Annexure -1:

General Terms & Conditions for Compliance

Statement for General Terms & Conditions/Special Terms & Conditions:

Construction Power & Water Supply

The Contractor shall make arrangement for Construction Power at the site at his own cost.

The Contractor shall arrange for bore well/s at suitable location/s away from the plant area and
arrange for the water requirement by transportation to the Project site at his own cost.

Labour Engagement

The Contractor shall be responsible to provide all wages and allied benefits to his labours
engaged for execution of the project work.

The Contractor shall remain liable to the authorities concerned for compliance of the respective
existing rules and regulations of the government of Assam & government of India and adhere to
any special territorial authority rules as notified from time to time and shall remain liable for any
contravention thereof.

The Contractor shall maintain a register of minimum wages according to the labour act in Assam,
and also maintain a register of attendance and labour wages sheet on site.

Labour camp to be kept outside the boundary limits of the plant area.

Local Labour to be given preference for any semi-skilled and unskilled labour requirements.

Storage of Materials at Site

The Contractor shall procure all necessary material required for the project work and arrange to
store the material properly within the site area or nearby to the site area at his own risk.

Test certificate in accordance with the specifications are to be furnished by the Contractor to
Enerparc for approval at site in respect of the materials procured by the Contractor.

Module Mounting Structure (MMS) Contractor should Cooperate with other Contractors of AC /
DC cabling works on Interdependence with other works including DC/AC Trenching as it is
planned to be done right after the column post installation.

Site certifications for GRNs and Packing list. Along with site certifications, Invoice needs to be
shared via mail and hard copies to be submitted immediately without any delay.

The contractor is advised to visit the site of the project and its surroundings and obtain for
himself, on his own responsibility, all information that may be necessary for work planning and
other infrastructure needs before entering into contract(s).

Health & Safety Adherence by Manpower & Training Requirements:

The following trainings are to be imparted to the labourers by the contractor through his Site
Engineer / Supervisor staff:

 Induction Training to be given for all the site manpower.


 This training should include the below topics.,
 Site Safety Rules
 Electrical Safety
 Material safety
 Work Permit System
 Accident Reporting
 Emergency Evacuation
 Emergency Contact Details
 Housekeeping
 Usage of PPE
 Toolbox Training to be conducted everyday morning.

 Permit to Work to be provided by Enerparc on daily/weekly/monthly basis to the


contractor and in turn the contractor will issue to their sub-contractors.
 Labour accommodation to meet Labour Department standards and be provided as per
guidelines.
 Health and Safety Checklists to be ensured and adhered.
 Labour Welfare to be maintained as per BOCW Act. (Water, Toilet, Room, bed facility,
etc.,)
 Soak Pit to be constructed for Toilet.
 Drinking Water test to be done.
 ID Card to be issued for all the Manpower at Site. Everyone to submit a copy of Aadhar.
 Grievance format to be prepared and implemented at site.
 Training to be given to Security Guards regarding Entry and Exit of Labours, vehicle safety
 Safety Posters to be displayed at site.
 Safety Committee members to be formed for site constituting representative from QA, HSE
& Construction Team members.
 PF, ESI proof to be paid by all the contractors and to be submitted to Enerparc.
 Interstate Migration Labours certificate to be submitted to Enerparc if other than Assam
Labours will work at site.
 Nearby Hospital Tie-up to be identified by the contractor.
 Mock-drill to be conducted at site.
 Customer Complaints register to be maintained at site.
 Weekly HSE Statistics report to be shared to Enerparc.
 Near Miss, Incident and Accident Report to be followed.
 Safety Training to be given for all the Labours, Supervisors and Staffs.
 Incident report to be shared every day to Enerparc.
 Source of water and relevant statutory compliance to be provided.
 Environmental Management Plan (ESMP) shared by Enerparc must be followed.
 Acoustics certificate to be submitted to Enerparc, if we use DG at site.
 Logistic Rules and Regulation Training to be given for Heavy Vehicle Drivers.
 Safety Motivation Program, Award and Reward system to be Implemented at site.
 HSE Escalation Matrix to be shared to Enerparc.
 PPE (Safety Helmets, Safety Shoes, Reflector Jackets) must be provided to all labour working
at site. Mandatory requirement.
 Safety Posters / Slogan / Work Methods should be in Local Language

