He is very tanky and offers a lot of interference for his allies. You should never wave your hands and say SOMETIMES!

You can't blind any of her abilities. She is
strictly a champion with 100% abilities.

Play it safe, try not to get walled and stunned once she hit's level 6, you can pretty much do absolutely nothing to her.
You will want to engage while her stun is being refreshed, otherwise she will become a problem simply by stunning NEVER!

This obviously can be ignored if you've floored her early game as have kills, but shouldn't be forgotten!

Seeker's Armguard (If AD)
Ezreal Both MAJOR you with (Q). He is very squishy, however. (Q) Max and poking from behind minions and such will be your best option.
Keep your eyes on his ultimate, especially if your allies are low HP or you are yourself. He can easily snipe you.
Banshee's Veil (If AP)
99.99% of Ezreal players prefer to spam their (Q) an
(E) so it's not useful to (Q) him in this regard.
Q->E
His (E) can bounce off minions and locate you in stealth as they target you even when invisible. Poking him with (E)
tends to be difficult as he will just chain fear you into his (E) bounces, and into his life-steal sustain (W). You should Magic Resistance NEVER!
Fiddlesticks Magic MAJOR max your (Q) and utilize this as a way to poke him from a distance to stay out of this combo. You should also,
always have vision over walls where he can simply (R) channel to flank or surprise your teammates or even you alone.

Reset her passive by simply walking away and coming back, if you don't you are just giving her free sustain/damage.

It's not worth wasting your (Q) on him as priority,

This is the most free lane to go into with Teemo. Sit on your allies cross road to (Blue) or ward your teams (Red) side
river and sit in your tri-bush. This is to prevent a Singed proxy. Meaning he's going to farm and prevent your minions NEVER!
Singed Magic MINOR from entering your lane, perma shoving his to your tower. You have to be super aggressive, but don't be so aggro
that you cause your lane to shove perma. Putting a few points into your (W) can really help you outrun him as you
Void Staff Can not stop him from flipping you and really,
he does not focus on using auto-attacks.

never want to be on top of him, his movement speed gets high by drifting off allies and enemies and (R) Nimbus cloak.
I would recommend playing a PTA and Ghost combo into him as he is 99% going to build straight into Adaptive Helm.
This build pretty much counters it completely due to dealing 8-12%/10% which should be additive since they are NEVER!
Boots Start (PTA)
Sion Physical EVEN not uniques extra damage & allowing for a (E)+(W) max. Avoid his bush cheese level 1 in the bushes, keep yourself on

She will constantly spell shield your (Q) you can try to bait it out by throwing canceling your (E) or (Q)/(R), this will
not put your ability on cooldown, but it will normally fool a sivir who isn't looking for the (Q) but the champion NEVER!
Sivir Physical EXTREME animation, to spell shield. It's also very hard to prevent her from shoving. Because of her general ability
to wave clear and shove, making it very hard to deal with her or poke her, when you're stuck under tower.
