4.3.6 PERFORMANCE TESTING, GUARANTEES AND FIRST INSPECTION

4.3.6.1 GENERAL

The equipment and systems to be supplied under this Contract shall


undergo tests for verification that the components satisfy all the
performance requirements as specified. All equipment tests shall be
conducted in accordance with the codes and standards specified in this
Document. Any equipment performance test not covered by codes or
standards in this Technical Requirement shall be subject to the review and
approved by the Owner.

Performance of individual tests specified herein shall not relieve the


Bidder of his responsibility for his equipment guarantees required by this
Specification.

4.3.6.2 SCOPE

Bidder shall conduct performance tests, bonafide test and individual test
which shall include all individual items of equipment, complete systems
and subsystems covered under this Contract.

Bidder shall provide all equipment and instrumentation required for


testing. The Bidder shall conduct all the required mechanical, electrical,
running and functional tests under simulated conditions for all applicable
items of equipment prior to shipment as well as at Site.

It is Bidder’s responsibility to carry out all tests in this Contract. The


equipment at Site shall be operated by the Owner’s operators during the
tests.

Performance tests on each assembled equipment shall be conducted in


accordance with all detailed requirements of the Technical Specifications
for that item of equipment, or as otherwise agreed with the Owner.

At the end of warranty period of the plant or part thereof for which a taking
over certificate has been issued, the Bidder shall conduct full inspections
on the plant or part thereof to ensure the Owner that the equipment is in a
good condition prior issuance of Final Acceptance Certificates.

4.3.6.3 INSPECTION, TEST PLAN AND TEST PROCEDURES

Preliminary test procedures for all equipment shall be submitted one year
after the Contract Award.

Detailed Test Procedures

The Bidder shall submit detailed test procedures and criteria for all
individual items of equipment, complete systems and subsystems
specified in this Contract.

The Bidder shall submit these procedures to the Owner at least six
months before the scheduled test date. These test procedures shall
include but not be limited to:

 Details of all tests including performance tests either conducted in the


manufacturer's works or at Site.
 Applicable codes and standards
 Flow diagrams are showing all points of measurement for both
functional and performance tests together with logic diagrams showing
the correct plant functioning requirements.
 Extent of test and permanent instrumentation to be used
 Methods of calibration for test instruments, and accuracy of each
instrument to be used.
 Elapsed time test programme and testing activities.
 Manpower requirements and resources
 Method of calculations including formulas and correction factors to be
used
 Test results, and Test Acceptance Criteria
 Format of test report including Performa schedules for the recording
and presentation of test data

4.3.6.4 EQUIPMENT PERFORMANCE TEST

Equipment Performance tests at Shop and Site shall be conducted as


required by Part 3, Section 3.13 and Part 4 Section 4.9.9, on all
equipment in the Bidder's supply in order to verify that the equipment
satisfies all the design requirements and to demonstrate that the
performance specified in the Contract have been met. The Bidder shall
provide and install all necessary test points, instruments, fittings and other
equipment and consumables except fuel required for conducting the
performance tests.

All equipment tests in site shall be conducted in accordance with the


codes and standards specified in Table 4.3.6.1.

All equipment tests in shop shall be conducted in accordance with the


codes and standards or relevant requirement specified in Part 4. Technical
Requirement.

4.3.6.5 PLANT PERFORMANCE TEST

The Bidder shall conduct Plant Performance tests at Site and shall be
conducted as required by Part 3.13 and Part 4 Section 4.6, on all
equipment in the Bidder's supply in order to verify that the equipment
satisfies all the designs requirement and to demonstrate that the
performance and guarantee specified in the Contract have been met.

The Bidder shall provide and install all necessary test points, instruments,
fittings and other equipment and consumables except fuel required for
conducting the performance tests.

Correction factors for variations of test conditions from the specified


design conditions shall be as stated by the Bidder in his Bid Proposal, and
agreed in the Contract.

4.3.6.5.1. DEFINITION OF PLANT EFFICIENCY

Boundaries and relation of values shall be as follows.

MAIN STEAM

a. Gross Power Output means electricity output at the Generator


Terminal neglecting the effect of auxiliary power and transformer
losses.

b. Net Power Output means electricity output available to the grid which
equal to gross power output subtracting auxiliary power and
transformer losses.

Net Power Output of any unit shall be calculated:

c. Total Auxiliary Power means electrical power required to operate unit


and common auxiliary equipments.

