Regulation (EU) 1321/2014


INTRODUCTION TO PART M

 Part M was introduced in JAA during 2003 and becomes mandatory


in 2006,

 Why Part M important?

 Initially, AMO managed maintenance records of aircraft. When


aircraft is getting old and subjecting more major servicing at various
AMOs, more historical maintenance data were found not available.
Thus, AMO needs to gather information by exercising much effort.
These may not be reliable at all. This costs lot.

 This incurred a mismanagement of maintenance and hampered


airworthiness of the aircraft.

 JAA identified this and emphasized the importance of having a


proper monitoring system of aircraft airworthiness and a responsible
person the all the tasks.

 Afterwards, Part M came to manage this continuing
airworthiness by complying for section A and B
requirements.

 Owner/ Operator was made responsible to keep the aircraft


airworthy by maintain records, history of the aircraft, proper
maintenance through Part 145/ certifying staff, preparation
of MP, establishment of CAMO and CAME, proper
management structure, effective technical services/
production planning divisions

 Today this is compulsory EASA requirement to run a EASA


approved CAT.

M.A.101 SCOPE

 This Section establishes the measures to be


taken to ensure that airworthiness is
maintained, including maintenance.

 It also specifies the conditions to be met by the


persons or organisations involved in such
continuing airworthiness management.
SUBPART B- ACCOUNTABILITY
 M.A.201 Responsibilities

(a) The owner is responsible for the continuing airworthiness of an


aircraft and shall ensure that no flight takes place unless:

1. the aircraft is maintained in an airworthy condition, and;

2. any operational and emergency equipment fitted is correctly


installed and serviceable or clearly identified the serviceability,

3. the airworthiness certificate remains valid, and;

4. the maintenance of the aircraft is performed iaw the approved


MP.
M.A.201 RESPONSIBILITIES……CONTD….

 (b) When the aircraft is leased, the responsibilities of


the owner are transferred to the lessee if:

1. the lessee is stipulated on the registration document;


or

2. detailed in the leasing contract.

 When reference is made in this Part to the ‘owner’, the


term owner covers the owner or the lessee, as
applicable.
M.A.201 RESPONSIBILITIES……CONTD….
 (c) Any person or organisation performing
maintenance shall be responsible for the tasks
performed.

 (d) The pilot-in-command or the operator shall


be responsible for the satisfactory
accomplishment of the pilots’ pre-flight
inspection. This cannot perform by certifying
staff Part 66.
M.A.201 RESPONSIBILITIES……CONTD….
 (e) In order to satisfy the responsibilities, the owner
may

1. contract the tasks associated with continuing


airworthiness to a CAMO approved in accordance
with Section A, Subpart G. Then CAMO shall accepts
the responsibility of maintaining continuing AW of the
aircraft.

2. decide to manage the continuing airworthiness of the


aircraft under its own responsibility, without a CAMO
contract

 However, limited contract needs to be signed with a


CAMO to develop a MP and to get approval.

 (g) Maintenance of large aircraft, aircraft used


for CAT and its components shall be carried
out by a Part-145 AMO.

 (j) The owner/operator shall grant access for


NAA to organization.
M.A.202 OCCURRENCE REPORTING
 (a) If any identified condition of an aircraft or
component which endangers flight safety is found,
any responsible body shall be responsible to report
to

1. NAA designated by the State of Registry,


2. Design organisation responsible for the type
design or supplemental type design and,
3. if applicable, the Member State of operator,

 Report as early as practicable, within 72 Hrs after


found the condition.
SUBPART C- CONTINUING AIRWORTHINESS
 M.A.301 Continuing airworthiness
tasks
 The aircraft continuing airworthiness and the
serviceability of both operational and emergency
equipment shall be ensured by:

1. the accomplishment of pre-flight inspections;


2. the rectification of any defect and damage affecting
safe operation, taking into account, MEL and CDL.
3. the accomplishment of all maintenance, as per MP.
4. for all large or CAT A/C carryout an analysis to check the
effectiveness approved MP.

5. the accomplishment of any applicable: (i) AD (ii)
operational directive with a continuing airworthiness
impact; (iii) continued airworthiness requirement
established by the Agency; (iv) measures mandated by
the competent authority in immediate reaction to a
safety problem;

6. the accomplishment of modifications and repairs.

