The project is a Residential and Commercial development with public parking located at Dadar (W),
Mumbai.
It is well connected by:
 36.60m Wide Lady Jamshet Road & Gokhale road, and 27.48m Wide N C Kelkar road at west.
 18.30m Wide P Thakkar Road at NW boundary and J K Sawant road of 18.30m wide road at East
boundary of plot.
Nearby railway station is Dadar railway station on Central Railway Line. Amenities such as schools,
hospitals etc. are available near the project site.

consumption as given in MOEF Manual on norms and standards for EC of large construction projects.
i.e. Total quantity of water used (LPCD) = Occupancy x Quantity (LPCD)

Considerations for solid waste generation:

The total quantities of solid waste that will be generated in the project will be 2052 kg/day. Out of which
1241 kg/day will be non-biodegradable and 811 kg/day will be biodegradable.

1.3 What are the likely impacts of the proposed activity on the existing facilities adjacent to the proposed

site? (Such as open spaces, community facilities, details of the existing land use, disturbance to the
local ecology).
There shall have some impacts on water, air environment, power requirement but it shall be mitigated by
providing proper pollution control facilities. Sewage Treatment Plant (STP) shall be provided for treatment
of recycling of sewage there by reducing fresh water demand. Rain water harvesting shall also be done.
Power consumption shall be reduced by using energy saving practices. Impact on air quality shall be
reduced by plantation of trees on RG area. This project will generate employment during construction
phase & operation phase and there by shall have positive impact on socio economy.
1.4 Will there be any significant land disturbance resulting in erosion, subsidence & instability? (Details
of soil type, slope analysis, vulnerability to subsidence, seismicity etc. may be given).
No. As per the Seismic Zoning Map of India Mumbai region falls under Zone- III. Structural design is
as per prevalent IS Code for these buildings considering the seismic forces and wind forces etc.
1.5 Will the proposal involve alteration of natural drainage systems? (Give details on a contour map
showing the natural drainage near the proposed project site).
No, the proposal will not involve alteration of natural drainage systems. The project will have internal
storm water drainage system designed accordingly and will be connected to external SWD line.
1.6 What are the quantities of earthwork involved in the construction activity-cutting, filling,
reclamation etc. (Give details of the quantities of earthwork involved, transport of fill materials from
outside the site etc)
There was a Kohinoor Mill of which has been demolished. The debris has been disposed to authorized site
through authorized contractors with permission from M.C.G.M. Solid waste generation during construction
phase is mainly due to excavation in the form of rubble and soil. Part of this soil and rubble has been used
for back filling and remaining material has been disposed by covered trucks to the authorized landfill sites.
Metal scrap / plastics will be disposed off to recycling units.
1.7 Give details regarding water supply, waste handling etc during the construction period.

Solid Waste Generation during Construction Phase:
Demolition and construction wastes: Debris generated has been disposed to Authorized site. Solid waste
generation during construction phase is mainly due to excavation in the form of rubble and soil. Part of this
soil and rubble has been used for back filling and remaining material will be disposed by covered trucks to
the authorized sites.
Metal scrap / plastics will be disposed off to recycling units.

From Construction Labour:

2 WATER ENVIRONMENT
2.1 Give the total quantity of water requirement for the proposed project with the breakup of
requirements for various uses. How will the water requirement be met? State the sources &
quantities and furnish a water balance statement.

Drinking water shall be supplied by M.C.G.M.
2.4 How much of the water requirement can be met from the recycling of treated wastewater? (Give the
details of quantities, sources and usage)
All secondary requirements like flushing (169 KLD) gardening (18 KLD) & for part Cooling Tower
Makeup (79 KLD) would be fulfilled by treated sewage i.e. 266 KLD from STP.
All the treated sewage shall be recycled. No discharge of treated sewage into sewer lines as treated water
will be completely reused for flushing, gardening and cooling tower make up.
2.5 Will there be diversion of water from other users? (Please assess the impacts of the project on other
existing uses and quantities of consumption)

2.8 What would be the impact of the land use changes occurring due to the proposed project on the
runoff characteristics (quantitative as well as qualitative) of the area in the post construction phase
on a long term basis? Would it aggravate the problems of flooding or water logging in any way?

2.10 What precautions/measures are taken to prevent the run-off from construction activities polluting
land & aquifers? (Give details of quantities and the measures taken to avoid the adverse impacts).
The runoff from the site during construction phase would be very negligible. This will be prevented as
under:
i) Use of wet jute cloth covering the walls and soaking the same with minimum quantity of water to
avoid dripping. This will also help in conserving water.
ii) Curing water sprayed on concrete structures, free flow of water will not be allowed for curing
iii) By collecting the running water in an impervious pit and using the same again for curing purpose.
2.11 How is the storm water from within the site managed?(State the provisions made to avoid flooding of
the area, details of the drainage facilities provided along with a site layout indication contour levels).
Storm water drains will be constructed strictly in accordance to the governing authority regulations. The
storm water collected through the storm water drains.
Total Runoff from the project site.

2.12 Will the deployment of construction laborers particularly in the peak period lead to unsanitary
conditions around the project site (Justify with proper explanation)
 During construction phase, temporary toilets with connection to municipal sewers shall be used.
Hence there will not be unsanitary conditions around the project site.
 Regular segregation and disposal of solid waste generated by these workers shall be as per MCGM
practices.
 First aid and medical facilities will be provided to all the concerned people working on the site.
 Proper housekeeping will be maintained throughout the premises.
 Site sanitation during construction phase.
2.13 What on-site facilities are provided for the collection, treatment & safe disposal of sewage? (Give
details of the quantities of wastewater generation, treatment capacities with technology & facilities
for recycling and disposal).

