STATEMENT OF WORK (SOW) FOR DIGITAL SIGNAGE


1. Background:
The VASNHS has a requirement for a digital signage and a conference room scheduling system
solution utilizing the existing Digital Media Transport System network established in facility. This
will be a turn key installation for all A/V equipment including all miscellaneous connecting
cables and related items for the system.

2. Scope of Work:
The scope of work includes providing the equipment, software, programming and turnkey
installation. The equipment will be installed in the main hospital and primary care clinics
throughout the valley (NE, NW, SE, SW).

3. Supplies/Services:
The items shall be completely new, and shall not be used, refurbished, or in any other form,
including substitutions. Contractor shall not add or substitute any component(s) without prior
approval from the contracting officer. The contractor shall be fully licensed to perform the work.
A formal on-site survey may be conducted, if needed, to finalize system requirements prior to
beginning any installation activities.

4. Specific mandatory deliverables, tasks, salient characteristics:


4.1 Digital Signage Headend:
4.1.1 Provide, Install and Program (1) DMF-CI-8 utilizing existing fiber core of GFE
provided network
4.1.2 Provide, Install and Program (1) DM-XiO-DIR-ENT for easy management of NVX
distribution throughout Facility
4.1.3 Provide, Install and Program (1) CP3 to control all switching of I/P Sources, O/Ps
end-points (LG Commercial 55UV560H)
4.1.4 Provide, Install and Program (8) Spinetix HMP350 (Digital Signage)
4.1.5 Provide, Install and Program Digital Graphics Engine to be ran as an overlay to
Spinetix if needed
4.1.6 Provide, Install and Program (1) DM-NVX-350 decoder in MDF to output to GFE
QAM modulator to push digital signage equipment over RF in main hospital.
4.1.7 Provide, Install and setup rack mounted media storage server (36TB) to be
accessed off GFE network by medical media personnel.
4.1.8 Provide and Install all cabling associated with connection to network (9) MM (LC),
(9) HDMI, Cat 6 (to identified GFE provided switch)
4.1.9 Provide and Install equipment shelf (for GFE 19” equipment rack) for clean
installation of Spinetix players, and all associated network/video connections
4.1.10 Provide and install back up power for all rack mounted equipment

4.2 Digital Signage Locations:
4.2.1 Provide, Install and Program a solution for Digital Signage consisting of 55 total
DM NVX-350 to be installed behind each (GFE 55UV560H) display
4.2.2 Provide 2 Apple IPads with case for touch panel control of Digital Signage AV
systems through GFE provided Wireless
4.2.3 Provide programming associated with control of all displays, NVX routing and
audio distribution.
4.2.4 Provide Monitoring of all equipment GFE displays and NVX to be installed
through Crestron Fusion Software
4.2.5 Provide and install network connections CAT6 patch cords (2 per display
locations) one NVX to wall, one from NVX to GFE display
4.2.6 Provide and Install cabling for (55) Easy DB9 Adapters, Female to control each
display RS232
4.2.7 Provide and Install Power and Data for 15 new locations for displays. Cut-in boxes
for both receptacles and CAT6 connections (<100ft data)
4.2.8 Provide installation of APC Back-ups Pro 500, 300 Watt, 500 VA behind each
display to protect power of NVX and GFE displays.

4.3 Conference Room Scheduling and Panels:


4.3.1 Provide, Install and Program CEN-Fusion-Server-R330, pre-configured Server for
Crestron Fusion, Room Scheduling
4.3.2 Provide, Install and Configure Crestron Room Scheduling software
4.3.3 Provide, Install, and Program (65) TSW-760-LB-W, with bracket
4.3.4 Provide and Install PoE power fot TSW-760s from GFE network to all panels
4.3.5 Provide CAT6 (<100ft) to closet IDF closet, provide conduit (flex) down wall to
outside of each conference room space and cut-in box to mount each TSW-760
(58 total location), 7 locations already have data.
4.3.6 Provide (65) TSS-7

4.4 Additional Requirements:


4.4.1 Must be familiar with current Crestron AV Systems in VA Hospital, the Digital
Media Transportation System (AV Cisco Network) in Hospital.
4.4.2 Service provider must be capable of being supported locally within the Las Vegas
Valley as to provide immediate response times (within 2HR for Emergency calls)
4.4.3 Service Technicians must be a Crestron Master Programmer with certification
credentials.
4.4.4 Order must be fulfilled by local Crestron office for RMA processes and greater
support.

5. Installation
5.1 The vendor shall provide configuration, programming and installation of all items
mentioned above during normal business hours.

5.2 Provide installation of AV system in identified location in Building MDF and


throughout the main hospital and clinics identified. Programming controller
(CP3N) to control all aspects of AV system. Provide Open source code to VA
Crestron personnel, and provide training for debugging and signal flow using
Crestron SIMPL Windows and Crestron Toolbox.