7. the establishment of an embodiment policy; for non-


mandatory modifications and/or inspections, for all
large aircraft or aircraft used for CAT,
8. Carry out maintenance check flights, as required.
M.A.302 AIRCRAFT MAINTENANCE
PROGRAMME (MP)
 (a) Maintenance of each aircraft shall be
organised in accordance with an aircraft MP.

 (b)The aircraft MP and any subsequent


amendments shall be approved by the
competent authority.

 (c) CAMO can use indirect approval procedure


to effect its amendments.

 (i) In that case, the indirect approval procedure


shall be established by the CAMO as part of the
CAME and NAA shall approve it.

 (f) For large aircraft, when the maintenance
programme is based on maintenance steering
group logic (MSG-3) or on condition monitoring,
the aircraft maintenance programme shall
include a reliability programme.

 (g) The aircraft maintenance programme shall


be subject to periodic reviews and amended
accordingly when necessary.
M.A.303 AIRWORTHINESS DIRECTIVES

 Any applicable airworthiness directive must be


carried out within the requirements of that
airworthiness directive, unless otherwise
specified by the Agency.
M.A.304 DATA FOR MODIFICATIONS AND
REPAIRS
 Damage shall be assessed and modifications
and repairs carried out using as appropriate:
 (a) data approved by the Agency; or

 (b) data approved by a Part-21 design


organisation; SRM etc. …..
M.A.305 AIRCRAFT CONTINUING AIRWORTHINESS RECORD
SYSTEM
 (a) At the completion of any maintenance, the CRS required
shall be entered in the aircraft continuing airworthiness
records.

 Update entries as soon as practicable, however, in no case


more than 30 days after the day of the maintenance action.

 (b) The aircraft continuing airworthiness records shall


consist of:

1. an aircraft logbook, engine logbook(s) or engine module


log cards, propeller logbook(s) and log cards for any service
life limited component

2. Operator's technical log.

 (c) Need to enter following details in logbooks

 A/C type and registration mark,


 the date, together with total flight time and/or
flight cycles and/or landings

(d) The aircraft continuing airworthiness records shall
contain the current:

1. status of airworthiness directives and measures


mandated by the competent authority in immediate
reaction to a safety problem;
2. status of modifications and repairs;
3. status of compliance with maintenance programme;
4. status of service life limited components;
5. mass and balance report;
6. list of deferred maintenance (ADD).

 Write down all defects on tech log to avoid any missing


details of defects, which shall clear prior to flight.

 (e) Enter all the details such as CRS certificate,
present hours etc of life limited or major
components on respective logbooks. (Refer EASA
Form 01 or equivalent FAA Form 8130-3)

 (f) The person responsible for the management of


continuing airworthiness tasks, shall control the
records and present NAA upon request.

 (g) All entries shall be clear and accurate.

 (h) Category of records of aircraft and components with the minimum retention period

1. Detail maintenance records (A/C and Life-limited component) – until such


maintenance superseded by a minimum equivalent maintenance; but not less than
36 months after release to service.

2. TSN (A/C and Life limited components) - at least 12 months after permanently
withdrawn from service;

3. TS last scheduled maintenance (Life limited components)- Until such maintenance


superseded by a minimum equivalent.

4. Current status of compliance with MP- Until such maintenance superseded by a


minimum equivalent.

5. current status of AD - at least 12 months after respective a/c or component


permanently withdrawn from service

6. details of current modifications and repairs (a/c, any vital components) - at least 12
months after they are permanently withdrawn from service.
M.A.306 OPERATOR'S TECHNICAL LOG SYSTEM
 (a) NAA approved Technical Log shall be used and it shall carry on
aircraft with the 2nd copy on ground.

1. information about each flight, necessary to ensure continued flight


safety (Flight hours/ Fuel/ Hydraulic/ Engine oil details etc)
2. CRS authenticated by CS.
3. Next due maintenance details.
4. ADDs
5. any necessary guidance instructions on maintenance support
arrangements.
6. Acceptance of Pilot and his after flight remarks.

