It is to submit that, in the reference 3rd cited, Engineer-in-Chief (Admin) Vijayawada
have accorded permission to engage four hire vehicles for the use of the Executive
Engineer, Special Division, Vijayawada and Dy. Executive Engineers, Special Sub Division,
Kanchikacherla, Nuzvid and Vijayawada for the period from 1-04-2020 to 31-03-2021.
The Executive Engineer, Special Division, Vijayawada has reported that, for
inspection vehicles i.e., private hired vehicle are essentially required for a period of 12
months i. e., from 1-4-2020 to 31-03-2021 for the utilization of Executive Engineer, special
Division, Vijayawada and Dy. Executive Engineer of Special Sub Division, Nuzvid,
Kanchikacherla and Vijayawada for attending the execution of works, inspection of Minor
Irrigation Sources, Maintenance of M.I. Irrigation Schemes, Water Regulation and activity
of Neeru Chettu programme and to attend the meetings of District Collector and District
Level meetings at Machilipatnam and tour programmes of V.I.Ps and for the inspection of
higher Officer. The details of work load are here with enclosed. Provision is also made in
the budget estimate for the year 2020-2021 towards hiring of private vehicles.
Hence, I request the Chief Engineer, Minor Irrigation, Vijayawada to accord
necessary permission for engaging 4Nos. of private vehicles on hire basis from 1-04-2020
to 31-03-2021 for utilization of Executive Engineer, Special Division, Vijayawada and Dy.
Executive Engineers, Special Sub Division, Nuzvid, Kanchikacherla, Vijayawada on hire
basis from 1-04-2020 to 31-03-2021 at an early date.

It is submit that, in the reference 1st cited, Government have accorded permission
for engaging 5 Nos., of Hiring Private Vehicles for the use of Executive Engineer, Drainage
Division, Gudivada, Dy. Executive Engineers, Drainage Sub Division Gudivada, Kaikaluru,
Machilipatnam and Challapalli up to 31-03-2020.
The Executive Engineer, Drainage Division, Gudivada has further reported that 5
Nos., of hired vehicles are essentially required to utilize for the use of Executive Engineer,
Drainage Division, Gudivada. Dy. Executive Engineer, Drainage Sub Division,

It is to submit that, The Executive Engineer Special Division Vijayawada has
reported that the Muniyeru Sub Division, Jaggaiahpet consists of Muniyeru Anicut,
Muniyeru Main Channel of 50 KM length and its distributaries having a length of 50 KM.
The total jurisdiction covers over 5 Mandals i.e, Jaggaihapet, Vatsvai, Penuganchiprolu,
Nandigama and Chandrarlapadu and also look after the work Under Neeru-Chettu
programme, O&M Works and JICA and Muniyeru Barrage across Muniyeru River at
Polampalli in Vatsavai (M).
This Barrage site is 30 KMs., from head quarter i.e., Jagggaiahpet, Besides this
Muniyeru Sub Division, Jaggaiahpet is also looking after Minor Irrigation 5 Mandals to
attend these works and water regulation in Canal, the inspection Vehicle is essentially
required for a period of one year i.e., from 1-04-2020 to 31-03-2021 for utilization of Dy.
Executive Engineer, Muniyeru Sub Division, Jaggaiahpet for attending the execution of
works and water regulation during the working season 2020-2021.
Hence, I request the Chief Engineer, Krishna Delta System Vijayawada to accord
necessary permission for engaging one private vehicle on hire basis from 1-04-2020 to 31-
03-2021 for utilization of Dy. Executive Engineer, Muniyeru Sub Division, Jaggaiahpet for
attending the execution of works and water regulation during the working season 2020-
2021 and communicate the order at an early date.

It is to submit that the Executive Engineer, K.E., Division, Vijayawada has reported under
reference 5th cited as follows. That the proposals were submitted for hiring the private vehicles for
the use of the officers concerned.
Government Vehicle of Deputy Executive Engineer, Irrigation Sub-Division, Vijayawada was
condemned and permission was separately accorded for the 2015-16 to hire one private vehicle for
the use of above Deputy Executive Engineer in the G.O. 2nd cited above for the year from 01-04-
2015 to 31-03-2016. The above Dy. Executive Engineer was also permitted to hire private vehicle
for the year 01-04-2016 to 31-03-2017 and another year from 01-04-2017 to 31-03-2018
separately in the G.O’s 3rd and 4th cited above.
In the years 2015-16, 2016-17 and 2017-18, the Deputy Executive Engineer, Vijayawada
was given permission to hire vehicles in separate G.O;s. cited above but not in the orders of general
permission given to the officers of Irrigation Circle, Vijayawada. Then the above Deputy Executive
Engineer, Irrigation Sub-Division, Vijayawada was not separated from the G.O’s of vehicle
permission given to the unit of Engineer-in-Chief (Irrigation).
The Private vehicle hire permission was issued to the officers of the unit of Engineer-in-Chief
(Irrigation) in the G.O’s 4th and 5th cited for the year 2018-19 and 2019-2020 But the Deputy
Executive Engineer, Vijayawada Sub-Division did not get permission, as only 11 vehicles were
allotted against 12 vehicles required for the Irrigation Circle, Vijayawada in the unit of Engineer-in-
Chief (Irrigation). Hence the Deputy Executive Engineer, Vijayawada was deprived of permission
for hiring vehicle for 2 years in a row.

 0In this regard, I submit that the Executive Engineer, K.E., Division, Vijayawada reported
vide his letter 5th cited that the Dy. Executive Engineer, Irrigation Sub-Division, Vijayawada is in-
charge of maintenance and water regulation of Krishna Eluru canal and part of Ryves canal system
with a total ayacut of 1,25,000 acres in about 7 Mandals located, in both Krishna & West Godavari
Districts.
Keeping in view the jurisdiction of the above Dy. Executive Engineer, in 2 Districts of
Krishna and West Godavari for attending to the duty of water regulation during two crop seasons
ie., Rabi and Khariff, inspection of O&M works and Modernization works of Krishna Delta System
during the closure period of canals, and for attending a number of official meetings conducted by
Z.P bodies, the district collectors etc., Vehicle is essentially required to Dy. Executive Engineer, to
attend duty in his vast jurisdiction.
In view of the necessity of the vehicle for the use of the Dy. Executive Engineer, Irrigation
Sub-Division, Vijayawada under the K.E, Division, I request Engineer-in-Chief (Irrigation)
Vijayawada that necessary permission may please be obtained from higher authorities for engaging
vehicle on hire basis to the above officer in the financial year 01-04- 2018-31-03-19 & 01-04 -2019
to 31-03-2020.
