drain.
Floor drain shall be 100 mm x 100 mm, brass nickel plated or stainless
with hinged strainer, complete with P-Traps and vents.

10.4.5 OTHER FIXTURES

Other fixtures, fittings and accessories shown or not shown on the drawings
but necessary to complete the work shall be provided by the Contractor
and approved by the PER/Engineer.

10.5 INSTALLATION

10.5.1 WATER PIPE AND FITTINGS

10.5.1.1
Pipes shall be installed as indicated in the drawings. The pipes shall be cut
accurately to measurement, established at the building by the Contractor
and shall be worked into place without springing or forcing. Care shall be
taken not to weaken the structural portion of the building. All piping above
ground shall be run parallel with the lines of the building unless otherwise
shown or noted on the drawings.

10.5.1.2
Joints. After cutting and before threading, all pipes shall be reamed and
shall have burrs removed. All screw joints shall be made with graphite and
oil or with an approved graphite compound applied to make threads only.
Threads shall be full cut, and not more than 3 threads on pipe shall remain
exposed. Caulking of threaded joints to prevent leaks shall not be
permitted. Unions shall be provided where required for disconnections.

10.5.1.3 Fittings.

Branches in piping and changes in pipe sizes shall be provided with


necessary fittings as shown in the drawings.

10.5.1.4 Valves.

Shall be provided on all supplied fixtures as specified. Where valves are


indicated on the drawings in connection with run outs, risers, branches and
mains, they shall be in accordance with these specifications.

10.5.2.1 Fixture supports and fastenings. All fixtures and equipment shall
be supported and fastened in a satisfactory manner.
10.5.2.2

Where through bolts are used, they shall be provided with plates or
washers at back set so that head, nuts and washer will be concealed by
plaster. Bolts and nuts shall be hexagonal and exposed bolts, nuts, cap
nuts and screw heads shall be provided with chromium plated brass
washers.

10.5.3 WASTE, DRAIN, VENT PIPE AND FITTINGS

10.5.3.1 Pipes.

Horizontal soil and waste pipe shall be given a grade of 2% where possible,
but in any case not less than 1%. Vent pipes in roof spaces shall be run as
close as possible to underside of roof, with horizontal piping pitches down
to stacks without forming traps in pipes using fittings as required. Where
circuits vent pipe from any fixture or line of fixtures shall be connected to a
vent line carrying other fixtures, the connection shall be at least 1200 mm
above floor on which the fixtures are located to prevent the use of any vent
line as waste.

10.5.3.2 Fittings.

All changes in pipe sizes on soil, waste lines shall be made with reducing
fittings or recessed reducers. All changes in direction shall be made by the
appropriate use of forty-five (45) degree wyes, half wyes, long sweep
quarter bend, and sixth, eight or sixteenth bends, except that sanitary tees
may be used on vertical stacks. Where it becomes necessary to use short
radius fittings in any other locations, the approval of the PER shall be
obtained before they are installed.

10.5.3.3 Union Connection.

Slip joints shall be permitted only in traps or in the left side of the trap.
Tucker or hub drainage fittings shall be used for making union connection
whenever practicable in connection with dry vents.

10.5.3.4 Joints.

All joints shall be air and watertight. For joining pipe the following materials
shall be used.

1) All PVC Pipes shall be joined by the manufacturer’s


recommended adhesive as approved by the PER.

2) Threaded joints shall be American National Standard


Taper Screws threads graphite and oil compound
applied to the male thread. Connection between pipes
and soil pipe shall be similar and the threaded pipe shall
have a ring or hard coupling screwed on to form spigot
end.
10.5.4 EXCAVATION AND BACKFILL

10.5.4.1 EXCAVATION.

Trenches for all underground pipes shall be excavated to the required


depth and grade as shown in the drawing and in accordance with Section
2.2.3 Earthwork.

10.5.4.2 BACKFILLING.

Pipelines shall have been tested, inspected and approved by the PER
prior to backfilling. Backfilling materials and operation shall be in
accordance with Section 2.2.3 Earthwork.

10.6 QUALITY ASSURANCE PROVISION

10.6.1 TESTS

The Contractor shall conduct all tests required and shall furnish all
equipment, labor and materials necessary. All defects disclosed as the
result of the test shall be repaired or remedied and the system retested,
until the results are satisfactory to the PER.

10.6.1.1 Water Piping shall be subjected to a hydrostatic pressure


test of 100 pounds per square inch.

