REVISED DEP-ED PEKAF ARNIS GUIDELINES AND GROUNDRULES


I. COMPETITION RULE:

The 2019 Division Meet Arnis competition shall adapt the rules used during the 2019 Palarong Pambansa which
is the Deped-PEKAF rules. Only the regular sports shall be played on this matter. The Competition shall be the
centralized schedule for the selection of Arnis athletes for the CARAA MEET 2020.

II. PARTICIPANTS:

TEAM COMPOSITION

Elementary Level

 Boys: 3 Players and 1 Coach


 Girls: 3 Players, 1 Coach and 1 Chaperon

Secondary Level

 Boys: 5 Players and 1 Coach

III. TOURNAMENT SYSTEM:

1. Full Contact Event: Shall be done by drawing of lots and single elimination shall apply.
2. Anyo Event: Draw lots shall be done for the order of performance.

FULL CONTACT EVENT FOR SECONDARY LEVEL:

I. There shall be a maximum of five (5) players for secondary distributed evenly in the different weight divisions
both Boys and Girls in the Arnis Full Contact Padded Stick Concept. As a matter of procedure, each
district/team is allowed only one (1) entry in each of the five (5) weight category.

II. SWORD CONCEPT: PADDED POINT SYSTEM FULL-CONTACT

Participants are required to wear the standard uniform and protectors.

1. White plain T-shirt- athlete’s name, school/club logo, district may appear on provided that it does not
dominate the over-all appearance of the shirt.
2. Plain red pants – school/club/district may appear on the pants.
3. Participant may wear a school or delegation uniforms such as jogging pants and t-shirt.
4. Rubber soled shoes – bare foot is strictly not allowed.

III. GENERAL CONDUCT OF THE COMPETITION

a. The conduct of the competition for the Full Contact Bladed Weapon (padded stick) Concept shall be on a
two-out-of-three round system. Each round shall be held for a continues One (1) minute and is counted
upon confirmation of Two (2) or Three (3) Judges by raising of color coded flag system.
b. Players are required to show artistic arnis movements unique to their styles for at least three (3)
seconds when the referee commands “HANDA”. Failure to execute, the player involve will be given
“BABALA or WARNING”. Second and succeeding offenses shall be considered as “PAGLABAG or FOUL”.
c. INJURIES- injured player will be given 3 minutes recovery period. Only the Medical Doctor can declare if
the injured player may continue or discontinue to play.

IV. GENERAL RULES OF THE GAME FOR THE FULL CONTACT BLADED WEAPON CONCEPT MECHANICS OF THE
MATCH

a. Bladed weapon concept of sparring is characterized by point system, in which a contestant who
successful landed a legal strike/technique with one hand shall be awarded a point immediately. A
legitimate strike is given a point if it is delivered to a specific body point in correct form, with power,
right timing, with art, distance and intent.
b. The normal duration of a match is 3 rounds, continuous one minute per round without time interval for
each round.
c. The timing of the bout starts when the referee gives the signal to start (laban) and end upon the
command Hinto.
d. The time-keeper shall signal by a whistle indicating time-up.
e. Contestants are encouraged to demonstrate twirling technique upon the command “HANDA” before
engaging into blows.
f. Attacks are limited to the following areas:
1. Head 5. Legs
2. Face 6. Side of the body
3. Chest 7. Arms
4. Abdomen

V. CRITERIA FOR DECISION

1. In bladed weapon concept sparring, in each round the decision shall be on the accumulation of gathered
point/s. A contestant who amassed of five points lead score shall be awarded as winner. Lead score
shall be 5:0, 6:1, 7:2, 8:3 and thereafter.
2. If at the end of the round scored tie is established the decision shall be based on an ADVANTAGE POINT.
Advantage Point refers to the player who made the first score in a round..
3. In case when both athletes failed to make a score or both ZERO SCORE, the referee shall extend the
match for a sudden death or 1st killing strike for Fifteen (15) seconds.
4. Thereafter, in the absence of the score after the extension, the referee will call for a conference (Payo)
with the judges to determine the winner.
The decision shall be taken on the basis of the following considerations:
a. The attitude and determination shown by the contestant
b. The superiority of techniques and techniques
c. Accumulated warnings or penalties
d. Major violation for each round will be carried forward to the extension

PROHIBITED BEHAVIOR:

