After stop engine cranking when engine failed to start,
fluctuating rotation is produced before engine stops completely.

Root cause
If engine is re-started while fluctuating rotation is produced,
planetary gear will be damaged by kickback impact.

Counter measure
Starter motor will be controlled by ECM detecting engine speed,
and will be engaged 3 seconds after engine stopped completely.