A. Technical Description of MBR:
MEMBRANE BIO REACTOR (MBR)
Sewage from main drain line is collected through gravity pipes into a screen chamber. This manually
cleaned screen is provided to remove floating and big size particles, which may choke the pumps and pipe
lines.
Screened sewage is then passed through equalization tank to homogenize the sewage quality and also even
out flow fluctuations and feed sewage of uniform quality at constant rate to subsequent treatment units.
Air mixing is also provided to mix the contents of the equalization tank. A coarse bubble aeration grid is
provided to distribute air uniformly at the base of the equalization tank.
After above treatment, raw sewage is fed into aeration basin through submersible sewage transfer pump.
In aeration tank MLSS (mixed liquor suspended solids) in the range of 12000 to 15000 mg/l are
maintained. The high amount of bacteria gives better and complete removal of organic matter from the
raw sewage in relatively small area. Oxygen required for the bacteria is supplied through the blower. The
air is used both for scouring of membranes and supplying oxygen to bacteria.
The MBR process is a technology that consists of a suspended growth biological reactor integrated with
an ultra-filtration membrane system, using membrane. The ultra-filtration membranes are immersed in an
aeration tank, in direct contact with mixed liquor or in an external module. The membrane module
consists of housing, aeration diffuser; permeate water manifold and membrane elements. Through the use
of a permeate pump, a vacuum is applied to a header connected to the membranes. The vacuum draws the
treated water through the ultra-filtration membranes. Feed water including activated sludge is filtrated by
membranes with pore size of 0.04 to 0.02 micron meter. The air bubbles supplied from the bottom of the
membrane elements continuously scour off cake of activated sludge accumulated on the membrane
surface. This is a continuous filtration operation. The air bubbles are also used for the biological reaction
to decompose organic substances included in the raw sewage.
The material of the membrane shall have high stability for chemicals and good physical strength form of
membrane shall be fiber reinforced flat sheet / tubular hollow fibre membrane. The membrane shall have
small and uniform pore size so that the rejection property of this membrane is excellent. Almost all
particles with sizes more than 0.04 to 0.02 micron meter can be removed effectively using this membrane.
The filtration shall be carried out by the suction pump directly sucking permeates water. The permeate
water produced is clear and devoid of bacteria and viruses to the minimum levels.

During construction phase, Dust, Particulate Matter is the main pollutant, which may be generated during

CO from materials transport of heavy vehicles on site etc. Proper upkeep and maintenance of vehicles,
sprinkling of water on roads and construction site are some of the measures that would reduce the impact
during construction phase.

8 BUILDING MATERIALS
8.1 May involve the use of building materials with high-embodied energy. Are the construction

Pozalona Portland cement shall be used which already contains 15 % Fly ash. Double glazed glasses shall
be used which in-turn save energy. Construction materials from nearest source are chosen to minimize
energy consumption for transportation.
8.2 Transport and handling of materials during construction may result in pollution, noise & public
nuisance. What measures are taken to minimize the impacts?
The material required for construction activities shall be procured from company’s authorized / approved
vendors only. The vendor’s performance is monitored periodically. In case of urgency or non-availability
of materials from authorized/approved vendors, it will be procured from the open market to maintain the
pace of the work. The mode of transport for above materials will be by trucks and / or by trailers.
 The construction material will be carried in properly covered vehicles.
 All the contractors / Vendors shall be instructed to use vehicles having PUC certificates.
 Security staff presents at site will supervise loading and unloading of material at site.

Following Energy conservation measures are proposed for Energy Saving:


 Solar Energy will be used for landscape lighting
 Bus bars in all distribution panels are specified as copper bus bars to reduce losses and improve
reliability.
 Copper conductor cables are specified for sizes of 16 Sq.mm. and below, this will reduce losses and
improve reliability.
 Power factor shall be maintained 0.95 or higher. This will reduce electrical power distribution losses in
the installation.
 Timers shall be used to switch ON / OFF external landscape, parking area and facade lighting.
 Compact Fluorescent Lamps (CFL’s) with high frequency ballast shall be used for corridors and BOH
areas.
 Energy efficient fluorescent tube lights (T-5) shall be used.
 All fluorescent light fixtures are specified to incorporate electronic chokes which have less watt-loss
compared to electro-magnetic chokes and result in superior operating power factor. This indirectly
saves energy. Electronic chokes also improves life of the fluorescent lamps.
 Energy efficient fluorescent lamps & CFL lamps which give approx. 30% more light output for the
same watts consumed and therefore require less nos. of fixtures and corresponding lower point wiring
costs.
 Motion sensors shall be provided for corridors lighting.
 An APFC relay based on thyristor switching is proposed to effect the power factor correction /
improvement within a few cycles of deviation from the setting & also to reduce inrush currents. These
APFC panels will be connected to 415 V, Main LT panel board.
 Transformers shall have minimum no load losses as compared to conventional transformers.
 All cables shall be derated to avoid heating during use. This also indirectly reduces losses and improves

DMP FOR ONSITE AND OFFSITE

Introduction

Disaster is a threat to Environment and Society. Disaster Management Plan (DMP) deals with the
preparations to reduce the impacts of Natural and Man-made disasters. Recent rise in the incidence of
disasters has alerted us regarding the need of pre-planned DMP which will aim at providing effective
and timely relief during disaster through organized manner.
Emergency prevention through good design, operation, maintenance and inspection are essential to
reduce the probability of occurrence and also making the occupiers aware of what to do in case of any
emergency. The overall objective of a disaster management plan is to make use of the combined
resources created or available at the site and/or off-site services to achieve the following:

 Prevent Disasters;
 Minimize the effects of the accident on people and property;
 Initiate the rescue and medical treatment of casualties;
 Safeguard other people
 Evacuate people to safe areas with care
 Inform and collaborate with statutory local and state authorities;
 Provide credible information to news media;
 Bring the incident under control;
 Preserve relevant records and equipment for the subsequent enquiry into the cause and
circumstances of the emergency;
 Investigate and take steps to prevent recurrence of similar incidents.

DMP follows the Basic structure as shown in Figure 7.1

I. NATURAL DISASTER

A. EARTHQUAKE

SEISMIC ENVIRONMENT & PRECAUTIONS

As per the Seismic Zoning Map of India, Mumbai region falls under Seismic Zone-III. The structural
design shall be certified as per IS code 875 and IS- 1893-2002 for Seismic Zone – III of Mumbai.

