1.0 PURPOSE

The purpose of this method Statement is to explain the procedure of the piping fabrication & installation work for

Mong Duong ΙΙ unit #1, #2 installation works. With this, we can perform safely and consistently.

2.0 SCOPE

This method statement is applied to the above mentioned works. If there are any matters not mentioned in this statement

then that will follow the construction sub-contract between DOOSAN & GS Neotek.

3.0 PRINCIPLE

All the concerning works’ procedure should follow this method statement.

4.0 DEFINITION

4.1 NDE means ‘Non-destructive examination’

4.2 WPS means ‘Welding procedure specification’

5.0 WORK PROCEDURE

5.1 Preparation

5.1.1 Manpower (direct/ indirect)

5.1.6 The work area is before intake area and not involved with working inside or close to river.

5.2 Material tranportation

5.2.1 The piping materials should be protected perfectly during the transportation and storage.

5.2.2 The piping materials which is coated or painted should be packed in a box or protected appropriately while

transportation. Also storage should protect the materials from direct sun light to avoid the damage caused

by sun light.

5.2.3 When the materials are delivered, we should inspect for the amount of it. The ends of pipe and the flanges should

be caped or covered properly. Except for the purpose of inspection the protection should not be removed.

5.3 Crane Setting

5.3.1 Mobilizing separated parts of 200Ton and 90Ton crane to the working area for assembly.

5.3.2 The total assembly area should be isolated with safety warnig tape to prevent ant possible accidents.

5.3.3 Once the assembly work completed, test operation should be done only after the approval from DOOSAN EHS Dept.

5.3.4 At the completion of all preaparation works, the crane should be mobilized to the piping working area.

5.4 Temp. piping assembly support fabrication

5.4.1 Fabrication of the Temp. piping assembly support( Refer to attachment )

a. Temp. piping welding support (W12000*L6000*H950mm) b. Piping alignment and fit-up support

5.4.2 Prior to use the fabricated supports, approval should be gotten from DOOSAN.

5.4.3 After the approval from DOOSAN supports should be fixed.

5.5.1 Pipe spool should be placed on the support (a).

5.5.2 Fixing the support (b) for 'alignement' then complete 'Fit-up' work. ('Fit-up' welding should follow the 'WPS')

5.5.3 After 'fit-up' work completed, DOOSAN should inspect the status then commence the welding work.

5.5.3.1 The final welding should follow the 'WPS' of the manufacturer. For the sake of efficient and fast procedure,

the welding should be FCAW.

5.5.3.2 The current welding work should be protected with wind protection.

5.5.3.3 The special fabric will be used to protect the inside of pipe from the frame. ( Refer to attachment )

5.5.4 After the completion of final welding work, the pipe should be moved to the support (a) for visual inspection

and RT.

5.5.5 After the clearance of RT result, the inside of piping should be coated.

5.5.6 Preheat & PWHT

5.5.6.1 Preheat should be done at minimum 121˚C as per the WPS(A-TF-0101-164)

5.5.6.2 As per the WPS(A-TF-0101-164), PWHT is not applicable for this procedure.

5.5.7 NDT

5.5.8 Connection area and inside coating work

5.5.8.1 The working area should be chosen considering the proper temperature and humidity for work.

5.5.8.2 Coating work should be done as soon as possible after the completion of surface cleaning work.

5.5.8.3 Surface humidity and foreign substance should be removed and cleaned before painting work.

5.5.8.4 Coating work should be done to inside and outside surface. Painting work should be done without falling

downs, pinholes and bubbles. Repainting should be done after complete drying and the final thickness of

coating paint should be more than 800μm.

5.5.8.5 If the coating thickenss is thinner than 800μm, the work should be done completely again.

5.5.9 Wrapping work of connection point

5.5.9.1 Slag should be removed with grinder.

5.5.9.2 Rust and foreign substance should be remove with brush.

5.5.9.3 Painting 'Primer' on the surface.

5.5.9.4 When the 'Primer' is sticky tape should be wraped. The extremity of the new tape should be overlapped at

least 1/2" with the existing tape.

