(MMWD) Board of Directors held at the Masbate-Mobo Water District Hall, August 10,
2018 at 9:00 O’clock in the morning.

RESOLUTION APPROVING THE EMERGENCY PURCHASE OF FORTY-THREE (43) PIECES

OF TYPE II SHEET PILE (400 MM X 100 MM X 10.5 MM X 12 METERS) PILES TO BE
USED AS FOUNDATION OF THE CONSTRUCTED RIVER EMBANKMENT PROTECTION
AMOUNTING TO ONE MILLION TWO HUNDRED SIXTY-FOUR THOUSAND TWO
HUNDRED (P 1,264,200.00) PESOS, INCLUSIVE OF VAT AND TAXES FROM PILIPINAS
PRECIOUS METAL RESOURCES INC.

WHEREAS, the Board of Directors as per BOD Resolution No. 001 approved the budget
for FY 2018 and consequently approved the implementation of programs and projects
for the said Fiscal Year and among those is the implementation of River Embankment
Project which aims to protect the Water Treatment Facilities;

WHEREAS, the Management allocated an amount of One Million Seven Hundred Fifty
Thousand (P 1,750, 000.00) Pesos but was only intended for the Project to reinforce
the existing sheet pile protection of the river embankment;

WHEREAS, the frequent occurrences of heavy rains resulted to river swelling and
heavy flashfloods at Bañadero River which slowly affected the existing river
embankment protection;

WHEREAS, several typhoons and low pressure areas (LPA) also visited the province
which brought heavy river current and turbulence that totally damaged the existing
river embankment protection;

WHEREAS, without the necessary river embankment protection, the newly completed
water treatment facility is exposed and prone to damages that flush floods may bring
hence in order to avoid from further damages, there is an immediate need to construct
a river embankment protection facility that will withstand heavy floods and river flow
turbulences;
WHEREAS, the prepared bill of materials for the River Embankment Protection Project
requires Forty – Three (43) pieces of sheet piles in addition to the existing sheet piles
available at site;
WHEREAS, the mere fact that the sheet piles are not available locally in the Province
of Masbate, and considering the urgency of the matter at hand and to fast tract the
implementation of the project, emergency procurement of forty three (43) pieces sheet
piles is recommended;
WHEREAS, the Management requested quotations from three well-known suppliers
and Pilipinas Precious Metal Resources Inc. offered the lowest price amounting to One
Million Two Hundred Fifty Four Thousand Nine Hundred Twenty Six and 40/100 (P
1,254,926.40) inclusive of taxes;

NOW THEREFORE, on motion of Dir. Ross A. Obejas, duly seconded by Dir. Danilo E.
Ramos and concurred in by all the members present, BE IT;

RESOLVED, AS IT IS HEREBY RESOLVED, to approve the emergency purchase of

Forty Three (43) pieces of Type II sheet pile 400 mm X 100 mm X 10.5 mm X 12
Meters to be used as foundation of the constructed river embankment protection
amounting to One Million Two Hundred Fifty Four Thousand Nine Hundred Twenty Six
and 40/100 (P 1,254,926.40) inclusive of taxes from Pilipinas Precious Metal Resources
Inc.;

RESOLVED further, to allocate an additional amount of Three Million Eight Hundred

Thousand (P 3,800,000.00) pesos to supplement the approved One Million Seven
Hundred Fifty Thousand (P 1,750,000.00) pesos thereby making it Five Million Five
Hundred Fifty Thousand (P 5,550,000.00) pesos to cover expenses for the
implementation/construction of the River Embankment Protection Project as provided
for in the herein Approved Program of Work.

RESOLVED FINALLY, to furnish copy of this resolution to all concerned for

information, record, reference and proper guidance.

PASSED AND APPROVED, this 10th day of August 2018 at the MMWD Hall, Masbate-
Mobo Water District, Capitol Road, Masbate City, Philippines.
