MEMORANDUM

FOR : The Undersecretary

Policy, Planning and International Affairs

FROM : The Director, ERDB

SUBJECT : POTENTIAL AREAS OF COOPERATION OF THE

ASEAN CHILE DEVELOPMENT PARTNERSHIP

This is regarding the request made by your good office dated 6 August
2019 to give comments/recommendations on the abovementioned subject
matter.

Engagement in trans-boundary environmental sustainability was a

worldwide concern. Countries have adopted measures to carry out
environmental protection for the benefit of mankind wherein State and Non-
state political actors cooperatively exert efforts towards this matter.

In one case, different countries have connected with ASEAN countries to

develop community building towards the region. An example of which is the
upcoming Development Partnership between ASEAN countries and Chile. In
the past few years, Chile has made remarkable efforts regarding “sustainable
consumption and production” or commonly termed as green growth. Green
growth means fostering economic growth and development while ensuring that
natural assets continue to provide the resources and environmental services on
which our well-being relies1. The Chilean government has accommodated this
strategy in their local legislation. With this kind of policy, it is beneficial for other
countries to also adapt this measure to improve local and international policies
toward environmental stability.

Hence, it is important to note the following factors in the said

Development Partnership, to wit:

a.) Sustainability with regards to sectoral strategies: sustainable mining,

sustainable tourism, sustainable construction, sustainable agriculture;

1The Annex I Parties to the 1992 UN Framework Convention on Climate Change (UNFCCC) are:
Australia, Austria, Belarus, Belgium, Bulgaria, Canada, Croatia, the Czech Republic, Denmark, Estonia,
European Economic Community, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy,
Japan, Latvia, Lichtenstein, Lithuania, Luxembourg, Malta, Monaco, the Netherlands, New Zealand,
Norway, Poland, Portugal, Romania, Russian Federation, the Slovak Republic, Slovenia, Spain, Sweden,
Switzerland, Turkey, Ukraine, United Kingdom and United States.
b.) Economic instruments and other complementary mechanisms: extended
producer responsibility, tradable emissions permits, voluntary
agreements;

c.) Innovation: cross-sector environmental technology, energy efficiency and

renewable energies, etc.