Mandatory Labour Compliances:
The following supporting documents should be adhered to and supporting documents should
be submitted:

 As per Assam minimum wages act, salary is to be provided for all the labours.
 Salary to be provided either through Bank or Cheque. Not by Direct Cash as per Act 2017.
 All contractors must take contract labour licence and ensure all their sub-contractors to
have valid labour licence to work in Assam State.
 PF, ESI to be paid to all labour working on site by all the contractors.

Part – 4:
The below list of documents are required as compliance to clear for payment of all Civil and
Services Invoices:

 Attendance Register (Signed by site Admin / Engineer)-Form XVI


 Wages Register (Signed by site Admin / Engineer)-Form XVII
 EPF Challan & ECR Copy
 ESIC challan & Contribution sheet
 ESI for Labours should be submitted to Enerparc as per State Rules.
 Professional Tax deposit receipt if applicable
 Contract Labour license if applicable
 Interstate Migration Workmen Registration if applicable
 WC policy if applicable
 LWF deposited receipt if applicable
 Contractor / Subcontract will pay the wages / salary to employee's bank account or by
cheque leaf
 only before the expiry date of the 7th day after the last day of the wage period.
o If work completed, then provide labour compliance documents according to 100% WCC.
o Also, we should mention
"Certified that the amount in column no .......................................................... .. has been paid to

the workmen concerned in my presence on (date) ............................ at (place) ...………………….. “

All the compliance documents should submit to Enerparc as hard copy with contractor / sub
contractor seal / stamp and signed on weekly/ monthly basis / billing cycle basis.
Annexure – 3:

Plant Machinery & Manpower Requirements

The Following are Requirements from the MMS Contractor and his Sub-contractors at Site.

Machinery
 Self-loading concrete machines of 4 m3 capacity – 4 no’s
 M25 Concrete Design mix report along with cube testing lab equipment on site.
 Auger machine / tractor mounted augers for pile drilling – 6 no’s
 Alignment Templates for structure – for 20 complete tables at one go.
 Forklifts & tractor mounted lifts for module movement and erection – 3 nos.
 Torque Wrench sets of required numbers for fixing nuts & bolts – 4 complete tables
at one go
 Concrete cube testing lab with Cube Tester, slump cone, aggregate testing machine
equipment to be established at site.
 Manpower of required number to complete the job on time. (contractor to submit
mobilization plan for our approval).
 MMS Prototype assembly to be demonstrated at factory for approval from Azure
Power.
 Compliance of all ASSAM RTA (Road Transport) Laws for machinery deployed at site.
 Mandatory submission of ESI & PF for all employees on site and to be further
submitted to principal employer
 Mandatory enforcement of ID card with photo for entry and exit to work site.
 Deployed machinery if broken down should be removed from the site area
immediately.
 Drivers should adhere to all safety precautions while driving inside the plant area.
 NO LABOUR CAMPS ARE PERMITTED INSIDE THE WORK AREA. TO BE STRICTLY
ENFORCED AT SITE.
 ANY LABOUR CAMPS SHOULD BE OUTSIDE THE VISIBILITY AREA AWAY FROM THE
PROJECT SITE.

Manpower

 Contractor to submit manpower deployment schedule for the scope of work


awarded for approval from Enerparc.
 Manpower deployment plan to specify skilled, semi-skilled & un-skilled list activity
wise
 Compliance of all ASSAM LABOUR LAWS including min. wage act should be
mandatory.
 Mandatory submission of ESI & PF for all employees on site and the same will be
further submitted to principal employer for payment processing
 Mandatory enforcement of ID card with photo for entry and exit to work site.
 NO LABOUR CAMPS ARE PERMITTED INSIDE THE WORK AREA. TO BE STRICTLY
ENFORCED AT SITE.
 ANY LABOUR CAMPS SHOULD BE OUTSIDE THE VISIBILITY AREA AWAY FROM THE
PROJECT SITE.