B. FLOODS

Particularly in Mumbai, areas having poor drainage characteristic get flooded by accumulation of
water from heavy rainfall. Following precautions would be taken by M/s. KOHINOOR CTNL-
Infrastructure Co. Ltd.to manage flood disasters:

M/s. KOHINOOR CTNL-Infrastructure Co. Ltd.proposes:


a. Storm water system would be checked and cleaned periodically.
b. Mapping the areas within or leading in or out of the building that will be water logged, flooded or
isolated due to the flood. The areas will be marked after completion of the project (as final ground
levels etc. will be available after completion).
c. Vulnerability of basement should be mapped.
d. Dewatering pumps shall be installed at vulnerable locations.

C. CYCLONES

Cyclones are caused by atmospheric disturbances around a low-pressure area distinguished by swift
and often destructive air circulation. They are usually accompanied by violent storms and bad
weather.
There is no history of any cyclone in this area. However in such an instance the occupants should be
advised to stay in the shelter in tightly secured windows and doors. The glass of windows etc. should
be covered with paper/cardboards to avoid glass breaking due to flying objects outside.

D. LIGHTNING

Lightning is an atmospheric electrostatic discharge accompanied by thunder which typically occurs


during thunderstorms and sometimes during volcanic eruptions or dust storms. It often leads to
physical damage to the building and occupants. It can also lead to short circuits, failure of power
supply and fire.
Lightning arrestor systems is provided to abate the impact of lightning hazard.

II. MAN-MADE DISASTER

A. FIRE

Fire could take place through various means; one of them is through electrical fire. Hence, all the
electrical works and material of the building would adhere to the standards. Regular maintenance and
audit of the electrical systems would be carried out by external auditors.

Fire alarm would be installed. The functioning of these fire alarms would be checked periodically by
security manager. A report of the same would be submitted to safety manager. The same report would
be submitted to Safety manager. The same report must be submitted to M/s. KOHINOOR CTNL-
Infrastructure Co. Ltd. for necessary action. The occupants of the proposed building would undergo
mock fire drills. These mock drills would be conducted by qualified staff (e.g. fire brigade).Fire
extinguishers would be placed in every floor. All occupants would be given training on how to use
these fire extinguishers. Fire extinguisher equipment would be evaluated periodically to ensure that it
is in working conditions by security manager. If any faulty equipment is observed then it would be
repaired or replaced by Society. Proper evacuation plan would be chocked for the building. The map
for the evacuation plan would be provided to all the occupants.

The Emergency Preparedness programme shall comprise the following elements:

a. Fire Safety System


 The fire fighting system has been designed considering the following codes, manual and
guidelines
as described below:
• National Building Code of India (NBC);
• As per requirement of fire officer/local fire approving authorities; and
• As per Indian Standard Code for Fire Protection (IS Codes given in NBC, 2005).
 There will be adequate location of fire hydrant with Hose Reel proposed to be installed in all
blocks.
 Underground fire water storage tank for existing building of 100 m3 for proposed building 400
m3.
 Overhead tanks for existing building of 32 m3 for proposed building 30 m3 .
 Proper Fire Escape routes.
 Portable fire extinguishers of IS specification.
 Fire safety equipments like fire blankets, fire alarm bells.
 Fire escape masks are provided.
 Adequate number of fire lifts with independent electric supply.
 Alternate source of power supply / D.G sets.
 Refuge areas as per CFO Norms.
 Signages are provided.

i. Active Fire Fighting


 Sprinklers.
 Fire Hydrant Cabinets with hose reels & hand held Fire Extinguishers.
 Fire tank capacities as per NOC, with separate fire pumps for Hydrants and Sprinklers.
 Stand by diesel operated pumps.
 All fire pumps will be powered from the emergency panel, which in turn is fed by DG
sets.
ii. Evacuation
 Smoke Evacuation from Offices / Sky gardens, etc.
 Lift lobby & Staircase
 Fire Lifts provided.
 Basements are provided with Smoke evacuation system.

b. General Guidelines and Chief Fire Officer considerations
The CFO Considerations for the project are as follows:
i. 6 meter carriage way provided for Fire Engine movement.
ii. Each floor has access to both the Fire lift and Staircase.
iii. Refuge areas are provides as per CFO norms.

c. Response Sequence during Fire


i. Person noticing the fire should attempt to isolate and extinguish the fire with the available
equipment and Inform or arrange to inform the security regarding the:
 Location of the fire
 Material of burning
 Extent of fire
 Callers name and number
“A proper code of communication shall be maintained wherein the caller makes sure that the
message has been conveyed to the right person”.

ii. Security or the coordinators will


 Respond to the scene of the incident.
 Arrange to send the necessary fire fighting equipment to the scene of the incident.
 Extinguish the fire with the available equipment.
 Ensure closure of gates immediately to regulate traffic in such a way that free
movement of outside assistance like fire tenders, ambulance etc is available.
 Security will cordon off the area and local city fire fighting staff should be notified for
further assistance.
 All the occupants will need to stop their operations/ work, switch off lights, fans,
machines etc. All persons should assemble to refuge or designated area for fire and
hazardous situation.

iii. Reporting and Follow up System


 All cases of fire occurrence, no matter how small, must be reported promptly to the
Security for further action to avoid such incident.
 Fire extinguishing equipment once used, should not be returned to its location without it
is being recharged/ certified fit by the security.
 All fire extinguishers after use should be laid horizontally to indicate that they have
been exhausted.

d. Refuge Area

The Refuge Area will have the following resources available:


i. Copies of the Disaster Management Plan.
ii. Layout Plan of the complex.
iii. Information regarding Safety Equipment, Fire Fighting material.
iv. A list of important telephone numbers like those of neighbouring police station, Fire
Brigade, Hospitals etc.
v. First - Aid Kit.
vi. Communication equipment - Internal and External telephones and other communication
equipment.
vii. Drinking water facility.