1. The following are forbidden:


a. Techniques which make contact with the throat, groin and back of the head.
b. Techniques which make maliciously obvious in excessive contact.
c. Repeated or continuous hitting the same area.
d. Continuous striking (Rapido).
e. Intentional attack to the injured parts of the opponent.
f. Inverted holding of padded stick for bladed concept event only.
g. Prolonged and purposeless grabbing, wresting, clinching and violent pushing.
h. Repeated exists from the competition area (labas).
i. Sweeping, throwing, kicks, knee, punch, thrusting, butting, elbow, smash, head butting, .
j. Striking with both hands.
k. Not engaging with the opponent.
l. Hitting his/her own body parts.
m. Hitting the opponent who is in the act of rising, who signals to surrender.
n. Hitting the floor.
o. Failure to step back when ordered to break.
p. Use of prohibited drugs.
2. Any discourteous behaviour such as provocation and uncalled remarks. Any competitor, coach or official
members of a team who have discourteously towards any members of the refereeing panel by words,
gestures, etc., can earn the immediate disqualification of the whole group from the tournament.
3. In addition, attention is drawn to the coach’s behaviour. He shall at all times, during the operation of
match, remain in his position and must not by words or deed, interruption or course to be interrupt the
smooth operation of the match. In the event that the coach contravenes the rules, then his/her
competitor/s will be penalized accordingly.

PENALTIES

1. Every contestant who contravenes the rules shall be warned or penalized. The nature of the penalty will
be announced by the referee after the appropriate consultation within the referee panel.
2. Warning may be imposed for attempt minor infractions of the rues. Warning may also be imposed for
the first instance of any minor infractions.
3. The following scale of penalties shall operate:
a. Minor violation (paglabag) Labas, not engaging the opponent, prolonged grabbing, pushing, rapido,
holding of padded sticks inverted, hitting his own body parts, hitting the floor, failure to step back
when ordered break.
PENALTIES:
1st Offense – Warning (babala)
2nd Offense – 1 puntos to the opponent
3rd Offense – Loss of the match
b. Major Violation (malubhang paglabag)- use of prohibited drugs and the likes, hitting the groin, neck,
back of the head, sweeping, throwing, punching, thrusting and butting technique, feigning of injury,
uncalled remarks, excessive contact, hitting injured parts, whether it is intentional or unintentional,
hitting an opponent who is in the act of rising a signals to surrender intentionally.
PENALTIES
1st Offense – 1 point to the opponent
2nd offense- disqualification from the match

The referee panel has the direction to imposed disqualification from the match even on first offense,
depending the gravity of the offense.
4. Paglabag and malubhang paglabag penalties do not cross-accumulate.
5. A penalty can be directly imposed for a rules infraction but once given, repeats of that category
infractions must be accompanied by an increased in severity of penalty imposed.
6. Dishonourable disqualification (alis) may be invoked from the following:
a. When a contestant commits an act which harms the prestige of arnis. Such as: Throwing of arnis
stick, spiting, etc.
b. When an action/s of a contestant are considered to be dangerous and deliberately violate the rules
concerning prohibited behaviour.

ANYO COMPETITION CATEGORY

I. CONDUCT AND ORGANIZING OF ANYO COMPETITION


Anyo is a demonstration or combination of pre-arranged or choreographed sets of body movements ,
offensive and defensive techniques through striking, blocking, thrusting using stick, wooden replica or
metallic replica of a bladed weapon.

1. The conduct of the competition shall be one (1) round Anyo performance for both
Secondary and Elementary level (boys/girls)

2. Each performance shall have a minimum of one (1) minute and a maximum time limit of two (2)
minutes. The official time shall start when the player/team gives the Standard
Courtesy (Pugay) and it shall officially ended when the player/team gives the ending courtesy
(Pugay).

3. Standard Pugay is at CLOSE STANCE; salutation is done by placing the right hand with the
weapon pointing upward over the left chest, while the left arm is at the side at closed fist and
followed by a nod.

4. The likha anyo performance shall be focused on arnis skills. No acrobatic fancy movement (such
as tumbling, back lift, summersault, cartwheel and other combative skills will be incorporated
during the performance of likha anyo).

5. Performer/s must start and end his/her performance in the same area where he/she execute
salutation (pugay).

6. Music is optional but when there is time that may cause a delay, the management has the right
to instruct the performer/s to perform even without music. Only Filipino ethnic music is allowed.