 (c) An operator shall ensure that the aircraft technical log is retained
for 36 months after the date of closed.
M.A.307 TRANSFER OF AIRCRAFT CONTINUING
AIRWORTHINESS RECORDS
 (a) The owner or operator shall ensure when an
aircraft is permanently transferred from one
owner or operator to another, continuing
airworthiness records and Technical log (if
required) are to be transferred to the respective
person.
SUBPART D- MAINTENANCE STANDARDS
 M.A.401 Maintenance data

 (a) Shall have access and use only applicable


current (updated) maintenance data. (Manuals/
AD/ SB/ SIL/ NAA publications and instructions)

 (c) shall ensure that all applicable maintenance


data is current and readily available for use, when
required.
M.A.402 PERFORMANCE OF MAINTENANCE

 (a) All maintenance shall be performed by qualified personnel


and introduce independent checks as required.

 (b) Use the correct tools, equipment and material

 (c) The area shall be well organised and clean

 (d) performed within any environmental limitations

 (e) proper facilities to face for any weather shall be used.

 (f) After completion of all maintenance a general verification


must be carried out to ensure the aircraft or component is
clear of all tools, equipment.
M.A.403 AIRCRAFT DEFECTS
 (a) Any aircraft defect that hazards seriously the flight
safety shall be rectified before further flight.

 (b) Certifying staff can decide, when and which


rectification action to be taken to clear the defect. This is
not applicable for

1. MEL items
2. Anything stipulated by NAA.

 Any ADD shall be separately entered on Technical Log.


SUBPART E - COMPONENTS
M.A.501 Installation
 (a) No component may be fitted unless appropriately
released to service on an EASA Form 1 or equivalent

 (b) Prior to installation, ensure that the particular


component is eligible

 (c) Standard parts shall only be used.

 (d) Material being either raw material or consumable


material shall be compatible for OEM spec.
M.A.502 COMPONENT MAINTENANCE

 (a) maintenance of components (except engines/


APU) shall be performed by Class- C rated AMO
and Form 01.

 (b) If authorized by NAA, even Class- A or B rated


AMO can perform limited tasks, only during they
remove the components to get the access. But
they cant issue any EASA form 01 w.r.t.
components. Only CRS for aircraft/ APU or Engine.
M.A.503 SERVICE LIFE LIMITED COMPONENTS

 (a) shall not exceed the approved service life


limit.

 (b) Life given in FH/ FL/ Calendar/ No of


Startups/ Bleeds etc.

 (c) At the end the approved service life, the


component must be removed and discarded.
M.A.504 CONTROL OF UNSERVICEABLE
COMPONENTS
(a) A component shall be considered unserviceable when,
1. expiry of the service life limit
2.non-compliance with the applicable airworthiness directives
and other continued airworthiness requirement
3. absence of the necessary information to determine the
airworthiness status or eligibility for installation;
4. evidence of defects or malfunctions;
5. involvement in an incident or accident likely to affect its
serviceability.

 These nature of items shall be store separately in a


controlled nature, till impose a necessary action.
SUBPART F - MAINTENANCE ORGANISATION

 Already covered under Part 145.


SUBPART G - CONTINUING AIRWORTHINESS
MANAGEMENT ORGANISATION (CAMO)
 M.A.701 Scope

 This Subpart establishes the requirements to


be met by an organisation to qualify for the
issue or continuation of an approval for the
management of aircraft continuing
airworthiness.
M.A.703 EXTENT OF APPROVAL

 (a) The approval is indicated on a certificate


included in Appendix VI (EASA Form 14) issued
by the competent authority.

 (b) CAMO to be renewed as per expiry date and


meantime AOC and AMO to be renewed, if
applicable.
M.A.704 CONTINUING AIRWORTHINESS
MANAGEMENT EXPOSITION (CAME)
(a) CAME consists with ,
1. a statement signed by the accountable manager
2. the organisation's scope of work,
3. the title(s) and name(s) of person(s)
4. an organisation chart
5. a list of the airworthiness staff 66.
6. location of the facilities,
7. Aircraft Review staff details
8. procedures specifying how CAMO ensure compliance for this
9. CAME amendment procedures
10. the list of approved MPs.
(b) Initial and amendments of CAME shall be approved by NAA.
(c) Notwithstanding point (b), minor amendments to the exposition may be
approved indirectly through an indirect approval procedure.
M.A.706 PERSONNEL REQUIREMENTS
 All the personnel involved in Continuing airworthiness
shall be available in CAME and amended accordingly.