In addition to many of the above measures an attempt will be made to add any site specific
steps and manpower based instruction. Instruction should be in multiple languages including
“Marathi and Hindi”. The communication equipment will be checked periodically to ensure
that they are functional.

B. ACT OF TERROR

The project site is situated in well developed Lower Parel region. Hence act of terror can occur. An
explosive device assimilated into an object which will be left to explode once its owner has
withdrawn from the area of the explosion after placing it.
An Explosive device is known more as a "bomb-bag" or an "unidentified object".

a. Suspicious Signs List

i. Left without care The vehicle is not in the right place


ii. The vehicle has breaching signs
iii. The vehicle has been altered
iv. The vehicle is extremely heavy (is sunk)
v. The vehicle has flammable materials and is not coordinated to come to the Hotel
vi. The vehicle has irregular smell of gasoline, solar, etc.
vii. The vehicle plates have irregularities: not synchronized, number changed by hand, new
vehicle with old plate, no plates
viii. The vehicle has bulges, wires, etc. that do not seem to be part of the vehicle
ix. The identification papers look fake, altered, not proper, no papers. Also regarding delivery-
invoices.
x. The driver is not cooperating, nervous
xi. The vehicle is abandoned in a hastily manner near a crowded area
xii. Weight does not fit the size.
xiii. External oily signs.
xiv. Kept extremely close to the owner.
xv.
xvi. Does not want it to be checked.
xvii. Does not look like it fits the owner.

The suspicious sign list will be obtained from local police station such as names, sketches of persons,
photos etc. Such person shall be denied entry or detained at security checking, it will be informed to
local police station.

b. Hostage Situation

A hostage situation is a situation where one or more suspects are holding one or more people in
confinement in a closed area and threatening their life. The main aim of the Proposed building
Security is to safeguard the situation until a professional police force will step in to negotiate and
terminate the event. The declaration of a hostage situation will be done by the Security. Hosted
situation will be handled by police department.

C. POWER FAILURE
Power failure is a short- or long-term loss of the electric power to an area. Failure of electrical
power to a building will have a serious impact on its operations, particularly if the failure occurs
during normal operating hours when the building is fully occupied.

a. Causes Of Power Failure


There are many causes of power failures in an electricity network which are caused by either
of the following faults:
i. Manmade / Technical Fault

 Faults at power stations,


 Damage to electric transmission lines, substations or other parts of the distribution
system,

 Short circuit,
 Overloading of electricity mains.
 Collision of person or object with utility poles or power transformers,
 Human error in operating equipment within the building or outside (such as at the utility
company supplying the power), or malicious tampering.
ii. Natural Events.

 Natural events include storms, floods, and earthquakes, Lightning.

b. Types Of Power Failure


Power failures are categorized into three different phenomena, relating to the duration and effect of
the failures:
i. A transient fault is a momentary (a few seconds) loss of power typically caused by a
temporary fault on a power line. Power is automatically restored once the fault is cleared.
ii. A brownout or sag is a drop in voltage in an electrical power supply.
iii. A blackout refers to the total loss of power to an area and is the most severe form of
power outage that can occur.

c. Effects Of Power Failure


i. Loss of visibility
ii. Safety is at risk.
iii. Stoppage of elevators.
iv. Computer memory loss and equipment damage.
v. Stoppage of working of Fire fighting system.
vi. Stoppage of working of building utilities like water pumps, Sewage treatment plants etc.
vii. Loss of comfort.

d. Mitigation plan
Buildings have emergency and standby power systems to provide safety and comfort to building
occupants during interruptions in their normal power supply.

i. Diesel Generators

A diesel generator is the combination of a diesel engine with an electrical generator (to
generate electric energy. Diesel generating sets are used in places without connection to the
power grid or as emergency power-supply if the grid fails. The packaged combination of a
diesel engine, a generator and various ancillary devices (such as base, canopy, sound
attenuation, control systems, circuit breakers, jacket water heaters and starting system) is
referred to as a generating set.
In case of emergency these diesel generators will backup for electric supply for the common
area lighting and utilities like elevators, water pumps, fire lifts, fire pumps & Sewage
Treatment plant etc.

ii. Provision of Independent electrical circuits for critical equipments as per Norms

Also as per specific requirement of Fire fighting department the Electric supply for Fire
pumps, booster pumps, sprinkler pumps will be on independent circuit.

iii. Uninterruptible power supply (UPS)

Uninterruptible power supply, also uninterruptible power source, UPS or battery/flywheel


backup is an electrical apparatus that provides emergency power to a load when the input
power source, typically the utility mains, fails. A UPS differs from an auxiliary or
emergency power system or standby generator in that it will provide instantaneous or near-
instantaneous protection from input.
Even if DG sets are provided as power backup a UPS is typically used to protect
computers, data centers, telecommunication equipment or other electrical equipment
where an unexpected power disruption could cause injuries, fatalities, serious business
disruption or data loss.

iv. Power Outage Tips :

 Check to see if others are without power. If your flat is the only one without electricity,
check your fuse box and if needed call an electrician.
 Turn off appliances that were running before the outage to protect the motor.
 Turn off the Television, computers, air-conditioning system, and refrigerator.
 If stuck in elevator, please be patient, it only takes a few minutes to get out of the
elevator once the backup system is on.

III. ONSITE AND OFFSITE EMERGENCY PREPAREDNESS PLAN

A. Offsite Disaster management plan:

a. Safeguard Requirements for Natural and Manmade Disasters


List of nearest clinics and hospitals shall be maintained for medical emergency as also any other
eventuality. The table below will be ready and will be distributed to all members within the building
and later for off-site plan to neighbourhood. These information need to be updated every six months
before safety drills. The information thus updated should also be shared with occupants.

b. OFF-SITE EMERGENCY COVERAGE:

1.1 Role of the Local Authorities:

The local authority will carry out his duty in preparing for a whole range of different emergencies
within their jurisdiction area. (Ward-wise areas in case of MCGM). The responsible personnel from
proposed redevelopment will coordinate with the local authorities to obtain the information to provide
the basis for the plan. This liaison should ensure that the plan is continually up dated and
communicated to all stake holders.
It will be the responsibility of the local authority to ensure that all those organizations, which will be
involved off site in handling the emergency, know of their roles and responsibility. Sufficient staff
and appropriate equipment arrangement shall be the responsibility of respective person. Rehearsals
for off-site plans should be organized by the local authority.

