1.0 Scope

This Emergency Response Plan (ERP) addresses emergencies that can develop in the
locations under IRG management responsibility: namely Tehran, Kish and Ahwaz
(AHZ). The emergencies covered by this plan are defined in Section 4 below. This
ERP applies to the specified people defined as the Emergency Response Team (ERT)
in Section 5, and assigned in the IRG office in Tehran. IRG medical evacuation
procedures are under AXA. This ERP is a controlled document maintained in IRG

Schlumberger Confidential
office by the IRG QHSE Manager.

2.0 Objective

Standard OFS-QHSE-004 requires all OFS locations to have a written plan outlining
responses in the event of an emergency in order to mitigate the effects of emergency
situations.

3.0 Roles and Responsibilities

3.1.1 The IRG QHSE Manager is responsible for establishing the IRG ERP and its update
on an as needed basis, not to exceed one year. It is the responsibility of the individual
members of the ERT, defined in Section 5, to be familiar with the plan. The IRG
QHSE Manager is responsible to make new ERT members aware of their
responsibilities.

3.1.2 The IRG ERP is a link between the Business Segment and IRG ERP's. It is the
responsibility of the segments management and/or OFS GeoMarket management to
ensure that appropriate ERP’s are in place, that drills are held, and that key personnel
are kept informed of ERP modifications, and trained to a level of competence
appropriate to their responsibilities in emergency scenarios.

3.2 Line Managers are responsible to communicate an emergency to the Geo-Market

Manager and Area Management as per the flowchart in Section 7. The flowchart
should be included in the Location Emergency Response Plan.

3.3 Roles of the ERT members are defined as follow, and will be confirmed or reassigned
by the ERT team leader if needed at the time of the emergency.
• IRG OFS GM Manager (Team Leader). Coordinates team and controls
communication. The team leader can also summon external resources to bring in
the team technical expertise as required.
• IRG QHSE Manager. Maintains a log of the emergency and progress in the plan,
coordinates medical evacuation or evacuation(s) as needed. Provides technical
advice for recovery / mitigation measures. Should call on external expertise if
needed.

• IRG Marketing Manager. Liaison with clients, media and local authorities, can
require PRO assistance to ease the communication.
• IRG Personnel Manager. Liaison with injured employee(s) and families or next of
kin.
• IRG Controller: Advisor on legal standpoint.
The duty of the ERT leader will be carried out by a designated ERT member should
the Geomarket Manager be out of the Country. It is the Geomarket Manager's
responsibility to ensure that one of the ERT members has been designated to take

Schlumberger Confidential
over his duty during his absence. It is also his responsibility to ensure that the member
is fully aware of the plan, and competent to fulfill the required course of action
planned as the ERT leader.

ERT members should retain a copy of this guide in their offices and homes

6.0 Emergency communication

6.1 Communication of an emergency has to be reported following the flow chart

6.2 On receiving an emergency call, the ERT members will follow:

Earthquake Response

19.1 Earthquake Emergency Procedures

The following procedures have been established to cover the occurrence of earthquake. It is
unlikely that an emergency will occur. However, segment and support managers must know

Schlumberger Confidential
these procedures and be prepared to initiate them in case of an emergency. In the case of
Major or Catastrophic incidents, the first 72 hours will probably be the most critical as we
can expect the surrounding location to be in chaos so we should consider that we must be
able to look after ourselves until civil authorities regain control.

Once the appropriate emergency measures have been implemented, start the notification
process according to the Standard OFS-QHSE-S002.

19.1.1 If an earthquake occurs in the greater Tehran area:

ERT confer and assess impact and classify event as

a. Light – no damage to infrastructure

b. Major – some damage to infrastructure that may cause limited business interruption or
reduction in living conditions of expatriates in company provided housing
c. Catastrophic – major damage, possibly causing fatalities, sustained business interruption
and long term damage to housing necessitating moving families.

19.1.2 Incident response by Line Managers.

Light – segment and support managers to verify that all employees in their responsibility are
accounted for and do not need assistance. This must be reported back to the most senior
member of the ERT present in the location. In this scenario telephone communications would
probably be available, if not segment managers should visit all employees personally and
report back to ERT leader as soon as possible in person.

Major & Catastrophic – segment and support managers to report injuries and damage
sustained to ERT to enable assessment of situation in terms of resumption of business or
assisting families with accommodation needs. It is likely that land line and mobile
communications will be down – reporting should be done in person to the ERT Leader at one
of the ERT command centers.

It is critical that any senior line manager appoint a deputy in the event of their leaving
the location – this must be communicated by e-mail to the ERT prior to departure from
location.

19.1.3 Light Incident response by ERT.

ERT leader should report verbally to Area on situation as soon as possible with updates once
situation has stabilized. The incident must be reported in Quest if possible within 24 hours.

