Introduction

Asian Development Bank is a social development organization known for its constancy
and commitment in resolving and reducing poverty in Asia and Pacific. It meets the aims through
comprehensive economic growth, environmentally sustainable growth, and regional integration.
The regional development bank was established on December 19, 1966 and is located in Ortigas
Center in the city of Mandaluyong, Metro Manila, Philippines and 31 more field offices around
the world which primarily promotes social and economic stability and to eradicate extreme
poverty in Asia.

With the partnership of Manpower Association, Ms. Danielle Parado, Ms. Hazel Anne
Solomon, and Asian Development Bank, the project’s mission is to lessen the issue of
homelessness. To build a temporary home shelter for the homeless people that provides
rehabilitation program for resiliency and for them to have a job that will ensure their future.

Rationale and Background

The launching of the operation by Manpower Association (MPA) funded by the Asian
Development Bank will aid to lessen the issue of homelessness present in Tarlac City, Tarlac.
With apparent cases of homelessness present in Tarlac City, MPA with the hopeful funding of
Asian Development bank will establish a home shelter for the homeless. Another issue that the
MPA thought off is the predicted case of overpopulation of the shelter will be addressed and the
solution to that is for the occupants to undergo rehabilitation and seminars for them to rebuild
themselves and join the workforce.

Another factor MPA recognized is the state of the occupants themselves especially
regarding their hygiene, physical and mental health. When they go through the program MPA set
up the issue that was discussed earlier will be focused upon and it provides aid to people who
weren’t able to receive proper mental care.

Project Description

Manpower Association (MPA) encourages the homeless to have the drive to stand on
their own through having their own stability by them joining the work force. With the plan to
build a proper establishment that will serve as a home shelter and grounds for the seminar, it will
aid in the undergoing of that intention. With the seminars and rehabilitation given to the
occupants of the shelters, it is also provided to be prevention for the occupants to prolong their
stay and return to the shelter, keeping in mind with the predicted issue of overpopulation inside
the shelter and proper distribution of needs with the occupants and staff.

MPA believes that one of the measures to lessen homelessness is that the homeless
should undergo rehabilitation and seminars that will provide an opportunity to learn how to
perform and join the work force properly. This project will be provided for all the homeless
Tarlaqueños who are in need of great assistance and protection

Methodology

MPA will seek out with Local Government in Tarlac City in finding out the population of
the homeless and with their aid, with due process they will be under the custody of the lead
organization. Once the amount of the future occupants is known, the assembly of the
establishment of the home shelter will be underway with additional rooms and extra land made
and purchased for future occupants that will might add.

The land area will be Barangay San Nicolas and the construction of the building will
take 5-6 months to build.

The number of staff will be 10 to 15 compromising of the maintenance staff and


professional caretakers.

The predicted outcome of the project will be beneficial not only for the homeless but also
for the community to reduce the unemployment rate and to increase the awareness about the said
problem. After the successful construction of the shelter, the MPA will going to start the
rehabilitation program for the homeless and the seminars which will be conducted on the same
area.