1.2 Role of Police Department:


Formal duties of the police during an emergency include protecting life and property and controlling
traffic movements. Their functions should include controlling bystanders, evacuating the public,
identifying any serious problems, and informing all concerned.

1.3 Responsibilities of DCP


The DCP‟s office will be responsible for the following field activities in co-ordination with the ward
officer:
 Shifting of the injured to the hospitals on a priority and providing bandobast for crowd control
at the hospital
 Cordoning off area to restrict movement of on-lookers, vehicular and pedestrian traffic.
 Guarding of property/valuables in affected area
 Providing easy access to rescue and relief personnel/vehicles
 Ensuring proper identification , inquest procedure and Corpse disposal
 Panchanamas will be prepared as per police procedure
 Crowd control especially outside Railway stations, bus stations and schools
 Police bandobast near railway stations, bus stations and schools
 Extensive mobile patrolling
 Arrangements for transportation/shifting of stranded or affected persons through police
vehicles and private vehicles.
 Law and order and control of anti-social elements
 Use of public address system to provide information to the public. Sign boards may be used to
provide information and declare areas out of bounds.
 Enlist support of Mohalla Committees for maintaining peace and for rumour control

 Information centre to organise sharing of information with mass media and community
 Communicate to police control room details on the field activities including deployment and
reinforcements of staff and resources and communicate nature of additional requirements.

1.4 Responsibilities of Divisional Police Inspector (Traffic)


The Divisional Police Inspector (Traffic) in co-ordination with the Ward Officer will be responsible
for the following field activities:
 Control and monitor traffic.
 Extensive patrolling especially covering railway stations, bus stations and schools.
 Diversion of traffic on alternate routes as and when necessary.
 Provide information about traffic flow along various corridors, especially heavy traffic or
congested roads.
 Co-ordination with BEST to ensure additional buses are deployed along desired routes.
 Mobilising towing cranes and towing of stranded/breakdown or those vehicles obstructing
movements.
 Use of P.A system to provide information and direction to the public.
 Setting up of sign-boards and display boards at strategic locations to give information
regarding traffic movement.
 Enlist support of RSP, NCC, NSS, NGOs and voluntary organisations for traffic management.
 Provide and co-ordinate arrangements for transportation/shifting of stranded or affected
persons through police vehicles and private vehicles.
 Communicate to traffic control room details on the field activities including deployment and
reinforcements of staff and resources and communicate nature of additional requirements.

1.5 Responsibilities of Fire Brigade Station Officer, Shivaji Park and Mahim Fire Brigade
The Fire Brigade Station Officers in co-ordination with the Ward Officer will be responsible for the
following field activities:
 Fire fighting operations in the affected area
 Rescue operations
 Transport of injured to the hospitals on a priority
 Evacuation of persons from the affected area
 Ensure safety from electrical installations or power supply at disaster site
 Clearing of roads or pathways due to uprooted trees
 Salvage operations
 Co-ordinate with BMC for rescue operations in house collapses
 Communicate to fire brigade control room details on the field activities including deployment
and reinforcements of staff and resources and communicate nature of additional requirements.

1.6 Responsibilities of Officer from Revenue Department


The officer from Revenue Department in co-ordination with the Ward Officer will be responsible for
the following field activities:
 Assessing the requirements for transit camps on the occurrence of disaster.
 Assisting the ward officer in requisitioning vehicles and temporary shelters.
 Setting up of transit camps and pandals for temporary accommodation.
 Arranging for food distribution.
 Arrangements for dry rations and family kits for cooking.

1.7 Responsibilities of Medical Officer (Casualty)
The Medical Officer (Casualty) in co-ordination with the Ward Officer will be responsible for the
following field activities:
 Providing emergency treatment for the seriously injured at the hospital
 Organising on-site treatment of injured with tagging and triage and transfer of injured
 Emergency supplies of medicines and first-aid
 Post-mortem and corpse disposal
 Demarcate an area in the hospital for receiving patients, tagging and triage
 If necessary, setting up poison centre within the hospital or at disaster site
 Co-ordinate with blood banks for emergency supply of blood
 Setting up an information centre at the hospital
 Communicate to BMC control room details on the field activities including deployment and
reinforcements of staff and resources and communicate nature of additional requirements.

1.8 Responsibilities of Railway Station Master, Dadar, Matunga and Mahim Railway Stations
The Railway Station Master in co-ordination with the Ward Officer will ensure that the following
field activities are undertaken:

 Crowd control through Railway Police


 Continuous updated information through public address system on the running of trains
measures being undertaken
 Information on location of temporary shelters organised by BMC for railway passengers
 Providing facilities at railway station to ward office for provision of emergency food and
water to passengers
 Monitoring level of water on the railway tracks
 Co-ordinating with engineering branch staff posted at the flood prone locations at railway
tracks
 Co-ordination with ward officer regarding passenger data and alternate transport

In case of railway accidents:


 Rescue and evacuation
 Shifting of injured to hospitals
 Co-ordination with railway hospitals, BMC hospitals and government hospitals
 Provide information on alternate travel arrangements for outstation passengers

Communicate to Railway control room details on the field activities including deployment and
reinforcements of staff and resources and communicate nature of additional requirements.

1.9 Responsibilities of BEST Assistant Traffic Superintendent, Dharavi and Mahim Bus stations
The BEST Assistant Traffic Superintendent in co-ordination with the Ward Officer will be
responsible for the following field activities:

 Keep standby buses in readiness for deployment.