 (a) (b) An accountable manager- For CAT, A.M. ensures all


the ops are financed and carried out as per AOC.

 (c) A person or group of persons, who are responsible to


A.M. shall be nominated with the responsibility.

 (d) (e) Nominated post holder, who supervise and


manage CAW. He shall not be employed in a Part-145
AMO, which is under contract to the operator, unless
agreed by NAA. Because, “he may be biased for
maintenance done by AMO”.
PERSONNEL REQUIREMENTS …..CONTD….

 (f) shall have sufficient No of qualified staff for


all the jobs.
 (h) maintain credentials of CAM staff.

 (i) Details of AR Staff.

 (j) Define and keep updated CAME w.r.t. title(s)


and name(s) of person(s)
 (k) Establish a system and control the
competence of personnel in continuing AW
environment. (continuation training/ HF trg…)
M.A. 707 AIRWORTHINESS REVIEW STAFF
 (a) Shall have sufficient, NAA approved staff to carry out
“airworthiness reviews” and “to issue permits to fly,”.

 1. For all aircraft used in CAT, above 2 730 kg MTOM, except balloons,
these staff shall have acquired:

 (a) at least 05 years experience in continuing airworthiness


 (b) an appropriate Part 66 license or an aeronautical degree or a
national equivalent
 (c) formal aeronautical maintenance training.
 (d) a position within the approved organisation with appropriate
responsibilities.
 (e) Despite of above, if person has additional another 05 years for
Para 1 (a), requirement in 1 (b) is not required.

 2. For a/c not used in CAT of 2730Kg MTOM and below, and balloons,
(a) becomes 03 years all other are same. However, additional 04
years required w.r.t. Para 1 (e).
AIRWORTHINESS REVIEW STAFF ….CONT….

 (b) CAMO needs to issue an authorization for ARS, only once


they are accepted by NAA, after satisfactory completion of an
airworthiness review, under supervision.

 (c) The organisation shall ensure that ARS are always current
and act as per recent continuing airworthiness management
experience. So give them training on ARC to make them
qualified.

 (d) ARS shall be identified by listing each person in the


CAME, with their authorization reference.

 (e) The organisation shall maintain a record of all ARS with


their credentials and retain for 02 years, since they left.
M.A.708 CONTINUING AIRWORTHINESS
MANAGEMENT
(a) All continuing airworthiness management shall be carried out
according to the prescriptions of M.A Subpart C.

(b) for every a/c, CAMO shall ensure,

1. Develop a MP and reliability program


2. Approval of MP and amendment, if indirect approval procedure not
there.
3. Manage approval of modification and repairs.
4. Always approved MP follows.
5. All AD are done.
6. All defects are rectified through a AMO and cleared.
7. Always maintenance done by an AMO.
8. Manage and archive all records/ tech logs.
9. Ensure weight and balance statement is current.
M.A.709 DOCUMENTATION

 CAMO shall ensure that all the current data is


relevant for continuing AW requirement.

 They may be provided by NAA, owner, operator,


customers.
M.A.710 AIRWORTHINESS REVIEW
 All EASA aircraft types that qualify for an EASA
C of A are issued with a non-expiring C of A, which
is validated annually with an Airworthiness Review
Certificate (ARC).

 02 Types

 ARC : EASA Form 15b – issued by CAMO


 Recommendation for the issue of the ARC: EASA
Form 15a- issued by NAA

 organisation must hold a Part M Subpart G with


ARC privilege (for issue and extension)

Documented review of the aircraft

1. All logbooks are properly maintained.


2. Flight manual is current.
3. All maintenance are done.
4. All known defects are cleared.
5. AD carried out .
6. All mods and repairs are done and recorded.
7. All life limited items identified and maintained.
8. All CRS following maintenance is released.
9. Weight and Balance is available
10. Aircraft is complied to its latest type design, by incorporating all
safety measures.
11. noise certificate available, complying to latest revision of
configuration.

Physical survey on aircraft by ARS

1. All required markings, and placards are available


2. A/C complies with Flight manual
3. A/C configuration complies with all the available
documentation.
4. Clear from defects
5. No inconsistencies found between A/C and documented
review of records.