For guarantee purpose, Total Auxiliary Power shall be calculated with


following equation:

Total Auxiliary Power = Total Unit Auxiliary Power Consumption + (1/n


x Total Common Auxiliary Power
Consumption)

Means,

- Total Unit Auxiliary Power is total electrical power required


for operating equipments in 1 (one) unit power plant at listed in
Book IV Schedule 6 Section 3.1

- Total Common Auxiliary Power is total electrical power


required for operating commons equipments for all unit power
plants at listed in Book IV Schedule 6 Section 3.2

- “n” means number of unit power plants.

d. Gross Plant Heat Rate means the amount of fuel energy or Boiler heat
input to generate a unit of gross electric energy output (power output
at the generator terminal)

e. Net Plant Heat Rate means the amount of fuel energy or Boiler heat
input to generate a unit of net electric energy output (power output at
the generator transformer secondary terminal)

f. MCR (Maximum Continuous Rating)


The turbine generator generates a rated output under exhaust
condenser pressure at guarantee conditions, which shall correspond
to worst condition of cooling water temperature with require make-up
water (Capability)

g. TMCR (Turbine Maximum Continuous Rating) means the turbine


loading required to produce the rated generator power. The plant shall
be capable of continuous generation at 105% MCR with the Valves
Wide Open (VWO).

h. BMCR (Boiler Maximum Continuous Rating) shall be sufficient to


accommodate the 105% MCR operation VWO (Valves Wide Open),
plus additional margin for blow down, auxiliary steam demand and
steam turbine degradation. It is anticipated that 100% BMCR will
correspond to 110% MCR steam flow.

4.3.6.5.2. PLANT GUARANTEE

a. Guarantee Conditions

The plant guarantees shall be based on the following ambient and


operating conditions:

The Bidder shall furnish full details of correction (including correction


curves) to be applied for departures from the above required
parameter.

b. Guarantee Items

b.1. Gross Power Output:

The Bidder shall guarantee the Gross Power Output at


Maximum Continuous Rating (MCR) for each steam turbine
generator when the boiler firing specified typical coal.

b.2. Net Plant Heat Rate (NPHR)

The Bidder shall guarantee the Net Plant Heat Rate (NPHR) at
the corresponding MCR when the boiler firing specified typical
coal.

The Net Plant Heat Rate shall be tested by Input/Output


method, and shall be calculated by using measured
consumption and generator output corrected for guarantee
conditions.

b.3. Total Auxiliary Power and Transformer Losses

The Bidder shall guarantee the total Auxiliary Power


consumption and Transformer Losses at the corresponding
MCR when the boiler firing specified typical coal.

For Guarantee purpose, Unit auxiliary power shall be calculated


from Performance Test and Common auxiliary power shall be
calculated from Individual Test.

The Bidder shall identify each power user included in the above
guarantee for each unit and common ancillary plants.

The Bidder shall identify Transformers losses for each unit.

b.4. Environmental
1. Emission
The Bidder shall guarantee that each parameter of
emission resulted from operated power plant comply with
Decree of Minister of Environment, Republic of Indonesia
No. 21 year 2008. Furthermore, time and location of
monitoring also observation method of emission must be
comply with the Decree of BAPEDAL Principal, Republic of
Indonesia, No. 205 year 1996.

2. Noise
The Bidder shall guarantee that noise resulted from
operated power plant shall comply with the regulation
requirement of the noise level for the local area surrounding
the power plant. The method of measurement, calculation
and evaluation of noise level, will be ruled by Decree of
Minister of Environment, Republic of Indonesia, No. 48 year
1996.

4.3.6.5.3. GUARANTEE TEST

To determine whether the equipment complies with the guarantees, the


Bidder shall carry out the plant performance tests after trial operation and
reliability tests.

a. General

a.1. Test schedule will be prepared by the Bidder and the test shall
be conducted in accordance with the “PERFORMANCE TEST
PROCEDURE” submitted by the Bidder and approved by the
Owner and complying with the specified guarantee conditions.

a.2. The Bidder shall make the detailed test procedure which
covers all guarantee items based on the outline in this
specification, and shall submit it to the Owner for approval.

a.3. The detailed test procedure shall include the following items.

 The sequence of the tests to be conducted.


