1.0 PURPOSE

1.1 This method statement shall provide ARCC of minimum guidelines to carry out
Scaffolding works required to allow safe means of access to work and accident free
environment for KJO Global Gas & NGL Recovery & Handling Project, to ensure
that the work is carried out safely and in accordance with IFC drawings and
JGC/KJO Project Specifications.
2.0 SCOPE
2.1 This method statement cover the following:
2.1.1 Installation of required safety working platform.
2.1.2 Proper control and utilization of scaffolding materials to avoid dismantling and
re-installation.
2.1.3 All system scaffolding erected, pipe and coupler scaffolding dismantling and
any alteration/modification on project as required.

5.0 RESPOSIBILITIES
5.1 Project Manager shall be responsible for the implementation of this method
statement.
5.2 Safety Supervisor shall be fully responsible to ensure that the all works carried out at
the site meet the JGC/KJO and those of the local Health, Safety, Environment (HSE)
and Security Standard
5.3 Scaffolding Supervisor shall be in accordance with G.I. 008_001, responsible for the
supervision and implementation at site. Scaffolding Supervisor; to ensure of the
following:
5.3.1 All workers and foreman are conforming to project safety procedures
/regulations.
5.3.2 There is a safe access provided for scaffolders to work.
5.3.3 All scaffolds are erected in accordance with project scaffolding procedure.
5.3.4 Materials and workers are sufficient to meet site scaffolding requirements.

5.3.5 Proper housekeeping is maintained within his control area.

5.3.6 All documents needed was discussed and disseminate to pre-talk (PPE’s
inspection, scaffold tagging system, work request, safety report, etc)
5.4 Scaffolding Foreman; to ensure of the following: Supervision of any scaffold
erection, dismantling
Supervision of any scaffold erection, dismantling, alteration or modification
must be supervised by a SA Certified Scaffolding Supervisor.
5.4.1 To oversee scaffolding activities under his area of responsibility.
5.4.2 Scaffolding crews can meet production target.
5.4.3 Scaffolders are trained for their assigned task.
5.4.4 Identify scaffold materials needed for the job.
5.4.5 Erected scaffolds are complete and in safe manner.
5.4.6 Correct tag is attached and signed off to each scaffold.
5.5 Certified scaffolding inspector qualification shall be submitted to JGC/KJO
5.5.1 Inspection of scaffolding at all working level upon notification from
supervisor that scaffold is complete.
5.5.2 Issuance of scaffolding tag in full compliance with the procedure.
5.5.3 Update as required, modification work or adverse weather conditions.
5.5.4 Erected scaffold structures shall be inspected daily prior to use for stability
and safety by competent scaffolder.
5.5.5 Certified scaffolding supervisor shall inspect and revalidate the scaffold tag
every seven days.
5.5.6 Ensure scaffold materials are of the standards for their purpose.

6.0 TOOLS AND EQUIPMENT


6.1 Tools and Equipment shall be in good condition inspected and color coded in addition
from manufacturers and third party certification. Defective tools shall be permanently
removed from site to prevent modification. Tools and equipment shall include but not
limited as follows:
6.1.1 Spanner / Ratchet wrench 17 x 21mm
6.1.2 Radial pipe cutter
6.1.3 ¾” Nylon rope
6.1.4 Erection bucket
6.1.5 Speed cutter
6.1.6 Circular saw
6.1.7 Cross-cut saw

7.0 METHOD / PROCEDURE


7.1 General Requirements
7.1.1 Scaffolding materials shall already been inspected prior to delivery at site. All
scaffolding materials should be examined by scaffolding supervisor and be fit
to use. Any material found to be in bad condition will be remove from site.
Refer to G.I. 0008_001 for General Requirements prior to Scaffolding
erection.
7.1.2 Temporary lay-down yard at site where the scaffold materials will rest prior to
installation shall be barricaded.
7.1.3 Scaffolding materials should be properly segregated and arranged so as to
maintain cleanliness around work areas. All scaffold materials shall be
stacked on wooden pallets.
7.1.4 Required tools should be inspected and ready for use prior to erection /
installation.
7.1.5 Scaffolding hand tools shall be secured by nylon rope attached to scaffolder`s
body to prevent from falling.
7.1.6 Static towers should have a metal base plate and be erected on leveled
foundation.
7.1.7 Vertical members on system towers are placed on base plates that are placed
on sole boards.
7.1.8 During scaffolding erection, all horizontal and vertical members are checked
for levelness by the use of spirit level. Unleveled member to be corrected
before continuing with erection.
7.1.9 Platform shall be scaffolding planks with minimum thickness of 38mm or
greater, 225mm wide and able to support the required load. Steel planks shall
be used as required.
7.1.10 All excess materials shall be removed or contained.

