The implementation of Rationalization Plan of the Department under the Executive


Branch has caused to the vacancy of technical position in field offices. The vacancy
of the technical position in field offices has greatly affect the operations of the
Department in delivering the services to the public.

3. Introduction and Background of the Topic


Introduce the challenge in the beginning of the case study. You can introduce the challenge by simply stating what the challenge
is. Within the introduction, provide some background information on the factors that drive the business to seek the solution. For
example, "Company MSArtieda grew beyond expectations in the first five years of being in business and, as a result, could not
meet shipping expectations on time." It is also a common practice in a case study to provide the solution within the introduction
section to give the reader the context of the study. For example, "Company MSArtieda found that by using Company Macky’s
shipping platform, shipping times were reduced by 20 percent."

Human Resource has the primary responsibility in managing their people by focusing
on policies. It includes a variety of activities, and key among them is the responsibility
for human resources - establishment of a system for selection and promotion,
organization development, performance management and approaches to employees
benefits and compensation, employee records and personnel policies.

The Merit and Selection Committee provides for: (a) the basic policies and selection
plan of the Department; (b) the procedures in the selection and promotion of the
employees for appointment to include conduct of preliminary evaluation of all
candidates based on the qualification standard and the prescribed criteria in the
assessment of the competencies and qualificatiobs of the applicants; (c) the
composition of the Personnel Selection and Promotion Board (PSPB); (d) the functions
and responsibilities of the Human Resource Officer, the PSPB and the appointing
authority; and (e) the rules and procedures on the grievance mechanism and its
composition.

Personnel division or unit in a department has the primary responsibility in promoting


competent work force to contribute in the success of achieving the
mandate/mission/vision of the organization. It includes variety of activities among them
is the responsibility on recruitment, selection, promotion and placement of personnel.

Recruitment is the process of searching for potential employees by encouraging them


to apply for the job being offered by an organization. Also, recruitment can also be
understood simply by creation of talent pool of candidates and is a positive process
because more potential employees are encouraged to join the organization. In
recruitment, the division or unit tap the sources of human resource. On the other hand,
the selection is the screening process. In this stage, evaluation of the competencies of
applicants are being done. Evaluation process is a negative process because it
involves the process of elimination. In this stage, candidates who are not suitable for
the position are being rejected. At the end of selection process, the right candidate is
chosen to be fitted for the vacabt position or simply the selection of most suitable
person. Promotion is the process of evaluation of the performance and the
qualifications of the next-in-rank employees. Next-in-rank employees or new applicants
undergo series of activities depending on the process established in the organization.
Some of the activities that the prospective personnel should undergo are series of
interviews and assessment examinations. Lastly, placement includes initial
assessment of new employees, promotion, transfer or demotion of present employees.
In the process of placement, the person in charge should be able to analyze,
understand and capitalize on each person’s individually.

development, searching, screening and evaluation and control.

is able to handle the expected shipping needs for Company MSArtieda for years to come."