This survey is done by ARS. If they are not qualified (under


Part 66) , they may be assisted by qualified personnel.
AIRWORTHINESS REVIEW……CONTD…
 As per M.A.901, ARC is valid for 01 year. However, maximum 90 days
extension can be granted to allow physical review on aircraft to carry out
during a forthcoming maintenance task. However, need to finish
documented review.

 ARC (EASA Form 15b) or recommendation to issue ARC (EASA Form 15a)
can only be issued under following conditions,

 1. ARS is qualified as per M.A.707.


 2. AR survey is satisfactory and no non-compliances which endanger flight
safety.

 (f) A copy of any ARC issued or extended for an aircraft shall be sent to the
Member State of Registry of that aircraft within 10 days.

 (g) Airworthiness review tasks shall not be sub-contracted.

 (h) If there is any trouble during AR survey, same is to be intimated NAA as


soon as practicable, but within 72 hours, identifying the condition.
M.A.711 PRIVILEGES OF THE ORGANISATION
(a) A CAMO approved iaw Section A, Subpart G may:

1. manage the CAW of CAT a/c


2. manage the CAW of non-CAT a/c as per the CAMO
approval.
3. carry out limited CAW tasks with any contracted
organisation, working under its quality system, as
listed on the approval certificate;
4. Issue/ renew ARC.
5. Issue recommendation for ARC to NAA.
6. Issue “Permit to fly”.
M.A.712 QUALITY SYSTEM
 Appoint a Quality manager directly responsible to A.M.

 Carry out frequent audit, to ensure CAMO is properly


functioning (within the organization or any outsourced/
contracted organization) and establish feedback system
to A.M. in order to affirm the corrective action.

 Keep records for minimum 02 years.

 When there is not a Quality system, organization shall


not contract CAW tasks to other parties.
M.A.713 CHANGES TO CAMO
 Inform the following changes to NAA, prior to
carryout.

1. the name of the organisation.


2. the location of the organisation.
3. additional locations of the organisation.
4. the accountable manager.
5. any of the persons specified in M.A.706(c).
6. the facilities, procedures, work scope and staff
that could affect the approval.
M.A.714 RECORD-KEEPING

 Keep all the documents and copy of ARC


documents, supporting documents, Permit to
fly.
 Retain minimum 02 Years after a/c being
withdrawn from service.
 Safely stored.

 When CAMO terminates, transfer documents to


the owner of the aircraft.
M.A.715 CONTINUED VALIDITY OF APPROVAL
 (a) An approval shall be issued for an unlimited duration. It
shall remain valid subject to:

 1. the organisation remaining in compliance with this Part, in


accordance with the provisions related to the handling of
findings (as specified under point M.B.705)

 2. the competent authority being granted access to the


organisation

 3. the approval not being surrendered or revoked.

 (b) Upon surrender or revocation, the approval certificate


shall be returned to the competent authority.
M.A.716 FINDINGS

 (a) Level 1 finding- Any significant non-compliance with


which lowers the safety standard and hazards seriously
the flight safety.

 (b) Level 2 finding - Any non-compliance which could


lower the safety standard and possibly hazard the flight
safety.

 (c) After receipt of notification of findings according to


point M.B.705, CAMO shall define a corrective action
plan and demonstrate corrective action to the
satisfaction of the competent authority within a period
agreed with this authority.
SUBPART H
CERTIFICATE OF RELEASE TO SERVICE — CRS
 M.A.801- A/C CRS
 All the CRS has to be done by Part 66 certifying staff/ Part 145/ AMO
approved under Part-M and all the records shall be entered in CAMO
docs.

 If any unforeseen AOG, owner may authorized any license holder with
03 year experience to issue CRS. Record all the details of such
person in a/c records.

 However, within 07days, this is to be rechecked and release by


authorized person or Part 145 AMO.

 Owner shall inform details are to CAMO (if contracted) or if not


contracted, to NAA Within 07 days.
M.A.801- A/C CRS ……CONTD….