 Co-ordination with Railway Station Master and Divisional Police Inspector (Traffic) for
information regarding traffic movement and passenger data.
 Co-ordinate with MSRTC for transport arrangements of stranded passengers.
 Deployment of additional buses along certain routes to clear passenger traffic.
 Diversion of routes if and when necessary.
 Providing information to the public at bus depots regarding the cancellation, re-routing,
delays of buses, temporary shelter locations of BMC and the measures being undertaken.
 Communicate to BEST control room details on the field activities including deployment and
reinforcements of staff and resources and communicate nature of additional requirements.

1.10 Responsibilities of BEST Station Engineer
The BEST station engineer in co-ordination with the Ward Officer will be responsible for the
following field activities:
 Cutting off power supply if necessary
 Restoration of power supply
 Alternative arrangements for power supply for lighting
 Illumination of affected area as well as the periphery
 Keeping emergency gangs in readiness for repair work
 Repairs to damaged power infrastructure
 Attending to calls of power breakdowns or short-circuits
 Co-ordinating with fire brigade in case of fires or short-circuiting
 Communicate with respective control rooms the details on the field activities including
deployment and reinforcements of staff and resources and communicate nature of additional
requirements.

1.11 Responsibilities of MTNL Area Manager, Shivaji Park Exchange


The MTNL Area Manager in co-ordination with the Ward Officer will be responsible for the
following field activities:
 Restoration of telephone lines
 Keeping emergency gangs in readiness for repair work
 Repairs to telecommunication infrastructure
 Communicate with Head Office the details on the field activities including deployment and
reinforcements of staff and resources and communicate nature of additional requirements.

1.12 NGOS AND VOLUNTARY ORGANISATIONS


The non-governmental organisations and voluntary agencies play an important role in disaster
management and provide a strong band of committed volunteers with experience in managing the
disasters. Their strength lies in the choice of their manpower, the informality in operations and
flexibility in procedures. These organisations enjoy a fair degree of autonomy and hence can respond
to changing needs immediately.

However, in order to maintain uniformity in operations and effective co-ordination, it is desirable that
they follow the standards of services (as given in the Guidelines), information exchange and reporting
so as to enable the Ward Officer to have a total picture of resource availability, disbursements and
requirements. NGOs therefore will be assigned specific tasks by the Ward Officer to undertake relief
work within the overall institutional framework. As and where possible, NGOs may also be able to
improve the quality of delivery of services.
Specific activities in which NGOs/Private Sector can be involved during disaster management
operations are:

 Search and rescue operations

 Disposal of dead
 Damage assessment
 Management of information centres at temporary shelters
 Mobilisation and distribution of relief supplies including finances
 Manpower for community mobilisation, crowd control, rumour control, traffic

As a part of general preparedness at community level, the NGOs in the ward will make the communities
conscious about the type of hazard that the community faces. Thus local disaster management action
plans for hot-spot areas in the context of specific vulnerability would be developed. In addition, Mohalla
Committees have been operating at the community level, especially in times of emergencies like house
collapses, fires, and floods. Such committees have been identified at the ward level and exist at the
following places:

For areas with high concentration of industries particularly engaged in production, storage and transport
of hazardous materials, Mutual Aid and Resource Groups will be set-up. The objective for setting up
MARG is to:-
o Make the industrial zone self-sufficient
o Encourage pooling of resources to tackle industrial accidents
o Manage both on-site and off-site industrial accidents
o Provide for a degree of expertise in managing disasters
o Reduce the response time for managing disasters
o To integrate the on-site plan of industries with an off-site plan.
o Assist the Corporation in managing disasters.

WARD WISE EMERGENCY PREPAREDNESS PLAN:

When the disaster situation is localized at ward level and can be managed locally, the „G/S ward plan
will come into operation. However, a disaster situation may cover the entire city which would call for
co-ordination of activities not only at the city level but also at the ward level. The response structure
given in the ward plan essentially limits itself to micro-level intervention. When more than one ward
are affected, BMC control room which is the co-ordinating authority, would expect the ward officers
to co-ordinate the activities at the ward level with the line agencies such as Fire Brigade, Police etc.
The responsibilities for all the ward level functionaries have been identified.

ii. Responsibilities of ‘G - North’ Ward Officer
On the receipt of warning or occurrence of the disaster, the „G - North‟ Ward Officer will be required
to be in preparedness by undertaking the following:

 A supervisor of the rank of S.E. /J.E to be in-charge of control room.
 Labourers from conservancy staff to be kept in readiness for undertaking any emergency
work

with BMC emblem for easy identification.

The ward officer will provide all information as given in the ward plan to the field officers of the line
departments.

The ward officer will be directly responsible for the execution of the following tasks through BMC
staff:
 Rescue operations during house collapses in co-ordination with fire brigade
 Ensure transport of injured to hospitals on priority
 Transport of dead to the hospitals/corpse disposal
 Anti-flooding operations
 Clearing of debris
 Salvage operations
 Clearing of uprooted trees
 Repairs to damaged roads, water supply and drainage

The ward officer will provide and co-ordinate arrangements for
 Transportation/shifting of stranded or affected persons through BMC vehicles, private
vehicles and MSRTC buses
 Temporary shelters with emergency food and water.
 Issue of passes and identification stickers for vehicles on relief duty
 Issue of passes and identity cards to relief personnel including the persons from
NGOs
 Setting-up of Information Centre at the site

[Requisitioning of private transport vehicles, temporary shelters can be done through the Collectorate]
The ward officer will ensure through the Medical Officer (Health)

 Preventive medicine and anti-epidemic actions


 Providing special information required regarding precautions for epidemics
 Supervision of food, water supplies, sanitation and disposal of waste
 Damage assessment will be carried out as per the pro forma

The ward officer will enlist the support of NGOs and private sector for response operations. The
NGOs active in the ward along with their expected role is given in the Annexure.
The ward officer will report to BMC Control Room on the field activities including deployment and
reinforcements of staff and resources and communicate additional requirements.