5.5.9.5 Tape wrapping should be done twice. Each wrapping should be overlapped with each other.

5.5.9.6 Wrapping should be overlapped more than 3" with the existing coating part.

5.5.10 Test and inspection

5.5.10.1 All Coating and wrapping location should be inpected visually.

5.5.10.2 Except the flange face part, all other coated surface should be inpected with 'Holiday Detector'.

5.5.10.3 Holiday Detector

Portable, Low Amperage, Adjustable Voltage, Pulse Type

5.5.10.4 Testing voltage should be designated by DOOSAN.

5.5.10.5 The test should be done 11.5m~16.4m per minute with each 'Electrode'.

5.5.10.6 The area where electric sparks occurs should be marked and re-coated for re-testing.

5.5.11 Accept/ Reject

The work will be accepeted only if there are no spark during the 'Holiday Detonator' test.

5.5.12 Repair of pipe coating

5.5.12.1 Prior to repair work, the repair area should be cleaned perfectly.

5.5.12.2 Coating work should be done to inside and outside surface. Painting work should be done without falling

downs, pinholes and bubbles. Repainting should be done after complete drying and the final thickness of

coating paint should be more than 800μm

5.5.13 When all inspection completed, pipings should be stored in the material yard.

5.6 Pipe handling and installation

5.6.2 Prior to re-locating the piping, the inside should be cleaned

5.6.3 Once the location of crane fixed, the total working area should be barricated with safety warning tape.

5.6.4 Double check of the around area for the safety.

5.6.5 Double check of the lifting gears for the safety.

5.6.6 Once all the preparation completed, the piping should be re-located in the installation location.

5.6.7 After the re-location of pipings, none completed parts should be welded. The welding prcedure is identical with

the above procedure.

5.7 Pressure test of CW piping.

5.7.1 CW Piping System shall be subjected to hydrostatic test with pressure of 1.5 x Pump Dead Head Pressure.

5.7.2 The Hydro-Test Pressure shall be be raised to test pressure, then after system isolation and test pump stopping,

pressure decay shall be monitored for 1 hour while above ground joints and equipment are checked for leaks.

Acceptance Criteria: No leakage detected and minimal pressure decay (<10% of hydro-test pressure in 1 hour)

6.0 ENVIRONMENT, HEALTH AND SAFETY (EHS)

6.1 Responsibilities and Instructions

6.1.1 PM/EHSS Officer shall ensure that all work is undertaken in accordance with the specified work scope.

6.1.2 Safety training should be conducted to all personnel assigned at site prior to commence any work.

6.1.3 All personnel should know the locations of fire extinguishers, communications, manual alarms & ESD points.

6.1.4 All personnel should be aware of assembly points, escape routes, emergency contact numbers.

6.1.5 Personal Protective Equipment (PPE) shall be worn at all times.

6.1.6 Good housekeeping shall be observed in work areas.

6.1.7 Construction wastes shall be segregated and disposed to an approved dump yard area.

6.1.8 Keep non-essential workers clear of machinery whilst it is in operation.

6.1.9 Proper inspection of all equipments prior to use to avoid leakage and equipment failure.

6.1.10 Permit to work shall be obtained appropriately for the type of work and location.

6.1.11 All vehicles must comply

6.1.12 Excavation and delivery of materials are prohibited during heavy rains.

6.1.13 Adequate lighting equipments when working night time.

6.1.14 Ensure all workers and equipments working overtime are properly accounted and obtained permit/approval from

Doosan EHS Manager prior to carry-on works. Regular working time is from 6:30 am ~ 5:00 pm.

6.1.15 Periodic refresher trainings, tool box talk and audit shall be conducted.

6.2 Safety ( PPE )

6.2.1 Personal Protective Equipment (PPE) will be issued to all workers such as safety shoes, hard hat, working gloves,

earplug, safety goggles, reflective vest and safety harness for workers who will be assigned in elevated places 1.6m

and above.

6.2.2 Wearing of the basic PPE will be enforced fully.

6.2.3 All new recruits will undergo proper orientation and safety induction before they could deployed at site for work.

6.3 First Aid Facilities

6.3.1 First aid facility is always made available during working hours by a qualified first aiders.

6.3.2 Ambulance car with Driver, Helper and stand by Nurse are available at site or First Aid Station at all times.