 CRS shall contain minimum

1. Basic details of maintenance carried out


2. Date
3. Identity of AMO/ Person with license details,
certification authorization.
4. Any limitation to AW or operations (If any ADD or
not completed task)

 However, CRS shall not be issued with limitation,


which endanger the flight safety.
M.A.802 COMPONENT CRS

 Issue EASA Form 01 or equivalent FAA Form


8130-3.

 However, as per M.A.502 (b) and (d), it is not


eligible to issue EASA Form 01 and only
authorize to issue a/c CRS.
M.A. 803 PILOT-OWNER AUTHORIZATION
 To qualify as a Pilot-owner, the person must:

 1. hold a valid pilot licence (or equivalent) issued or


validated by a Member State for the aircraft type or class
rating; and

 2. own the aircraft, either as sole or joint owner; that owner


must be:

 (i) one of the natural persons (real living human being) on


the registration form.

 (ii) a decision making member of a non-profit recreational


legal entity, who own the a/c as per C of R.

CERTIFICATE (ARC)
 C of A of a/c issued for number of years or for
unlimited duration.
 To ensure the validity of C of A, AR is to be done
periodically (Every 01 year) and issue ARC.
 ARC valid for 01 Year.

 To be done by ARS, appointed by CAMO.

 What is controlled environment for an a/c?

 The environment where the a/c is continuously


managed by a unique CAMO (Sec. A- Subpart
G) and maintained through AMO (Sec. A-
Subpart F) or Part 145 AMO during the last 12
months.

For CAT aircraft / MTOM > 2730Kg (except balloons) /


controlled environment, CAMO may be approved
 1. to issue ARC. (issue EASA form 15b)
 2. to extend twice the validity of ARC, for a period of 01
year each time.

If above CAT aircraft in un-controlled environment, CAMO


 1. not privileged to issue ARC.
 2. NAA will only issue ARC, based on satisfactory
assessment and recommendation of a CAMO (EASA
form 15a), along with owner/ operator application form.

 For non-CAT aircraft and balloons/ MTOM <


2730Kg, CAMO may be approved
 1. to issue ARC. (issue EASA form 15b)

 2. to extend twice the validity of ARC, for a


period of 01 year each time.

 Further, if a/c is in controlled environment and at AW
state, CAMO may extend any ARC issued by NAA or any
other CAMO twice and validity of 01year each.

1. NAA experiences any potential safety threat.


2. If owner request from NAA for balloon and a/c below
2730 Kg
3. If CAMO is located in 3rd country.
AIRWORTHINESS REVIEW…..CONTD…
 Whenever NAA does AW review, owner shall
provide

1. Documentation required by the NAA


2. Suitable accommodation and other facilities
3. Support from Part 66 qualified/ 145 qualified
bodies.

 ARC cannot be issued nor extend, if a/c found not


airworthy.
M.A.902 VALIDITY OF THE ARC
 ARC becomes invalid if;

1. ARC is suspended or revoked


2. C of A is invalid
3. Not in the register of member state
4. a/c type certificate is suspended nor revoked.

 A/C shall not fly if C of A invalid or if,

1. CAW of a/c or component not satisfactory


2. doesn’t remain in conformity with type design approval
by EASA.
3. No action yet taken after flying beyond limitations.
4. Modification or repair is not compliance.
M.A.903 TRANSFER OF A/C REGISTRATION
WITHIN EU
 Inform former member state.

 Apply for new C of A through new member


state.

 However, former ARC is valid, until its expiry


date.
M.A.904 AW REVIEW OF A/C IMPORTED INTO EU
When import from a 3rd country, applicant shall,

1. Apply for C of A
2. Have a AW review which affirms satisfactory. (except for
new a/c)
3. Maintenance record which affirms that maintenance
done as per approved MP.

 When complying above, CAMO will send recommendation


to NAA to issue ARC.

 Owner shall allow access to NAA for inspections.

 NAA will issue a new ARC.


SECTION B- PROCEDURES FOR NAA
 M.B.104 RECORD KEEPING

 Keep following docs for minimum 04 years

 CAMO applications, CAMO and any changes approval, copy


of audits, CAME/ manuals/ amendments

 Keep at least a copy of followings w.r.t. a/c. Docs are to be


retained until 02 years, after a/c withdrawn from service.

 C of R, C of A, ARC, Sec A- Subpart G recommendations, AW


review reports done by NAA, Any other important docs