7. Score in the likha anyo competition shall have a numerical value from 7-10 with an increment of
0.1 under the five criterion using the DEAAP Rules.

8. Scores shall be written in the anyo score sheet by following an increment of .1 for each criterion.
Judges will raise their scores after computing the total. Ex: 8.1, 8.2, 8.3, 8.4, 8.5, 8.6 …….. 9.0,
9.1, 9.2… 9.8, 9.9, 10.0)

9. Drinking of any kind of liquid during the actual matches is strictly prohibited.
10. Only CREATIVE ANYO/NON-TRADITIONAL ANYO shall apply.

COMPOSITION: Five players for the Secondary and Three players for the Elementary. Anyo players for the
secondary boys and girls will be coming from the team members in the full contact event who qualify in the
weigh-in.

ELEMENTARY (Boys/Girls Category)


A. Individual Likha Anyo SOLO BASTON - 1player per individual category
B. Individual Likha Anyo DOBLE BASTON - 1 player per individual category
C. Individual Likha ESPADA Y DAGA - 1 player per Individual category
D. Team (Synchronized) Likha Anyo SOLO BASTON - 3 players per team category.
E. Team (Synchronized) Likha Anyo DOBLE BASTON - 3 players per team category
F. Team (Synchronized) Likha Anyo ESPADA Y DAGA - 3 players per team category
G. Pair Likha Anyo DOBLE BASTON -1 boy and 1 girl per pair category

SECONDARY (Boys and Girls category)


A. Individual Likha Anyo SOLO BASTON - 1 player per individual category
B. Individual Likha Anyo DOBLE BASTON - 1 player per individual category
C. Individual Likha ESPADA Y DAGA - 1 player per Individual category
D. Team (Synchronized) Likha Anyo SOLO BASTON - 3 players per team category
E. Team (Synchronized) Likha Anyo DOBLE BASTON - 3 players per team category
F. Team (Synchronized) Likha Anyo ESPADA Y DAGA - 3 players per team category

Steps to Determine the Winner in Anyo Competition:


1. The Anyo Officiating Officials shall be composed of five (5) judges. To avoid biases, the highest
and the lowest score shall be eliminated to get the average score from the remaining three
Judges.
2. The ranking of participants is based from the net score obtained which is determined by
deducting all identified point deduction/s committed if any in accordance with the rules.
3. In case of tie, return the eliminated lowest and highest scores and add together to get the
overall total of the five Judges.
4. If a tie still exists, a Repeat Performance shall apply.
5. The ranking of participants is based from the net score obtained which is determined by
deducting all identified point deduction/s committed if any in accordance with the rules.

PENALTIES/ VIOLATIONS/DEDUCTIONS
1. Violation of time limit shall cause the participant/s a deduction of point. A deduction of 0.5
should be given in short of the minimum one (1) minute time limit or in excess of the maximum
of two (2) minute time limit.
2. Stepping and/or going out of the boundary lines will cause the performer/s a deduction of 0.5
regardless of number of stepping violation (for every violation and per players in a team).
3. Performers who accidentally loses grip of the weapon/s should be given a deduction of 0.5 for
every violation.
4. Weapon/s gets destroyed or has any apparent damage to any part of the weapon will cause the
performer/s a deduction 0.5per violation per player/team.
5. Failure to execute the standard pugay at the start/end of performance would mean a 0.5
deduction.
6. Starting Over deduction of 0.5
7. Finishing in place different from where the form started 0.5 deductions unless judges have been
notified in advance that this will occur.

UNIFORM, EQUIPMENT AND WEAPON FOR ANYO PERFORMANCES


A. UNIFORM/COSTUME
 Plain red pants (school/club logo may appear on the pants)
 Official division/team delegation uniform (Jogging pants and t-shirt)
 White plain t-shirt/school/club/delegation t-shirt
 Rubber soled shoes (bare foot is allowed in the anyo event)

B. WEAPONS: A player may have the option to choose any of the following weapons:
 Wooden Stick/Yantok – The cane/stick made of wood/rattan should measure not less than 60
cm (24 inches) and not more than 90 cm (36 inches) and ¾ to 2 inches in diameter.
 Wooden Replica of a Bladed Weapon- the wooden replica should measure not less than 60 cm
(24 inches) and not more than 90 cm (36 inches) in full length and should be ethnic in origin.
 Metallic Unbladed (Dull) Replica of a Bladed Weapon- the metallic replica should measure not
less than 60 cm (24 inches) and not more than 90 cm (36 inches) in full length and should be
ethnic in origin.
 Metallic/wooden Unbladed (dull) replica of a Bladed Sword and Dagger - the metallic/wooden
replica of a dagger should measure of not less than 20 cm and not more than 31 cm in full
length and should be ethnic in origin.