7.2 Preparatory Works


7.2.1 Prior to start of activity, secure work permit and with accordance in G.I.
008_001 for preparation works prior to scaffold erection.
7.2.2 Provide sole board followed by base plate to install standard post on
independent scaffold.
7.2.3 Install bracing and supports as required.
7.2.4 Install pulleys at work where (truss beam location should be attached) lifting
of materials as required.
7.2.4.1 Install a vertical scaffolding tube fixed with beam clamp to a
structural beam girder together with double coupler prior to the
attachment of truss beam.
7.2.4.2 Two (2) manpower at each end should be assigned to pull the truss
beam while two (2) manpower were waiting prior for attachment at
vertical tube support.
7.2.4.3 Lay nylon rope attached to a pulley at both end location of truss prior
for rig-up. Maximum allowable weight not to exceed 50 kg.

7.2.4.4 Scaffolding pipes, boards, and coupler shall be lifted using ¾”Ø rope
and bolt bag during installation.

7.2.4.5 Each platform on all working level shall be fully planked and
provided with guardrails (mid and top rails).
7.2.4.6 Platform`s toe board shall be secured with single clamp. Secure all
scaffold board and lapped boards down with tie-wire.
7.2.4.7 Access ladder shall be provided in every platform. Ladder shall be
positioned in either vertical straight or slope with 1:4 angle ratio
depends on situation. Aluminum ladder shall be fixed by rope
lashing on top and single clips on middle and bottom whereas wood
ladder shall be fixed/secure with at least ⅜”Ø nylon rope or tie-wire.
7.2.4.8 In every platform with a ladder, a self closing gate on top of it shall
be installed with drop bar attached to the railing.
7.2.4.9 Housekeeping at worksite must maintain as installation progresses.
Excess material shall be removed from the platform.
7.2.4.10 Scaffolds shall be inspected by certified Scaffolding Inspector and
provided with green tag upon acceptance.

7.3 Types of Scaffolding to be installed applicable for the Project. Refer to G.I. 0008_001
for General Requirements prior to Scaffolding erection.
7.3.1 Cantilever Scaffolding
7.3.1.1 Install transom using beam clamp tightly and properly attach to
flange of the beam/column.
7.3.1.2 Install ledger as a main load bearer of the platform.
7.3.1.3 Diagonal support of the bracing shall be installed, attach to the
ledger and fix with double coupler.
7.3.1.4 Install wood plank and provide toe boards whereas fixed with single
clip.
7.3.1.5 Install railing along the perimeter of the working platform.
7.3.1.6 Access ladder will be attached to the scaffold tube, secure with at
least ⅜”Ø nylon rope or tie-wire at the top, fix with single coupler
with drop bar or swing bar.
7.3.2 Independent Scaffolding on Foundation Pedestal Works

7.3.2.1 Scaffolding at foundation and pedestal will be installed enough for


rebar works, formworks pouring, cleaning and other activities
involved. Plan bracings required together with tie-in point.
7.3.2.1.1 Provide sole board and base plate upon installation of
standard post. Erection of post shall be staggered.
7.3.2.1.2 Ledgers shall be fixed using double coupler.
7.3.2.1.3 Vertical bracing of platforms shall be not more than two
(2) meters.
7.3.2.1.4 Install diagonal bracing to make the scaffold rigid.

7.3.2.1.5 Install planks. Provide toe board and railings.


7.3.2.1.6 Install ladder as required.

7.3.3 Independent scaffolding for Structures/Buildings


7.3.3.1 Scaffolding at buildings will be installed enough to accommodate
painting, cleaning and other activities involved. Plan bracings
required together with tie-in point.
7.3.3.1.1 Provide sole board and base plate upon installation of
standard post. Erection of post shall be staggered.
7.3.3.1.2 Ledgers shall be fixed using double coupler.
7.3.3.1.3 Vertical bracing of platforms shall be not more than two
(2) meters.
7.3.3.1.4 Install diagonal bracing to make the scaffold rigid.
7.3.3.1.5 Install planks. Provide toe board and railings.
7.3.3.1.6 Install ladder as required

7.3.4 Access Tower Scaffolding


7.3.4.1 Based lift or kicker lift to be erected 150 mm from the ground and
leveled it in the proper manner.
7.3.4.2 Dimension of the tower shall be two (2) meters by two (2) meters.
Every other lift shall be anchored to permanent structure.
7.3.4.3 Provide sole board and base plate upon installation of standard post.
Erection of post shall be staggered.
7.3.4.4 Install ledgers and transoms.
7.3.4.5 Provide diagonal bracings.
7.3.4.6 Install planks and toe boards.
7.3.4.7 Install ladders.