Every effort should be made to reassure families that the situation is not serious, is under
control and that panic is not necessary. Clear instructions to follow the memo to dependants
issued with this ERP must be issued by all Segment managers.

Schlumberger Confidential
19.1.4 Major & Catastrophic Response by ERT.

ERT should meet as soon as possible at the main office, should that building be unusable one
of the guest houses should be occupied by the team for the duration of the crisis. First will be
Guest House 2, followed by Guest House 1. If none of these buildings is useable, an
assessment will be made by the team leader at that time based on surviving assets. To avoid
unnecessary delays the first person to the ERT Command Center should assess the situation
and make the decision to move to the alternate site. If all sites are unusable the team will
meet at Guest House 2 to assess the situation. Notes should be left in prominent positions at
each location by ERT members if they move on.

Communications should be established with all segment managers as soon as possible by the
ERT and emergency actions to assist injured assessed at the time on a case by case basis.

Segment managers are responsible for liaison with their personnel and dependents –
therefore it is very important that they are aware of who is in location at all times –
employees are responsible for updating their managers if dependents are away from location.
All segments should maintain an up to date headcount at all times. This will be checked
periodically by drills.

19.1.5 The priorities for ERT at the time will be:

1. Establishing communications at location with line managers and to Area

2. Establishing status of all expatriate personnel and dependents.
3. Ensuring immediate assistance to injured personnel.
4. Assessment of need for shelter.
5. Assessment of available supplies of water and food.
6. Assessment of need for evacuation.
7. Review Business Resumption plan to allow Resumption of business activities.

Annex 12. Bird Flu Response Plan

The intention of this document is to outline a system that deals with possible scenarios of the disease and
measures taken to prevent its spread. The plan is based on medical advice from the SL International Health
Coordinator and other medical experts like International SOS and CDC.
21.1. Management Teams
The management teams, for the respective GM/country/city of operation, are responsible for the implementation
of the Bird Flu Response Plan (BFRP). They need to make themselves available or delegate the responsibility to

Schlumberger Confidential
competent people.
The Bird Flu Response Plan has various levels of implementation dependant on:

Level “0” – There are no human cases bird flu in the country/location. Preparation must start in order to be
ready for levels 1and 2.
Level “1” – Bird flu cases reported in the country but transmission is ONLY from animals to humans.
Preparations must intensify in order to be ready for level 2. (January 2006 – China, Vietnam, Indonesia, Thailand
and Turkey are at level 1).
Level “2” – At least one case of human to human transmission has been reported in the country/location. Other
cases will surely appear in the days and weeks to come. All of the SLB Bird Flu response plan must be
implemented. (January 2006 – No countries at level 2).

3. Bird Flu in the Workplace
Level ‘0’
The key issue is to ensure that the location develops a bird flu response plan that is effective and practical.
Amongst this as a minimum will be that:
Identify Essential Workers
Each segment manager is responsible for maintaining a list of essential workers who are required to be
available in the office to ensure continuity of business during a Level 2 situation.
Communication Tree
Operations Managers will be responsible for cascading messages through their line managers until all
employees are aware of the current Bird Flu status. A full list of telephone numbers has been prepared
by personnel to assist.
It is the responsibility of individual employees to ensure that contact details in LDAP are updated.
Communication Solutions.
Each segment will identify employees who will need to be provided with broadband or other
communication methods to ensure that business continuity can be maintained from home. The
Geomarket manager will decide when to implement the provision of additional communication
methods.
Seasonal Influenza Vaccinations
Current flu shot against seasonal influenza is strongly recommended to all employees and their
dependants. However this is not presently available in Iran.
Iran Bird Flu Emergency Phone Numbers
Currently Iran does not have any Government initiatives in action to deal with Bird Flu. Locations will
need to use the local hospitals with which we have contracts. See numbers below.
Hospital Support for Bird Flu Incidents
In the event that personnel contact Bird Flu or suspect that they may have Bird Flu, they should contact
the following hospital / facilities for medical support or advice:

How to get a patient to medical care
In the event that an employee is in the office and is suspected of having contacted Bird Flu they will be
quarantined in a separate office close to the parking areas (minimum exposure to other personnel)
while arrangements are made to transport them home or to the hospital.
Whenever possible, it is preferable that trained medical personnel with an ambulance should be used
to transport personnel to medical facilities when required.
If the above option is not available it is preferable that people drive themselves to the hospital .If
necessary a relative or friend can accompany them.
If no other option is available Schlumberger will try to arrange transport – note that the driver will only
perform this task on a voluntary basis.
The patient should use a facemask to control the spread of germs.
Drivers or other volunteers must be provided with N95 facemasks for protection.
After delivering the patient to the home or hospital facility the driver will disinfect the car, shower and
change clothing. Note that it may be necessary for the driver to self-quarantine for 10 days.
