INTRODUCTION

The national disaster management authority (NDMA) is established on Aug. 17, 2007. It is an
independent, autonomous, and constitutionally established disaster preparedness federal institution
mandate and responsible to deal with whole spectrum of disaster management and preparedness in the
country

The NDMA formulate and enforces national disaster policies at federal and provisional levels and
collaborated closely with various government ministries, military forces, and United Nations-based
organizations to jointly coordinate efforts to conduct its disaster management, search and rescue, and
wide range of humanitarian operations in the country and abroad. The NDMA aims to develop
sustainable operational capacity and professional competence to undertake its humanitarian operations
at its full capacity.

STRATEGY OF DIASTER MANAGEMENT

Pakistan is vulnerable to disaster risks from a range of hazards including avalanches, cyclones/storms,
droughts, earthquakes, epidemics, floods, glacial lake outbursts, landslides, pest attacks, river erosion
and tsunami. Human induced hazards that threaten the country include transport, industrial, oil spills,
urban and forest fires, civil conflicts and internal displacements of communities due to multiple factors.
High priority hazards in terms of their frequency and scale of impact are:- earthquakes, droughts,
flooding, Wind Storms and Landslides that have caused widespread damages and losses in the past.

A reactive, emergency response approach has remained the predominant way of dealing with disasters
in Pakistan till now. The Calamity Act of 1958 was mainly concerned with organizing emergency
response. A system of relief commission rate at provincial level was established. An Emergency Relief
Cell (ERC) in the Cabinet Secretariat was responsible for organizing disaster response by the federal
government. The awareness of policy makers, media, civil society, NGOs, UN agencies and other
stakeholders remained low about disaster risk management and the Country as a whole lacked a
systematic approach towards disaster risk management.
The loss of life and property and the challenges that were faced in the aftermath of October 2005
earthquake affecting Azad Jammu and Kashmir and the NWFP province exhibited the need for
establishing appropriate policy and institutional arrangements to reduce losses from disasters in future.

The need for strong institutional and policy arrangements has been fulfilled with the promulgation of
National Disaster Management Ordinance, 2006. Under the Ordinance the National Disaster
Management Commission (NDMC) has been established under the Chairmanship of the Prime Minister
as the highest policy making body in the field of disaster management. As an executive arm of the
NDMC, the National Disaster Management Authority (NDMA) has been made operational to coordinate
and monitor implementation of National Policies and Strategies on disaster management.

The new system envisages a devolved and de-centralized mechanism for disaster management.
Accordingly, Provincial Disaster Management Commissions (PDMCs) and Authorities (PDMAs) have been
established while similar arrangements have been made in AJ&K and Northern Areas. The District
Disaster Management Authorities (DDMAs) have been notified across the country. The DDMAs are going
to be the linchpin of the whole system and would play the role of the first line of defense in the event of
a disaster.

The National Disaster risk Management Framework has been formulated to guide the work of entire
system in the area of disaster risk management. It has been developed through wide consultation with
stakeholders from local, provincial and national levels. The Framework identifies National Strategies and
Policies for disaster management. Nine priority areas have been identified within this framework to
establish and strengthen policies, institutions and capacities over the next five years: These include:-

Institutional and legal arrangements for DRM

Hazard and vulnerability assessment.

Training, education and awareness.

Disaster risk management planning.

Community and local level programming.

Multi-hazard early warning system.

Mainstreaming disaster risk reduction into development.

Emergency response system, and

Capacity development for post disaster recovery.


The NDMA has already embarked upon a five year development program to implement the above nine
priority areas. For the purpose, the NDMA in collaboration with international donor agencies, has
already secured commitments for the provision of 58 million dollars.

ACTIVITIES OF NDMA

To act as the implementing, coordinating and monitoring body for disaster management

To prepare the National Plan to be approved and implement coordinate and monitor the
implementation of the National policy

To provide necessary technical assistance to the Provincial Governments and the Provincial Authorities
for preparing their disaster management plans in accordance with the guidelines laid down by the
National Commission

To coordinate response in the event of any threatening disaster situation.

Complete spectrum of disaster risk management at national level.

Act as Secretariat of the NDMC to facilitate implementation of DRM strategies.

Map all hazards in the Country and conduct risk analysis on a regular basis.

Develop guidelines and standards for national and provincial stakeholders regarding their role in disaster
risk management.
Ensure establishment of DM Authorities and Emergency Operations Centers at provincial, district and
municipal levels in hazard-prone areas.

Provide technical assistance to federal ministries, departments and provincial DM authorities for
disaster risk management initiatives.

Organize training and awareness raising activities for capacity development of stakeholders, particularly
in hazard-prone areas.

Collect, analyze process, and disseminate inter-sectorial information required in an all hazards
management approach.

Ensure appropriate regulations are framed to develop disaster response volunteer teams.

Create requisite environment for participation of media in DRM activities.

Serve as the lead agency for NGOs to ensure their performance matches accepted international
standards, e.g. the SPHERE standards.

Serve as the lead agency for international cooperation in disaster risk management. This will particular
include, information sharing, early warning, surveillance, joint training, and common standards and
protocols required for regional and international cooperation.

Coordinate emergency response of federal government in the event of a national level disaster through
the National Emergency Operations Centre (NEOC).

Require any government department or agency to make available such men or resources as are
available for the purpose of emergency response, rescue and relief

IMPROVING PERFORMANCE OF NDMA

The national disaster management authority (NDMA) work independently without any political
interference.

People work voluntarily with this agency to support the public of disastrous area.

The NDMA provide education and awareness to the people about the hazards in disaster zone.

There should be emergency response unit in every hazards zone.

The public of other place provide financial support to people of hazards areas.

SUGGESTION

The plan which is made by NDMA is properly implemented.

The NDMA provide emergency response unit in every disaster zone, which directly contact with main
office for further help.
There should be a well-trained team to support the public when disaster occurs.