7.3.5 Mobile Scaffolding (as required)

7.3.5.1 Mobile scaffolding shall be erected on a hard surface; shall be


plumb, level and square; shall be horizontally and vertically braced.
7.3.5.2 Scaffold shall be built according to required height.
7.3.5.3 Caster wheel shall be not less than 125mm diameter and fitted with a
positive wheel lock. Four number caster wheels shall be inserted into
the lower part of the upright tubes.
7.3.5.4 Mobile scaffold shall only be used and moved on surfaces
sufficiently firm and level to ensure stability. It shall be moved only
by manually pushing or pulling at the base.
7.3.5.5 No men, equipment or material shall be on working platform or
elsewhere on scaffold while in motion.
7.3.5.6 Caster wheel shall be lock at all time except during movement.

7.3.5.7 Ladders will be set at a working angle of 75º, 1:4 ratio to horizontal
and extent of 1 meter, 5 rungs above the platform to provide
adequate step off point.

7.3.6 Drop bar at the access landing platform entrance of the scaffold shall be
provided.

7.4 Dismantling
7.4.1 Upon completion of works on scaffolds and request for removal, scaffolds
shall be dismantled in opposite of scaffolding erection procedures. The last
piece of scaffold materials that has been installed will be the first to be
removed. Refer to G.I. 008_001 for Dismantling requirements
7.4.2 Alterations Modification as per G.I 008_001

8.0 SAFETY PRECAUTIONS


8.1 Approved work permit specifying the purpose of scaffold should be obtained prior to
the start of scaffolding work.
8.1.1 Proper approval is predicated on the anticipated height of the scaffold, a
mention on anticipated height in this item should be included. Refer to details,
SA Safety Booklet page 42 for approval chain.
8.2 Work execution shall be carried out in accordance with the method of statement and
JGC/Saudi ARAMCO Safety Procedures.
8.2.1 Certified scaffold Inspector/Supervisor only allowed to performed scaffold
inspection, supervision and erection & dismantling.
8.3 The erection crew must carry out a safety risk assessment prior to the start of any
activities.
8.4 Workers should wear proper PPE`s needed for the work. (ie., Full body harness,
safety shoes, safety goggles, long sleeve, safety hat)

8.5 Certified permit receiver and work-in-charge shall be at work site during the
execution of work.
8.6 Full body harness shall be worn at all times when working at elevated platforms 1.8
meters and above with double lanyards and shock absorbers, 100% tie-off to be
maintained.
8.7 A ½” Ø wire rope must be provided for safety lifeline.
8.8 Safe access and required safe guard are in place.
8.9 Scaffolding bags shall be used to lift all scaffold couplers while in erection.
8.10 Scaffold tag system will be in place to indicate the scaffold condition and scaffolding
supervisor shall maintain the tag. “RED TAG” will be displayed during scaffolding
erection indicating that the scaffold is unsafe and not to be use. “GREEN TAG’ will
be displayed if the scaffolding is safe for use. “YELLOW TAG’ will be displayed if
the scaffolding is incomplete and unsafe for use.
8.11 For confined space work, these must be considered:

8.11.1 Confined space training shall be conducted.


8.11.2 Preparation procedure shall include:

8.11.3 Trained and designated standby man shall be positioned at entry/exit point for
emergency purpose to remain in direct communication with workers inside,
shall be properly equipped (e.g. PPE, radio or retrieval line)
8.11.4 Provide proper ventilation and lighting at working area.
8.12 Scaffolding materials shall not be toss or drop during erection, modification and
dismantling.
8.13 Scaffolders shall establish proper body position and not awkward during handling
and erection of scaffolding materials.
8.14 Barrication to be provided, sign boards to be places.
8.15 Erection of scaffold shall conform to JGC/KJO Standard.
8.16 Job Safety Analysis will be submitted separately for JGC/KJO approval

9.0 SCAFFOLDING ERECTION AND INSPECTION REQUIREMENTS


9.1 The scaffold materials, erection and dismantling works and inspection shall meet the
requirements of Saudi Aramco G.I 8.001 – Safety requirements for scaffolds, the
Saudi Aramco scaffold safety handbook (SSH)
9.2 The Scaffold is of base supported scaffold and shall be completely build with the
components typical with FIG. 11. 9.1 Of the scaffold safety handbook (SSH) –
attachment-2 of this method statement.
9.3 The scaffold materials shall be inspected before, during and after erection by the
scaffold supervisor and inspector to ensure that they meet all SSH requirements, are
in good condition and free of defects.
9.4 Scaffolding plan should be prepare as per G.I 8.001.
9.5 The scaffold shall be erected and inspected in accordance with the G.I 8.001.
Supplement 8.001 – 2: scaffold responsibility matrix, attachment – 3.
9.6 Inspection of the scaffold shall be in accordance with Saudi Aramco form 9614 for
“base-supported, non movable scaffold field inspection check list”.