10.6.1.2 Sanitary Piping.

Before the installation of any fixture, the end of the system shall
be capped and all lines filled with water to the roof and allowed to
stand for at least 30 minutes without leakage. After the fixtures are
set, a smoke or equivalent test shall be made using an approved
apparatus. Test within building shall be made with piping exposed.
Underground piping shall be tested before backfilling.
XI. ELECTRICAL

11.1 ELECTRICAL GENERAL NOTES:

a. all electrical installation shall be done in accordance with these plans


and specifications. The applicable provisions of the latest edition of the
Philippine electrical code, the national electrical code the city or
municipality electrician & the national power corporation

b. Type of electrical voltage shall be 230volts, 3phase, 60 Hz, and there


shall be only service drop wire to the building.

c. Method wiring shall be pvc for both exposed and embedded work with the
proper fitting and support service entrance conduit shall be in rigid steel
conduit.

d. All wall outlets shall be installed at the following height above finished
floor level, unless otherwise specified.
a. Wall switches 1.40 mts
b. Convenience outlet 0.30 mts
c. Panel board 1.60 mts
d. Kwhm 1.6 mts

e. All materials and equipment shall be new and of approved typed to both
location and purpose intended

f. all lighting and convenience receptacle circuit home runs shall be wired
not less than 3.5mm2 THW copper conductor, unless otherwise indicated
in the plan

g. All lighting and power panel boards shall be circuit breaker type flush
mounted or as indicated on the plan.

h. All outdoor installation shall be weatherproof.

i. Unless otherwise specified, junction and utility boxes shall be provided


whenever required although such boxes are not shown on the plan.

j. All electrical work herein shall be done under the direct & immediate
supervision of a duly licensed electrical engineer.

k. All 8.0 mm2 THW Copper Conductor shall be purchased by spool.


11.2 GENERAL REQUIREMENTS

11.2.1 APPLICATION:

This section applies to all of the works under Section 16,


“Electrical”, of this project except as specified otherwise in each
individual section.

11.2.2 SCOPE OF WORK:

The work shall include supply and installation of equipment,


materials and all other items necessary to complete the following:

a. Secondary feeders from pole mounted transformer to


service entrance pedestal and main distribution panel

b. Secondary service entrance conduits from concrete


pedestal to main distribution panel

c. Power feeders from main distribution panel board to lighting


and power panel boards

d. Pole mounted transformers and Panel boards enclosed


circuit breakers

e. All interior lighting and power wiring and raceway system

f. All lighting fixtures and wiring devices

g. Conduits and wiring for interior telephone system

h. Painting of electrical works and equipment

i. Complete testing of electrical systems and equipment

11.2.2.1 Work not included:


The following are not included in the scope of work and will be done
by others:

a. Telephone instruments

11.2.3 CODES, INSPECTION, PERMITS AND FEES:

All work under this contract shall be installed in accordance with the
latest requirements of the Philippine National Building Code,
Philippine Electrical Code (PEC), Power Company and the
Telephone Co., (PLDT Co.).
11.2.3.1 Permits and Fees:

All construction permits and fees required for this


work shall be obtained by and at the expense of the
Contractor. The Contractor shall furnish the
Architect, the PER and the Owner final certificates of
inspection and approval from the proper government
authorities after the completion of the work. The
Contractor shall prepare all shop or working
drawings, as-built plans and all other paperwork
required by the approving authorities.

11.2.4.3 Manufacturer’s Data: Submittals for each


manufactured item shall be current manufacturer’s
descriptive literature of catalogued products, equipment
drawings, diagrams, performance and characteristic curves
and catalog cuts.

11.2.4.4 Publication Compliance: Where equipment or


materials are specified to conform to industry and technical
society publications of organizations such as American
National Standards Institute (ANSI), American Society for
Testing and Materials (ASTM), and Underwriters
Laboratories Inc. (UL), submit proof of such compliance.

11.2.5 MANUFACTURER’S RECOMMENDATIONS:

Where installation procedures or any part thereof are required to be


in accordance with manufacturer’s recommendations, furnish
printed copies of the recommendations prior to installation.
Installations of the item shall not proceed until recommendations
are received. Failure to furnish recommendations shall be cause for
rejection of the equipment or material.

11.2.6 ELECTRICAL CHARACTERISTICS :

Electrical characteristics for this project shall be 220 volts, three


phase, 3 wire 60 hertz.