 The time duration of each test at each load.
 The number of test runs at each load.
 List of instruments, which shall be used for each test. The
list shall designate which instruments are (a) special test
instruments, (b) certified, (c) to be calibrated before and
after each test, (d) check instruments, (e) station supply
instruments.
 All formulas, calculations, conversion factors, curves,
correction curves, etc, to be used in conducting the tests
and the calculations of the test results.
 Sample test reports or data sheets and all specific result
sheet forms that will be used for the test.
 Correction factor curves shall be submitted as a part of the
detailed procedure. Such curves will be used if necessary,
for correction variations in test conditions from the specified
conditions. The correction curves shall cover the complete
ranges variation that may be encountered.

a.4. The Bidder shall provide sufficient and skilled supervisory staff
and service engineers to perform all tests.

a.5. Turbine generator heat rate shall be calculated as "Feed water


Flow Base". Therefore, the Bidder shall provide a calibrated
flow orifice for feed water flow measurement.

a.6. The Bidder shall provide all necessary instruments work for
the tests, such as calibration of instrument, recording,
calculation, and other related works.

a.7. The Bidder has to repeat any test, if in the opinion the Owner,
the test was not performed properly.

c. Test period and test condition

 Each test shall be carried out for a maximum four (4) hours. The
test period shall be selected at a time when the power system is

stable and variation of the frequency and generator power factor


is small.

 Test conditions
- The steam generator is operated automatically and maintains
main steam pressure and temperature at the specified value.
Other main factors such as excess air ratio, number of
burners, etc., shall be retained at the specified conditions.

- The generator output shall be maintained constantly by the


load limiter.

- Blow off from steam generator and other parts are entirely
closed.

- Soot blowers are not to be operated during the test.

- Desalination plant and water treatment equipment shall not be


operated during the test.

- Auxiliary steam use is limited to only plant operation.

d. Instrumentation accuracy

The Bidder shall prepare the following instruments with the


certifications of the authorized party. The owner shall have the right to
witness calibration of these instruments.

Flow meter Positive displacement type accuracy ± 0.2%

Make up water flow Positive displacement type accuracy ± 0.2%

Generator output meter Standard type accuracy ± 0.2%

Auxiliary power meter Standard type accuracy ± 0.2%

d.1 The high heating values of the fuels shall be determined in the
owner's laboratory and two other laboratories to be chosen
respectively one by the Owner, the other by the Bidder. In
order to determine the specific consumptions of the Plant, the
arithmetical mean value of the high heating values shall be
adopted.

d.2 The Net Plant Heat Rate shall be corrected according to the
deviation of the following items to the specified conditions, by
approved correction curves:

 Main steam pressure


 Main steam temperature
 Reheat steam pressure
 Reheat steam temperature

d.3 Steam Generator Efficiency

The loss method shall be applied for steam generator


efficiency test.

The steam generator efficiency shall be corrected according to


the specified conditions:

 Ambient temperature
 Ambient humidity

d.4 Steam Turbine Heat Rate

 The detailed calculation of heat rate shall be made based


on "ASME Power Test Code PTC 6 S, Simplified
Procedures for Routine Performance Test of Steam
Turbines".

 The heat rate shall be corrected according to the


deviation of the following items from the specified
conditions.

- Main steam pressure


- Main steam temperature
- Reheat steam pressure
- Reheat steam temperature
- Condenser pressure
- Make up water flow
- Generator power factor
- System Frequency

d.5 The following formula shall be applied for Steam Generator


Performance test. Steam Generator Capacity:

Where as:

Cb : Steam Generating Capacity


Gfw : Feedwater flow to steam generator.
Gss : Super heater spray water flow

e. Environmental Guarantees

General

The Bidder have to guarantees that emissions (of air emission, and
noise) from the power plant equipment supplied under this Contract
will not exceed the following emission limit during normal plant
operation i.e. when operating continuously at the nominal operating
conditions after successful construction, erection and commissioning.

To determine whether the equipment complies with the


guarantees, the Bidder shall carry out the Emission
Monitoring System (EMS) performance tests (after
calibrated) with reference from Decree of State Minister of
Environment No. 21, Year 2008 regarding Standard

 Noise Level Guarantee

Bidder shall guarantee that the operating equipment will


not produce a sound pressure level greater than 85 dBA
when measured one meter from any point on any item of
equipment or enclosure including valves. This
requirement applies to the running plant taking into
account the noise effect from all the equipment within this
contract.

The maximum noise level measured at the outside


boundary of the power plant fence shall be 70 dBA
maximum between 6 a.m and 10 p.m and 60 dBA
maximum between 10 p.m and 6 a.m. for 10 minutes
each measurement and read the data every 5 second.

To meet this requirement, the Bidder shall estimate the


noise level at 100 m and 150 m away from the noisiest
Power Plant Building.

This requirement applies to the running plant taking into


account the noise effect from all the equipment within this
contract.

