Administration and Organization


Father Saturnino Urios College of Bayugan Inc. organizational structure has the leadership of the
school Director assisted by his assistant , principal and finance officer. The school Director is also directly in-
charge of the Human Resource Management.

The Academic unit of structure is composed of the Basic Education( Senior and Grade School) ,
Different programs, Campus ministry, library and the and registrar and directly supporting the the academic
services.

The academic are responsible for the academic planning , policy implementation and program
evaluation across the different educational levels. Has the overall supervision.of the basic education sectors.
The principal supervise the subject chairperson / coordinator and subject area chairperson and teachers. The
subject area chairperson supervise the the faculty member to ensure their scholarly activities and interest are
freely pursued in the spirit of service.

The faculty member and teacher are tasked to look after the needs of pre-schoolers, pupils and
students and to provide them with a learning atmosphere that challenge them intellectually and stimulate
them to acquire knowledge, understanding and the vision to work and live the school’s core values – the
FSUCB values.

The cashier in placed in the comptroller’s or finance office. The comptroller’s office of the cashier and
accountant . The Human Resource Management is tasked to ensure that the Human resource of the school are
able to work efficiently and effectively towards the attainment of the strategic direction and the school, and to
prepare for the schools’s future human resource needs.
Duties and Functions

Board of Trustees
A. Oganizational Relationship

1. Elected during the Annual Meeting of the Members of the Corporation.


2. Shall have the management of the business of the Corporation and concerns itself with matters of
policy.

B. Job Summary

The governing body of the Corporation shall be vested on the Board of Trustees consisting of fifteen
(15) members which shall be elected by plurality of vote by ballot by the members of the corporation. The
board of trustees shall be responsible for the general determination ,control, supervision, management and
governance of all affair by the school.

C. Duties and Function

1. From time to time to approve the rule and regulations of the school not inconsistent with the
By- Laws of Father Saturnino Urios University, or with the Laws of the Republic of the
Philippines, and to formulate written policies for the management and operation of the
school, for the attainment of the purposes of the Corporation and to govern its officers.
2. To approve purchases which are capital and extraordinary in nature- those that are not
included in the budget and/ or any purchase exceeding 500,000 five hundred thousand pesos-
especially those involving real properties.
3. To approve application for loans for the school and for that purpose to authorize the chairman
of the board or any other officer of the corporation to execute deeds of mortgage, or
constitute any other liens and encumbrances on properties belonging to the corporation.
4. To receive the of the annual report of the President and to evaluate his/her .
5. To determine policies of investment as advised / proposed by the President.
6. To confirm the appointments made by the School President of the Officers of the central
administration/ unit heads.

B. Duties and Function


1. Establishes standards practices relating to all accounting matters and procedures and the
coordination of accounting and financial systems throughout the operations.
2. Monitors compliance with all documentary requirements for internal and external audits.
3. Exercises control and supervision over the budgeting system and substantiation requirements
on various disbursement of the school.
4. Prepares supporting computations to rationalize increases, if any, on tuition and other school
fees.
5. Determine the amount and the distribution of incremental proceeds for the school year.
6. Assist the President in the financial management of the school and in developing and
determining short-term and long-term investment and financial strategies to be undertaken by
the school.
7. Presents and recommends the approval of the Annual Proposed Budget.
The Human Resource Management Center

B. Duties and Functions

1. Promotes and enhances the development of work effectiveness and advancement of the human
resource in the organization through proper planning, organizing, directing, coordinating and
controlling activities to achieve the goals of the organization and to create a favorable climate for
human resource organization.
2. Maintains active files of applicants and endorses applications to concerned Heads of Office.
3. Prepares and submit Operation Plans and yearly budget of his/ her office.
4. Submits an Annual Report to the President and other reports as may be required.
5. Performs other duties and functions, which may be assigned by the President.

B. Duties and Functions

1.Overseas the formation, implementation and evaluation of plans and programs for development and the
supervision / coordination of activities and services for the advancement of the goals and objectives of the
Basic Education Program under his/ her supervision.

1.1 Recommends instructional materials and textbooks for the use in the program and in promoting
continued improvement and development of library holdings.
1.2 Direct and advises pupils/ students enrolled in the Basic Education program under his/her
supervision of their parents /guardians during the regular registration period.

2. Foster harmonious relationship among the students , parents, faculty and administration in the institution.

2.1 Acts on complaints and feedback received from students regarding teachers, instruction,and other
matters affecting them through proper coordination with various units and following the appropriate
procedures defined by the school.
2.2 Regularly meets with PTA officers and parents, conducts general assemblies and parents
convocations to strengthen parents and school relationship, articulate the philosophy of the institution
and the program, identify areas of collaboration , and for policy and programmatic consultations.

3. Exercises general supervision over the Grade Level Coordinators/Subject Chairperson, Guidance Counselor,
Laboratory In-charge and the faculty of the Basic Education program relative to their regular functions and
duties.

3.1 Directs and mobilizes the Grade Level Coordinators/ Subject Chairpersons during the regular
registration period and in implementation of the Capability Advancement through Remediation and
Enhancement (CARE) Program of the Grade School , Junior and Senior High School.

4. Prepares the operation plan and budget of his/her program ,semestral and annual reports for submission
to the VPAAR.

5. Performs other functions as may be assigned by the VPAAR.