CRITERIA FOR DECISION:


In assessing the performance, the following criteria must be observed:
1. COORDINATION AND SYNCHRONIZATION OF MOVEMENT
 Anyo must be performed with competence
 Precise/timing and identical rhythmic movement
 Sense of balance action of steps/stances
 Harmonization/rhythm of movement
2. ARTISTIC EXECUTION
 Proper/good form execution
 Gracefulness
 Elegant/style
 Refined Martial Arts movements
3. BEARING and STAGE PRESENCE
 Demonstration of strength, power, and balance
 Correct focus of attention and concentration
 Composure
 Attitude
4. APPLICATION OF TECHNIQUES
 Magnitude of complicatedness
 Complexity of the art and techniques
 Intricacy of movement of the body
 Execution of art/style
5. CREATIVITY and AUTHENTICITY
 Originality
 Inventiveness
 Imaginativeness of forms
 Fluidity of the executions of skills and techniques

 Selection of Coaches and Players for the CARAA MEET 2020.


 Total number of gold medals from both full contact and creative anyo competition shall
be the basis of the selection of the over-all champion. Synchronized/team/pair anyo is
considered as one in the medal count. In case there is a tie in the number of medals, the
team/synchronized/pair anyo shall be count as three medals for the team and two
medals for the pair anyo.

 Selection of players will be based from the total number of Gold medals, followed by
Silver then Bronze Medals of both full contact and anyo event for both secondary and
elementary division in accordance of their category. In case of tie in the number of
medals of players, the champion coach, technical officials and tournament manager shall
decide for the selection.

 Selection of coaches will be based from the overall champion.

 There are different overall winners and selection of players in the elementary girls,
elementary boys, secondary girls and secondary boys.

 Total Number of Medals in Ranking:


 Elementary Girls: 7 Gold, 7 Silver, and 7 Bronze Medals
 Elementary Boys: 7 Gold, 7 Silver, and 7 Bronze Medals
 Secondary Girls: 11 Gold, 11 Silver and 16 Bronze Medals
 Secondary Boys: 11 Gold, 11 Silver and 16 Bronze Medals

 PROTEST AND COMPLAINT


 Protest shall be done before the competition. Protest after the match/bout shall be made in
writing by the coach within four (4) hours duly signed by the athletic manager or authorized
representative of the delegation address to the Technical Committee. Any action made
otherwise shall be nullified. Coaches who failed to attend the solidarity meeting shall waive
his/her right to protest/complaint. A protest fee shall be Five Thousand Pesos (P5, 000.00) to
entertain the protest.

 OTHER MATTERS and RECOMMENDATION


 Eligibility of coaches and chaperon must adhere to the Rules and Guidelines for the National
Accreditation and Screening of athletes, coaches and chaperon.
 Coaches must be accredited and the chaperons must be screened by the National Screening and
Accreditation Committee (NSAC).
 Official coaches and chaperon must be in their delegation uniform while on coaching. No short
pants, sleeveless shirt, and slippers are strictly prohibited for the players, coaches and
chaperons during the competition.
 Only the official coach/chaperon is allowed to sit on the designated coach’s chair and instruct
the player during the match. No Coach, No play policy shall be observed during the match.
 Competitors, coaches and chaperons must observe proper decorum during the competition.
 Trainers are NOT allowed to coach and even intervene during the meet. In the absence of the
Coach the Chaperon may take over as Coach.
 Misbehavior of members of the team and delegation shall be addressed to the competitor
(TEAM FOUL).
 Queries/Protest and Complaint on Technicalities. Shall be done immediately after the
competition and before the next competition begins. Protest after the match/ bout shall be
made in writing within 2 hours by the coach duly signed by the athletic manager or authorized
representative of the delegation addressed to the Technical Committee. Any action otherwise
shall be nullified. Coaches/Chaperon who failed to attend the solidarity meeting shall waive
his/her rights to protest. ‘JUDGMENT CALL CANNOT BE PROTESTED”.
 The Technical Committee shall decide on all other queries/issues not mentioned in the ground
rules.