11.2.7 GUARANTEE:

The Contractor shall guarantee that the Electrical Works are free
from defective workmanship and materials and will remain so for a
period of one year from date of acceptance of the work. Any defects
appearing within the said period shall be remedied by the
Contractor at his own expense.
11.2.7.1

The Contractor shall indemnify and save harmless the Owner, the
Architect and the PER from and against all liability for injuries or
disabilities to persons or damage to property occasioned by any act
or omissions of the Contractor or any act of his Subcontractors,
including any and all expenses, legal or otherwise which may be
incurred by the Owner, the Architect or the Engineers, in the
defense of any claim, action or suit.

11.3 INTERIOR WIRING SYSTEMS

11.3.1 GENERAL REQUIREMENTS:

Section 16.1, “Electrical General Requirements”, applies to this


Section with additions and modifications specified herein. In each
of the standards referred to herein, consider the advisory provisions
to be mandatory, as though the work “shall” had been substituted
for “should” wherever it appears. Interpret reference in these
standards to the authority having jurisdiction,” or words of similar
meaning, to mean the Engineers.

11.3.1.1 Underground Service:

Underground primary service conduits shall be conduits from the


service entrance pole to the main distribution panel.

11.3.2 SUBMITTALS

11.3.3 PRODUCTS

11.3.3.1 MATERIALS AND EQUIPMENT, GENERAL: All


materials, equipment, and devices shall, as a minimum,
meet the requirements of UL standards are established for
those items, and the requirements of the PEC. All items
shall be new unless specified or indicated otherwise.

11.3.3.2 CONDUIT AND FITTINGS:

11.3.3.2.1 Rigid Steel Conduit or Intermediate Metal

zinc- coated.

11.3.4 OUTLET BOXES AND COVERS: Zinc-coated ferrous metal.

11.3.5 CABINETS, JUNCTION BOXES, AND PULL BOXES (WITH


VOLUME GREATER THAN 100 CUBIC INCHES): Hot-dip zinc-
coated, sheet steel.

11.3.6 WIRES AND CABLES: Wires and cables shall meet the
applicable requirements of the PEC and UL for the type of
insulation, jackets, and conductor specified or indicated.
11.3.6.1 Conductors: Conductors 8 sq.mm. And smaller shall be
stranded, and those14 sq.mm. Larger shall be stranded. All
conductors shall be copper.

11.3.6.1.1 Equipment Manufacturer Requirements:


Where Contractor provides equipment

for branch circuits shall be 2.0mm dia.; for
class 1 remote-control and signal circuits,
3.5 sq. Mm.; and for class 2 low-energy
remote-control and signal circuits, 1.25 sq.
mm.

11.3.6.2 Color Coding:

Provide for all feeder, branch, control and signalling circuits


conductors. Color shall be green for grounding conductors,
and white for neutrals, except where neutrals or more than
one system are installed in same raceway or box, the other
neutral shall be white with a colored (not green) stripe. The
color of the ungrounded conductors in different voltage
system shall be 220 volts, 3- phase a) Phase A-Red b)
Phase B-Yellow c) Phase C-Black.

11.3.6.3 Insulation: Unless specified or indicated otherwise, or


required to be otherwise by PEC, all power and lighting
wires shall be 600-volt, Type THW or THWN, except that
grounding wire may be type TW; remote control and signal
circuits shall be type TW, THWN or TF.

11.3.6.4 Bonding Conductors: ASTM B 1, solid bare copper


wire for sizes 8 sq. mm. and smaller; ASTM B 8, Class B,
stranded bare copper wire for sizes 14mm sq and larger.

11.3.7 SPLICES AND TERMINATION COMPONENTS:

UL 486A, as applicable for wire connectors, and UL 510 for


insulating tapes. Connectors for wires 2.6 mm dia. and smaller shall
be insulated pressure-type, twist-on splicing connector. Provide
solder less terminal lugs on stranded conductors.
11.3.8 DEVICE PLATES:

Provide one-piece device plates for outlets and fittings to suit the
devices installed. Plates on unfinished walls and fittings shall be of
zinc-coated sheet steel or cat metal having round or beveled edges.
Plates on finished walls shall be satin finish stainless steel or
brushed- finish aluminum, minimum 0.75 mm thick. Screws shall be
machine type with counter heads in a color to match the finish of
the plate. Plates installed in wet locations shall use gaskets. Device
plates for telephone outlets shall have a 3/8 inch bushed opening
in center.