Conclusion

1 Proceed to ECC when informed of the disaster/ potential disastrous event at site.
2 On arrival at ECC the Chief Site Controller shall relieve the Site Incident Controller of
responsibility of overall main control of the event.
3 In consultation with the Site Incident Controller and advisory team The Chief Site
Controller will take stock of the situation like exact location, number of people and
the area affected etc. decide on level of emergency, establish immediate priorities
and Guide The Site Incident Controller and emrgency co-ordibnator accordingly.
4 Ensure that all the key persons are available on site/ performing the task.
5 Delegate any extra duty to relevant person depending upon the situation.
6 Ensure that adequate safety measures for responders and affected communities are
in place all the time.
7 Ensure smooth working of all the emergency respondents and make sure that all
conflicts (if any) are resolved.
8 Withdraw the staff in case of the human life is in peril.
9 Authorize release of information to the media.
10 Ensure financial support for the disaster control activities and relief materials.
11 Keep contact with District Disaster Control Room.
12 Get the de-warning from District Control Room and announce the same.
13 Give authorization for clearance signal to the Site Incident Controller and emergency
coordinator when everything becomes normal.

1 On hearing of emergency alarm immediately proceed to site of incident (unless
already present there) to take charge and give guidance over public address system.
2 Assume the additional responsibility of the Chief Site Controller till the arrival of the
Chief Site Controller.
3 Assess the level of emergency and activate emergency services of Fire and security
department, inform Fire Brigade, Police, Site Chief Controller and Site Emergency
Coordinator.
4 Identify the areas likely to be affected by the emergency. Give information as
required by the Fire Brigade and Police.
5 Direct out the fire fighting and evacuation operations.
6 Use PAS, megaphone, cell phones to keep two way communication with emergency
teams and the affected persons in the building especially in lifts and rooms.
7 Guide occupants on the steps being taken for evacuation in a systematic manner.
8 Account for all occupants at the assembly area and give head count, missing persons
feed back to SAR team.
9 Guide the search and rescue team with geographic information and persons trapped.
II SITE INCIDENT CONTROLLER
10 Assist the law and order machinery.
11 Get the de-warning authorization from the Chief Site Controller and communicate the
same to Security Head for giving all clear alarm.

7 Alert all occupants without further compromising life and assist those which are
persons with special needs.
8 If people are buried under the debris, call for help of the rescue teams and render

9 Assist in head count at assembly point and give feedback to Site Incident Controller.
10 Maintain an updated list of emergency telephone numbers at ECC.
11 Clean and rehabilitate the disaster site.

13 Ensure occupants do not attempt to re-enter the building until it is safe to do so.

V EMERGENCY RESPONDENT TEAMS – (SAR) TEAM


1 On receiving emergency alert SAR team members to proceed to ECC, get equipped
with required PPE and proceed to incident site or as directed from ECC.
2 Firefighting trained persons to Carry out Firefighting operations and try to put it out
with help of people around you if safe to do so. On arrival of fire brigade; assist and
provide required information.
3 Search for the trapped persons and rescue of the same to assembly area.
4 Provide first aid trained persons to provide first aid to injure where ever necessary
and shift to first aid room for further action.
5 Carry out evacuation of the building as per directions from ECC. Ensure the safe
evacuation of all occupants from the building.
6 Use PAS, megaphone, cell phones to keep two way communication with emergency
teams and the affected persons in the building especially in lifts and rooms.
7 Perform such other duties as assigned by Chief Site Controller.

VI EMERGENCY RESPONDENT TEAMS – ENGINEERING TEAM


1 On receiving emergency alert proceed to respective work places or as directed from
ECC.
2 Ensure uninterrupted water supply to fire hydrant system. (Water re-connection is a
priority if affected in the incidence).
3 Restore power supply in case affected to emergency equipments (Loss of power will
mean loss of fire systems if prolonged).
4 Ensure uninterrupted power supply to fire water pumps and emergency lighting.
5 Restore Power supply to emergency lighting.

VI EMERGENCY RESPONDENT TEAMS – ENGINEERING TEAM


6 Restore and maintain communication network such as PAS system, siren, phones, TV,
radio systems.
7 Ensure adequate warning to Emergency Co-Ordinator before stopping power to lifts,
bring the lifts to safe position.
8 Attend Lift failures.
9 Ensure working of drainage, de watering pumps.
10 Assist the search and rescue team in case of any metal cutting operation, vehicle
failures etc.
11 Perform such other duties as assigned by Chief Site Controller.

VII EMERGENCY RESPONDENT TEAMS – ADVISORY TEAM


1 When informed of the disaster/ potential disastrous event at site, proceed to ECC or
keep available for communication.
2 Assess the relevant data received at ECC.
3 Assist the Chief Site Controller in decision making process.
4 Collect relevant information and Take stock of situation time to time and advise the
Site Chief Controller.
5 Give feedback on revision of the DMP in view of the lessons learnt from the incident.
VIII ALL OTHER AT SITE
1 In Case of noticing Fire:
a) Raise the raise break glass fire alert.
b) Dial ‘(101 fire brigade emergency number)’and inform fire/ security department
location and incidence.
c) Raise verbal fire alarm to activate other persons in the area.
2 Contain the fire by closing windows and doors to minimize the danger of the fire and
smoke spreading.
3 Extinguish the fire if; you have been trained in the use of a fire extinguisher, it is safe
to do so or you have someone in support.
4 Remove or help to Rescue occupants from the area of immediate danger. To refuge
area and follow further instructions from ECC regarding evacuation.
5 On receiving emergency evacuation proceed to Assembly point.
6 Persons of non-affected building/ area keep attention to announcements and follow
Emergency Co-Ordinator instructions.
7 Co-operate in evacuation head count procedure at Assembly Point.
8 Keep calm, switch on the transistor radio and obey any instructions you receive on
the TV, radio, public address system, siren alarm or verbal mode of communication.

with help of people around you if safe to do so. On arrival of fire brigade; assist and
provide required information.
3 Search for the trapped persons and rescue of the same to assembly area.
4 Provide first aid trained persons to provide first aid to injured where ever necessary
and shift to first aid room for further action.
5 Carry out evacuation of the building as per directions from ECC. Ensure the safe
evacuation of all occupants from the building.
6 Perform such other duties as assigned by Chief Site Controller.