6. User and Service Manuals:


6.1 Two (2) complete and unabridged printed copies of operator manuals shall be provided
to the VA, and two (2) complete and unabridged printed copies of service manuals shall be
provided to the VA at the time of installation of the equipment.
6.2 One (1) electronic version (CD) of the unabridged operator manual and service manual
shall be provided to the VA at the time of installation of the equipment.
6.3 Upgrades to the manuals shall be provided to the VA by the contractor free of charge.
6.4 Design Drawings to be provided to VA prior to beginning of work, and As-Builts upon
completion

7. Delivery:
7.1 The equipment, related parts, and other deliverables shall be delivered to the VA
warehouse.
7.2 The VA will transport the equipment, related parts, and other deliverables from the
warehouse to the Electronic Shop for staging and released to the vendor for installation.

8. Packaging:
8.1 All items shall be marked clearly with the order number, obligation number, and delivery
location within the hospital (e.g. Electronics Shop).
8.2 All items shall be adequately packaged to prevent damage during shipping, handling, and
storage. Bags or boxes or containers shall be whole, intact, and not otherwise torn or damaged.
8.3 Upon delivery, the Government shall examine all packages. The contractor shall be
required to replace damaged products at the contractor’s expense.

9. Hours of Work:
9.1 Installation will be conducted Monday through Friday, and possibly on weekends, after normal
working hours to minimize disruption of patients’ surgeries.
9.2 Hours of work will be coordinated based on the operating room’s schedule and the availability
of the biomedical department’s support staff.

10. Administrative Data:


Contractor Point of Contact: The contractor shall designate one (1) employee as the point of contact
(POC) responsible for administrative matters in the performance of services under this contract. The
POC shall have full authority to act for the contractor on all matters relating to the daily performance of
this contract. An alternate may be designated, but the contractor shall notify the contracting officer and
VA POC, in writing for those times when the alternate shall act as the POC.

11. Security:
Contractors, contractor personnel, subcontractors, and subcontractor personnel shall be subject
to the same Federal laws, regulations, standards, and VA Directives and Handbooks as VA and
VA personnel regarding information and information system security.

A prohibition on unauthorized disclosure: "Information made available to the contractor or


subcontractor by VA for the performance or administration of this contract or information
developed by the contractor in performance or administration of the contract shall be used only
for those purposes and shall not be used in any other way without the prior written agreement
of the VA." See VA Handbook 6500.6, Appendix C, paragraph 3.a.
A requirement for data breach notification: Upon discovery of any known or suspected
security/privacy incidents, or any unauthorized disclosure of sensitive information, including that
contained in system(s) to which the contractor/subcontractor has access, the
contractor/subcontractor shall immediately and simultaneously notify the COR, the designated
ISO, and Privacy Officer for the contract. The term 'security incident' means an event that has, or
could have, resulted in unauthorized access to, loss or damage to VA assets, or sensitive
information, or an action that breaches VA security procedures. See VA Handbook 6500.6,
Appendix C, paragraph 6.a.

A requirement to pay liquidated damages in the event of a data breach: "In the event of a data
breach or privacy incident involving any SPI the contractor processes or maintains under this
contract, the contractor shall be liable to VA for liquidated damages for a specified amount per
affected individual to cover the cost of providing credit protection services to those individuals."

A requirement for annual security/privacy awareness training: "Before being granted access to
VA information or information systems, all contractor employees and subcontractor employees
requiring such access shall complete on an annual basis either: (i) the VA security/privacy
awareness training (contains VA's security/privacy requirements) within 1 week of the initiation
of the contract, or (ii) security awareness training provided or arranged by the contractor that
conforms to VA's security/privacy requirements as delineated in the hard copy of the VA security
awareness training provided to the contractor. If the contractor provides their own training that
conforms to VA's requirements, they will provide the COR or CO, a yearly report (due annually
on the date of the contract initiation) stating that all applicable employees involved in VA's
contract have received their annual security/privacy training that meets VA's requirements and
the total number of employees trained. See VA Handbook 6500.6, Appendix C, paragraph 9.

A requirement to sign VA's Rules of Behavior: "Before being granted access to VA information or
information systems, all contractor employees and subcontractor employees requiring such
access shall sign on an annual basis an acknowledgment that they have read, understand, and
agree to abide by VA's Contractor Rules of Behavior which is attached to this contract." See VA
Handbook 6500.6, Appendix C, paragraph 9, Appendix D. Note: If a medical device vendor
anticipates that the services under the contract will be performed by 10 or more individuals, the
Contractor Rules of Behavior may be signed by the vendor's designated representative. The
contract must reflect by signing the Rules of Behavior on behalf of the vendor that the
designated representative agrees to ensure that all such individuals review and understand the
Contractor Rules of Behavior when accessing VA's information and information systems.

Bio-Medical devices and other equipment or systems containing media (hard drives, optical
disks, etc.) with VA sensitive information must not be returned to the vendor at the end of lease,
for trade-in, or other purposes." See VA Handbook 6500.6, Appendix C, paragraph 5.h., for the
specific options.