CODES AND STANDARDS

- The following codes and standards shall be applied in


designing the noise levels of equipment and other
accessories and buildings to be supplied and installed
under this contract:

- The noise level measurement shall be in accordance


with ANSI ANSI S1-12.43 -1997 (R2007): American
National Standard for Measurement of Sound Emitted
by machinery and equipment at Workstation and other
Specified Position, and/or

- ANSI S1-12.44 -1997 (R2007) : American National


Standard Methods for Calculation of Sound Emitted
by machinery and equipment at Workstation and other
Specified Position from Sound Power Level.

- PLN’s Standards (SPLN 46-1 : 1981 and SPLN 46-2 :


1981) and appropriate standards approved by the
Owner.

e.3 Test period and test condition

 Test period for each parameter in environmental test is


same test period on performance tests.

 Test conditions

Continuous Emission Monitoring System (CEMS) must be


able to detect all of parameter in emission standard
quality, must be able to detect output of volumetrically
emission speed and the CEMS must be located 2 (two)
diameters from top level of stack

4.3.6.5.4. BONAFIDE TEST

The Bidder shall perform bonafide test on following items:

a. Turbine Maximum Continuous Rating (TMCR) or Valve Wide Open


(VWO)
The turbine generator shall be capable of producing continuously a
power output with valves wide open (VWO) of not less than 105% of
rated output.

b. Top HP Feedwater Heater out of service

c. Turbine-Generator Partial Load: 75%, 50%, and minimum load

d. Steam-Generator Efficiency at TMCR, 100% load and partial load to


the minimum load

e. Boiler Maximum Continuous Rating (BMCR) refers to:


Turbine VWO + 3% + round up

The result of item above bonafide test shall be used to verify the Bidders
proposed Heat Balances for the specified fuels.

4.3.6.5.5. INDIVIDUAL TEST

The Bidder shall also conduct all tests in accordance with requirement of
Technical Requirement such as Desalination Plant, Waste Water

Any deficiency brought out by these tests shall be promptly corrected by
Contractor at no cost to Owner.

Sub-Section 4.3.6 Performance Testing, Guarantees and First Inspection

Before any equipment is packed or dispatched from the Bidder's or Sub


Bidder's works all relevant performance and other tests called for in this
Contract shall have been successfully carried out in accordance with
appropriate codes and standards and to the satisfaction of the Owner,
who shall have seen and approved the test results.

Three (3) copies of mill and test certificates shall be supplied to the
Owner.

The Bidder shall supply at the ex-works stage three (3) bound copies of
all certification, suitably indexed, to cover all performance tests of
equipment.

4.3.6.7 TEST RECORDS

During all tests a complete and detailed log of observations and readings
shall be made and certified copies submitted to the Owner.

The detailed test procedures, lists, logic diagrams and flow diagrams
together with test results shall be correlated and presented as a single
bound final test report to form a comprehensive set of test procedures
and records of the tests conducted on the plant.

Three (3) bound copies of Final Test Reports shall be supplied by the
Bidder to the Owner.

4.3.6.8 GUARANTEE AND REJECTION

If any equipment fails to meet the guaranteed figures stated in Part 5,


Schedule 6, the Bidder shall repair and/or replace such defects at his own
expenses, and shall re-verify guarantees.

The time period for repair will be decided by the Owner if it is beyond the
specified completion date

If the Bidder fail to repair and/or replace within the time period mentioned
above, then the Owner has a right either to reject or to apply the
liquidated damage for performance, refer to Part 3 clause 3.4.

4.3.6.9 FIRST INSPECTION

At the end of warranty period for each item or equipment, the Bidder shall
perform first inspection of the equipment as a condition for the Owner
issuance of the final acceptance certificate.

Any defective work discovered during this inspection shall be remedied


free of charge by the Bidder under the terms of the warranty of the
Contract. The inspection shall include but not limited to the followings

- Dismantling of equipment
- Open and inspect internal equipment

Sub-Section 4.3.6 Performance Testing, Guarantees and First Inspection

- Inspect all bearings, and alignment


- Check oil seals
- Inspect and clean filters
- Check rotors, blades, impellers, etc. for wear and clearances
- Inspect and alignment of couplings
- Inspect and clean all necessary parts
- Measure electrical insulation resistance, polarization index
- Inspect all control and protection functions and tripping devices
- Inspect Boiler Furnace
- Inspect Steam Drum Internals (as applicable)

An inspection procedure shall be submitted for review no later than four


weeks before the scheduled inspection. The inspection shall be
conducted according to mutually agreed conditions.

An inspection report shall be submitted for each piece of equipment or


system inspected. This report shall include but not be limited to the
following:

- Status of equipment or system.


- Deviation from expected conditions.
- Remedial action required.
- Conclusions.
- Mutually agreed correction procedures.
- Photographs.