11.3.9 SWITCHES:

11.3.9.1 Toggle Switches:

Totally enclosed with bodies of thermosetting plastic and a


mounting strap. Wiring terminals shall be of the screw type, side
wired. Switches shall be rated quiet-type ac only 230 volts, with the
current rating and number of poles indicated.

11.3.10 RECEPTACLES:

NEMA WD1, grounding type. Ratings and configurations shall be


as indicated. Bodies shall be of thermosetting plastic supported on
a metal mounting strap. Wiring terminals shall be of the screw type,
side wired. Connect grounding pole to the mounting strap.

11.3.10.1 Weatherproof Receptacles:

Provide in a cast metal box with a gasket, weatherproof,


cast-metal cover plate and a gasket cap over each
receptacle opening. The cap(s) shall be provided with a
spring-hinged flap. Receptacles shall be UL approved for
use in “wet locations”.

11.3.10.2 Special Purpose Receptacles:

Receptacles serving water heater, etc. are considered


special purpose for this project. Provide in ratings indicated.
Furnish one matching plug with each receptacle.

11.3.11 PANELBOARDS:

Panel boards shall be circuit breaker equipped. Design shall be


such that any individual breaker can be removed without disturbing
adjacent units or without loosening or removing supplemental
insulation supplied as a means of obtaining clearances as required
by UL. Where “SPACE ONLY” is indicated, make provisions for the
installation of a breaker sized as indicated. All panel board locks
included in the project shall be keyed alike. Directories shall be
keyed alike. Directories shall be typed to indicate load served by
each circuit and mounted in a holder behind protective covering.
Enclosure shall be as manufactured by PG Tomas, Fuji-Haya, Beta
or equal.

11.3.11.1 Panel board Buses:

Support copper bus bars on bases independent of the circuit


breakers. Main buses and back pans shall be designed so
that breakers may be changed without machining, drilling,
or tapping. Provide a separate ground bus, as indicated,
marked with a green stripe along its front and bonded to the
steel cabinet for connecting grounding conductors.

11.3.11.2 Circuit Breaker:

Bolt-on, thermal magnetic type with interrupting capacity as


indicated. Breaker terminals shall be UL listed as suitable
for the type of conductor provided. Plug-in circuit breakers
are not acceptable. Circuit breakers shall be Fuji-G.E.,
Mitsubishi, ITE, Square D or equal.
a. Multiple Breakers: Provide internal common-trip type
with a single operating handle. Breaker design shall
be such that an overload in one pole automatically
causes all poles to open. Maintain phase sequence
throughout each panel so that any three adjacent
breaker poles are connected to Phase A, B, and C,
respectively. Single pole circuit breakers provided
with external tripping handles for multiple circuit
breaker are not acceptable.
11.4 INTERIOR LIGHTING

11.4.1 GENERAL REQUIREMENTS: Section 16.1, “Electrical


General Requirements”, applies to this section, with the additions
and modifications specified herein.

11.4.2 DESCRIPTION OF WORK: The work includes providing lighting


fixtures, and battery-powered units and systems for interior use,
including lighting fixtures and accessories mounted on the exterior
surfaces of buildings. Materials not normally furnished by
manufacturers of these devices are specified in Section 16.2,
“Interior Wiring Systems”.
11.4.3 SUBMITTALS:

Data, shop drawings, and reports shall employ the terminology,


classifications, and methods prescribed by the IES Lighting
Handbook, as applicable, for the lighting system specified.

11.4.3.1 Manufacturer’s Data:

a. Lighting fixture, including lamps and ballasts


b. Emergency lighting equipment

11.5 MEASUREMENT AND PAYMENT:

11.5.1 Measurement for Payment

Measurement for payment of work covered by the various sections of the


Technical Specifications shall be based on the net quantity required for the
work based on the drawings unless otherwise directed by the PER.
Allowance for any bulking, shrinkage, consolidation or loss of material shall
be measured and paid for. In the case of lump sum bid items, the value of
the actual work performed shall be calculated by the PER and shall be the
basis for progress payments.

11.5.2 Payment

Payment shall be made at the Contract unit price or lump sum price of the
various pay items in the Bid Schedule, which payment shall constitute full
compensation for furnishing all materials, labor, equipment, tools and other
construction contingencies including profit, fees, and other expenses
comprising the total and complete cost of all the work involved in each work
item as shown in the plans, and as specified in this Technical Specification
and the Special Provisions and as directed by the PER. When the contract
does not include a contract pay item for associated or ancillary work
required to complete the work specified in the Bid Schedule, the cost shall
be considered as included in the price paid for the listed bid item.
