Central Issue: There's a consistent decrease in enrollment. A number of students are
transferring to other Universities and faculty members are having part-time job to other
institutions.

Statement of Objectives:
1. To increase enrollment
2. To regain loyalty of Faculty members.

1. Obsolete equipment.
2. There is a higher salary to other institutions
3. There is a low morale among teachers and students.
4. There is a bad quality of leadership in the top and middle administrators that cause
sour relationship among them.