VIII ALL OTHER AT SITE


1 In Case of noticing any doubtful object / threat call :
a) Do not run, walk fast away from the object, do not create panic.
b) Inform Site Incident Controller.
2 On receiving emergency evacuation proceed to Assembly point. If assemble point is
affected by incident use alternate assembly point/ outside location as declared by site
main controller. While evacuating take visitors, and physically challenged personnel
along.
3 Persons of non-affected building/ area keep attention to announcements and follow
Emergency Co-Ordinator instructions.
4 Co-operate in evacuation head count procedure at Assembly Point.
5 Keep calm, switch on the transistor radio and obey any instructions you receive on
the TV, radio, Public Address System, siren alarm or verbal mode of communication.
SOP NO. 3: EVACUATION

I CHIEF SITE CONTROLLER


1 Proceed to ECC when informed of the disaster/ potential disastrous event at site.
2 On arrival at ECC The Chief Site Controller Shall relieve the Site Incident Controller of
responsibility of overall main control of the event.
3 In consultation with Site Incident Controller and advisory team The Chief Site
Controller will take stock of the situation like exact location, number of people and
the area affected etc. decide on level of emergency, establish immediate priorities
and Guide The Site Incident Controller and emrgency co-ordibnator accordingly.
4 Ensure that all the key persons are available on site/ performing the task.
5 Delegate any extra duty to relevant person depending upon the situation.
6 Ensure that adequate safety measures for responders and affected communities are
in place all the time.
7 Ensure smooth working of all the emergency respondents and make sure that all
conflicts (if any) are resolved.
8 Withdraw the staff in case of the human life is in peril.
9 Authorize release of information to the media.
10 Ensure financial support for the disaster control activities and relief materials.
11 Keep contact with District Disaster Control Room.
12 Get the de-warning from District Control Room and announce the same.
13 Give authorization for clearance signal to the Site Incident Controller and emergency
coordinator when everything becomes normal.
14 Determine priorities for restoration work and seek the advice of a conservator as to
the best methods and options, and obtain cost estimates.

1 On hearing of emergency alarm immediately proceed to site of incident (unless
already present there). to take charge and give guidance over public address system.
2 Assume the additional responsibility of the Chief Site Controller till the arrival of the
Chief Site Controller.
3 Assess the level of emergency and activate emergency services of Fire and security
department, inform Fire brigade, Police, Site Chief Controller and Site Emergency Co-
Ordinator.
4 Identify the areas likely to be affected by the emergency. Give information as
required by the Fire Brigade and Police.
5 Carry out fire fighting and evacuation operations.
6 Use PAS, megaphone, cell phones to keep two way communication with emergency
teams and the affected persons in the building especailly in lifts and rooms.
7 Guide occupants on the steps being taken for evacuation in a systematic manner.
8 Assist the law and order machinary.
9 Account for all occupants at the assembly area and give head count, missing persons
feed back to SAR team.
II SITE INCIDENT CONTROLLER
10 Guide the search and rescue team with geographic information and persons trapped.
11 Get the de-warning authorization from the Chief Site Controller and communicate the
same to security head for giving all clear alarm.
12 Update the Record and documentation.

area and follow further instructions from ECC regarding evacuation.
5 On receiving emergency evacuation evacuation proceed to Assembly point.

4 Assist the search and rescue team in case of any metal cutting operation, vehicle

bring the lifts to safe position.

VII EMERGENCY RESPONDENT TEAMS – ADVISORY TEAM


1 When informed of the disaster/ potential disastrous event at site, proceed to ECC or
keep available for communication.

3 Assist the Chief Site Controller in decision making process.

I CHIEF SITE CONTROLLER


1 Proceed to ECC when informed of the disaster/ potential disastrous event at site.

2 Assume the additional responsibility of the Chief Site Controller till the arrival of the
Chief Site Controller.
3 Assess the level of emergency and activate emergency services of Fire and security
department, inform Fire brigade, Police, Site Chief Controller and Site Emergency Co-
Ordinator.
4 Identify the areas likely to be affected by the emergency. Give information as
required by the Fire Brigade and Police.
5 Carry out the emergency operations.
6 Use PAS, megaphone, cell phones to keep two way communication with emergency
teams and the affected persons in the building especailly in lifts and rooms.
7 Guide occupants on the steps being taken for evacuation in a systematic manner.
8 Assist the law and order machinary.
II SITE INCIDENT CONTROLLER
9 Account for all occupants at the assembly area and give head count, missing persons
feed back to SAR team.
10 Guide the search and rescue team with geographic information and persons trapped.
11 Get the de-warning authorization from the Chief Site Controller and communicate the
same to security head for giving all clear alarm.

Response Conducting emergency operations to save lives and properties by positioning emergency
equipments and supplies, evacuating potential victims, providing food, water, shelter
and medical care to those in need and restoring critical services.
Seismic Waves Vibrations that travel outward from the earthquake fault at speeds of several miles per
second. Although fault slippage directly under a structure can cause considerable
damage, the vibrations of seismic waves cause most of the destruction during
earthquakes.
Severity (S) The expression for the consequence seriousness associated with each deviation.

Smoke Smoke is defined as a mixture of hot vapors and gases produced by the combustion
process along with unburned decomposition, condensation matter and the quantity of
air that is entrained or otherwise mixed in to the air
VISITOR A person who is within a facility who is temporarily visiting the facility and is not
employed at or for the facility, either on a permanent, casual, temporary, contracting
basis, a resident or inmate or studying at the facility. Visitor implies that the person has
not received an induction to the Precinct.
Vulnerability Vulnerability is a concept which describes constraints of an economic, social, ethnic,
physical or geographic nature which reduce the ability to cope with the impact of
hazards.
