4.3.9 GENERAL NOISE CRITERIA

4.3.9.1 GENERAL

These criteria define permissible noise levels at specified locations in and


around the plant during the plant operation.

The following criteria are applicable to all the equipment furnished under
this contract whether referenced specifically elsewhere in the Terms of
Reference and Technical Specification Document or not:

Hearing conservation to protect plant personnel from hearing loss and


personnel discomfort.

Annoyance to community - to prevent annoying adjacent communities.

Background noise level - to permit good voice communication.

4.3.9.2 CODES AND STANDARDS

The following codes and standards shall be applied in designing the


noise levels of equipment and other accessories and buildings to be
supplied and installed under this contract:

PLN’s Standards (SPLN 46-1 : 1981 and SPLN 46-2 : 1981)

U.S Department of Labor, Occupational Safety and Health Act, 1970.

ANSI SI-13-1971 and appropriate standards approved by the Owner.

4.3.9.3 GENERAL DETAILED REQUIREMENTS

Bidder shall guarantee that the operating equipment will not produce a
sound pressure level greater than 85 dBA when measured one meter from
any point on any item of equipment or enclosure including valves. This
requirement applies to the running plant taking into account the noise
effect from all the equipment within this contract.

The maximum noise level measured at the outside boundary of the power
plant fence shall be 70 dBA maximum between 6 a.m and 10 p.m and 60
dBA maximum between 10 p.m and 6 a.m. To meet this requirement, the
Bidder shall estimate the noise level at 100 m and 150 m away from the
noisiest Power Plant Building.

The noise level measurement shall be in accordance with ANSI


S1-13-1971 and /or SPLN 46.
